P3-million livelihood assistancefor Basilan cooperatives

BASILAN - Three coopera-tives in the province ofBasilan in the AutonomousRegion in MuslimMindanao (ARMM) will re-ceive P3-million worth oflivelihood projects from theregion’s banner programHealth, Education, Liveli-hood, Peace andGovernance and Synergy(HELPS).

The livelihood assis-tance, implemented by theARMM’s Science and Tech-nology department(DOST-ARMM), coversskills training, capital infu-sion, and construction of abakery for each beneficiarycooperative.

Secretary MyraMangkabung of DOST-ARMM, program managerAnwar Upahm of ARMM-HELPS projectmanagement office, andmembers of the beneficiarycooperatives will attend theturn-over ceremony of theprojects on April 11-12.

“This will improve theliving conditions of the lo-cal communities in theprovince,” said BimpoEping, ARMM-HELPS focal

person in Basilan. Headded that the projects willempower the members ofthe cooperatives to becomesuccessful business owners.

The cooperative recipi-ents of HELPS projects areSwitch Yakal ConsumersCooperative in Lantawan;Badja Kahapan Agri-Farm-ers Producers Cooperativein Tipo-Tipo; and PintasanConsumers Cooperative inMohammad Ajul. Basilan’smajor products include co-conut, rubber, coffee blackpepper and palm oil.

“Masaya po kami saproyektong ibibigay saamin, dahil magkakaroonna kami ng pagkakakitaan,may pang gastos na kamiaraw-araw (We are happywe are given this project,now we can make bothends meet everyday),” saidNihma Asanji, 27, a mem-ber of the Badja KahapanAgri-Farmers ProducersCooperative.

Asanji said this is thefirst time that the ARMMgovernment reached herbarangay to deliverprojects and programs.ARMM-HELPS is a conver-

gence initiative of the re-gional government and isregarded as the center-piece of the Hatamanadministration. GovernorMujiv Hataman has beenpursuing the program’slivelihood componentthrough various regionalline agencies.

Upahm said the re-gional governmentidentified a total of 200barangays as priorityproject recipients underthe HELPS program in2015-2016. The ARMMgovernment earmarkedP10-million worth of vari-ous projects for each targetbarangay.

He further explainedthat the ARMM-HELPSproject management officeconducted focus groupdiscussions with localleaders to assess the needsof recipient communities.

“We want to see a bet-ter community with abarangay hall, a daycarecenter, a health center, achildren's park and amulti-purpose building,”Upahm added. (Bureau ofPublic Information)

Wawan Purwanto, a Univer-sity of Indonesiaintelligence and terrorismexpert, as saying that in re-turn, Patek demanded areduced jail term - from 20years to 10 years – in ex-change for his help.

Patek – who was foundguilty in 2012 for the Balibombings that killed 202people and the 2000 bomb-ings of churches in Jakarta -is serving four years of his20-year sentence on terrorcharges.

2 Turkish sailors rescued offZamboanga City

ZAMBOANGA CITY – ThePhilippine Navy rescued 2Turkish sailors after theirboat drifted nearZamboanga City inMindanao, officials said.

Lt. Jose Covarrubias, anaval spokesman, said theforeigners – Ahmed Tabran,60; and Burcu Botanoglu,54; were safely rescued andbrought to a naval station inZamboanga City.

Covarrubias said they

received a distress callfrom the sailboatStormbird after its enginebroke down off Sibago Is-land in Basilan provinceover the weekend. He saidthe boat drifted further to-wards Zamboanga wherepatrol boats towed it to thenaval base here.

The boat, whose lastport call was in Salam Is-land in Davao del Norteprovince, was heading to

Kudat in Malaysia when itsengine broke down whiletraversing the dangerousprovince of Basilan wheresecurity forces are battlingAbu Sayyaf rebels.

ARMM holds investment consultation in Maguindanao provinceMAGUINDANAO - Toachieve participative eco-nomic development in theAutonomous Region inMuslim Mindanao(ARMM), the region’s Boardof Investments (RBOI) con-ducted an investmentconsultation with stake-holders in the town ofParang in Maguindanaoprovince.

Businessmen, localgovernment officials, andother stakeholders gatheredrecently for the agency’s In-vestments Priorities Plan(IPP) consultation, an activ-ity aimed at getting insightsand concerns as well as dis-cuss issues in the region’sinvestment promotion andgeneration.

Atty. Ishak Mastura,

RBOI chairperson, said theconsultation is usually con-ducted with businessmenand this was the first timethat such activity was heldwith participation from thegrassroots.

“The consultation ispart of the Hatamanadministration’s approachto actively involve all playersin the planning of theregion’s economic develop-ment particularly oninvestment matters,” hesaid.

Atty. Mastura addedthat “the active participationof the government and theprivate sector in the devel-opment planning of theregion is a key to sustainabledevelopment and that com-bined strengths of different

sectors can create condu-cive business environmentand enhance regional com-petitiveness.”

The IPP consultationsspecifically tackle theregion’s investment perfor-mance, challenges, andopportunities. Other con-sultations are alsoscheduled in other prov-inces in the ARMM withinthe year. The region’s IPP isconsistent with the RegionalDevelopment Plan ofARMM in accordance withthe 2011-2016 PhilippineDevelopment Plan.

During the consulta-tion, Parang mayor IbrahimIbay encouraged partici-pants to become partners ofthe regional government inachieving economic growth

by investing in the region.Parang, he said, is a poten-tial area for majorinvestments since it is con-sidered as an ecozone andhosts the Polloc free port.

In the first quarter of

2016, RBOI-ARMM regis-tered a P1.3-billion projectof Gintong Agri Corp, a com-pany engaged in oil palmplantation development.The region already ex-ceeded its target of

ZAMBOANGA CITY – Thefamilies of army soldiersslain in fierce fighting withAbu Sayyaf rebels inBasilan province are cry-ing out for justice.

They wanted to knowwhat went wrong in theoperations that left dozensof soldiers dead andwounded in Tipo-Tipotown recently.

President Aquino flewto Zamboanga City just

last week and visitedwounded soldiers in thehospital.

Aquino has awardedmedals to the soldiers attheir hospital bed andthen briefly visited thewake of one of 18 slain in-fantry man in Ayalavillage. He later met withsome of families of the sol-diers at the EdwinAndrews Airbase.

Security was tight dur-

ing Aquino’s visit here andjournalists were not al-lowed to interview thepresident.

More than 50 soldierswere wounded in thefighting that also killed aMoroccan bomb expertMohammad Khattab andPurudji Indama, a notori-ous Abu Sayyafcommander, and UbaidaIsnilon, son of rebel leaderIsnilon Hapilon.

Aquino was accompa-nied by GeneralMayoralgo dela Cruz,chief of the WesternMindanao Command, butit was not immediatelyknown whether he wouldbe removed followingdeadly clashes that left ahuge number of casual-ties.

Just this month, DelaCruz sacked BrigadierGeneral Alan Arojado,commander of an anti-terror group, and hisdeputy Brigadier GeneralJose Cabanban, for failingto stop the kidnapping ac-tivities of the Abu Sayyaf insouthern Philippines.( With a report from E.Dumaboc)

KIDAPAWAN CITY –Security forces werehunting down localjihadists allied with theIslamic State militantgroup after they behaded2 civilians and freed fourothers in Lanao del Surprovnce in the volatileMuslim autonomous re-gion.

The four hostages –Julieto Hanobas, AlfredoAnoos, Gabriel Permitesand Adones Mendez –were released recently inButig town. Their twocompanions dentified as

Salvador Hanobas andMakol Hanobas, whoewere branded as spy bytheir abductors, werekilled.

The civilians, all saw-mill workers, were seizedby jihadists led byAbdullah Maute alias AbuHasan, who heads theDawlah Islamiyah or Is-lamic State on suspicionthey were governmentspies. Maute’s group is ac-tively operating in theprovince.

Maute previously de-manded the release of a

13-year old boy, Ayman,who was allegedly cap-tured by the military infirefight in exchange forthe hostages, but securityofficials insisted that noprisoners were taken bysoldiers in Lanao del Sur,one of five provinces un-der the Muslimautonomous region.

The Sultanate of Suluwas founded in 1457 and isbelieved to exist as a sover-eign nation for at least 442years. It stretches from apart of the island ofMindanao in the east, toSabah, in the west andsouth, and to Palawan, inthe north.

It continues to layclaim to North Borneo,now Sabah in Malaysia af-

ter obtaining it fromBrunei as a gift for helpingput down a rebellion onBorneo Island.

The British leasedSabah and transferredcontrol over the territory toMalaysia after the end ofWorld War II. But the sul-tanate said it had merelyleased North Borneo in1878 to the British NorthBorneo Company for anannual payment of 5,000Malayan dollars then,which was increased to5,300 Malayan dollars in1903.

North Borneo was an-nexed by Malaysia in 1963after a referendum orga-nized by the CobboldCommission in 1962 sawthe people of Sabah voting

overwhelmingly to joinMalaysia, but KualaLumpur continues payingthe Sulu Sultanate some5,300 ringgits a year on thebasis of the Sulu royals’ceding the Borneo state.

In February 2013, theailing Sulu Sultan JamalulKiram III, sent about 200followers headed by hisbrother Raja MudaAgbimuddin Kiram toSabah to assert their claimto and supposed historicalrights over the oil-richstate.

Jamalul’s group re-jected Malaysian demandfor them to surrenderpeacefully and fightingerupted in Lahad Datutown where more than 60of the sultan’s men were

killed and over 300 Filipi-nos arrested on suspicionthat they were aiding thegroup of Raja MudaAgbimuddin.

Malaysia also putJamalul and his brother onits wanted list and brandedthem as terrorists for in-truding into Sabah andkilling and decapitating 10policemen and soldiers inseparate clashes on the is-land.

Agbimuddin managedto escape the Malaysian as-sault in Sabah, whileSultan Jamalul died in Oc-tober the same year from alingering illness at age 75.Agbimuddin died fromcardiac arrest in 2015 inTawi-Tawi province.(Mindanao Examiner)

I finely dicedsome celery,1/4 red pepper and yellow pepper, some carrots and a quarter of alarge red onion.3) For the dressing, in a seperate bowl measure out the mayonnaise, sweetenedcondensed milk, apple cider vinegar, paprika, mustard powder and cayenne pep-per.4) Stir everything together well until you have a smooth and creamy dressing.5) Once the macaroni is cooked, drain and rinse it under cold water to stop it fromcooking any further and cool it down.6) Drain the excess water and add the macaroni to the big bowl of veggies and mixit all together well.7) Pour the as much of the dressing over the top of the macaroni and veggies as youwould like and mix it until everything is coated in the sweet and creamy dressing.8) Garnish the salad with some fresh chopped parsley and finely sliced green on-ion and chill the salad covered, for a couple hours or overnight in the fridge.

CEBU – The Departmentof Science and Technology(DOST ) has allocatedsome P51 million forcloud seeding operationsin the country to respondto a hurting agriculturalsector that continues tobore the brunt of the ElNiño phenomenon.

Engr. Oscar Tabada,chief of the Philippine At-mospheric Geophysicaland Astronomical Ser-vices Administration(PAGASA) – Visayas, saidthe country will continueto experience abnormalrainfall levels with hotterand more humid climateas the El Niño is expectedto peak by May.

“Provinces across thecountry, especially inMindanao, are already af-fected by the dry spell asnext month, El Niño’s im-pact will cover moreprovinces,” said Tabada.

He said the severedrought is largely affectingthe farmers as harvest ofrice and crops. In order tohelp the agricultural sec-tor, the DOST hasearmarked a budget forcloud seeding operationsto induce rain for the irri-gation systems vital for thestarving rice fields andcrops.

Tabada said theiragency is helping in thecloud seeding operationson when would be the ap-propriate time based onweather projections toconduct the cloud seedingactivity. He said cloudseeding operations startedin Mindanao and thatWestern Visayas and Cebuwill also follow next.

The Department ofAgriculture is also con-ducting separate cloudseeding operations inBohol province as water

dams have reached criti-cal water levels. MarinaHermoso, regional tech-nical director foroperations, said amongthe dams that have ben-efited from the cloudseeding activities are theMalinao Dam in Pilartown and BayonganDam in the municipalityof San Miguel.

Malinao Dam is an ir-rigation project covering3,500 hectares of ricelandareas serving five townswhile Bayongan Damcovers 2,858 hectaresaugmenting existing wa-ter supply for farmlandsof three municipalities,according to Hermoso.
