Summary of Town Council actions taken in OctoberReport of actions taken at the

October 28 regular Miami LakesTown Council meeting:

• Councilmembers gave theirfinal approval for an ordinancethat was intended to adopt twonew fees for building and zoningissues for residents.

The new measure initiallyincreased the minimum residentialpermit fee from $84 to $100, but amotion was made to eliminate theincrease and approved on a 6-1

vote, with Mayor Wayne Slatondissenting.

During a workshop, coun-cilmembers decided to raise thefees to offset the shortfall in thebuilding and zoning departmentsfor the current fiscal year.

The town’s building departmentis operating at about 95 percentcost recovery, and building permitfee revenues fell short of expensesby five percent. In an effort tomove toward a 100 percent recov-

ery operation, town staff identifiedthe building fee categories inwhich the cost of providing theservice exceeds the fee charged forthe service – shop drawings forcommercial and residential.

• Lawmakers gave their finalapproval to an ordinance toremove the planning and zoningschedule of application fees andcost recovery deposits, and scat-tered provisions regarding fees andcost recovery system from thetown’s land development code.

The new measure consolidatesvarious planning and zoning appli-cation fees and cost recoverydeposits into one fee schedule, andincreases fees for zoning planreview and creates a zoninginspections fee for building per-mits and an expediting fee for zon-ing letters.

Most of the changes to the feeschedule are to reflectfees/deposits that are already in

place, but were not included in theschedule. However, there weresome substantive changes to feesfor zoning plan review which arecomplicated as they list over 20different categories averagingaround $20 per permit type. Theadopted revision will simplify itand increase it to $35 for residen-tial review and $70 for each com-mercial review.

In addition, Miami Lakes iscreating a zoning inspection fee of$35 for residential permits and $70for commercial permits since thetown has recently started to con-duct zoning inspections as part ofthe approval process.

• Lawmakers gave their initialapproval for an ordinance to elim-inate the town’s annual renewalregistration fee for burglar alarmsto alleviate administrative policeresources by reducing the numberof calls for false alarms.

The proposed ordinance calls

for a $50 fine for the third instanceof a false alarm and revises thefees for subsequent false alarmincidents for registered and unreg-istered alarms users.

In addition, the town eliminatedthe $15 registration fee for the bur-glar alarms.

Town staff has worked withVice Mayor Manny Cid to revisethe fee structure to alleviate policeresources while at the same timeeliminating the burden of an annu-al renewal process to residents, businesses and staff.

• Councilmembers adopted thetown’s new Greenways and TrailsMaster Plan to help provide addi-tional safe pedestrian and bicyclepathways throughout the 6.5square-mile town.

Miami Lakes initiated the planwith the creation of the N.W. 170Street Greenway and subsequentlyreceived grant funding in the

Town Manager Alex Rey saidthe site is adjacent to future pro-posed trail facilities.

Rey said the next step is to cre-

ate a conceptual plan for the dogpark based on input from resi-dents. The proposed dog recre-ation area is planned to have fenc-ing for a large dog area and a smalldog area, and it will include aparking lot, water fountain andshaded picnic shelter.

• Councilmembers also gavetheir final approval for an ordi-nance to protect street trees by lim-iting the total width of drivewayapproaches for a circular drive-way, and providing a minimumdistance between drivewayapproaches and street trees.

The new ordinance would limitthe combined width of the twoapproaches to 30 feet and also pro-vides a minimum distance of tenfeet between a driveway approachand the base of a street tree.

• Councilmembers executed anFPL as easement agreement for themaintenance and operation of theutility line required to accommo-date the construction of the newMiami Lakes Optimist Clubhouse. The town is required to move theexisting line to provide power tothe Clubhouse and field lighting atthe Miami Lakes Optimist Park.

“I have discussed with residentsand business owners the desire formore outdoor dining in our Townand I would like to direct staff tolook into what existing regulationsmay impede our local restaurantsfrom doing so today,” Lama said.

“We have several new business-es/restaurants moving into MiamiLakes and we want to encouragethis growth. Let’s eliminate obsta-cles from businesses trying toflourish and maximize the timeand dollars residents spend in ourtown.”

• After meeting and scrutinizingthe issue of Miami Lakes possiblytaking over a portion of a golfcourse, the Miami Lakes Par 3Committee has recommended thetown own the land and covert it toa passive park.

Committee member Carlos J.Andres told councilmembers hisgroup evaluated the acquisitionand the best option to use the landafter discussing the town’s planswith The Graham Companies, which owns the property as part ofDon Shula’s Golf Course.

Town and state co-designateNW 77 Ave. as Wellness Way

The Town of Miami Lakes, inconjunction with the state ofFlorida, paid homage to localcompanies in the healthcare indus-try by co-designating N.W. 77Avenue, which is adjacent to thePalmetto Expressway and the hubto many of those businesses,“Wellness Way.”

On October 17, more than 50people, including Miami LakesCouncilmembers, state senators, state representatives and health-care workers, were on hand for theroad dedication ceremony tohonor Baptist Hospital, MiamiChildren’s Hospital and CatholicHospice, among other MiamiLakes’ facilities for health treatment.

“Over the years, N.W. 77Avenue has become a premierlocation for companies looking toestablish a strong presence in

Northwest Miami-Dade,” MayorWayne Slaton said. “Many ofthese companies are in the healthcare industry and the ‘WellnessWay’ co-designation is a greatway to showcase their presencealong this important roadway.”

While Councilmember NelsonRodriguez initiated the roadwayname designation, the idea was ajoint effort by Miami Lakes andstate officials completed duringthe most recent LegislativeSession.

“The idea of Wellness Waycame from two issues,” Rodriguezsaid. “One being the large amountof health-related businesses in thearea and the second was that N.W.77 Avenue needed a roadwayname in addition to a numberedname, as most of the Town’s east-side roads do.”

OFFICIALS attending “Wellness Way” ceremony are (from left)Councilmember Frank Mingo; State Rep. Manny Diaz Jr.;Senator Rene Garcia; Councilmember Tim Daubert;Carmenchu Mingo, representing State Rep. Jose Oliva; MayorWayne Slaton; Vice Mayor Manny Cid; Councilmember CeasarMestre; State Rep. Eddy Gonzalez; and Councilmember NelsonRodriguez.

IN OBSERVANCE of the 150th anniversary of the adoption of“In God We Trust,” Miami Lakes councilmembers approved arecommendation of the Committee of the Whole on September9 to add the motto to the entrance of the Council chambers atTown Hall. During the unveiling prior to the October 28 Councilmeeting, councilmembers were joined by Jacquie Sullivan,(center) City of Bakersfield, California Councilmember, whoorganized the national observance, and Miami Lakes residentMartha Rovirosa (right). Holiday Cooking SafetyThe holiday season is fast

approaching which means it’s timeto prep and plan for deliciousfeasts with family and friends.Last year, Miami-Dade FireRescue responded to more than1,500 residential fires, of which130 were kitchen fires.

It’s important to be attentiveand cautious when cooking mealsto ensure a wonderful holiday sea-son for everyone. Ensure theappliances are being using accord-ing to manufacturer’s specifica-tions as improper use of appli-ances can lead to a fire.

According to the U.S. FireAdministration, unattended cook-ing is the leading contributing fac-tor in home cooking fires. Whenfrying, grilling or broiling food, remain in the kitchen, never leavefood unattended. If baking, roast-ing or boiling food, check it regu-larly. To remind yourself thatyou’re cooking or backing, use atimer. If for any reason you needto step away from the kitchen, turnthe stove or oven off. It’s also vitalto have nearby a multipurpose fireextinguisher in case of emergen-

cies.Always keep nearby an oven

mitt and a lid that fits the pan incase a small grease fire occurs. With the oven mitt on, carefullyslide the lid over the pan to smoth-er the fire. Immediately turn offthe burner and do not move thepan. The pan should remain cov-ered until it is completely cool.

With oven fires, turn off theoven and keep the oven doorclosed. With microwave fires, keep the microwave door closedand if possible, unplug themicrowave oven from the outlet.Being using either kitchen equip-ment again, have it checked andserviced.

For those with children, keepthem away from the cooking area.Designate a zone 3 feet around thestove or areas in the kitchen wherehot food or drinks are prepared.

After cooking, clean all cookingsurfaces to prevent food andgrease buildup.

Turkey fryers are popular dur-ing the holiday season but it isnecessary to know how to appro-priately use them. Turkeys must becompletely thawed before placingthem in the fryer. Turkey fryersshould be used only outdoors andavoid using them on woodendecks or in a garage.

The fryer should be placed on aflat surface to reduce accidentalspilling. To prevent oil spills, don’t overfill the fryer. Hot oil thatsplashes or spills during cookingcan result in serious injury. Neverleave the fryer unattended when inuse or allow children or pets nearthe fryer. Once a turkey fryer is nolonger in use, be cautious of the oilinside as it can remain hot forhours.

Christophe Humbert is new Goleman basketball coachBy David L. SnellingThe Miami Laker staffIn his first year as head coach at

Doctor Charter School in MiamiShores, Christophe Humbert’s bas-ketball team finished the regularseason 0-19, but it made a big turn-around the following year by

advancing to the playoffs.Humbert loves challenges and

perhaps his biggest test is turningaround a Barbara Goleman teamthat hasn’t had a winning seasonsince 1999.

Last year, the Gators won onlyone game.

“It’s very challenging but that’swhere the fun begins for me,” hesaid.

Humbert was recently namedthe new coach of a Gator team thatwill play perennial powerhouses,Norland, Carol City and Krop, thisseason, and he is preparing hisplayers to play basketball on ahigher level.

“On paper I think we are good, but it will be difficult to play thoseteams,” he said. “Norland is apowerhouse and it comes down tohaving the guts to go somewherefar this season.”

With seven seniors on the team,Humbert said their playing experi-ence can help drive the team tosuccess, but he initially must men-tally prepare them for the possibleworst of times.

“If something goes wrong, wetell them everyday to move on andplay better basketball,” he said.

Humbert’s basketball roots canbe traced to France.

He was born and raised thereand learned how to play the gameof basketball.

A star high school player,Humbert was heavily recruited byseveral colleges and universities inthe United States. He choseFlorida Southern College.

During his senior season, hescored a career high 44 points andgrabbed 12 rebounds.

He later turned pro and returned

to his homeland, where he playedfor several teams.

Following his retirement, hecoached several high school andmiddle school teams in France, and came back to Florida to coachat Doctor Charter School.

He said there’s a major differ-ence between high school basket-ball in France and the U.S.

“Here, you are coaching stu-dent-athletes at the same time, where over there it’s more pro clubgoing to school and coming backto play basketball,” he said.“France is not big in basketballlike the U.S.; it is more known forsoccer.”

Nevertheless, Humbert said headapted well to coaching basket-

ball in America and is looking for-ward to placing the Gators on thewinning track.

“We are going to work hard towin,” he said. “We have the talentto turn something around here.”305-362-2202

Autism Soccer program needs community supportHigh school football wrap-up:American wins district title;HML defeats Goleman 41-34

By David L. SnellingThe Miami Laker staffLast week’s district title show-

down featuring American Highand Mater Academy lived up to itsbilling, as the two top defenses inMiami-Dade kept the game closeuntil the end.

But the Patriots escaped with a10-6 victory, giving head coachAnthony White a district title inhis first year at American and theschool’s fourth consecutive dis-trict championship.

The Lions’ defense focused ontheir number one target, runningback Jeremiah Pierce-Johnson,and forced him out of the game inthe first quarter after the standoutinjured his ankle.

The Patriots’ penurious defensekept Mater Academy at bay, giv-ing the struggling offense a chanceto get on the scoreboard, whenquarterback Cinque Sweeting ranfor a one-yard touchdown beforehalf-time to give his team a 7-3 lead.

The Lions kicked another fieldgoal in the third quarter to cut thelead, 7-6, and American’s place-kicker Diego Arcon drilled a 41-yarder through uprights with 5:43remaining to seal the game and thedistrict championship.

The Patriots (8-1, 6-0 in dis-trict), dominated their 7A-16 dis-trict opponents and never missed abeat following the departure offormer head coach Corey Bell, who is coaching college football.

Two weeks ago, Americanclobbered Alonso and TracyMourning, 66-0, and ran all overMiami Springs, 33-14, to take thedistrict lead from the GoldenHawks.

The Patriots’ only loss was atthe hands of defending statechampion South Dade inSeptember.

In other local football action:Miami Springs bounced back

following two consecutive districtlosses, defeating Alonso andTracy Mourning, 42-2, last weekat North Miami Stadium.

The Golden Hawks dominatedthe game and led 21-2 at half-timeafter quarterback Gerald Andersonconnected with wide receiverDavid Bradley for a 56-yardtouchdown pass.

Bradley recorded 135 yards andtwo touchdown on three catches.

Anderson threw for 218 yardsand three touchdowns, and run-ning back Darryel Bethune Jr. ranfor 133 yards and two scores.

The Sharks got on the boardwhen Miami Springs was flaggedfor a holding penalty in the endzone after Mourning punterGregory Popovin pinned theHawks on the 1-yard line follow-ing a 36-yard punt.

Three weeks ago, MiamiSprings (7-2, 4-2) was tied withAmerican High for the 16-7A dis-trict lead but lost to the Patriots ina showdown, and the GoldenHawks were upset by MaterAcademy to fall to third place inthe division.

Ronald Reagan High Schoolwas resilient following back-to-back district losses by shutting outHialeah Gardens, 24-0, in aDistrict 13-8A game.

Hialeah Miami Lakes defeateddistrict rival Barbara Goleman,41-34, in a wild game in whichneither team punted. HML quar-terback Isiah Small had twotouchdowns late in the game topropel his team to victory.

The Trojans improved to 4-5,3-3 in district pla, while the Gatorsfell to 3-7, 2-4 for the year.

Gulliver Prep (5-4, 3-1)blanked Pace, 22-0, to drop theSpartans to 2-7 and 0-3 in districtplay. Pace quarterback EricWalker threw for 239 yards buthad three interceptions.

Renowned 13-year-old Coder fromIceland speaks to Pace High students

By Rene D. BasultoSpecial to The Miami LakerStudents from Monsignor

Edward Pace High School’sAcademy for Emerging ComputerTechnologies listened and chattedwith Olina Helga Sverrisdottir, a13-year-old coder from Iceland, inthe new Innovation Center at PaceHigh School.

Sverrisdottir is a 2013 Runner-Up for the Digital Girl of the YearEuropean award and is an assistantInstructor & Designer at SkemaEducation. She also won competi-tions held by the FBI and CarnegieMellon University when she wasjust 11 years old.

Sverrisdottir started program-ming at the age of 9 by using theprogramming language Alice. Shecredits her mother, RakelSolvadottir, for getting her intoprogramming. Rakel, who accom-panied her daughter to the event, owns and operates SkemaEducation in Iceland, which isdedicated to teaching children asyoung as 6 how to program andcode. Her company is expandingto Redmond, Washington asreKode Education.

During her speech,Sverrisdottir talked about theimportance of keeping a good self-image in order to succeed, espe-cially when dealing with the chal-lenges of working in programssuch as Unity 3D. She acknowl-edged that programming, coding, and other technological pursuitsare usually thought to be maleactivities. To help remedy this, she

has launched her own blog,techolina.com, that focuses on get-ting more girls into tech.

Students from the Academy ofEmerging Computer Technologiesasked Sverrisdottir questions rang-ing from what programming lan-guage was worth learning (sheanswered C++), to what herfavorite video game was (heranswer: Minecraft). When askedhow learning programming couldbe helpful, she said it builds criti-cal thinking and problem-solvingskills.

“[Programming] is a challengeand you have to really think to

look and find a problem,” she said.Bianca Diosdado, vice presi-

dent of IT Recruitment & Staffingat Octagon Technology Staffing, also accompanied Sverrisdottir tothe event and fielded questionsfrom students regarding careeroptions in technology. She,Sverrisdottir, and her mother allagreed on one basic idea: everyoneshould know how to code.

Following her talk with Pacestudents, Sverrisdottir gave thekeynote address at the GeekiGirls’ “Geekiwood” conference atFlorida International Universityon September 27.

Former student, Robert Inza named Goleman APBy R.A. RomeroThe Miami Laker staffRobert Inza has come full circle

at Barbara Goleman Senior HighSchool. He is a member of the firstgraduating class, a former Englishteacher and Activities Director andnewly appointed assistant princi-pal, the first Goleman alumnus tobe named an administrator.

From the time he was a child,Inza was an engaged and motivat-ed student. He recalls being eagerto go to sleep so the next schoolday would come sooner.

“I’m a lifelong learner. If Icould go to school forever, I

would,” he said. ConsideringInza's track record for education, itseems as though he may very wellgo to school forever, even if notalways in the classroom.

Inza attended Florida Interna-tional University for his bachelor'sin English Education, master’s inReading Education and aSpecialist in Educational Leader-ship. His first job teaching wasback in the halls of BarbaraGoleman High School.

After teaching English and anewspaper elective course for ahandful of years, Inza transitionedinto Activities Director for theschool, initially while still teach-ing classes and eventually com-pletely delving into his new posi-tion. After spending three years asActivities Director, he participatedin an internship for Project LeadStrong, an opportunity for teachersand other administrative membersto qualify and intern at variousschools for career advancement.

Inza interned as an assistantprincipal at American Senior HighSchool for the 2013-2014 schoolyear and in participating as anintern, he completed a portfolio inwhich Florida standards of compe-tency for school administrationwere met. Following the programthere were no guarantees that hewould be placed as an assistantprincipal at his Alma Mater, though as fate would have it, Inzawould once again revisit his homeschool only this time as an admin-istrator in June 2014.

“The transition I think was thebest it could have been. The for-mer assistant principal wasappointed as principal of another

school but we worked closelytogether, he was very much a men-tor to me,” said Inza aboutLeonard Torres, now principal ofPalm Springs North MiddleSchool. “Overall the transition feltvery smooth, for me, for the facul-ty, and for the students whoalready knew me, my style, myintegrity, and my loyalty and loveto the school.”

Sounding much like the Englishteacher he once was, Inza notes hisall-time favorite book, To Kill AMockingbird, and how Atticustaught Scout that to truly under-stand a person, one must walk intheir shoes. It is a simple butdeeply important belief that hasshaped Inza’s style as an educator.

“I’ve seen this school frommany perspectives. I’ve seen itfrom the eyes of a student, teacher, and now as an administrator,” saidInza. “I think it’s always so impor-tant to remember to put ourselvesin one another’s shoes, so comingup through the school in so manydifferent ways is valuable inunderstanding all the roles at work.”

Despite his position as assistantprincipal, Inza still catches himselfreferring to his former teachers, now colleagues, as misters andmisses. The desire to climb higher

within the school system, as a stu-dent sitting in his teacher’s classesto eventually calling them equals, came slowly and naturally.

“I wanted to keep growing andlearning. I wanted to not onlyaffect and inspire those in myclassroom but reach out and touchthe lives of others. It was a naturalprogression that led me to where Iam today,” said Inza.

As for the continued successfound at Goleman, Inza is well-acquainted with the process. Hecalls out parents at freshman ori-entations noting that the highschool years are not the time toback off, rather, it’s the time to bemost involved as those are themost critical years before college.“It takes a village” can be heardringing out from the orientations,Inza’s reminder that no child israised alone to their highest potential.

Inza has an open-door policy, asdo other administrators, forparental involvement or concerns.Coming to the assistant principalthat can say with ease that he gen-uinely understands, there is no bet-ter door to peer into.

“Ultimately we are a schoolfamily with unified goals: to edu-cate, to learn, to inspire, and tomotivate.”
