8. Breakage of alarm chain wire rope due to rubbing with side panel plate. If rotary key is provided with lever to operate the alarm chaining like LHB Coaches, the problems may be solved.

To adopt LHB design major structural changes are required. Since the future plan is to switch over to 100% LHB design, present design to continue.

9. Provision to be provided to prevent operation of Hand Wheel for Emergency Brake Application by miscreants.

Provision of locking of hand wheel may lead to practical difficulties. Guard room to be kept in locked condition to prevent the misuse of guard room.

10. Brake cylinder isolation cocks in AC coaches may be placed in easy accessible locations.

Technically not feasible in AC Coaches due to space constraints. 83

11. Feed pipe and Brake pipe may be provided with gap at the bolster and cross bar locations.

The problem pertains to coaches with MS Pipes, in the Stainless Steel Piping Layout the clamping is in such a way that the gap between feed and brake pipes will be maintained correctly.

12. Passenger Emergency Alarm Signaling Device (PEASD) valve provided in the centre can be shifted to one end for easy maintenance.

The location was arrived based on anti-roof climbing features. Hence, not feasible, reverting back will defeat the anti-roof climbing feature.

In ICF coaches DV, Isolating cock of DV and Isolating cock of brake cylinder are fitted at different locations of the coach. But in LHB coaches all these are fitted in one location (Panel Mounted Braking System) making it easy to operate.

RDSO has not agreed to the proposal stating involvement of high cost. 88

49. Backrest securing latch not functioning. Design of backrest securing latch modified. 2250. Dust/dirt accumulates in the berth folds (FAC). Design revised with reduced fold size to avoid accumulation of dust. 2351. Snack table structure is very weak, gets damaged easily. Design revised procurement under progress. 40

52. A gap of nearly 90 mm formed between the panel and backrest-cum side berth.

54. Pasted type headrest falls off – Subsequent pasting not possible –Adhesive stain seen on the panel – not possible to remove – LP panel has to be replaced.

Railways have requested to do away with the headrest. Since headrest is provided as an injury free feature, instruction from RDSO is awaited.

55. Painting Exterior painting – Problems of becoming dull, Peeling off, Cracks, Loss of glossiness etc.

Decided to try Commercially Available Branded Paint for Exterior Application. One Coach No. SCR SCN 14261 was completed by M/s.Nerolac. SCR to submit the feedback on the paint quality and performance of SCN 14261

Shell Items – Partition, Sole bar

Miscreants damaging the partition wall between luggage portion and passenger area of SLR.

SS partition frame with 2.0 mm thick Stainless Steel paneling in luggage room side is issued.

57. Corrosion of MS partition pillars in the coaches adjoining the floor due to water seepage during cleaning activities. SS material may be provided.

Since all the other structural members are of IRS M-41 material, only Partition Pillar Material cannot be switched over to Stainless steel. ICF has started painting all the structures up to window level with the anti-corrosive paint to Specn. RDSO/M&C/PCN/123.

Sole bar laterally bent (side) due to use of thin sole bar modification instead of normal thick sole bar. In case of sole bar modification of VPH coach, the joint should be at least 12’’ distance from bolster

Thickness of sole bar has not been reduced in any of the conventional coaches. ICF is not manufacturing any VPH Coaches. To refer the case to RCF.

60. PVC flooring at toilet and gangway area gets uprooted. Immediate measure – Aqua putty sealant is issued to seal the PVC with pan. Long term measure – Alternate material polymerized PVC flooring is being implemented.

61. Roof ceiling sheets are damaged by the passengers in the upper berths. Roof ceiling in the toilet is also damaged.

Roof ceiling with 0.8mm thick SS sheet is under trial.The height of the luggage rack has been lowered.

62. Passengers are inserting waste material through the gap of the FDB Cover in the Roof paneling.

As a long term solution centralized FDB at Doorways has been tried in 10 GS Coaches as per RDSO’s Instruction. ICF to follow RDSO's latest instructions.

63. Link mechanism of litter bin getting damaged frequently. SS litter bin has been introduced. 25

64. Failure of Rolling shutter due to corrosion. Maximum corrosion is at the bottom piece, possibility of SS bottom piece is being explored.

65. Mounting arrangement of fire extinguisher to be improved. Drawing modified. 35

66. Alu. Mouldings in the lavatory area are prone for pilferage. Stainless steel mouldings are now being provided in the newly turned out coaches.

67. Wire mesh on partition frame working out from the frame. Design revised from square weld mesh to diamond weld mesh. 47

68. Modification of Dog box in SLR. Design of modular Dog box is under progress. Proper ventilation, watering and toileting facility will be incorporated in new design.

Improper numbering of seats - In AC Chair Car coaches seat identification Nos. 3 & 73 are missing. Further, the coach has total of 73 seats but numbering was up to 75 (3 & 4 were missing). This causes public inconveniences and raises passenger complaints.

Seat numbering made as per RDSO Layout drg.no. RDSO /SKETCH -90156. Railways to write to RB & RDSO.

70. In newly built ICF FAC Coaches the total No. of berths is 20 as against 22 in the previous coaches.

Toilet/Bio-toilet

1. No uniformity in the operating system of the toilet supplied by different firms. 2. Operating paddle, ball valve, connecting levers, flush arrangements etc. not functioning properly.

Bio toilet is at an evaluation stage. Design is evolving based on feedback from Railways.

72. Insufficient flushing in bio-toilet coaches with new flushing arrangement in WGSCZ coaches.

The design in which the problems reported was on trial only, the present system is flushing with fish tail only. As per RDSO directive, Controlled Flush Valve Arrangement is under trial.

73. Problem of water splashing from toilet pans is observed due to small size of pan in modular toilets. Therefore water accumulates on the toilet floor.

The problem was addressed by Introducing additional pressings and steps in the inlay. New design Inlay with Integrated Deeper Pan, Welded high Foot Pads, 100 Diameter outlet pipe 30 mm steps to prevent water splashing and stagnation has been started implemented.

74. Problems with Welded design SS Chain for Mugs in lavatories – welded links are having black marks and sharp edges, sometimes pricking the users’ hands.

This is a quality issue, ICF calls for butt welding only and the problem is due to links with lapped welding. ICF/QA and RITES to ensure.

75. Pantry Car

Steel brackets for securing gas cylinders gets early damaged. Chain type securing arrangement introduced. 2676. Stainless steel floor side moulding may be provided. Drawing modified with SS floor side moulding. 4277. LPG room pipe lines to be provided at a higher level. Design under review. 51

78. Electrical

In non AC coaches, there is a wide gap between the panel and rotary junction box.

This problem addressed in the modular type junction box introduced from the year 2011. Sparing

79. Insufficient number of mobile changers in both AC and non AC coaches. RDSO has given direction for the numbers of mobile chargers to be provided. To be implemented from 2015-16.

80. Others

Water leakage from condenser tray at the doorway due to clogging of outlet pipe.

Draining arrangement had been improved is provided in the coaches turned out during the last one year and onwards.

Flush valves are prone to theft – Railways want valves made of PTFE. Railways may procure as per their requirement. 24

83. The area below the outside wash basin to be covered to prevent the drain pipe being damaged by passenger’s luggage.

Wash basin drain pipe material revised with stainless steel for better strength and durability. SR has modified the wash basin drain pipes by inter connecting the outlets from outside and inside wash basin – to be studied by Design.

In AC coaches the connection between centrifugal pump and water tank is with GI pipe. In LHB coaches the above connection is with SS wire mesh protected flexible pipe, which is easy to main.

85. Non-standard drain pipes are provided. Design of drain pipes modified – Implemented in FAC coaches will be implemented in other coaches from March 2015.

86. Water leakage from gravity cock in the lavatories. ICF will study RCF design, incorporate pressure tests in the existing drawing and explore the possibility of introducing SS gravity coach.

87. Coach side filling watering pipes are provided with screw type adaptors the adaptors are prone to theft in the open line.

The side filling arrangement is as per CAMTECH design. Under study by Design.

Parallel connecting lever with handle should be provided with the bio digester tank to open the ball valve. SWR Gear tooth of ball valve opening mechanism is getting worn out during service & ball valves cannot be operated. Fulcrum gets corroded during service and there by pedaling is impossible (SS Fulcrum can avoid corrosion and related problems ) Bottles are getting trapped inside the “P” Trap Pipe. If the “ P “ Trap inlet is restricted by providing/ welding a rod at the centre, the intrusion of bottles/napkins can be avoided.

Bio-toilet is under the evaluation stage.Continuous Improvements are being carried out based the decisions taken during JWG meetings. SCR- By proper maintenance (Lubrication of Ball Valve and Connecting Assemblies), the down time of the coaches have been brought down to below 5%. In view of the above, Rlys are requested to carryout regular maintenance for the bio-toilet’s moving parts such as ball valve, levers etc. SCR is requested to send the details of improvement carried out.

ICF built coaches ECo-13001 & 13003 (WGFAC) recently received for service. In these coaches total No. of berths is 20 as against previous coaches (Eco-10003, 10004 & 12002) have 22 berths. The present coach has 3 four berths coupe and 4 two berths coupe. Due to this disparity the coach could not be inducted into service as this shall cause passenger unrest. Uniformity in total reserved berths in coaches to be ensured to facilitate interchange in service.
