NGCP said Tower 25in the village of Linamonin Ramain town wasbombed on May 3 and cutoff electricity in many ar-eas there.

ARMM hires 562 teachers inMaguindanao and Lanao del SurCOTABATO CITY - TheEducation department inthe Autonomous Region inMuslim Mindanao(DepEd-ARMM) hired 562teachers in the provinces ofMaguindanao and Lanaodel Sur.

A total of 562 teacherssigned on April 25 their ap-pointment papers anddeployment orders for as-signments to differentpublic elementary and sec-ondary schools in theregion.

ARMM Education Sec-retary Dr. John Magno,chief of staff Atty. RasolMitmug Jr., and otherDepEd-ARMM officials at-tended the mass signing.Of the 562 newly hiredteachers, 238 will be de-ployed in Maguindanaoand 324 in Lanao del Sur.

“More quality teachersare now being hired be-cause our department(DepEd-ARMM) has im-proved its hiring andscreening process,” Sec.Magno said. Before signingtheir appointments, the

teachers had to pass com-petency examination,panel interview and teach-ing demonstration.

“This mechanismguarantees that only qual-ity teachers will be hiredand we want teachers thatwill guide the students onthe right road towards aprogressive future,” headded.

“At first I was hesitantin applying for a teachingposition in DepEd-ARMMbecause I’ve heard there is‘palakasan system’ (systemof patronage), but still Itried and now I’m glad be-cause out of thousands ofteacher applicants, I’msigning my appointmentnow,” said Hasniya Abas,25, of Saguiaran, Lanao delSur.

She said the currenthiring process is moretransparent, unlike beforewhen it was tarnished byissues of bribery and con-nections. She was a privateschool teacher for twoyears and applied for aDepEd-ARMM teaching

position last April 2015.She said it is her calling tohelp mold the minds ofschool children in ARMM.

The newly hired teach-ers’ first task will be to leadactivities under the Na-tional SchoolsMaintenance Week, or the‘Brigada Eskwela’, startingMay 30. Sec. Magno saidnewly appointed teachers’signing of appointments inthe provinces of Basilan,Sulu and Tawi-Tawi isscheduled next week.

The Commision onElections (Comelec) hasexempted several govern-ment agencies, includingDepEd, from the ban onhiring during election sea-son in connection with theMay 2016 polls.

Malaria cases in ARMMdown in 1st quarter of 2016

COTABATO CITY - Ma-laria cases in theAutonomous Region inMuslim Mindanao(ARMM) went down sig-nificantly in the firstquarter of 2016, theregion’s Health depart-ment (DOH-ARMM)reported.

Only 33 malaria caseswere reported region-wide in the first quartercompared with a quar-terly average of roughly68 cases last year.Twenty-one of the re-ported cases monitoredfrom January to Marchthis year are from Suluprovince while Tawi-Tawiand Maguindanao havenine and three cases, re-spectively.

Earlier, DOH-ARMMofficials said the numberof malaria cases in the re-gion went down to 274cases last year from3,539, or a quarterly aver-age of close to 900 cases,in 2012.

Dr. Kadil Sinolinding,regional Health secretary,described the consistentdecline in malaria casesin ARMM as a major ac-complishment for theagency and the regionalgovernment. He notedthat “malaria is a diseasethat has a big chance oferadication with the helpof various stakeholders.”

On Monday, May 2,the Health departmentconducted a forumaimed at strengthening

its partnership with vari-ous stakeholdersincluding regional lineagencies and DOH-ARMM employees. It alsosought the renewal ofcommitments in totallyeliminating malaria inthe region.

The Health depart-ment said no death fromthe disease was recordedin ARMM in the firstquarter of 2016. Malariamortality rate in the re-gion decreased to fourdeaths in 2015 from sixdeaths in 2010.

The region was ear-lier allotted P8 million forits malaria control ef-forts. The amount wasdistributed to the region’sdifferent provinces withpriority to areas that suf-fered most from malariain the past.

The malaria controlbudget was downloadedto the region from theregular funds of the Na-tional Government andfrom other funding insti-tutions such as GlobalFund, Pilipinas ShellFoundation, Inc., Move-ment Against Malaria,and Bill and MelindaGates Foundation.

Dr. Sinolinding em-phasized that the “bestweapon in combatingmalaria is right knowl-edge and right attitude.”He advised residents toobserve preventive mea-sures such as wearingpyjamas and long-sleeve

shirts and using mos-quito nets when sleeping.

DOH-ARMM, Dr.Sinolinding said, con-ducts on-site diagnostictests and provides freetreatment for malaria pa-tients, which extendsfrom three days to amonth depending on theseverity of the case. Thedepartment also distrib-utes chemically treatedmosquito nets to en-demic areas in the region.

Malaria is a disease ofthe blood caused by thePlasmodium parasite. Itis transmitted from per-son to person by thefemale Anopheles mos-quito. This type ofmosquito primarily bitesbetween 9 p.m. and 5a.m. The disease can alsobe transmitted throughblood transfusion andneedle sharing.

Malaria symptomsinclude fever, headacheand vomiting. It begins10 days to four weeks af-ter infection, although aperson infected may feelill as early as seven daysafter the mosquito bite.

Malaria infection candevelop into anemia,hypoglycaemia, or cere-bral malaria in whichcapillar ies carryingblood to the brain areblocked. Cerebral ma-lar ia can cause coma,life-long learning dis-abilities, and even death.(Bureau of Public Infor-mation)

ARMM tops 2nd round of national de-worming campaignCOTABATO CITY – TheDepartment of Health’s(DOH) central officeawarded the AutonomousRegion in MuslimMindanao (ARMM) as themost improved region interms of coverage of thenational de-wormingcampaign’s second roundheld in January this year.

The ARMM de-wormed 98% of its target,or over one million schooland community-basedchildren, elevating the re-gion on top of thegovernment’s drive thatfocuses on children’shealth. De-worming isdone twice a year, the firstround in July of everyyear.

Soraida Amilil, re-gional programcoordinator and deputyinfectious disease clusterhead, said “this is the firsttime that the DOH centraloffice recognized the re-gion in a de-wormingperiod, and it is becauseof the continuous effort ofthe DOH-ARMM.”

Amilil underscoredthe importance of thedrive, which is aimed atcombating the nutritionalimpact of soil-transmit-ted helminthiasis, a typeof helminth infectioncaused by roundworms,whipworms, and hook-worms.

During the de-worm-ing drive, children aged

one to four and five to 12are given a single dose ofchewable 400-milligramalbendazole anti-wormtablets by school nursesand community healthworkers.

DOH-ARMM’s reportshowed a total of 343,885children aged one to fourand 135,716 aged five to12 in communities re-ceived de-wormingtablets. It further noted568,076 children enrolledin public elementaryschools were also servedduring the campaign pe-riod.

The DOH assuredthat, just like other medi-cation, de-worming drugsmay lead to nominal side

effects such as dizziness,nausea, headache andvomiting. These effectsare transient, minor, self-limiting and woulddisappear after some timeand can easily be man-aged with remedies likeresting for a few hoursand drinking water mixedwith sugar.

Seeking to bringdown the prevalence rateof worm infestationamong children to lessthan 20% in 2014, theregion’s Health depart-ment conducted parasiteprevalence survey in the

provinces of Basilan,Tawi-Tawi and Lanao delSur.

The result of the sur-vey showed 36.7% ofschool children aged sixto12 in the region are suf-fering from this problem.“Hopefully, with the ef-forts of our department(DOH-ARMM), we canlower the number of chil-dren suffering fromworm infestation,” sheadded.

She further explainedthat de-worming cansubstantially improve thehealth and school par-

ticipation of children andcan reduce absenteeism.The campaign will alsohelp address other healthproblems among chil-dren such as anaemia,malnutrition and im-paired mental andphysical development.

Prior to giving theprescribed dosage,school nurses and healthworkers informed theparents on the impor-tance of the campaignspecifically in improvingthe general health of thechildren. (Bureau of Pub-lic Information)

ARMM-HEART, DSWD-ARMM provide El Nino

relief assistance in South UpiMAGUINDANAO - All 13,984families in the municipalityof South Upi, Maguindanaohave now received El Ninorelief assistance from the Au-tonomous Region of MuslimMindanao, through theARMM Humanitarian Emer-gency Action and ResponseTeam (ARMM-HEART), andthe regional Department ofSocial Welfare and Develop-ment (DSWD-ARMM).

The most recent reliefoperation was done onThursday, April 28, for at least1,295 families residing inBrgy. Romunggaob, SouthUpi.

The said operation washeaded by ARMM-HEARTand DSWD-ARMM, to-gether with Robin Padilla ofthe All for Peace Movementand Cong. Sitti DjaliaTurabin-Hataman of the

Anak Mindanao (AMIN)partylist.

Members of the Philip-pine National Red Cross(PNRC) were also present inthe event.

"The people need rice,and it's sad that in placeslike Kidapawan, people stillhave to go down the moun-tains, they still need toprotest," Padilla said duringthe short program prior torelief distribution.

"There is no need to re-sort to violence so that yourvoices will be heard. Let uschoose to hold onto thepeace we have gained andlet us help each other. To-gether with the regionalgovernment, we are ready tohelp," he added.

Celine Urangkaya, 24,was one of the first residentsto receive a relief pack. Her

husband is a farmer, and shesays harvest has beenscarce, if there’s any at all.

“It’s been a difficulttime,” Urangkaya said, refer-ring to the El Nino season.“Sometimes we only get toeat at night, sometimes wemake do with not eating atall. If we can’t find cassava toeat, then we don’t eat. We’llsleep intead.”

Her community has feltthe effects of El Nino sinceJanuary, she said, and she isthankful for the relief assis-tance from the regionalgovernment.

The regional govern-ment will continueproviding relief to provincesaffected by El Nino, with an-other relief operationscheduled next week inLanao del Sur. (Bureau ofPublic Information)

AYON SA kasabihan,“Ang almusal angp i n a k a m a h a l a g a n gpagkain natin sa buongaraw.” Tama po itongpaniniwala. Kahit alamkong marami sa atinang hindi kumakain saumaga, dapat pa rinnatin ipaalala angkahalagahan nito.

Ito ang mgabenepisyo ng pagkainng almusal:

1. Para lumakas –Parang kotse na kulangsa gasolina, ang atingkatawan ay manghihinakapag wala tayongpagkain. Kailangan ngutak natin ang pagkainpara gumana. Tandaannatin na halos 10 orasnang walang laman angating tiyan pagdatingng umaga. Kaya dapatlang na lagyan ngpagkain o enerhiya saumaga.

2. Para tumalinoang bata – Ang mgabatang kumakain ngalmusal ay nakakakuhang mas mataas na gradosa eskuwelahankumpara sa mga batanggutom. Mas alerto,matalino, at mabilissumagot ang mgabatang busog, kumparasa hindi nag-almusal.Bigyan lamang ng

tayong kumain ngpakonti-konti peromadalas sa isang araw.Kumain ng 5 hanggang6 na beses sa isangaraw, pero konti lang.Mas hindi mahihirapanang iyong tiyan sapagtunaw nito atmapapanatili pangtuloy-tuloy ang daloyng lakas sa iyongkatawan.

5. Hindi nakatatabaang pagkain ng almusal– May malingpaniniwala na papayatka kapag hindi ka nag-almusal. Sa katunayan,lalo ka pang tatabakapag hindi ka nag-almusal! Bakit po? Angmga taong hindi nag-almusal ay mas gutomsa tanghalian, kayas i g u r a d o n gmapaparami angkanilang makakain. 3) Grill. I just used my pre-heated oven grill and basted 4 times for 20 minutes. Cook for20 minutes at 180C, but additional of 10 minutes more won’t harm.

Aquino signs law on promotingthe creation of 'green jobs'

PRESIDENT Aquino hassigned into law the bill onpromoting the creation of‘green jobs’, or employ-ment that contributes topreserving or restoringthe quality of the environ-ment, be it in theagriculture, industry orservices sector.

The Republic Act No.10771, or the "PhilippineGreen Jobs Act of 2016",shall apply to establish-ments engaged in theproduction, manufactur-ing, processing,repacking, assembly, orsale of goods and/or ser-vices, includingservice-oriented enter-prises. The law alsogrants incentives to en-courage businessenterprises to generateand sustain green jobs, ascertified by the ClimateChange Commission.

The Department ofFinance shall administerthe granting of incen-tives, such as “specialdeduction from the tax-able income equivalentto 50 percent of the totalexpenses for skills train-ing and researchdevelopment expenseswhich is over and abovethe allowable ordinaryand necessary businessdeductions for said ex-penses under theNational Internal Rev-enue Code of 1997, asamended; and tax andduty free importation ofcapital equipment, pro-vided that the capitalequipment is actually, di-rectly and exclusivelyused in the promotion ofgreen jobs of the businessenterprise”.

According to the Act,it is the declared policy ofthe State to affirm laboras a primary social eco-nomic force in promotingsustainable develop-

ment; afford full protec-tion to labor, local andoverseas, organized andunorganized, and pro-mote full and productiveemployment and equalityof employment opportu-nities for all; and promotethe rights of the people toa balanced and healthfulecology in accord with therhythm and harmony ofnature.

Section 2 of the Actprovides that the Stateshall identify neededskills, develop trainingprograms, and train andcertify workers for jobs ina range of industries thatproduce goods and ren-der services for thebenefit of the environ-ment, conserve naturalresources for the futuregeneration, and ensurethe sustainable develop-ment of the country andits transition into a greeneconomy.

“In recognition of theparticipation of individu-als and businessenterprises in jobs cre-ation, the State shallprovide incentives there-for," the section reads.

Republic Act No.10771 also mandates theDepartment of Labor andEmployment (DOLE) tocoordinate with othergovernment agencies informulating a NationalGreen Jobs Human Re-source Development Planon the development, en-hancement andutilization of the laborforce, both in the privateand public sectors. Theplan shall have the pri-mary objective ofenabling and sustainingthe transition into a greeneconomy and the genera-tion of green jobs towardsmore employment andequal opportunities andthe promotion of social

justice and workers’ wel-fare.

It shall include pro-grams, projects, andactivities pertaining tobasic, higher and techni-c a l - v o c a t i o n a leducation and training,database that identifiesand links green job op-portunities with privateand public entities, andinformation on knowl-edge and skillrequirements of a greeneconomy.

The DOLE, in coordi-nation with thePhilippine Statistics Au-thority, shall maintain adatabase of green ca-reers, professions andskills, as well as a list ofemerging business enter-prises, which generateand sustain green jobs. Itshall facilitate skillstraining assessment andcertification, career ad-vocacy, provideproductivity and liveli-hood training, andextend technical assis-tance to enterprises toensure labor law compli-ance.

Other agencies in-volved in the NationalGreen Jobs Human Re-source DevelopmentPlan are the Departmentof Environment andNatural Resources, De-partment of Education,Commission on HigherEducation, TechnicalEducation and Skills De-velopment Authority,National Economic andDevelopment Authority,Department of Trade andIndustry, ProfessionalRegulation Commission,Department of Scienceand Technology, Depart-ment of Transportationand Communications,Department of Tourism,and Department of Pub-lic Works and Highways.
