Fewer hungry Filipinos now, survey says

DEPUTY PresidentialSpokesperson AbigailValte trumpeted the anti-poverty programs andaccomplishments of theAquino administration,saying fewer families areexperiencing hunger inthe Philippines.

Valte said the “FourthQuarter 2012 Social

Weather Survey on Hun-ger” showed the numberof families who experi-enced hunger in Decem-ber last year dropped to16.3% from 21% in Au-gust 2012, with the rate atits lowest since the 15.1%recorded in June 2011.

“This translates toone million fewer fami-

lies who have experi-enced involuntary hun-ger in the fourth quarterof 2012. The Aquino ad-ministration remainscommitted to addressinghunger as a result of pov-erty,” she said in a state-ment sent to the regionalnewspaper MindanaoExaminer.

Valte said the govern-ment continues to ex-pand and enhance effortsto uplift living conditionsfor Filipinos, especiallythe poor through socialinterventions such as theConditional Cash Trans-fer program, which puts apremium on purchasingfood for family beneficia-ries, and the supplemen-tal feeding programs ofthe Department of SocialWelfare and Develop-ment.

“These initiatives bothmitigate and lay the foun-dations to help familiesrise above poverty andbetter their lives,” shesaid.

Valte also cited thePhilippine Stock Ex-change index whichclosed beyond the 6,000-point mark on the fourthday of trading in 2013.

She said the PSEibroke the 6,000-pointmark and closed at an-other record high of6,044.91 points.

“This record-breakingadvance is reflective ofsustained investor confi-dence in the local bourseand is an indicator of thebullishness and vibrancyof the Philippineeconomy. Fishermen recover US Navy target drone

PAGADIAN CITY – Fili-pino fishermen have re-covered a United StatesNavy aerial target droneat sea in Masbate prov-ince in the Bicol region.

Six photos of the redpainted drone withmarkings NAVY sur-faced on Facebookwhich showed the un-manned aircraft beingloaded to a small fishingboat. Police said thedrone appears un-armed.

The photos up-loaded on the Facebookpage of Ticao Island. Itsaid: “Photo Courtesy ofMr. Bok Barsaga — atTacdugan Beach TicaoIsland, San Jacinto,Masbate, Philippines.”

The drone, calledBQM-74e Chukar, is be-lieved to have been pro-

duced by Northrop andcommonly use in mili-tary exercises. It can befired either from the air,on a ship or on land andremotely operated andcan fly up to 40,000 feet.

It was not immedi-ately known how thedrone crashed in the seasince the last joint mili-tary exercises betweenthe Philippines and theUnited States in Bicolregion was in 2009.

And recent militarywar games between thetwo countries were heldin the provinces ofZambales, Nueva Ecija,Tarlac, Cavite andPalawan in October lastyear.

But other reportssaid the drone was firedfrom Guam during amilitary drill last year

and drifted to the Phil-ippines.

According to vari-ous online reports, thedrone is used primarilyas a realistic aerial tar-get, capable of simulat-ing enemy threats forgunnery and missiletraining exercises.

The drone is ca-pable of being recov-ered following a train-ing exercise. A para-chute is deployed by re-mote control or if the re-mote control link is sev-ered and a flotation kitcan be added for sea-based recovery.

If recovery of thedrone is required, spe-cial telemetry warheadsare used on the defen-sive missile in place ofexplosives. This telem-etry warhead is desir-

able since it allows forextensive analysis of theperformance of the de-fensive missile, includ-ing miss distance infor-mation that determinesif a real warhead wouldhave damaged the tar-get.

A direct hit wouldlikely destroy the drone.Gunnery systems woulduse non-explosivedummy munitions.Since gunnery systemsare aimed in front of amoving target so it willfly through the blast-fragments, dummy mu-nitions do not have todirectly hit a target.Analysis of radar datawould determine if thedummy munitionswould have damagedthe target drone.(Mindanao Examiner)

MANILA – Philippine po-lice arrested 5 peoplelinked to the murder ofJapanese man in Caviteprovince just outside Ma-nila.

Police said amongthose arrested was theFilipina wife of HideoNikura, 61, and her son fol-lowing an operation inDasmarinas town.

The woman is beinginterrogated by the au-thorities for the December29 killing of the Japaneseman.

MANILA – A Filipino teacherwas fired from his job after hewas caught on camera at-tacking and berating twostudents at the MontessoriProfessional College in PasayCity.

The video, taken byother students, was up-loaded to YouTube and itwent viral and caught the at-

tention of the media.In the video, one of the

students, Jean Olbedencia,was seen in the crying aftershe was hit by NarcisoVarona and was almostmauled after accusing him ofphysical abuse.

The Montessori Profes-sional College immediatelyfired the teacher after its offi-

cials, shocked by what theysaw in the video, apologizedto the students.

The National YouthCommission also con-demned the violent acts of theteacher and said it was a fla-grant violation of the rightsand welfare of the students.

“This unacceptable be-havior is a flagrant violation

of Student’s Rights and Wel-fare. Schools should providean environment of learning,growth and fun – not one thattolerates barbarism, impu-nity, and violence againstyouth and women,” NYCChairman Leon Flores said ina statement sent to theMindanao Examiner.

P8-B flood control, irrigation projects releasedQUEZON CITY- The Depart-ment of Budget and Man-agement (DBM) announcedthat some P8.1 billion infunds have already beenmade available for flood-control and irrigationprojects earlier approved bythe National Economic andDevelopment Authority(NEDA) Board, state mediasaid.

The funds will becharged against overall sav-ings generated by the na-tional government from2011 and 2012.

Of the total amount, P5billion has been allocated for15 flood-control projects un-der the Department of PublicWorks and Highway’s(DPWH) Flood ManagementMaster Plan for Metro Manila

and surrounding areas,which aims to control severeflooding in the country’s busi-est metropolis and other cit-ies near it.

“The DPWH has beentasked to lay down the properinfrastructure to mitigateflooding in Metro Manila andother affected areas aroundthe city. With the necessaryfunds already at their dis-posal, the agency can take ad-vantage of the good weatherahead and fast-track theimplementation of theseprojects, long before the rainyseason sets in,” DBM Secre-tary Florencio B. Abad said ina statement

The DBM has also re-leased P1.8 billion to the Met-ropolitan Waterworks andSewerage System (MWSS) forthe strengthening of theAngat dam and dike project,which will ensure the safety ofthe Angat Dam from the im-pact of disasters and calami-ties.

Under the project, theMWSS will implement reha-bilitation activities on themain dam and dike throughproper contingency mea-sures, as well as through theformulation of a long-termstrengthening and stabiliza-tion scheme for the struc-tures.

Abad also said that threeother NEDA-Board-ap-proved irrigation projects un-der the Department of Agri-culture-National IrrigationAdministration (DA-NIA) willreceive a total of P1.3 billionin funds. Of this amount,P390.1 million has been re-leased for the Umayam RiverIrrigation Project, which is anoverflow diversion damacross the Umayam River inAgusan del Sur.

The funds will be used toconstruct 72 kilometers of ir-rigation canals in the area, aswell as on-farm facilities,drainage canals, and projectoffice facilities. The project isexpected to provide year-round irrigation to 6,729 hect-ares of non-irrigated agricul-tural lands and benefit 2,125farming households.

Meanwhile, anotherP391.35 million from the to-tal DA-NIA allocation will beused for the implementationof the second phase of theMalitubog-Maridagao Irriga-tion Project in NorthCotabato, which will divertthe irrigation water supplyfrom Maridagao River to themain canal and lateral canalsserving the Lower Malitubogand Pagalungan areas. At

least 3,504 farming house-holds are expected to benefitfrom the project.

Finally, P483.6 million ofthe DA-NIA release will beused for the second phase ofthe Casecnan MultipurposeIrrigation and Power ProjectIrrigation Component inNueva Ecija, which will in-volve the enlargement andupgrading of existing irriga-tion facilities in the area. Theproject is estimated to ben-efit a total of 36,900 farmersin the province.

“The Aquino adminis-tration is set on making themost of our agricultural in-dustry and establishingcomplete food self-suffi-ciency for the country thisyear. The continued imple-mentation of these irrigationprojects will be critical notjust in sustaining the produc-tivity of the country’s agricul-tural lands, but also in stimu-lating economic growthamong our local farmingcommunities,” Abad said.

Military bans media at New Year’s CallZAMBOANGA CITY - TheWestern Mindanao Com-mand has banned journal-ists from covering the tra-ditional New Year’s Call ofmilitary commanders inZamboanga City.

This after the mediacriticized the WesternMindanao Command forits failure to regularly pro-vide the media with newsupdate on matters relatedto military and civil opera-tions in the region, wherekidnappings and threats ofAbu Sayyaf attacks still re-main a serious problem.

Gen. Rey Ardo, whoheads the WesternMindanao Command, alsofailed to hold regular newsconference or brief themedia about its ongoingoperations against the al-Qaeda-linked Abu Sayyafwhich is still holding atleast 4 foreigners in the re-gion.

Ardo, former com-mander of the Army’s 6thInfantry Division, assumedas Western MindanaoCommand chief in Octo-ber last year following thepromotion of Gen. NoelCoballes as Armed Forcesdeputy chief.

During Coballes’ stint,he also banned mediafrom covering the arrival ofsoldiers who werewounded in clashes withAbu Sayyaf inside the mili-tary base, which formercommanders had allowed.

“We have been con-stantly monitoring thesituation of all these kid-napped victims now inSulu, but the Abu Sayyaf, asin the past, is highly mobileand would change theirhideouts from time to timeto avoid detection by gov-ernment authorities. Wehave people on thegrounds monitoring devel-opments and feeding usintelligence about thesevictims,” Freyra told theMindanao Examiner.

He said the govern-ment has a strict no ran-som policy and authoritieswould not negotiate withterrorists. “We would likethese problems resolvedsoon and our operations tolocate the victims con-tinue,” he said.

Police in Tawi-Tawisaid the duo was allegedlyseized by members of theMoro National LiberationFront. Another group of

kidnappers are also hold-ing a Malaysian fish traderPang Choon Pong, whowas seized in October2011 in Tawi-Tawi, but hisfate remains unknown.

In November, Malay-sian authorities said two ofits nationals were seizedby 5 gunmen disguised aspolicemen from a palm oilplantation in Sabah nearthe Philippine border.
