INTRODUCTIONMonth of August can be termed as Month of revolution of non- co-operation

movement which was launched on August 1, 1920, Quit India movement onAugust 9,1942 under the leadership of Mahatma Gandhi and on August 15, 1947 Indiabecame Independent.

On the 75th Anniversary of Quit India Movement, our Hon’ble Prime Minister ShriNarendra Modi the people to take a pledge to free the country of problems likecommunalism, casteism and corruption and create a 'new India' by 2022. Movementssuch as Quit India are a source of inspiration and it’s incumbent on the currentgeneration to pass on the legacy of such crusades to those who come after them. Theprime minister recalled that even as senior leaders such as Mahatma Gandhi were jailedat the beginning of the Quit India movement, a new generation emerged to fill thevacuum and take the campaign forward.

He addedthat the Quit India movement that began in 1942 was a decisive campaign. QuotingGandhiji, Hon’ble Prime Minister said that all sections of people joined in, inspired hiscall of “karenge ya marenge (do or die)”.

Once the entire country shared this common resolve, independence was achievedin five years. Modiji said the ‘karenge ya marenge’ slogan should be adapted to‘karenge aur karke rahenge’ in pursuit of six key aims — the elimination of corruption, ensuring the poor get their rights, youth self-employment, an end to malnutrition, empowering women and ending illiteracy. BRIEF DISTRICT PROFILENavsari district, located on the eastern side of the Arabian sea, is one of the most

pleasant and historical districts of Gujarat state. Before freedom Navsari was the maincity of old Vadodara State. From 1st May 1949 Navsari had been included in Suratdistrict and in 1964 in month of June, Surat district was reformed and Navsari wasincluded in Valsad district. Presently, since October 1997, Navsari as a separatedistrict has come into existence. The district is bounded by Surat district in the North,Dang district in the East, Valsad District in the South and Arabian Sea on the westernside. Navsari is an important station of broad gauge railway line between Mumbai andAhmedabad. Through Ahmedabad, Mumbai National Highway No.8, Navsari isconnected to big cities of Gujarat.

According to old writing it can be seen that Navsari was famous in 7th century. In671 AD known as “Samana Navsarika” this region was ruled by Chalukya dynasty(Vavshaj Laat Branch). At that time Shila Dritniya Guru Naavdrdha is known to havestayed in present Naagtalavdi area. Due to this area, it became famous as “NaagMandal” and gradually with passage of time this district present name “Navsari” came.

In ancient times Navsari was known for its trade and industry. Before AD,amongst Greek, Navsari is mentioned as a famous port of western cost of India.Navsari’s weaving work was praised and “Baasta” means “Jug” become famousand foreign traders visited Navsari to know about weaving. Navsari also becomefamous for “Jardoshi” work (Jari embroidery).

Navsari District covers a geographical area of 2246 sq. Km with 6 talukas viz.Navsari, Jalapore, Gandevi, Chikhli, Vansda & Khergram. For the administrativepurpose, Gujarat has a three-tier arrangement: Gram Panchayat, Taluka Panchayat andDistrict Panchayat.

There are a total of 392 inhabited villages in these 6 talukas put together.

Navsari is one the progressive districts of the Gujarat State. geographical area of2246 sq. Km with 6 talukas viz. Navsari, Jalapore, Gandevi, Chikhli, Vansda &Khergram. There are a total of 392 inhabited villages in these 6 talukas put together. As per the Census of India (2011) Navsari district saw a decadal growth of 8.15% in thetotal population in the year 2011 over 2001. About 70% of the population still resides inthe rural areas of the district. The sex ratio for the district in 2011 stood at 961, amarginal improvement over 2001 figure. Navsari ranks 5th among 26 districts ofGujarat state with regards to the sex ratio. In terms of basic amenities, the districtfares well with about 91% of the households having access to electricity and about 90%having access to drinking water through either tap, hand pump or tube well. Around57% of the households have latrine facility within the premises. This is at par with thestate figures.

There is a strong linkage between a nation’s economic development and theliteracy level prevalent among its nationals. Literacy level in a society is an importantindicator of how the society is progressing. Navsari ranks as the 5th most literatedistrict of the Gujarat State with the overall literacy rate of 83.90% in the year 2011.The gender gap as well as the regional gap between rural and urban locations in terms ofliteracy is also falling in 2011 as compared to 2001. Literacy levels across all the 5talukas of the district has improved in 2011 as compared to 2001 there by indicatingthat there is less disparity among the Talukas in terms of education and literacy levels. In terms of literacy level among the SC and ST population, the district fare well ascompared to other districts in the state.

In terms of school infrastructure and intellectual capital, the district is progressingat relatively moderate rate. Over the period 2009-2014, there has been a marginalincrease in the number of schools in the district, mainly accounted by the increase innumber of private schools. Almost 90% of the schools in the district have access toelectricity and about 60% of them have computer lab. The total number of teachers inschools in Navsari district as a whole has increased from 7464 in 2009-10 to 8358in2013-14, a modest increase 894 teachers over a period of 5 years. Number ofenrolments in the schools has seen a fluctuating trend with a particular range.Maintaining a high level of retention at the primary level is a challenge with the rateatabout 82% in the year 2012. A good sign is in terms of a very low drop-out rate in theyear 2012 which needs to be maintained.

The Constitution of the World Health Organization, which came into force on April7,1948, defined health “as a state of complete physical, mental and social well-being.”Most recently, three types of definition of health seem to be possible and are used. The first is that health is the absence of any disease or impairment. The second is thathealth is a state that allows the individual to adequately cope with all demands of dailylife (implying also the absence of disease and impairment). The third definition statesthat health is a state of balance, an equilibrium that an individual has establishedwithin himself and between himself and his social and physical environment.

A health system comprises of various elements such as infrastructure, humanresources, data system and financial systems. Adequate infrastructure which includes

Page 7: mtru mtte · 2019. 3. 18. · 12 Irrigation (P anchayat) 24 13 Electricity 24 15 Banking 25 ... Valsad District in the South and Arabian Sea on the western side. Navsari is an important

buildings, equipment, supplies and communications equipment’s forms an integral partof health services. The concept of primary health care lead to a rapid expansion ofoutpatient service facilities in the form of Primary Health Centre (PHCs), Dispensariesand Sub Centres (SC), with a view to take health care to the community. Developmentsin medical technology have led to more and better inpatient care facilities at nursinghomes and hospitals that include super-specialty care and sophisticated equipment fordiagnosis and treatment.

The quality of health care at the grassroots level depends on numerous factorslike the size of the village, access to the nearest road or railway station, the cost oftransportation, the time taken for travel to the Community Health Centre or PHC orsub-centre, the availability of doctors, nurses (ANMs) and para medical staff at thesehealth centres, the timely availability of drugs, the physical infrastructure in termsof buildings, drinking water and toilet, the supervision of the staff, the rate ofabsenteeism and above all, the management of health facility in the public sector.

In the case of health, the term infrastructure takes on a wider role than merephysical infrastructure. Healthcare centers, dispensaries, or hospitals need to bemanned by well trained staff with a service perspective. In chapter 3 the currentconditions of physical infrastructure, staff, access, and usage are laid out here beforeidentifying critical gaps and requirements in infrastructure and services. Here, we shalldiscuss the health care services in Navsari district. The chapter has been organized inthe following manner.

From health sub- center to district hospital, there is an elaborate arrangement forproviding state sponsored medical services to the people at large. To what extent themedical need of the people could be met by the government health infrastructure is anissue which has discussed in this section. Different schemes and flagship programmesof the Government are further discussed in remaining sections.

The detailed discussion of Healthcare scenario of Navsari indicates that there is animmediate need is for an effective management of the health delivery system, focusing onCHCs, PHCs and Sub-Centres, especially in the “tribal belt.” One important pointhighlighted in Chapter 3 is findings related to hospitals in remote areas. The availabilityof the hospitals in remote areas is a major challenge in increasing utilization of differenthealthcare schemes. New demand demonstrates that the establishment of additionalhospitals even in these areas. To successfully implement a complex flagship programmesin Navsari district, capacity building is necessary at all levels. Building the managerialand conceptual capacities of the organization and individuals involved has proved to bea major challenge

Following are some recommendations to improve healthcare services in Navsari:

a. Management capacity should be improved by creating additional permanentposts at different facilities at the directorate to plan, implement successful healthprogrammes.

b. Improvements and maintenance of the health infrastructure of the existinginfrastructure are necessary to provide good quality healthcare services.
