Last month I paid a personal visit to Mr. Dan \\ c,ton.Chief of the Bureau of Electronic Repair Dealer Registra-tion in order to obtain some answers as to just what wasgoing on. Much of the interview is reported in the article"an interview with Dan Weston" appearing in another sec-tion of this issue.

One thing that is not mentioned in that article, and thatneeds some additional comment, is the picture tube. TheAdvisory Board and the Bureau have been debating thisparticular issue for several months and are anxious to getsome type of regulation completed in order to hold publichearings on the invoice required information as it must bepresented to the customer.

As you know, the law requires that you must providean invoice form to the customer, after the set has been re-paired, and that all used parts must be returned to thecustomer. Of course, the Bureau has already ruled that youdo not have to return the used picture tube but the lawgoes on to say that you must state what parts are new andwhat parts are used. In the case of the picture tube, thedealer is going to have to report it as used 99% of thetime since there is really only one manufacturer that is sell-ing all new tubes including the glass envelope. Now thequestion arises as to what is used and what is new in thepicture tube itself. The major manufacturers, who ship inter-state, are regulated by the Federal Trade Commission andits regulation in regards to tube identification on all tubes,advertising, warranty cards, cartons, etc. All local manu-facturers who do not ship out of California are not requiredto produce this type of information and are only warnedby the FTC about out-of-state shipments if any.

Now, we are not saying that the California manufacturersare not producing top-notch re -built tubes but, under theRegistration Law, the DEALER MUST IDENTIFY WHATIS NEW IN THE CRT AND WHAT IS USED. For his ownprotection he is going to have to have some document fromthe manufacturer that states what is new and what is usedin that CRT.

In our opinion, the warranty card is the only answer.This warranty card should name the tube brand and thename and address of the manufacturer whether or not thebrand and manufacturer's name are the same. The way itlooks to me, the Bureau may require that a warranty card,when available from the manufacturer, must be given tothe customer in place of the dud he is taking back with him.As it happens. I don't know of any manufacturer that doesnot give a warranty card, so this is the ideal answer to thedealer's problem.

If the warranty card is the key, the dealer, in my opinion,would fulfill his obligation to the customer if on his invoicehe states or simply inserts the warranty number, the serialnumber of the tube and the name of the manufacturer.This means that the dealer is relying on the manufacturerto state exactly what is new and what is used in the CRTrather than the dealer accepting this responsibility.

Another important suggestion we would like to make isthat possibly a system of grading could be introduced forthe CRT. Each grade would reflect exactly what is newand what was used in the picture tube. For example, AAcould mean all new including glass, A could mean all newexcept for the envelope, B could mean all new except forthe glass and screen, etc. I do not pretend to know justwhat these grades should be, but maybe a group of manu-facturers could get together and come up with the answer.I am sure that if they understand the position of the dealer,under the new law, that they will make every effort to solve

the problem.If such a system of grading were used it would mean

that the dealer could sell a grade of tube and offer the cus-tomer his or her choice of grades at different price levels.He would also be in a position to fulfill this obligation, underthe new law, by a simple statement on the invoice thatwould say:Picture Tube:

I don't kaow if this can be worked out or not but thedealer is now responsible to identify all parts replaced in aset and to state whether they are new, used, re -built. etc.,whether it is a tuner, speaker, transformer, or picture tube.

LEGISLATOR MAY OPPOSE OWNPAY -TV LAW

A very interestiug development has occurred in recentweeks that may very well have a direct bearing on thePAY -TV controversy. The author of the so-called CaliforniaPay -TV law, Assemblyman Pearce Young (D -Napa) re-cently stated that he may support the initiative which wouldrepeal the act and is considering introduction of new legis-lation containing "strict controls to protect the public frompay -TV exploitation."

According to a report made by the Assemblyman, he isin favor of regulations that would 1. limit programs on pay -TV to fields which are not now covered by free -TV, and2. require that there be no commercials on pay -TV. He isquoted as saying that "if the pay television people opposesuch controls and regulation, after reasonable discussion,then he would actively join the fight against them."

Actually, the law introduced by Young simply states thatif pay -TV were started in California the state and localgovernments should receive appropriate revenues as a re-sult of this new commercial venture.

With this type of stand we would also like to suggest thatthe Assemblyman take a similar stand against "captiveservice" and unnecessary cable TV devices. The generalpublic should always have the opportunity of selecting theirown service agents and this is certainly in their best inter-ests. "Captive service" means that the customer will hatno recourse but to have the Pay -TV firm to service his sel,and thereby will be restricted from competitive serviceprices. The consumer will have no alternative but to "paythe bill" when it is presented without recourse or choiceof repair or not to repair. Why don't we start a campaignto let the Assemblyman from Napa know just what thistype of captive service would mean to the consumer?

MESD RECEIVES RENEWED CONTRACTWith this issue of MESD we begin our fourth year of

publishing. It doesn't seem possible that three years havegone by since we began this publication and a lot has hap-pened during this time. I am sure I do not have to remindyou of such programs as the registration law, yellow pageadvertising clean-up, etc. These actions speak for them-selves and their success will be determined by the firms andpeople who are engaged in the electronic repair business.

However, it is important that we take this occasion toannounce the continued co-operation between our staff andthe California State Electronics Association. Each year weboth review our contract and redetermine whether or notthe association has been a good one. In our opinion the com-bined efforts have been rewarded and as long as we are ableto retain our editorial independence and still provide themedium of distributing the industry news, our associationwill be a long one.

ANNUAL CONVENTION TO BE HELD IN

FRESNO JUNE 12, 13 and 14THThe California State Electronics Asso-

ciation will hold its annual GeneralMembership meeting in Fresno, at theHacienda Hotel, on June 12, 13 and 14.

This year's event will probably be themost interesting ever presented by theState-wide Association in that, througha by-law change, the delegates will votefor the new President.

What promises to have all the ear-marks of a political convention, groupswill he trying to gain delegate votes fortheir particular candidate for the presi-dency. In the past, the Board of Direc-tors have chosen their own officers fromthose elected to the Board by the dif-ferent zones. This method has met withopposition over the years in that thedelegates felt they would like to havesome voice in the selection of the Presi-dent. With this new by-law change theywill now have their way.

The three-day program is directedstraight at the family man who wishesto take his family to the convention.So far the program will include a spe-cial "Family" western Bar-b-que in thePark, a pool -side "dress -as -you -are"luncheon for the wives and children,etc. Full details will be reported in the"Special Convention" issue of MESD.Be sure to make plans to attend andbring the family. Remember, school isout on the 12th.

ZONE "B" COUNCILRE-ELECTS CSEADIRECTORS

Marin County Chapter delegate Oak-ley W. Dexter, chairman of Zone BCouncil of CSEA, reports retention ofits current three CSEA directors for thecoming CSEA year. Zone B, to refreshour memory, inclues eleven Bay Areacounties, from Mendocino at the Northto Santa Clara at the south and east.Re -named to the CSEA directorate are:

Allan D. Crawford, ACTRA Chapterpresident, operating out of El Cerrito;Wesley Keys, operating in Walnut Creekand prominent in his Diablo ValleyChapter; and Ralph Lee Hoy of SanRafael, a leader in his Marin CountyChapter.

Election took place at the April 14thmeeting of the Council, at the famousBlue Rock Inn in Larkspur, MarinCounty. It was noteworthy that dealerrepresentatives from non -chapter groupsalso were present, all interested in form-ing local chapters: Ed Zyduck of SantaRosa; Vern Hasset of Sebastopol; PhilRios and Ernest Butch of Richmond;Winston Haines of Burlingame. Andlet's credit CSEA director Darrell Petz-wall, for his faithful attendance andlong drive from Sacramento.

San Diego Group PlansMembership Drive

The San Diego Chapter of CSEA killsponsor an "all out" membership drivestarting this month.

According to a report made to theBoard of Directors by Ed Fort, "we aregoing to go all out in an effort to doublethe membership in the San Diego area.We feel that the State-wide group hasdone a terrific job on behalf of the inde-pendent service dealer and want fullrepresentation in the State-wide Asso-ciation from the San Diego area."

Last month over 250 people attendedthe annual installation dinner in SanDiego and were very much impressedby members of the Bureau of ElectronicService Dealer Registration AdvisoryBoard. The two members who attendedwere Capp Loughboro from Venturaand Miles Rubin a Los Angeles Attor-ney.

STATE ASSOCIATION TOMOVE HEADQUARTERSTO FRESNO AREA

The Board of Directors of the Cali-fornia State Electronics Association hasjust o.k.'d the recommendation of theirExecutive Director, Jim Wakefield, tomove the State office to Fresno.

For the past three years the mainoffice of CSEA has been located in Sac-ramento. The office had previously beenin Fresno but the naming of KeithKirstein as Executive Director, at thattime, called for the moving of the officeto the State Capitol.

For the same reason, Wakefield re-sides in Fresno, the office is being re-turned to the central California city.

member from each local chapter in thestate, is charged with keeping the mem-bership informed about state and na-tional affairs, in addition to represent.ing their members at Zone and Statemeetings. With this responsibility tohis membership it is imperative that themost capable and dedicated chaptermember be your choice as Delegate tohandle these affairs for your chapter.

Now as to the reason I write this isbecause there has not been a quorumpresent at the last several Delegatesmeetings, causing the Delegates presentto lose their valuable time and expense,be it his or his chapters, from function-ing as a Board of Delegates. As Presi-dent I charge each Delegate with theresponsibility of attending the necessarymeetings to properly keep his chaptermembers well informed and representedin Association affairs. It is most im-portant that the Delegate becomes anactive officer for the proper functioningof our Association in maintaining Demo-cratic principles within the meaning ofour By-laws.

I am puzzled at times at the lack ofinterest or apathy that seems to prevailamong the Electronic Service Dealersin our industry. a business each of usdepend on for our livelihood, and yetare hesitant to take an active part inthe formulating of policy and the de-velopment of ideas for the good of allconcerned by working with the Califor-nia State Electronics Association whichis becoming the major voice of the Elec-tronics industry in California. I wantto commend the Delegates for their sin -,ere efforts.

l'he Board of Directors have beenvery active this past year as individualsand in committees. working on variousproblems and procedures to up gradethe Electronic Service industry andcause it to become better known as anoutstanding Professional Business. ac-cepted and recognized by the Public asa Profession. There is still much to beaccomplished in making favorable deci-'ions on problems which are so vitalto our industry, such as Apprenticeship'Craning, Ethical Advertising, or anytype of activity that might become ahindrance to the Electronics Business.It is important that a greater number ofDealers join and voice their opinionsand desires with active participation asmembers in our Association.

CSEA Insurance Program Rc-NewedWith Woodman with Minor Changes

The special insurance committee ofthe California State Electronics Associa-tion has just announced the re-newal oftheir medical protection program withWoodman.

The work of this committee beganwith the announcement from Woodmanthat their loss ratio for CSEA was 103%with an actual payout to members ofabout $77.000 as compared to an in-come of $70.000 during a 12 month pe-riod and that some adjustment wouldhave to be made.

Several insurance companies werecontacted and made presentations to thecommittee with Woodman again judgedas the best program.

Under the new plan there will be noincrease in rates but some adjustment inthe amount of coverage. Some of thebasic changes included:

Old Plan: Paid first $500 of hospitalin full and up to $10 per day for theroom and board. It also included a life-time $10.000 maximum benefit. As for

the Doctor, this was on a $50 deduct-ible basis with a full calendar year foraccumulation.

New Plan: Pays up to $25 per dayfor hospital room and board for eithera private or semi -private room.

ALL OTHER BILLS, INCLUDINGTHE DOCTOR. ARE CLASSIFIEDUNDER MISCELLANEOUS and theywill pay 80% over a $100 deductiblewith a 180 day (about six months) ac-cumulation period. This new policy alsoincludes a $150 hospital benefit for ma-ternity and $75 for a normal birth doc-tor bill.

The new plan also includes many ofthe old plans benefits as to life insur-ance and accident benefits of 81.000each. The plan also becomes effectiveon April 1, 19M and expires on March31, 1965. Liability incurred prior to theApril 1st date will he paid under theold plan but any claims since that datewill be covered under the new plan.

Zone "F" Council Passes ResolutionOpposing 10 Set Minimum

The Lone Council of CSEA has just passed a resolution opposing the planto set 10 sets per year as a measure of "in the business" under the new registrationlaw.

At the present time, the Bureau istaking under consideration a programthat would set 10 television sets as aminimum requirement before a personmust register under the new law. Inother words, you would not have to beregistered with the State of Californiaif you repaired under 10 sets per year.

This resolution requests that the Bu-reau re-evaluate its position on a basisof the Board of Equalization's regula-tions that requires the payment of taxeson all sales over two. The resolutionalso states "that, if possible, the lawshould required the registration of allpersons who receive payment for therepairing of television sets, regardlessof the number. Further, that "a tele-vision set is a highly dangerous pieceof equipment that should only be serv-iced by qualified people. That it is inthe best interest of the health, welfare

and safety of the consumer to make surethat he has the right type of service.

It also states that, "the law was passedto eliminate the possibility of fraud andthat if this regulation were passed it

would mean that the law would haveno effect on the person who is fixinuless than 10 sets in a year."

Many feel that if any were allo(,1you could never determine when thelimit was reached. That this would makeenforcement almost impossible and thatthe law would then have very littlemeaning.

At the conclusion of the meetingeveryone was asked to write Mr. DanWeston. Chief of the Bureau of Elec-tronic Repair Dealers Registration in

Sacramento and voice his opinion. A

copy of the resolution will be forwardedto the State Association's Board ofDirectors for additional action.

Helen Nelson Stresses Importance

Of Communication at ACTRA DinnerMrs. Helen Ewing Nelson, State Consumer Counsel, pointed out to those attend-

ing the ACTRA installation dinner and dance the importance of communicationbetween the legitimate dealer, the consumer, her office and the new Bureau.

In her address she stated that "ourindustry is comparatively an infant in-dustry. Therefore, by and large, theconsumer cannot evaluate what maybe wrong with his TV, radio or phonoequipment. He must have a professionalto do that job for him. He must trusthis service dealer and as the Associa-tion grows and its reputation gains instature the consumer will gain the neces-sary confidence in the industry as awhole."

She went on to say that, "people donot want too much government interfer-ence in business . . . yet various indus-tries such as canneries, security sales,others, found they needed solid polic-ing help, and now have the public trust.It is time now for the TV industry tobegin to achieve this same goal. TheState of California is here to help, notto hinder, this growth. The industryitself wanted the help, called for it andthe industry's help is now necessary inorder to make it work."

Other important points were that youmust look to enforcement on a locallevel and that the owner is responsiblefor the deeds of his employees.

In conclusion she stated that, "Regis-tration may not be the full answer, yetit is a beginning. Associations have afull opportunity of voicing the needsand hopes of the industry, in an officialcapacity, and with the full cooperationof all State agencies. Only throughthis method will everyone gain."

NEA /NARDAMERGER FALLSTHROUGH

The proposed merged of NEA andNARDA has fallen through, accordingto the latest word received following ameeting of the officials of both groupsin Chicago.

The full report is not as yet available,but it is believed that the basic issueof disagreement appeared to be the in-ability of NARDA to accept the groupmembers of NEA. Indications were thatNARDA directors insisted that NEAmembers join their organization withno major voice on the NARDA Board.This move, of course, prevented anyrealistic consideration of the new na-tional television service dealer's organi-zation of affiliating.

This is the same basic viewpoint origi-nally proposed by the California StateElectronics Association in their decisionto become a part of NEA. Under thepresent set-up, each State group wouldhave its own identity but would operateas a national association of state asso-ciations on all matters involving anational type policy. Many CSEA peoplefelt that a tie-up with NARDA wouldmean the forfeiting of this right. Judg-ing from the results of this merger talk,this is exactly what happened and theNEA board was completely right inrefusing to buckle under to the NARDAdemands.

MEFFORD, JOHONNOT & WILKINSNAMED TO CSEA BOARD OF DIRECTORS

Emmitt Mefford, present President ofthe California State Electronics Asso-ciation, was re-elected as one of Zone"F" representatives on the Board ofDirectors. Mefford, who has served asthe Association's President followingthe death of Claire Lanam late last year,will be aided by Ralph Johonnot andHugh Wilkins.

Johonnot, vice president of the State-wide Association, has also been namedas Convention Chairman for the annualgeneral meeting to be held in Fresno onJune 12, 13 and 14.

Hugh Wilkins will be a first year manon the Board but is well versed andexpereniced in the Association and itswork. Wilkins is the immediate pastchairman of the Zone "F" Council andhas been the Los Angeles chapter repre-sentative to the Zone for many years.

These men will be sworn into officeduring the general meeting and are noweligible to hold office on a State basis.Election of State officers will be held asthe final act of business in Fresno onJune 14th.

Selmar Dealer Gets Fine and ProbationFor Failure to Give Estimate

The first case of a Television ServiceDealer who did not give an estimate tohis client before removing a set was heldin Van Nuys Municipal Court on April22nd.

The dealer, Andy Ruhl's TV, wascited for a number of items includingthe failure to give an estimate. In plead-ing guilty to this charge he was givena $20 fine and six months probation.He was also required to repay the costsof the repair to the customer.

Although a minor penalty, this caseis the first under the new so-called "lien"law for Los Angeles County and sets apattern for future prosecutions for fail-ure to give estimates before removing atelevision set.

Jim Wakefield, Executive Secretaryof CSEA attended the trial in order toobtain information for the members ofthe state-wide Association of TelevisionRepair Dealers.

At the present time there is very littleaction concerning the possible merger ofNEA (National Electronics Association)with NARDA. Further meetings are be-ing set between the two groups but nodefinite action is expected before Sep-tember.

For the record, Jim Wakefield statedthat the position of CSEA was that"without a chain of command, properrepresentation of the membership couldnot be realized by all State groups andthe individual members would not havethe true representation they deserve."Actually, he went on, "this is nicelytaken care of in the NEA constitutionand acceptance of this constitutionwould solve the problem as this is theway in which CSEA voted to go intoNEA."

TOM SCHNEIDER ADDRESSES ZONE "B"MEETING HELD IN MARIN COUNTY

Tom Schneider, President of theBureau of Electronic Repair DealerRegistration Advisory Board, was theguest speaker at the April 14th meet-ing of the CSEA Zone "B" delegates.

The meeting, held at the Blue RockInn in Larkspur, Marin County, wasvery well attended and everyone wasextremely interested in the remarksmade by the local attorney and Boardmember.

Mr. Schneider pointed out how im-portant it was to have complete coopera-tion between the Bureau, the AdvisoryBoard and the Dealer Associations. Hefeels that only through this type of co-operation will the program be successful.

A question and answer period fol-lowed the address with many dealerstaking part in the discussion.

STOCKTON CHAPTERHOLDS INSTALLATIONDINNER

The Stockton Chapter of CSEA heldits annual installation dinner on Tues-day, April 21st at the West Lane Bowlin Stockton.

Formal installation of the new presi-dent Dave Ferguson of Ace Electronicswas made by executive secretary JimWakefield of CSEA. At the same time,Mike Petri of Petri's TV was installedas the new chapter secretary and WaltMcConnel of Valley Transformer Co.was made the new treasurer.

Last month the Public Utilities Com-mission held hearings in Los Angelesand San Francisco on Pay TV and itseffect on present Utilities.

Although the hearing was not to hearthe pros and cons of Pay TV, represen-tatives of both sides were present andmade short presentations.

Jim Wakefield, executive director ofCSEA, appeared before the Commissionin Los Angeles and voiced the indus-tries concern with the "captive service"aspect of Pay TV. Although only con-cerned with the contract between PayTV and the Pacific Telephone Company,the Commissioner was very interested inthis "new" problem concerning Pay TV.

At the time of Mr. Wakefield's ap-pearance, another representative ofCSEA was making a similar apperancebefore the Commission in San Fran-cisco. Jack Phillips, President of the SanFrancisco Chapter. presented the Asso-ciation's position at the Northern Cali-fornia hearing.

GOOD COLOR REQUIRES AGOOD ANTENNA

Color has finally come into its ownand is enthralling more viewers thanever before. It has also generated aneed for modern "color -corrected" TVantennas that deliver the characteristicsantennas must have to relay a useablecolor signal to the set.

Color separates the men from theboys, so to speak, in antenna qualityof performance. And, it's a lot easierto sell the idea of buying a "color -engineered" antenna to a new or pros-

pective color TV owner. After all, isn'tit worth the additional small investmentof the right antenna to give his colorTV the signal it needs for optimum per-formance? Why let a color TV ownerlook into a decrepit, under -powered,played -out TV antenna? A little sales-manship here by the dealer goes a longway.

AND NOW-UHFIf UHF hasn't yet come to town

chances are that it soon will.One of the keys to satisfying a UHF

TV owner with a quality picture is theantenna. Recent FCC tests have foundthat poorer UHF performance was pri-marily due to thermal noise caused bylower penetration of UHF signals. UHFcannot be transmitted as far as VHFat the same level of power. Since thelowest UHF channel is more than twicethe frequency of the highest VHF chan-nel, UHF is more limited to line -of -sightdistances. Consequently, a ground -basedUHF channel reaches only about one-third the distance of an equivalent VHFchannel.

Beyond this distance, UHF signalsfall off more rapidly than VHF. A VHFchannel can interfere with other signals110 miles beyond the fringe, whereasUHF causes relatively little interferencemore than 15 miles past its assignedrange.

UHF is more easily absorbed thanVHF. Buildings and trees can causesevere signal loss. 300 ohm twin linewill also attenuate UHF signals morethan those of VHF. And if the lead iswet or dirty. this loss can shoot up asmuch as 600%.

This calls for UHF -engineered an-tennas that provide the flat gain neces-sary across the full bandwidth of thebroad UHF spectrum. These must bemounted on existing VHF TV antennainstallations or in completely new in-stallations.

But what happens if more new UHFstations become available from othercounties and other directions? It's ob-viously impractical to keep on addingmore and more new UHF antennas.This calls for a new all -channel VHF -

UHF antenna and a rotator-the uni-versal antenna answer to any receptionrequirement. Sound interesting? Youcan bet it will make sense to most TVowners.

You should not concentrate on merelyselling just a new UHF antenna to pickup the new channel. Instead, you shouldsell the prospect on the benefits of anall -now UHF antenna powerful enoughto receive not only the local UHF chan-nels but all the new UHF stations thatwill be going on the air in neighbor-ing counties and towns. This will in-

sure customer satisfaction with the in-stallation as well as a better profit forthe installer.

In areas where VHF is being received,the installer should not content himselfwith just the addition of a UHF an-tenna to the existing VHF antenna in-stallation. Instead, he should explainto the TV owner, that for an additionalmoderate sum he can enjoy the all chan-nel advantages of a powerful modernnew UHF -VHF antenna. The dealer canpoint out the sensible reasons why asingle antenna with a single downleadis mechanically stronger, more desir-able esthetically. Electrically, an allchannel antenna will perform betterthan an installation where a new UHFantenna is added to an old, weatheredUHF antenna that has lost a good partof its signal gathering ability.

HOW ABOUT REPLACEMENTS

I met a serviceman in Champaign,Illinois this past January, who wasreputed to be one of the busiest instal-lers in the town. Naturally, being curi-ous about the secret to his prowess, Iasked him if he would tell it to me. Henodded cheerfully and asked me to ac-company him to his Econoline servicewagon where he pointed to a 10 -footmast bolted to a swivel mount assembledflat along the roof of his van.

"Watch," he smiled. Faster than youcould say, "What's this all about?" he

grabbed a preassembled antenna (withdownlead already attached) bolted it tothe end of the mast, and swung it upinto receiving position over the roof ofthe truck. He then proceeded to explainhow he racked up all those sales.

If he spotted a broken outdoor an-tenna, or serviced a set whose antennasignal was weak, he would ask the manor woman if he could show them thebig difference a new TV antenna wouldmake in their reception. Whereupon,he would swing up his antenna on hisvan parked in the driveway or in frontof the house, and run the attached lead-in into the nearest window to the TVand attach it in place of the old antennadownlead.

Needless to say the eye-opening dem-onstration sold itself more than a thou-sand words. Total selling time, he said,was usually ten minutes! Need morebe said to you service -dealers?

An Interview WithDAN WESTONChief of the Bureau of ElectronicRepair Dealers Registration

Question-Under the new law, what type of ex-perience must you have to work on Home Enter-tainment Equipment?

Answer-Only the repair of certain home entertainmentequipment necessistates registration. This equipment includessuch items as televisions, radios, phonographs, hi-fi sets, FMreceivers, and tape recorders. Registration will be grantedto those persons who work on this type of equipment if theymeet the qualification of "engaging in the business" as setforth in Section 9801(g) of the Business and ProfessionsCode. If they meet this requirement, no additional impedi-ments to registration are imposed. The repair of other typesof home entertainment equipment such as the repair ofelectric or electronic organs is an activity for which regis-tration is not permissible under the statute. The requestsof organ maintainence men and their representative guildsto register have been refused because they do not meet thenecessary qualifications as defined in Section 9801(g).

Question-Is everyone required to register? If so,what about the dealers who have not registered as ofthis date?

Answer-All service dealers engaged in the business ofrepairing, servicing, or maintaining television, radio, orphonograph equipment normally used or sold for use in thehome must register. Those who have not registered are inviolation of the law. Our list of registered service dealersis being cross-indexed against those service dealers whopurchase replacement parts or who advertise through publicmedia. These service dealers who have not registered, willeither be informed of their duty to register by appropriatenotification, or will be served a "Notice of Violation" by theDivision of Investigation.

Question-Is the shop owner responsible for hisemployees to the extent that he could possibly losehis registration if an employee refused to leave anestimate?

Answer-Where an employee refuses to leave an estimateor otherwise violates the provisions of the Electronic RepairDealer Registration Law, the shop owner is held responsibleunder the statute. (9802a). Loss of Registration is possible

but action by the Bureau to revoke a Service Dealer's regis-tration, will be taken only after carefully considering all thesurrounding circumstances.

Question-How many dealers are now registeredin the State of California?

Answer-As of April 21, the Bureau has completelyprocessed 6,443 applications for registration. Various peoplein the industry have conservatively estimated that two tothree thousand service dealers are as yet unregistered.

Question-Have there been any cases of law vio-lations as of this date? If so, how many?

Answer-To date, over 500 files have been opened in-volving complaints against service dealers. Approximately450 involve violation of the law. Some of these we will closeon the basis of insufficient evidence; others, will be con-ciliated under Article 5, and some are presently being in-vestigated by the Division of Investigation for eventualcriminal prosecution.

Question-How is the new law going to be en-forced? What agency will be responsible for thisenforcement?

Answer-A willful violation of the Electronic RepairDealer Law is a grounds for license revocation and/orcriminal prosecution. The Bureau of Electronic RepairDealer Registration is responsible for initiating license sus-pension or revocation proceedings, and the local DistrictAttorney, is responsible for any criminal prosecution. Thelaws concerning electronic repair, will be enforced by theBureau by information and conciliation where possible andadvisable, and by license revocation or requesting criminalprosecution if necessary.

Question-In Los Angeles, dealers are requiredto leave an estimate before removing a set. Is itpossible that this may be a State-wide law within thenear future?

Answer-The Bureau has taken no position in regards tothe suggestion that the Los Angeles requirement be in-corporated into the State law. The initial decision should be

made by the industry itself and its various professionalassociations, after the industry has had enough time toproperly evaluate both laws in operation.

Question-Will your office enforce the law in re-gards to false and misleading advertising or will thisbe left to the local law enforcement agencies?

Answer-False and misleading advertising under Section9841 is grounds for license suspension or revocation orcriminal prosecution. As previously explained, we have nojurisdiction over criminal prosecution; but, the law pro-hibiting false and misleading advertising will be and isbeing enforced through consiliation and administrative dis-cipline when appropriate.

Question-If we know of a dealer that is violatingthe law who should we notify?

the Repair Dealer Registration Act, I am certain substantialbenefits will accrue to the electronic repair industry as aresult. (1) The enforcement of the provision of this law canhave no other effect then to upgrade in the public mindtheir estimation of this profession. (2) The enforcement ofthis law will protect the honest repair dealer from unfaircompetition. (3) The effect of the enforcement of the lawwill be to substantially reduce the unfair business practicesof a few repairmen who at least to this date have shown acalloused disregard for the reputation of the profession andthe rights of the consumers. (4) The effect of the enforce-ment of this law will be to channel extra dollars to the honestand conscientious repair dealer, where before many of thesedollars had previously gone to "fly-by-nighters" and othersof questionable ethical conduct. A dollar bill in the handsof the public is a dollars worth of business for someone. Adollars worth of business for the television repair industrywhich goes to the unscrupulous or the over -reaching few,is a dollars worth of business no longer available to thehonest and conscientious repair dealer.

Question-Are large "captive service or contractservice firms" required to register the same as aone man shop owner?

Answer-Any person, firm, or corporation engaged in thebusiness of repairing sets within the definition of Section9801(g) must register. Businesses which sell service con-tracts or policies, are clearly engaged in the business" andare required to register. Large companies usually paylarger fees since they generally maintain numerous repairfacilities, and Section 9830 requires separate registrationfor each place of business.

is well known to hundreds of service-men in the :eld because of his willing-ness to participate in any effort thatmight improve the standing of the mem-bers of his profession. He has devotedmuch of his own time to service meet-ings. demonstrations, and has attendedevery possible information session con-ducted by manufacturers of black andwhite or color receivers.

To survive in the service field Stanhas had to balance the theoretical wtihthe practical. He has put much effortinto developing special procedures forspecific problems. but until lately he hasreserved judgment on the most contro-versal of service subjects: sweep align-ment.

Stan feels that a professional service-man should be able to restore a receiverto the operating standard available whenthe receiver was new and in good con-dition.1-2: ALIGNMENT SERVICE SAL-

an old-timer will insist that the publicwill not pay for it or that it is un-necessary. but Stan has had the feelingthat such positive statements may havethe same origin as the whistle of theman who passes the graveyard at mid-night.

He has been disturbed when highlyrespected and successful servicemenhave told of finding unsuspected defectswhen sweep gear was available for quickinspections of tuned circuits.

He has noted an increase in poor pic-ture complaints as he services receiversfor other shops. Has there been an in-

crease in the numer of people who feelthat they can improve alignment byturning screws and observing the effecton a pattern on the CRT?

He has been concerned because hecan remember many instances wherebeat or was eliminated onlyafter the most careful instrument settingof a single trap or contour control: Howthen will a member of the professionsucceed if he has fifteen to twenty in-terlocking adjustments to set, and onlythe CRT image to guide him?1-3: ENTER THE VILLAIN

Very few people have seen the 1955Admiral 28Y1 color receiver Stanpicked up for service because only afew were produced.

Manufactured in the 1955.56 era thisjob was a complete package. A metalframework supported the tuner. custo-mer control assembly, and the 21AXP22CRT. Very unexpectedly a complete in-struction and operation manual wasfound in the cabinet, and as later eventswere to prove, the book was excellentin brevity, content, and identification.1- t: PRELIMINARIES

After a careful inspection he switchedon power. No smoke appeared and aftera period of time a faint image could bedetected on the CRT. He attached aspeaker and was rewarded with a smallamount of program sound, and quite alot of buzz.

He checked the picture tube by op-erating it from another receiver. It wasas good as any of the early metal CRTs.He substituted tubes, antennas, checkedplate supplies, and found that B+ wasabout fifty volts lower than spec. He in-stalled Silicon rectifiers and increased

the value of the surge resistors to pre-vent B+ from exceeding spec. Still noimprovement in picture.

A program known to be in color waschecked, but the only evidence ofchroma was slight rainbow effect typicalof an unlocked crystal.

At this point the receiver was adjust-ed carefully for the best available pic-ture, although at the setting used nosound was present. The image wasphotographed, but the contrast was sopoor that none of the several exposuresindicated the many reflections, ghosts,smears, trails, reversals, and beats thatwere present. The best of the photos isshown in Fig. 1.

Stan knew that he had more troublethan just a defective peaking coil. de-lay line, or other simple failure. The un-usual feel of the fine tuner, the separa-

tion of picture and sound, the low videogain, and above all the very poor pic-ture suggested that alignment would benecessary. As events were to prove, thiswas a serious understatement.

No history of the receiver was avail-able, but it was apparent that it hadnot been operated for a period of time.Then further careful inspection paidoff: Scratches and marks of hard usagewere detected on some of the adjustmentslugs.1-5: ALIGNMENT PRELIMINARIES

Stan looked over his array of shopscopes and decided that he would ratherhave a new instrument. such as shownin Fig. 2 and since a demonstrator wasavailable this problem was solved.

Direct" probe and the "Clip -On" De-modulator probe that would be requiredfor some of the opeartions.1-6: THE SWEEP AND MARKER

Stan had the WR-69A shown in Fig.3 and the WR-99A Marker shown inFig. 4.

For the project he obtained the WR-70A Marker -Adder shown in Fig. 5 theWG-295C "Video Multi -Marker", andthe WG-304B RF Modulator shown inFigures 6 and 7 respectively.

He also obtained the WG-307B BiasSupply, although all bias requirementsfor the 28Y1 were supplied by the twooutlets on the WR-69A sweep generator.

When all the gear was set up in work-ing position he was ready to attack theproblem and he felt that he had a goodchance to not only solve the immediatequestion, but possibly also clear up somesets of values on alignment gear in gen-eral.

Solving The Problem ....The theory of sweep investigation is

relatively simple: Vary the frequency ofan oscillator from a point below to apoint above the intended operatingrange of a circuit and view the outputon a scope.

If the signal fed to the input fromthe sweep generator is linear the resultat the output should be a picture of theoperating condition of the circuit undertest.

How can the quality of the testequipment itself be checked? Even themost elaborate equipment can he dam-aged or encounter failure that will makethe resulting patterns useless.

Before any connections were made tothe color chassis, the output of the sweepgenerator was fed directly to the scopethrough the demodulator probe. Theoutput of the marker generator was feedto the junction and output and gain ad-justed until the rectangular patternshown in Fig. 8 appeared. The markerwas adjusted to the Channel 4 videocarrier 67.25 me and this pip appearsin Fig. 8 also.

The marker was readjusted to thesound frequency 71.75 as indicated inFig. 9. The fact that the separation ofthe pips from the base line is equal sug-gests that the sweep generator is linearas it sweeps across the Channel 4. but isnot conclusive. The acid test for the

equipment is completed when the resultson the scope jibe with the resulting pic-ture on the CRT.

However, the tests in Fig. 8 & 9 doindicate that the sweep and marker areoperative, that the demodulator probe isworking. and that the scope has suffi-cient gain to measure without additionalamplifiers.2-2: THE OVERALL LOOK

Stan wanted to see how the tuner, IF,and demodulator was processing the sig-nal, and he wanted to see it be/ore hemade any changes. He connected thesweep generator, set to Channel I. tothe antenna terminals through the "RF"input. He loosely connected the marker

to the IF input, and the scope throughthe recommended network to the videodetector. Two volts negative bias wererequired for the tuner, four volts for theIF strip, and both were obtainable fromthe outputs on the sweep generator.

When everything was connected andrechecked he disabled the receiver hor-izontal and vertical systems, and tomake up for the load change on B+he increased the value of the surge re-sistor.

The pattern on the scope was almostunbelievable: Instead of the classicalvestigal sideband pattern a narrowfinger projected from the base line.

Not good looking at all, and besideswhat was it?

He carefully adjusted the marker tothe 45.75 me IF video carrier frequencyused by the manufacturer. The leadinfrom an outside antenna was placednear the input, and the fine tuner ad-justed until the video carrier from Chan-nel 4 beat with the marker. This beatappeared at the baseline of the patternand was photographed as in Fig. 10.

Apparently some "screwdriver special-ist' had a field day. What little gain waspresent was spotted outside the passband. Instead of being concentrated be-tween 45.75 and 41.25, it was between45.75 and 47.50, the adjacent channelsound area.

2-3: IF ALIGNMENT

The instruction book recommenda-tions were followed and the proceduregone through twice. The pattern re-sponded beautifully and the checkpoints were right. The results show inFig. 11.

2-4: TUNER ALIGNMENT:

The scope was moved from the videotest point to the tuner "Look -in" point.The marker was loosely coupled to theantenna and RF was fed in at channelfrequency. Several channels, 6, 10. and12, were inoperative because of defec-tive or missing strips, so preliminary

overall alignment was done using Chan-nel 9 instead of 10.

However, before any adjustmentswere made, the original condition of thetuner on Channel 4 was photographedin Fig. 12 and 13.

Even though the color (70.83) andthe sound (71.25) are down 35 to40% with respect to video carrier(67.25) a more serious defect is pre-sent which could cause many types oftrouble such as herringbone, beat,streaking. etc. This is the bulge in gainin the adjacent Channel 3.

After the tuner alignment was com-pleted a run through indicated that allchannels were similar to the resultsshown in Fig. 14 and 15.

Before proceeding further, the overallfrom antenna to video detector was re-checked and found to be as called forin the instruction book. Gain was nor-mal and all tendency toward regenera-tion and instability had disappeared.

It should be mentioned that theMarker -Adder was used on one of theIF set-ups, and was very helpful on oneof the trap adjustments, but the 600cycle modulated marker was easy towork with and was used somewhatmore.

2-5: THE CHROMA BAND-PASS

Stan found himself wondering whyanyone would "screw -up" a receiver ifnothing was wrong. It is not uncommonfor trouble to develop in an IF coil forexample, and the serviceman can under-standably get into trouble if he tries tocompensate by adjusting the other IFcoils to restore the picture. For in-stance, a single shorted turn in an IFcoil can reduce the stage gain up to80%. Since each stage contributes a def-inate part of the IF band-pass gain it ishard for a serviceman to spot thistrouble if he doesn't use alignment gearto investigate.

In this receiver, however, everythingfell into place as the proceedure was

followed. Stan had the feeling that hemust find the point of the original fail-ure soon, or he would have a mystery onhis hands.

As soon as he started on the ChromaBandpass circuit the orginal point offailure was found. The tap on thechroma take-out coil was open, andonly a slight amount of capacitive coup-ling existed. With little or no chromagain someone had set out to repair it byturning screws.

The video sweep (0-5 or 6 mc) wasconnected through the Video Multi -Marker and the scope was shifted to thecolor demodulator. The only repair tothis point was the soldering of the tapon the take-out coil. The pattern wasphotographed as in Fig. 17.

Normally a narrow hand color re-ceiver will have a pass -hand about 1.2mc wide. It will be centered at 3.58 andhave good gain between the 3 and 4 mcpoints.

As Fig. 17 indicates all the band-passgain was concentrated at the 3.58 pointinstead of providing the conventional flattop. If the picture is studied carefullythe beat of the receiver 3.58 ride,- the

peak of the pattern. No gain exists at3.mc and the 4.10 point is down about50%.

When the alignment procedure wasfollowed the normal pass band appeared.This alignment was done with the local3.58 oscillator disabled. When it wasrestarted, a marker appeared in thecenter of the pass band as shown in Fig.18. The dip shown in the pass bandis much more evident when the oscil-lator is operating and the demodulatorsdrawing power.

2-6: THE \1 IND-UPMany things remained to be done

on the receiver, such as alignment ofthe burst amplifier, phase detector, re-actance. tank, and phase shift circuits.but these were routine and more fam-iliar.

This is a picture of the shop where Stai Gilker-son works. The shop specializes in color andcolor service which makes good alignment anecessity. The "TV Shop" is located at 2536E. Villa, Pasadena.

As mentioned before, the completetuner, IF, and chroma procedures wererepeated several times, but each op-erator achieved good results in abouttwo hours, and this included identifica-tion of the different adjustments, andshifting of networks, probes, and gen-erators.

Most importantly, the picture andcolor were good when the curves cor-responded to the book. It was possibleto go through the alignment and comeout with objectionable 920 beat, butrecheck always indicated that a trapsetting had been missed. The secondgo -round eliminated the problem.

Dan Weston, chief of the Bureau ofElectronic Repair Dealers Registration,has just announced the appointment oftwo new staff members.

Named to head the Los Angeles andSouthern California division will beGeorge Bussman, formerly of CraigElectronics. In the San Francisco andNorthern California area will be BobJumper.

The duties of these two men will beto act as special representatives of thebureau in the capacity of advisors andconciliators. They will act on behalf ofthe State in mediating any problemsbetween service dealers and their cus-tomers. They will also have a completelab in order to personally determinetechnical complaints and will work veryclosely with law enforcement agencies.

These two men were selected afterinterviewing technicians throughout theState. In order to qualify for the jobthe technicians must have been in thebusiness of Television repair for at leastfour years with two as owner or mana-ger. He must also have at least twoyears of college or six years of expe-rience.

CLEAR BEAM ANTENNAPLANS EXPANSION

CHATSWORTH, Calif.-At groundbreaking ceremonies for Clear BeamAntenna Corporation's new 100,000square foot plant, Robert D. Raynor,President, revealed expansion plans thatinclude the newly established manufac-turing facility in Chicago.

The new California facility is beingconstructed in Chatsworth, a Los Ange-les suburb, on a ten -acre site acquiredseveral years ago. The new plant willenable the pioneer West Coast electron-ics firm to more efficiently serve thegrowing demand for its expanding prod-uct lines of TV and communicationsantennas and accessories.

Mr. Raynor said, "We have foreseenthe time when we would outgrow ourpresent 65,000 square feet. Our expand-ing sales and product lines in additionto new basic manufacturing processeshave made this move imperative. Webegan in January of this year a newmanufacturing plant in Chicago's nearNorth Side to both relieve present man-ufacturing pressures and to better serveour customers in the East. I'm proudto say that this step makes Clear Beamthe first antenna manufacturer to ex-pand to a full Fast -West manufacturingplan."

On April 15, members and guests ofCSEA Bakersfield Chapter held a meet-ing at the studios of KERO-TV in Ba-kersfield. the latest TV station to jointhe Time -Life chain of television sta-tions.

Principal items discussed at this meet-ing were Pay -TV and a recent articlein MESD relating to markups in receiv-ing tubes. The feeling of the group aftera spirited discussion was clearly in op-position to Pay -TV and the memberswere urged by President Bill Tanner touse all persuasian possible to repeal As-sembly Bill AB2. Receiving tube dis-counts were also discussed, and the groupwas unanimous in opposing any signifi-cant change in tube markup. The con-sensus ofopinion was that lowering re-ceiving tube discounts would possiblyhelp tube manufacturers and jobber

butthat the interests of the servicedealers would not be served in narrow-ing the margin of profit on receivingtubes, neither in the short range out-look nor in the long run.

Those attending were conductedthrough the studio facilities of KEROTV by the chief engineer, Ward Bled-soe, who also held an interesting ques-tion and answer session.
