Skin whitening creams laced with mercury found in Davao stores DAVAO CITY Two environmental health groups have cautioned consumers seeking fairer skin tone to watch out for banned skin whitening cosmetics laden with toxic mercury. The Davao City-based Interface Development Interventions (IDIS) and the Quezon City-based EcoWaste Coalition issued the joint warning against dangerous cosmetics with undisclosed amounts of mercury after finding them in store shelves in Davao City. The illegal products are still available on the market despite the ocular inspections conducted by the City Health Office and the Food and Drugs Administration (FDA) Region XI in some retail outlets last April, the groups observed. “The continued sale of banned mercury-laden skin whitening products is a serious threat to public health and should stop at once. Cosmetics retailers should only offer registered products that are safe from mercury and other substances that are damaging to human health,” Ann Fuertes, Executive Director of IDIS, said in a statement sent to the regional newspaper Mindanao Examiner. Masked gunmen released a video recently on Facebook threatening attacks on innocent civilians and to pursue an Islamic caliphate in Mindanao. The video came out following bombing and suicide attacks by ISIS on various civilian targets in Paris, France and in Beirut just this month. The threats also coincided with the Asia- Pacific Economic Cooperation (APEC) summit in Manila attended by world leaders. ARMM strengthens commitmentto help Basilan young leaders

BASILAN – The AutonomousRegion in Muslim Mindanao(ARMM) is strengthening itscommitment to empoweryoung leaders in theprovince of Basilan.

The commitment wassealed through aMemorandum of Agreement(MoA) between theAutonomous RegionalGovernment and AyalaFoundation, Inc. with theregion’s Technical Educationand Skills DevelopmentAuthority and theDepartment of Interior andLocal Government (DILG) –Basilan provincial office. Theagreement was signed onNovember 13 in Isabela City,Basilan with ARMMGovernor Mujiv Hatamanleading the ceremony.

The MoA includessupport to theimplementation of theprojects of the Basilan YoungLeaders Alumni, through theLeadership Communities(LeadCom) program.Moreover, it also provides forstakeholders to handle theprogram’s administrativeand logistical support andskills and livelihood trainingrequirements.

The Basilan YoungLeaders Program is an

initiative that empowers,inspires and involves thenext-generation leaders ofBasilan. It conducts plenarydiscussions, workshops,teambuilding activities,educational tours andinstitutional visits to varioussites and locations all overthe country.

The LeadCom, on theother hand, is a program thatteaches youth leaders toexplore and implementprojects like skills andlivelihood training, youthcapacity building, healthand alternative medicineawareness campaigns, andpeace and governanceinitiatives for the province’sconflict-affected residents.

The project trains andempowers community-based youth organizationsby helping them design andimplement projects thataddress their communities’most pressing needs. Itenables young leaders tomeaningfully contribute tothe development of theircommunities.

Governor Hataman saidthe LeadCom project would“respond to the challenge ofcreating stronger and moresustainable growth anddevelopment opportunities

in the province of Basilan.”He added that “the

project helps fulfil the youthleadership and developmentthrust of the BasilanDevelopment Program,” aframework designed tocontribute to the fulfilmentof the peace agreement forthe Bangsamoro as thefoundation of lasting anddurable peace in Mindanao.

The ARMM hasearmarked P5 million tofund the project while theAyala Foundation extendedP100,000 as seed money.The amount wasdownloaded to the DILG-Basilan office.

LeadCom Basilan, withits partners Office of theRegional Governor-ARMM,Nagdilaab Foundation, Inc.,and the Eisenhowerfellowship Association of thePhilippines, started in 2012.

It has implemented 97youth projects, and trained953 youth leaders and 754facilitators. It has awarded P970,000 to different youthgroups all over the countryand reached 6,771 directbeneficiaries as well asmobilized 827 volunteersfrom local communities.(Bureau of PublicInformation)

Organization (WHO)describes mercury as “toxicto human health” and lists itamong the ten chemicals ofmajor public healthconcern. “Exposure tomercury even at very lowdoses is detrimental tohealth and should beavoided,” Fuertes said.

Thony Dizon,coordinator of the EcoWasteCoalition’s Project Protect,also said: “We hope that theDavao City authorities willtake immediate action to cutthe supply of thesedangerous cosmetics andseverely penalize thoseinvolved in the illegal trade ofmercury-added skinlightening creams.”

IDIS and EcoWasteCoalition urged theauthorities to conductfrequent surpriseinspections on a regularbasis to rid the market ofthese contraband goods, aswell as pass an ordinance tosystematically address issuesand concerns on toxicchemicals.

In a test-buy, Dizon saidthey managed to buy nineskin whitening products thatwere among those bannedby the FDA for violating the 1part per million (ppm)threshold limit for mercuryunder the ASEAN CosmeticsDirective.

He said the productsobtained from cosmetics andherbal product retailers atDCLA Shopping Center andfrom a kiosk at Plaza Luisitasell for P50 to P150 each.Among these were Bihuayn,Erna, Jiaoli, S’zitang andYinni skin whitening creams.

Subsequent screeningin Quezon City using an X-Ray Fluorescence devicedetected mercury up to 5,445ppm in the samples, wayabove the allowable limit of1 ppm. The top threesamples with the highestmercury content were aS’Zitang two-jar skinwhitening cream in gold boxwith 5,445 ppm, Yinni GreenTea Quickacting Whitener &Speckle Remover Packagewith 5,085 ppm and aS’Zitang single jar skinwhitening cream with 4,899ppm.

Health studies haveindicated that exposure tomercury – even in lowamounts – may have toxiceffects on the nervous,digestive, immune,respiratory and urinarysystems, may damage theskin and may present “athreat to the developmentof the child in utero andearly in life.”

Direct users of mercury-laced skin whiteningcosmetics may experienceskin discoloration, rashesand scarring and reduced

skin’s resistance to bacterialand fungal infections, whilerepeated applications cancause damage to the brain,the nervous system and thekidneys.

Mercury compoundsin skin whitening cosmeticscan enter the human bodymainly via skin absorptionas well as inhalation.

In February this year,the EcoWaste Coalitionpublished the “Beauty andthe Risk” reportdocumenting thewidespread sale ofcontraband mercury-containing skin whiteningcosmetics in 50 cities,including in Davao City and11 other cities in Mindanao.

To curb the illegal tradein mercury-containing skinlightening cosmetics, thereport stressed thatFilipinos should “take pridein our natural skincomplexion.”

“There is beauty anddignity in our‘kayumangging kaligatan,’so refrain from using skinbleaching, lightening orwhitening products,particularly contrabandcosmetics that have notgone through formalnotification or registrationwith the FDA and notguaranteed safe frommercury, hydroquinoneand other harmfulsubstances,” the report said.

ARMM anniversary: simple celebrationof reform gains, peace agenda

COTABATO CITY - Thisyear's commemorationof the anniversary of theAutonomous Region inMuslim Mindanao(ARMM) will be markedwith a muted celebrationin the wake of terrorattacks that claimedhundreds of lives aroundthe world.

“Given recent events,we feel that it is best todirect our attention toexpressing solidarity withthe rest of the world thatmourns over thecountless deathsresulting fromindiscriminate attacksagainst humanity,”ARMM's Bureau of PublicInformation’s ExecutiveDirector Amir Mawallilsaid.

Early this year,thousands were alsodisplaced by the armedconflict in Maguindanao.They are currently in theprocess of rebuildingcommunities andtransitioning back totheir everyday lives.

Because of this, theexecutive committee ofthis year's celebration hasdecided to cancel anumber of events,including the street

dancing competition andtribal parade.

Mawallil said thisyear's celebration, nomatter how simple andmodest, will still highlightthe history of the regionand its achievements overthe past 26 years. It will payhomage to those whosacrificed their livesfighting for theBangsamoro people.

It will also underscorethe agenda of peace andreform that Gov. MujivHataman have set toensure that the people willbenefit from the regionalgovernment's services andenjoy life without armedconflicts.

"The ARMMleadership now hasachieved many things thatmany were skeptical aboutin the beginning,"Mawallil said. "The gainsof Hataman leadershipbased on a strong reformagenda and its all-outsupport for peace inMindanao are just some ofthe things we surely mustcelebrate."

Because of this,activities geared towardsproviding services andpromoting a betterunderstanding of Islam

will push through, such asthe ARMM People’s dayand an exhibition of Quranreaders who have recentlywon local andi n t e r n a t i o n a lcompetitions. Both eventsare scheduled onNovember 19.

Events in line with thecelebration of theMindanao Week of Peace,which will begin on Nov.26, are not also affected bythe changes.

“The regionalgovernment feels that weshould all continue ourengagement in theongoing peace process andseek a deeperunderstanding of theMuslim community,instead of letting thenational discourse beswayed in favor ofprejudice and hate,”Mawallil said.

Zamboanga power coop executive removedZAMBOANGA CITY – TheNational ElectrificationAdministration hasapproved the terminationof the general manager ofthe debt-riddenZamboanga City ElectricCooperative following aresolution by thecooperative’s boardmembers due to variousreasons.

George Ledesma, whoassumed as generalmanager two years ago, hasbeen replaced by EdAncheta in an actingcapacity. Ledesma has beenwidely criticized for hisfailure to address theworsening power situationhere and the ballooningdebts of the cooperativewhich stands to more thanP1.4 billion.

The board members ofthe cooperative are OmarSahi, Rodolfo Lim, VictorLiozo, Ernesto Perez,Gammar Hassan,Wilhemino Bazan, EfrenFamindalan, Oscar Tiu,Michael dela Serna andEdgar Lim.

Since last year,Zamboanga City has beensuffering from severe powercurtailment – as much as 6hours a day and at worst, 8hours or more. And localelectric cooperativeofficials quickly blamed thelack of electricity to theonset of El Nino and the dryseason, and maintenanceshutdown of hydro andcoal-fired power plants inMindanao for the powercrisis.

Zamboanga City needsat least 80 megawatts ofelectricity. The NationalAssociation of ElectricityConsumers for Reforms orNASECOR said it wantedLedesma to answerallegations against him.Ramon Follosco, local headof the NASECOR, allegedthat under Ledesma's rule,the power cooperativespent more than theamount allowed by the NEAand this included excess"utilization" of funds foremployees' benefits - P58million; sundries - P23.5million and cash for"sinking" funds - P139.6million, among others.

"We, the NASECORE-Zamboanga City Chapter,strongly manifest our

extreme disappointmentover the dismal and poorperformance of Mr GeorgeLedesma as NEA'ssppointed general managerof the Zamboanga CityElectric Cooperative sinceNovember 2013," Folloscowrote in one of his letters toNEA.

He said sinceLedesma's assumption,Zamboanga was beset byup to 4 hours of daily poweroutages and increase insystem's loss by as much as21%.

“Sixty hours of powerinterruptions last March isbad for business. Itincreases our cost ofoperation and decreasedthe productivity ofeveryone, public andprivate offices. Even smallbusinesses like Internetshops, beauty parlors andrestaurants. No power, nobusiness,” Edwin To,president of the localbusiness chamber, told theregional newspaperMindanao Examiner.

He said businessowners who can afford theuse of power generatorswere also complainingbecause it adds up to thecost of running theirestablishment. “For those

with generator, power costsare double. TheZamboanga City ElectricCooperative charges P8 perkilowatt hour while dieselgenerator is P18-P20 perkilowatt hour. Even if youhave a generator, it’s notcheap to operate,” To said.

He also said that theentry of big businessestablishments inZamboanga city will furtheraffect the current powersituation if the local electriccooperative cannot provideadditional supply into thegrid. “And this means moreand longer powerinterruptions. Zamboangachamber is always concernwith the welfare of the

entire city. We see it in amacro-perspective. Weoversee the interest of thebusinesses and the peoplein the community,” To said.

At least 2 new mallshave opened this year inZamboanga – City Mall andYubenco Tetuan – andanother, the KCC Mall deZamboanga, is expected toopen in December. And allthese are on top of othersmaller shops andestablishments.

The Department ofEnergy said the acute powershortage is expected toimprove by 2017, and in themeantime, To said theAquino government shouldpush for the so-calledInterruptible Load Programor ILP.

“In the meantime, thegovernment should pushfor the ILP implementingrules and regulations andmake it attractive forc o m m e r c i a lestablishments with excesspower to join. program should they usetheir own generatingfacilities during instancesof power supply deficit.

But companies thatwill participate in the ILPwill be asked by thedistribution utility to “de-load” for particular hoursin a day when the powersupply in the grid will notbe enough for the powerdemand. “De-loading” willmean having to run itsembedded stand-bygeneration sets to providefor its own electricityrequirements.

For Pedro RufoSoliven, regional governorof the Philippine Chamberof Commerce and Industryfor Western Mindanao,said everybody must dotheir share in helping thegovernment find a solutionto the acute power crisis.

Soliven, formerpresident of theZamboanga City Chamberof Commerce andIndustry, said: “We wouldlike to be part of thesolution and we areworking hand-in-handwith the Zamboanga CityElectric Cooperative andthe Local government ofZamboanga and look forsolution to address thisproblem of powercurtailment.”

“And we are alsolooking for short term andlong term solutions on howwe can really solveimmediately the lack ofelectricity supply in the cityand be able really to comeup with something toaddress the (power)demand of the city.”

Tight security in Davao following explosionDAVAO CITY – Police andmilitary have tightenedsecurity in Davao Cityfollowing a bombexplosion in a commutervan. Two people wereinjured when animprovised explosivedevice went off inside theUV Express van parkednear SM City Ecoland. The van came fromNorth Cotabato’s Pikittown, said Davao City ViceMayor Paolo Duterte.

“A bomb exploded in avan which came fromPikit, North Cotabato. Noone died from theexplosion, but 2 personswere hurt,” he said.

Belgian suspected as mastermind of Paris attacksA BELGIAN nationalcurrently in Syria andbelieved to be one of ISIL’smost active operators issuspected of being behindthe attacks in Paris,according to a source close tothe French investigation.

“He appears to be thebrains behind severalplanned attacks in Europe,”the source told Reuters ofAbdelhamid Abaaoud,adding he was investigators'best lead as the person likely

behind the killing of at least129 people in Paris, whichwas claimed by the IslamicState in Iraq and the Levant(ISIL).

The naming of Abaaoudcomes as French and Belgianauthorities conducted earlymorning raids and arrestssearching for other peopleconnected to the suicidebombings and shootings,the deadliest attacks inEurope since the 2004Madrid train bombing.

According to RTL Radio,Abaaoud is a 27-year-oldfrom the Molenbeek suburbof Brussels, home to othermembers of the armed cellsuspected of having carriedout the attacks. A Frenchofficial told The AssociatedPress that Abaaoud was asuspect in thwarted plotsagainst a high speed trainand church.

Media in Belgium saidAbaaoud had been involvedin a series of planned attacks

in Belgium foiled by thepolice last January, whenBelgian police in the town ofVerviers killed two men whoopened fire on officersduring one of about a dozenraids against an armedgroup. Federal prosecutorssaid the group was about tolaunch “terrorist attacks on agrand scale.”

At the moment of theVerviers events, Abaaoud'scellphone was located inGreece, RTL said. While therewas no clear link established,French prosecutors saidfingerprints from one of thesuicide bombers matchedthe prints of a man registeredin Greece in October.

In February of this year,ISIL’s online magazine Dabiqcarried an interview with aman bearing the name ofAbdelhamid Abaaoud andboasting of having traveledthrough Europe unnoticedby security forces to organizeattacks and procureweapons. Abaaoud was alsonamed in various media lastyear as the elder brother of a13-year-old boy who leftBelgium to become a child-fighter in Syria.

Interviewed by Belgiannewspaper Het LaatsteNieuws earlier this year, theirfather Omar Abaaouddisowned his older son.

“Abdelhamid hasbrought shame to our family.Our lives are equallydestroyed. Why would hewant to kill innocentBelgians? Our family oweseverything to this country,”he said. (Al Jazeera andReuters)

Hollande calls for grand coalition to defeat ISILFRENCH PresidentFrancois Hollande hascalled for a globalcoalition to eradicate theIslamic State of Iraq andthe Levant (ISIL) groupfollowing the deadlyattacks in Paris.

Speaking to membersof the French parliamentat the Palace of Versailleslast week, Hollande saidhe wanted to extend thestate of emergency forthree months and wouldmeet US President BarackObama and Russia'sVladimir Putin to "uniteour forces to achieve aresult that has taken toolong".

Beginning his speechwith the words "France isat war," Hollandedeclared: "We will defeatterrorism."

ISIL claimedresponsibility viastatements and videos forFriday's attacks that killedat least 129 people and

wounded hundreds morein the French capital.

Politicians from allpolitical partiesresponded with a standingovation and by singing thenational anthem.

In a show of patrioticdefiance, the Eiffel Towerin Paris was reopened andlit up in the colours of theFrench flag.

Hollande said he hadordered air strikes onheadquarters of ISIL in theSyrian town of Raqqaovernight and wouldcontinue to wage war"mercilessly", sending anaircraft carrier to tripleFrench air power in theregion.

The strikes werecarried out incoordination with the US.

The US and Russia areconducting separatecampaigns in Syria, butRussia's has focusedlargely on Syrian rebelsnot aligned with ISIL.

Hollande said Francewanted more effectivecontrols of the EU'sexternal borders to avoid areturn to national bordercontrols and thedismantling of the 28-nation EU, Reuters newsagency reported.

Additional securityspending would beneeded and France wouldnot let EU budget rules getin the way, Hollande said.

France will alsoincrease policerecruitment and haltpreviously planned cuts tothe army.

Security forces have sofar put more than 100people under house arrestand raided 168 premisessince he declared a state ofemergency, which heasked parliament toextend for three months.

Kapag tumigas na angmga butlig ay hindi nanakahahawa ang pasyente.Ngunit habang nag-uumpisa pa lamang angkulebra ay puwede itongmakahawa sa ibang taokaya lumayo muna sa iba.Gamot Sa Kulebra:

1. Magpatingin sadoktor kapag kayo aynagka-kulebra. Kapagtumubo ang kulebra satabi ng mata, magpatingindin sa isang espesyalista samata.

2. Kapag maaga kangmagpapatingin sa doktor,puwede kang bigyan nggamot (tulad ng Acycloviro Valacyclovir) na

maaaring magpabilis ngiyong paggaling. Maykamahalan nga langitong mga gamot.

3. Kapag mahapdimasyado ang kulebra,puwedeng uminom ngmga pain relievers tuladng paracetamol tablet omefenamic acid capsule.

4. Huwag putukinang mga butlig at bakaito magkaroon ngimpeksyon.

5. Maghanda ngisang litrong tubig atlagyan ng 1 kutsaritangasin. Ibuhos angsolusyon na ito sa lugarng butlig. Pagkatapos aydampi-dampian angmga butlig para matuyo.

6. Palakasin angiyong katawan.Magpahinga at matulogng sapat. Uminom din ngisang multivitamin tabletbawat araw.

Good news po. Maybakuna nang naimbentopara mabawasan angtsansang magkaroon ngkulebra. Binibigay ito samga taong edad 60pataas. Ang tawag dito ayvaricella-zoster vaccine.Kung may perangpambili, magpaturok nanitong bakuna. Tandaanlamang na bawalmagpabakuna ang mgataong kasalukuyang maysakit, mahina angkatawan at may kulebrana. education in MindanaoYou can see how messed upand at risk our education iswhen the military isbending all laws just to getto it.

I mean what’s moreworse than soldiers beingtaught to teach at schoolinstead of employingeducators who, in years,have trained themselvesfor every bit of difficultiesin handling a child, or anIP student for that matter.Indeed, militarization ofeducation, “it’s moreshameful in thePhilippines” In NorthernMindanao, the AFP’s 4thInfantry Division was saidto have tapped about 125Lumad soldiers for aneducation program whichwill be provided by theDepartment of Education.

By the end of the year,they are scheduled to bedeployed in 35 pilotvillages where they are saidto organize their respectiveAlternative LearningSystem (ALS) units. Aspreposterous as it is!Militarization of educationhas become a policy by theAquino government usingboth the AFP and theDepEd, the agencyexpected to ensure thatschools must be zones ofpeace.

I could not forget theattempt of Dr. JosephineFadul, a DepEd official inDavao del Norte, to closedown lumad schools inSouthern MindanaoRegion before the schoolyear start this year.Following her request forthe closure of three lumadschools was theestablishment of a newpublic school utilizingmilitary as para-teachers.Worst part, during acongressional budgethearing it was revealed thatthe closure of these schoolswas in fact discussedduring a meeting with theNational IntelligenceB o a r d - R e g i o n a lIntelligence Committee

which is under the Office ofthe President.

This, not to mentionthe approval of thepresident to recognize andlegitimize paramilitarygroups such as the onesimplicated in Surigaokillings and the move toincrease the budget for theestablishment of moreCAFGU and Special CafguArmed Auxiliary. Thisshould have stirred ourminds.

Using soldiers asteachers is like employingengineers to perform asurgery. It spells outdisaster. Moreover, it is aninsult to thousands yetunemployed or graduatingeducators. More to this, arethe continuing militaryattacks on Lumad schoolsin Mindanao, thus provingthey are not fit to teach.

For just a year we havedocumented 95 cases ofattacks on schoolsperpetrated by the militaryand it’s paramilitary allover Mindanao sinceSeptember 2014. Thecontinuing encampmentof not just lumad schoolsbut also DepEd schools,threat, harassment andintimidation amongstudents and teachers,destruction of schoolproperty and killings havecaused 40,000 lumad inMindanao to evacuatefrom their communities.

This dire situation ofour lumad brothers andsisters has caught theattention of national andeven internationaladvocacy groups.However, underlying theseevents is the scheme toclose down lumad schools– just what they didrecently in Brgy. WhiteCulaman, Kitaotao,Bukidnon where a lumadschool was demolished bythe barangay captain andthe military over anaccusation that it is ownedby the NPA.

The AFP’s move to useIP soldiers as teachers willignite more disunity thanthe proliferation of

m i l i t a r y - b a c k e dparamilitary has done.This is clearly an attempt todivide the indigenouspeople and discredit theirhistorical resistance todefend their ancestrallands against imperialistplunder andmilitarization.

After all, education hasbecome an effective toolfor the lumad in defendingtheir ancestral lands andfundamental rights.Education has sharpenedtheir knowledge and madethem more critical inasserting their right to self-determination andlegitimate demands. Thegovernment is ontrembling knees over thegrowing resistance of theLumads and is now hell-bent to shut down theschools they built throughyears of hard work.

The incessant militaryattacks on schools is one ofthe reason why over 700lumad, peasants andhuman rights defenders ofManilakbayan ngMindanao are now headedto the National CapitalRegion, and bring theseissues at the doorstep ofthe Malacanang palacewhere the president ishiding from hisaccountabilities to thepeople of Mindanao.

As we get closer to thecapital, we call on thepeople of Luzon and otherparts of the country tos u p p o r t#Manilakbayan2015. Asthe saying goes “the firststep to solve a problem isrecognizing there is one”.We are from Mindanao, weare here, so please hear us.

She noted the need tobe more vigilant inprotecting the richnessand beauty of Tubbataha.

Nelson Devanadera,Director of the PalawanCouncil for SustainableDevelopment, said this isa welcome developmentadding that there is a“need to highlightTubbataha not just as adiving site, but as abiodiversity haven that isworth exploring for a totalunique experience.”

He stressed that thisalso opens an opportunityto replicate the goodpractices of Tubbataha inother protected areas inthe Philippines.

Atty. Roberto V. Oliva,ACB Executive Director,also said that TubbatahaReefs Natural Park – the

7th AHP in thePhilippines – “is atestament of thiscountry’s rich naturalresources and biologicaldiversity. This alsounderscores the need toconserve the park as itbenefits the entireSoutheast Asian region.”

Oliva explained thatthe AHP Programmesupports themanagement of aregional network ofnational protected areasof high conservationimportance that providesa complete spectrum ofrespective ecosystems togenerate greaterawareness, pride,a p p r e c i a t i o n ,enjoyment, andconservation of ASEAN’srich biodiversity.

ACB serves as thesecretariat of the AHPProgram.

Public warned vs. fake medsCEBU CITY - The Foodand Drugs Administration(FDA) has warned thepublic against fakemedicines following therecent seizure of about twodozen counterfeitproducts in CentralVisayas.

CEBU CITY – TheDepartment of Health hasadvised the public to stayaway from over exposure todirect sunlight to preventskin cancer.

DOH's Dr. JoanriRiveral said due to climatechange, we areexperiencing extreme heatmost of the time. “Althoughwe have no statistics fornow on skin cancer asthese are in the privatedoctors, but consideringclimate change let us avoidprolong exposure to the

heat,” he said.He said maximum

Aquino blames slow courtaction in anti-corruption fightTHE GOVERNMENT'santi-corruption effortswould be more effective ifthe court act moreexpeditiously, especiallyin sending wrongdoers tojail, President Aquinosaid.

President Aquino, inan interview with CNN'sAndrew Stevens lastweek, vented hisfrustration on the courts'inability to act quicklythat affects the anti-corruption fight.

“We have threebranches of government.And what I tell theexecutive whom I hold isthat the key to thecorruption fight is not theability to file casesagainst somebody, butactually sending

somebody to jail,”Aquino said when askedif he is satisfied with theefforts to fightcorruption.

The nomination ofthe Tubbataha ReefsNatural Park wasapproved by theenvironment ministers ofthe 10 ASEAN MemberStates at the 15thInformal ASEANMinisterial Meeting onthe Environment held inOctober last year.

Known as an “ultimatediving destination” in thePhilippines, the parkboasts of a wide array ofmarine biodiversity. Thenewest ASEAN HeritagePark is home to almost80% of all coral species inthe Philippines and to atleast half of all coralspecies in the world.
