cess of establishing the Namibian Navy was made difficult by the delay of the return of Walvis Bay, which was the only town with a modern port in Namibia at that time. However, in spite of the obstacles that our former enemies were trying to place on our path towards total independence, the Re-public of Namibia and the Namibian Defence Force (NDF) took the

initiative to circum-vent such obstacles. "As we mark the 10th An-niversary of the Nami-bian Navy Day, it is important to remind ourselves of the poten-tial defence challenges, which the Namibian Navy in particular and the NDF in general, could be faced with within the maritime do-main. All the best in future and I trust that you will

remain alert and vigilant at all times to protect the Namibian Coastline,” commented Mr Angula.Rear Admiral, PH Vilho, Navy Commander took the stage to express his pride in how far the Na-mibian Navy has come along since its commis-sioning. He delivered a speech of 15 pages, “be-cause a decade’s history cannot be condensed in two pages. Moreover, I have a message for

each one of you pres-ent here today, so please listen attentively.” The Commander addressed the types of personali-ties who should be kept away from leadership positions; the egocen-tric, the sloth and the wary.“Leadership requires a lot in terms of com-mand and administrative skills, we should look at people who have the habit of working hard;

and not those that only come in to collect the cheque,” said the Com-mander. “We should go out there and lead. There are men and wo-men that are depending on us and our decisions. We cannot, and must not fail them. Wishing everyone fair winds and following seas,” were the closing remarks of the Commander.The idea of a Nami-bian Navy was con-

ceived with the agree-ment between the Na-mibian Government and the Federal Republic of Brazil in 1994. The Namibian Navy, since its commissioning in 2004, has witnessed significant progress in terms of human capital and material acquisi-tion. In its 10 years of existence, the Navy has drafted documents like the Navy Development Plan and Training Strat-

egy among others in line with the Defence Policy, which are all of high im-portance. The most recent ac-complishments are the commissioning of the NS Elephant, the Capt (N) PN Sacharia Naval Base and the Naval Jetty in 2012. The Namibian Navy Day ended with a formal lunch hosted by the Navy - and a toast of the day for a bright fu-ture ahead.

Last year’s theme was “Don’t be a Dummy” and this campaign is de-scribed as a huge success. This year, more than 1000 coastal residents put their signature on a peti-tion, pledging to be a safe road user. According to the RSC’s spokesperson at Swakop-mund, Ms Revival Mun-dumbu, the campaign was launched on 12 Sep-tember at the Hilton Ho-

tel in the capital city and kick-started in Gobabis. The main aim of these campaigns is to educate the Nation on road safety awareness. People from all walks of life have made their pledges and participated in the acti-vities.“It is encouraging to see Namibians responding positively, while the na-tion is facing a seeming-ly insurmountable chal-

lenge when it comes to entrenching a culture of safe and courteous road use,” Ms Mundumbu said. As the activations team has been interacting with the public, there was an overwhelming response from the people acknow-ledging that, for any change to happen, there needs to be individual attitude and behaviour shifts in the hearts and

minds of people using the roads every day, she fur-ther noted. There was also growing consensus that tradition-al road safety messages do not have a long term impact on the public and that this personal interac-tive approach will have a lasting impact on individ-ual road users to take full responsibility for their own safety. This message was echoed

by pedestrians, bus and truck drivers, motorists, cyclists and bikers. The heart of the message is that road safety starts with each and every in-dividual, each playing their part and as the cam-paign spreads around the nation, a real difference in road user’s attitudes should be perceived.The main objective is to call the nation to take full responsibility for their

own safety and that of others.As the commitment continues, ‘The pledge’ campaign is tailored to give every individual a purpose to behave re-sponsibly, while using the roads, for their own benefit and the benefit of others. Hence, emphasising what they need to commit to, in order for the pur-pose to be fulfilled i.e. ‘I

pledge to drive safe and sober’ for my benefit and the benefit of others. The National Road Safe-ty Council is using inte-grated media to make the ‘Call to Action’. The campaign is in the Press, on Radio, outdoor (Billboards) and So-cial Media - Facebook and Twitter, in an effort to reach Namibians all across the country.

The International University of Management(IUM), Swakopmund Campus held their graduation ceremony on Saturday at the Swa-kopmund Hotel & Entertainment Centre in Swakopmund.

The graduates have recently completed a Certificate in Tourism and Hospitality course which was offered by IUM, being facilitated by the Namibia Qualifications Authority (NTA) and sponsored by the Millennium Challenge Account (MCA). All the 45 graduates were on a scholarship provided by the Millennium Challenge Account (MCA). According to the Branch Co-ordinator of the IUM Swakopmund campus, Mr Noel Chinokwetu, the graduates are people from previously disad-vantaged societies, people in need of education but without access to funding, and tourism and hospitality enthusiasts who have experience but without tertiary education qualifications.“For the IUM family this is a very important event as it marks the corporation between MCA, NTA, IUM and the tourism industry in Namibia” said Mr Chino-kwetu. The International University of Management (IUM) is Namibia's first Not-For-Gain private University founded in 1994. Today, the institution has a current combined student population of more than 8 000 with campuses in Windhoek, Ongwediva, Swakopmund and Walvis Bay. On 26 October 2002 it obtained University status when it was officially launched by the then president of the Republic of Namibia, Dr Sam Nujoma. The International University of Management is fully accredited by the NQA.

The Swakopmund community was shaken to their roots last week, after it was learned that a well-known and beloved resident of the town, Mrs Mutaleni Ndjalukeni Jonas (43), died after she was supposedly poisoned by her estranged husband.

No bail for alleged wife-murdererCrime Reporter

According to the Erongo police's spokesperson, De-puty Commissioner Otillie Kashuupulwa, the incident occurred around 00:20, last week Wednesday. Mrs Jonas, better known as Julia, and her husband, Madala Junias Jonas (48) allegedly had marital hit-ches and was still legally married, but separated for some time. Mr Jonas ap-parently came to the vic-t im ' s home in Swa-kopmund's Mondesa resi-

dential area last week Wed-nesday night in order to “talk things out”, in spite of a protection order which barred him from coming near her or her residence. The protection order followed after he alle-gedly attempted to shoot her on a prior incident in August this year. This protection order obligated him to move to Karibib about 175 kilo-metre east of Swakopmund. It is alleged that he came all the way from Karibib to Swa-kopmund on the night of the

tragedy. On his arrival at Mrs Jonas' home, he apparently had two bottles of beer for the two of them. They were seemingly enjoying their drinks when the deceased “started screaming that she was poisoned by her hus-band”, Kashuupulwa com-mented. Julia's sister and daughter, who were in the house at the time, came running to her aid and insis-ted they call an ambulance, while according to them, the husband was sitting peace-fully, allegedly saying, “Julia should just go and lie down in the bedroom. She is just having a lot of stress”. At this point Julia started to vomit and cough and be-

came very weak. She was rushed to hospital after a short while, but there was nothing the doctors could do, as she was already dead upon arrival at the hospital. The accused appeared in the Swakopmund Magistrate's court last Friday, facing charges of murder and vio-lation of a protection order. He was denied bail and will appear in court again on 8 December. The pending case of attempted murder against him was struck from the court roll, following his wife's death, but he will appear on a charge of pos-session of a firearm without a license and illegal ammu-nition on 24 November.

Members of the Ross-mund Golf Club, on the outskirts of Swakopmund, where the victim was employed, expressed their disbelieve and shock re-garding this tragedy, clai-ming that Julia was a friendly, hardworking and adored lady, always ready to assist her customers. This was the second gender based murder in one week at Swakopmund, after a 50-year old man com-mitted suicide, subse-quently murdering his 44-year old girlfriend, last Monday in the town’s DRC informal settlement.

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations.WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters.Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. Professor Daniel Pauly, a world expert on globalfisheries who attended theGlobal Large Marine Eco-system conference in Swa-kopmund recently, said the quota system is the best for sustaining and increasing fish stocks.Quotas are allocated to an individual or company to harvest a certain amount of fish in a certain period of time. Pauly is also the project leader of the ‘Sea Around Us’ project, based at the University of British Co-lumbia in Canada.Speaking to the media on Thursday, the fisheries ex-pert noted that because the fish population in the Na-mibian waters was almost wiped out by foreign com-panies who were fishing

here before independence, introducing a catch quota is the right way to go.“Fisheries with quotas work best. Most countries do not have quotas - the vessels are given, for in-stance, a whole month to catch, and it does not mat-ter how much they catch within that period,” he said.Asked whether culling of seals in Namibia has any negative effect on the fish population, Pauly said it could have some bad con-sequences.He said when culling seals the country need to look at the bigger picture than just reducing the seals and saving the fish.“This needs to be studied thoroughly so that one un-derstands not only the seals eating and reducing the

Environment and Tour-ism Minister Uahekua Herunga says his minis-try is concerned about the current illegal hunting of wildlife in the country, especially the poaching of rhinos and elephants.Speaking during the of-ficial opening of the Mangetti National Park on Friday, Herunga said poaching can have severe economic implications as it has adverse impacts on tourism and trophy-hunt-ing.“The current illegal acti-vities in the country clearly need to be rapidly brought under control,” he noted. The most abundant spe-cies in the park are eland and blue wildebeest, with a population of over 400 and 200 respectively.

Cllr Usiel Xoagub of Karibib constituency applauded the region for attaining a literacy rate of 96.7% among literate adult population of 15 years and above, as per the 2013 Nami-bia Statistics Agency (NSA), but the short-age of transport and the location of library facilities (in most towns Omaruru, Swakopmund and Usakos) were iden-tified as major challen-ges in the region.He reminded the parti-cipants that there is no time for complacency if the country is to become k n o w l e d g e d - b a s e d economy by the year 2030. Cllr Xoagub as-sured the stakeholders of his continuous sup-port in the mobilisation of community members to participate in literacy programs and to join li-braries.The consultative meet-ing focused mainly on the achievements and challenges facing the six constituencies, namely Arandis, Henties Bay, Karibib, Omaruru and Swakopmund and to as-sess the implementation of resolutions taken in 2013. It was found that more than 31 098 adult learn-ers visited libraries as from January to August

and instruction offered under the project ‘Li-braries for Develop-ment at Omaruru and Swakopmund Commu-nity Libraries and to-tal members provided training for 395 people.The three main reso-lutions under review were: for literacy pro-moters and librarians to work closely in their respective constituen-cies to promote reading culture among adults learners; training of community members in basic computer literacy skills; extend service to remote rural areas through mobile libraries where feasible – books packed in boxes are taken to the following rural areas Omatjete, Uis,Okombahe, Tu-busis, Spitzkoppe, Ot-jimbingue for reading and minor research pur-poses. The meeting was atten-ded by 52 participants, including constituency councillors, traditional leaders, district educa-tion officers, librarians, literacy promoters, re-ligious leaders and few adult learners. Mr Elia Manga, the Deputy Director for Lifelong Learning in Erongo, stressed the im-portance of literacy and access to information

in the socio-economic development of our mo-dern societies. He said literacy is a human right and the foundation for lifelong learning.“As hunting was an es-sential skill for survi-val many, many moons ago, the ability to read has become a vital life and language skill in modern society in fact a necessity for a young developing nation like Namibia.” The meeting further re-solved to: promote the teaching and learning of mother tongue lan-guage for adult learners and parents since the introduction of the New Formal Curriculum in-troduces mother tongue as compulsory medium of instruction in the ele-mentary phase of Edu-cation; encourage local writers and community members to write stories in their mother tongue in order to support the introduction of moth-er-tongue in school; deploy computers at Usakos community li-brary and take services closer to users through satellite library mode.The next consultative meeting will be held in September 2015 in Hentiesbay.

After returning from the Eighth World Choir Games in Riga this year, they sang the UNISA Ad-vanced Choral Examina-tion in September 2014 and passed with 97%. It was a beautiful outingfor Namibia’s Cgals Chamber Choir, who re-cently received four silver awards at the world’s lar-gest and most prestigious Choral Festival, the Eighth World Choir Games. This biennial event orga-nised by Interkultur, Ger-many was held in Riga, Latvia for two weeks in July and featured 480 choirs from 74 countries

under the motto “Singing together brings nations to-gether”. The Cgals Cham-ber Choir, conducted by Wilna Liebenberg, partici-pated in the Musica Sacra, Popular, Folkmusic and Scenic Folk Music catego-ries and obtained silver in all of the categories.The performances and competitions of the 480 choirs lasted ten days. The opening ceremony, prize-giving ceremonies and closing ceremonies were all held at the 30 000-capacity Arena Riga. The climax of the event was the closing ceremony in which the Cgals Cham-

ber Choir represented Na-mibia and joined 39 other choirs to form the Interna-tional Stage Choir. Accompanied by the Lat-vian National Symphony Orchestra and conducted by a team of some of the best international con-ductors, it was a most delightful menu for an in-ternational audience com-prising participants and choral music enthusiasts from all over the world. In the closing ceremony, the Latvian Minister of Culture on behalf of the President of Latvia ex-pressed great appreciation to all the participants and

organisers. The President of Interkultur, Gunter Titsch, rang the peace bell and passed on the host-ing flag to the Mayor of Sochi, Russia where the next edition of the World Choir Games will be held in July, 2016.This was the Cgals first outing to an international competition and has in-deed inspired this ladies choir to work on all as-pects to improve and to go for gold in Sochi! They also thanked all the numerous sponsors that made this possible.The coastal audience can look forward to a

wonderful Christmas Concert at the end of No-vember where the Cgals will join other students of Wilna Music. The Cgals Chamber Choir is billed to participate at the 2016 World Choir Games in Sochi, Russia and is already busy prac-tising with new members that have joined the choir recently. CLASS OF 2014 SAY GOODBYE

The annual Valedictory Service at Namib High School is somehow always filled with emotion. If tears of joy to be free from teachers and books and school bells after 12 long years are not shed, then tears of sadness flow freely. Strangely enough this crying is not limited to the grade 12s. No, parents and teachers all join in as all of them have somehow shared in those learners' lives for a period of five to 18 years.Mixed with the sadness, however, is an ample amount of undisguised pride as names are read out, memories are shared and prizes are handed over. In times like these one is happy to see that Namib High does not only stand for, nor cater for achievers only. It is clear that each learner is an achiever in his or her own right and is acknowledged for his or her contribution in whichever field. That is what makes this insti-tution more than a school. It makes it a home for many.A day before The Event grade 12s already picked out and reserved their academic wear and early Friday morning, all 106 were frantically pinning mortar-boards to hair and straightening their robes. After the Prize-Giving Ceremony, the procession entered and took their seats to the dramatic tune of Vangelis.A tongue-in-cheek welcome by Mrs Louw took them back over the five years and some of the memories made, whether during embarrassing situations or moments of unprecedented fun. Afterwards each teacher recited a quote of their choice as food for thought to the matrics. Mr Motonane struck a most imposing picture in traditional Swazi wear and delivered a short, yet very poignant message.Both the Chairperson, Nicole Jenneker and Vice-Chairperson, Mbahimua Kazohua, moved the audience between tears and laughter when they recounted some detail of their years at the school. They thanked both the teachers and fellow-learners as everybody somehow had an impact on their lives. The LRC of 2013/14 took an emotional farewell of their Guardian teacher, Mrs Sander.After the touching Benediction was read, the Grade 12s of 2014 left the hall to the beat of “Where the streets have no name”. Outside yet another surprise was waiting as the invita-tions to the Matric Farewell were delivered by parachute!

NHS VISIT OKONJIMANamib High School has always been actively involved with the environment and has indeed fostered a passion for it within learners. Field trips to Okonjima are often undertaken by groups and one such trip took place during the first weekend in September. 17 members of the Namib High Conservation Club travelled there by bus, taking three student teachers from Germany along.It turned out to be an unforgettable experience once again. They hiked in the beauty of nature, tracked cheetah on foot and even de-bushed an area. It was not only manual work, though, as many interesting and thought-provoking discussions on topics related to conservation, were held. There was also plenty time left to relax in the pool or around a huge campfire.

The 2014 African Women's Championship kicked off this weekend in the capital city and Namibia's women soccer team did the country proud by defeating the highly acclaimed Zambian team, also known as Shepolopolo, by two goals to zero, in the opening match on Saturday.

This tournament is also a qualification tournament for the 2015 FIFA Women's World Cup, with the top three teams qualifying for the finals in Canada. The tournament marks the first participation of Namibia in the African championship. Also for the first time the defending champions, Equatorial Guinea, are not taking part after failing to win their last qualifying round match. Eight teams were divided in two groups and play a round-robin tournament. The top two placed teams will advance to the semifinals. The losers of those semifinals will play in the third place match, while the winners will face off in the final. Namibia is facing Nigeria, Ivory Coast and Zambia in Group A, with South Africa, Cameroon, Algeria and Ghana battling it out in Group B.The weekend's results: Group A - Namibia 2-0 Zambia; Nigeria 4-2 Ivory Coast Group B – South Africa 0-1 Cameroon; Algeria 1-0 Ghana. Coastal cricket team makes historyEBH Coastal XI made cricket history, after beating United 1 on Sparta over the past weekend. This victory resulted in the coastal team topping the Premier League Cricket log table.

free run scoring and had the coastal side on the back foot after los-ing 5 wickets for just 13 runs. Coastal league top run scoring batsmen, John Calaca and Colin Peak,

made their selection count, scoring a vital 35 run partnership, before Calaca got stumped. Colin Peake ended on 46 (not out) helping his team to a defendable 146/all out.The EBH coastal XI took the field be-lieving that they can cause havoc amongst the United 1 bats-men. Opening bow-ler, Fritz Coetzee, bowled viciously, making it impossible for United’s batsmen to get their bats on the ball. Spinner, Shalako Groenewald, played an excellent suppor-ting role and the top class fielding dis-play had the United team with their backs against the wall, with 9/5 after 11 overs. Veteran, Melt van School and junior Charl Brits of Uni-ted consolidated their

inning scoring with a 51 runs partnership. United’s hope of winning the match was short lived, as they were bowled out for 77 in 36 overs. This victory handed the EBH Coastal XI an early lead on the log table and thus in-scription history for coastal cricket. Spur Desert Creek and Hickory Cricket from Swakopmund and Walvis Bay re-warded the top per-formers of the match. Fritz Coetzee was announced the best bowler, with Colin Peak crowned as best batsman and Zhivago Groenewald as best fielder.THE EBH Coastal XI will take on league favourites, WHS old Boys 1, in Windhoek on 25 October, fol-lowed by Wanderers 2 at home on 1 No-vember.
