CARTRIDGE, 60MM: SMOKE, .MARKXNG, M722ASSEMBLING, MARKING AND PACKING
This Specification is approved for use within the U.S. ArmyArmament, Munitions and Chemical Command, and is available foruse by all Departments and,Agencies of the Department of Defense.
1. SCOPE
1.1 Scope. This specification covers requirements andquality assurance provisions for the assembling, marking, andpacking for one type of w cartridge, M722.
2. APPLICABLE DOCUMENTS
2.1 Government documents.
2.1.1 Specifications and standards. The followingspecifications and standards form a part of this specificationto the extent specified herein. Unless otherwise specified theissues of these documents shall be those listed in the issue ofthe Department of Defense Index of Specifications and Standards(DoDISS) and supplement thereto, cited in the solicitation.

2.2 Order of precedence. In the event of a conflictbetween the text of this specification and the references citedherein (except ,forassociated detail specifications,specification sheeks or MS standards)~ the text Of thisspecification shall take precedence. Nothing in thisspecification, however, shall supersede applicable laws andregulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 Materials and components.
3.1.1 Materials. All materials cited on Drawing 15-12-345or the subsidiary drawings shall conform to the specificationslisted thereon and to the specific characteristics set forth onthe drawings.
3.1.2 Components. All components of the cartridge shallconform to the specifications and drawings listed on Drawing1!5-12-345 and subsidiary drawings.
3.1.3 Burster. When installed in the cartridge, theburster shall not rattle when tested as specified in 4.5.2.
3.2 Parts and assemblies. Parts and assemblies shallcomply with all requirements specified on drawing(dwg.)15-12-345 and associated drawings, and with allrequirements specified in applicable specifications andstandards.

3.3 Proving ground test. The cartridge shall comply withthe following requirements when tested as specified in firstarticle and 4.4.3;1.
3.3.1 Misfire. The cartridge shall not fail to fire fromthe weapon.
3.3.2 Premature burst. There shall be no prematurefunctioning in the mortar tube or within 100 meters travel fromthe gun tube.
3.3 Duds. There shall be visible evidence of functioning——upon impact as indicated by presence of a smoke cloud.
3.3.4 Metal parts separation. There shall be no metalparts separation in the gun bore or in flight.
3.3.5 Range precision. The horizontal range standarddeviation s=ll be no greater than 15 meters when fired atcharge zero, no greater than 55 meters when fired at charge twoand no greater than 75 meters when fired at charge four.
3.3.6 Short rounds. No cartridge shall have a horizontalrange less than 80 percent of the average horizontal range whencalculated without short rounds.
3.4 First article inspection. This specification containstechnical provisions for first article inspection. Requirementsfor the submission of first article samples by the contractorshall be as specified in the contract.
3.5 Workmanship. Parts shall be free from chips, burrs~cracks~ d= greaser corrosion~ rust and othef forei9nmaterial. The cleaning method shall not be in3urious to any ofthe parts nor shall the parts be contaminated by the cleaningagent.
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection. Unless otherwises~ecified in the contract or purchase order~ the contractor is.responsible for the performance of all inspection requirementsas specified herein. Except as otherwise specified in thecontract or purchase order? the contractor may use his own orany other facilities suitable for the performance of theinspection requirements specified herein? unless disapproved bYthe Government. The Government reserves the right to performany of the inspections set forth in the specification where suchinspections are deemed necessary to assure supplies and servicesconform to prescribed requirements. Unless otherwise specifiedherein or in the contract, the provisions of MIL-A-48078 shallapply and are hereby made a part of this detail specification.

4.1.1 Responsibility for compliance. All items must meetall requirements of sections 3 and 5. The inspections set forthin thi; specification shall become a part of tfiecontractorsoverall inspection system cm quality program. The absence ofany inspection requirements in the specification shall notrelieve the contractor of the responsibility of assuring thatall products or supplies submitted to the Government foracceptance comply with all requirements of the contract.Sampling in quality conformance does not authorize submission ofknown defective material, either indicated or actual, nor doesit commit the Government to acceptance of defective material.
4.1.2 Alternate. inspection provisions. Alternativeinspection procedures~ methods or equipment (including tool ‘inspection, statistical process control~ substitute samplingplans, etc.) may be used by the contractor when they provide,as a minimum the level of quality assurance required by theprovisions specified herein. Prior to applying such alternativeinspection procedures~ methods or equipment the contractorshall describe them in a written proposal submitted to theProcuring Contracting Officer for evaluation and approval by theGovernment. When required, the contractor shall demonstratethat the effectiveness of the proposed alternative(s) is equalto or better than the quality assurance provisions herein. Incases of dispute as to whether certain procedures of thecontractor’s proposed alternative(s) provide equal ass~rance~the provisions of this specification shall apply.
4.2 Classification of inspections. The following ‘types ofinspection shall be conducted on this item:
a. First article inspection
b. Quality conformance inspection
4.3 First article inspection.
4.3.1 Submission. The contractor shall submit a firstarticle sample as designated by the Contracting Officer forevaluation in accordance with the provisions of 4.3.2. Thefirst article sample shall consist of the itemsas required perTable 1.
4.3.2 Inspections to be performed. See MIL-A-48078 andTable I specified herein.

4.3.3 Rejection. See MIL-A-48078.
4.3.3.1 Ballistic test. The first article ballistic testshall be rejected if:
a. One or more misfires occur.
b. Two or more duds occur.
c. One or more short rounds occur.
d. One or more premature bursts occur.
e. One or more metal parts separations occur.
f* Horizontal range standard deviation is exceeded (70°Fconditioned samples only).

4.4 Quality conformance inspection.
4.4.1 Inspection lot formation. Inspection lots shallcomply with the lot formation provisions of MIL-A-48078. Inaddition, inspection lots of cartridges shall contain:
a. Body filling assemblies of one lot interfix from onemanufacturer.
b. Bursters of one lot interfix from one manufacturer.
c. Fin assemblies of one lot interfix from onemanufacturer.
d. Ignition cartridges of one lot interfix from onemanufacturer.
e. Propellant charges of one lot interfix from onemanufacturer.
f. Obturating rings of one lot interfix from ‘onemanufacture r.
9* Fuzes o-fone lot interfix from one manufacturer.
4.4.2 Examination. See MIL-A-48078. Unless otherwisespecified in the Classification of Defects and Test Tables,sampling plans and procedures for major and minor defects shallbe in accordance with MIL-STD-105, Inspection Level II.

4.4.4 Inspection equipment. The inspection equipmentrequired to perform the examination and test prescribed hereinis described in the “Paragraph Reference/Inspection Method”column is the tables starting with 4.4.2.1. The contractorshall submit for approval inspection equipment designs inaccordance with the terms of the contract. See section 6 ofMIL-A-48078.
4.5 Methods of inspection.1
4.5.1 Container air leakaqe test. The shipping and storagecontainers shall be tested in accordance with Drawing 9246386.
4.5.2 Burster. Gently shake the cartridge in line with thelongitudinal axis. Rattles indicate a IOCH? burster.
4.5.3 Proving ground test. The test shall be performed ata Government Proving Ground in accordance with the applicableU.S. Army Test and Evaluation Command (USATECOM) Acceptance TestProcedure.
4.5.3.1 First article test. The cartridges for firstarticle testing shall be separated into three equal groups; onegroup conditioned for 24 hours at + 145°F ~ 2.5°F, one groupconditioned for 24 hours at + 700F ~ 2.5°F and one groupconditioned for 24 hours at -50°F ~ 2.5°F. Each group shallbe separated into three equal subgroups; one subgroup tested atcharge zero~ one subgroup tested at charge two~ and one subgrouptested at charge four.
4.5.3.2 Production test. l%e cartridges for production lotacceptance shall be conditioned at 70°F + 2.5°F. The samplefor the first three production lots {111~ shall be separatedinto khree equal groups; one group tested at charge zeror onegroup tested at charge two, and one group tested at charge four.

After three consecutive lots have complied with the acceptancerequirements ? the production lot samp~.e (90) shall be separatedinto two groups; one group tested at charge zero~ and one grouptested at charge four. All cartridges from the ballistic sampleshall be radiographer prior to shipment to the ballistic testfacility. Film from acceptable lots may be discarded. Thecartridge shall be fired from a standard 60MM LightweightCompany Mortar System (LWCMS) mortar at an elevation of 45°from a hard mount (a solid base test fixture) within two minutesafter removal from the conditioning chamber. The individualvelocities pressures deflections, and ranges shall be recordedon the firing record. Observation shall be made for misfiresand duds~ and shall be recorded. Should a premature burst ormetal parts separation occur? a photograph shall be taken of theevidence and attached to the firing record. The velocity andrange standard deviations and arithmetic averages shall becalculated and recorded. Range probable error shall becalculated and recorded. Temperature of the day~ weather andthe time of firing shall also be recorded. Hawk radar shall beused to observe for metal parts separation~ unobserved shortrounds and unobserved duds. In these events, an analysis shouldbe made of the radar data and should be noted on the firingrecord. This shall include a comparison of times of flight ofthe unobserved rounds with that of the normal rounds. Prints ofthe radar traces of these rounds, and prints of the precedingand succeeding rounds, shall be attached to the firing record.Data from ballistically acceptable lots may be discarded. Asmear camera shall be used to photograph all test samples. Thecamera shall be positioned to pick up each round just outsidethe second velocity coil. Should an unobserved dud, short roundor any other adnormal performance occurf a photo print of theserounds, and prints of all the other rounds in the particularcharge zonel shall be attached to the firing record. Film fromacceptable lots may be discarded.
4.5.3.3 Test validity. If for any reason the proving1 considers that the test conditions haveground personne.
detrimentally affected the test results, the test results shallbe declared invalid and a new test shall be performed onadditional sample cartridges.
4.5.4. Damaged propelling charge. To ascertain, that adamaged propelling charge is to be classed as critical or major,the following procedure shall be used:

a. Place the damaged charge on a k127 fin,,oriented suchthat the propellant would be resting against the damagedsurface.
b. The fin-charge shall be hand-shaken vigorously threetimes.
c* Examination shall be made for propellant spillage - ifany propellant is observed, the damaged propelling charge shallbe classed as a critical defect; if no p~opellant is observed~the damaged propelling charge shall be classed as a majordefeet,.
4.!5.5. Radiographic examination. The ballistic samplecartridges (WP filled) shall be subjected to radiographicexamination. The radiographic beam shall form a 900 anglewith the longitudinal axis of the projectile. Examination ofthe radiograph shall be made to determine the presence of theburster pad in the burster casing, part missing or improperlyassembled, as well as cracksl foreign material or similardefects. Radiographic equipment, operations and proceduresshall be qualified in accordance with MIL-STD-453. In addition,the sensitivity of the radiographic technique shall be 2.0percent, and the photographic density of the film used shall beno less than 1.25, as determined in accordance with 4.5.5.2. Inthe event an original radiograph leaves doubt as to itsacceptability, the cartridge shall be re-radiographer at anangle 90° from that of the original exposure and in the sameplane.
4.5.5.1 Sensitivity check of radiographic technique. Thesensitivity of the radiographic technique shall be determined bythe means of a penetrameter fabricated as specified herein.Location of the penetrameter hole shall be 4 1/4 inches measuredfrom base shoulder of projectile body toward fuze nose threads.The projectile, with attached penetrameter! shall be positionedbetween the radiographic source and the radiographic film withthe penetrameter facing the radiographic source. Whenradiographing a group of projectiles on a rotating ring~ thepenetrameter, taped to a projectile, may be used to representthe group when checking sensitivity. The sensitivity of theradiographic kecbnique shall be considered satisfactory when theimage of the penetrameterr including the holes~ is sharplydefined on the radiograph. The penetrameters shall be made ofsteel having an approximate specific gravity of 7.8.Fenetrameter thickness shall be .020 plus or minus (~) .010inches. Each penetrameter shall have a circular hole with adiameter twice that of the penetrameter thickness. For furtherdetails on construction of the penetrameters, see MIL-STD-453.Frequency of sensitivity check shall be no less than one in eachfifty (50) radiographs.

4.5.5.2 Check of photographic density of film. Thephotographic density of the film shall be determined on the filmin the region of the maximum equivalent thickness to beradiographed. Film density shall be checked each hour ofoperation, or fraction thereof, for each film processor.Greater frequency shall be required for any period during whichdifficulty is encountered in establishing the requireddensities. To judge densities, it is recommended that standardsbe used. Comparison of the film with standards may be madevisually; however, the use of a densitometer is recommended.
4.5.5.3 Personnel qualification and certification.Personnel performing the radiographic examination in accordancewith paragraph 4.5.5 shall meet the qualification andcertification requirements defined in MIL-STD-410 as follows:
4.5.5.3.1 Set up and calibration. Level II.
4.5.5.3.2 Operator. Level I.
4.5.5.3.3 Documentation. The contractor will prepare andsubmit for approval, in accordance with data item descriptionDI-S-3628 and the DD Form 1423, his detailed procedures forqualification and certification of personnel performing thenon-destructive testing procedures required herein.
5. PACKAGING
5.1 Unit packaginq.
5.1.1 Level A. The filled and cleaned cartridge shall bepreserved in accordance with (Dwg.) 15-12-352. Eight eachcartridges shall be packed together in a container in accordancewith (Dwg.) 15-12-358. The container shall have a maximum airleakage rate of .40 atmospheric cubic centimeters per secondwhen 3.0 pounds per square inch gage (psig) minimum externalvacuum is applied when tested as specified in 4.5.1. Cartridgesshall be oriented in a fuze end up configuration.
