Page 1 of 5 METROPOLITAN AIRPORT AUTHORITY OF ROCK ISLAND COUNTY, ILLINOIS Request for Proposals Commercial Real Estate and Brokerage Services The Metropolitan Airport Authority of Rock Island County (MAA) seeks a real estate firm specializing in commercial real estate to provide brokerage and marketing services for property owned by the MAA, located in Moline, Illinois. It is the intent of this RFP to have the successful broker/firm enter into a Professional Services Contract with MAA to supply real estate services as outlined herein. The initial properties consist of nine (9) separate sites ranging in parcel sizes of 1 acre to 50 acres and improvements/buildings ranging in size from 6,600 s.f. to 8,550 s.f. (Reference Exhibit A). These sites include an industrial park, a Foreign Trade Zone, parcels with frontage to daily traffic counts of nearly 20,000 cars, and sites with access to a 10,000 ft commercial service runway capable of landing any size aircraft in nearly any weather conditions. The firm is expected to meet the development strategy of MAA to lease property or existing buildings to targeted industry sectors; therefore having a global reach will be important. The firm is expected to market the properties to budding entrepreneurs, existing businesses, and businesses seeking a new Midwest location. The Davenport–Moline–Rock Island Metropolitan Statistical Area (MSA) consists of four counties: Scott County in Iowa and Henry, Mercer, and Rock Island counties in Illinois. Based on a 2016 American Community Survey, the estimated Quad City Metro population within 30 miles was *440,833. In 2017, the Combined Statistical Area (CSA) population estimate was 472,153 which makes the Quad Cities 93 rd in the ranking of CSAs. As part of the overall planning effort, economic and market analyses revealed several potential land use opportunities and key market segments that are viable for the Quad Cities area, including:

Request for Proposals

To be considered, five (5) copies of the proposal must be received by the Executive Director of the MAA at Quad City International Airport, 2200 69th Avenue, PO Box 9009, Moline, Illinois 61265 by 4:00 p.m. August 28, 2018; clearly marked on the outside “Proposal – Real Estate Brokerage Services”. Selection will be made by September 18, 2018.

The real estate firm will be paid strictly on commission basis and will be expected to work closely with MAA designated personnel and provide monthly reports to the Executive Director.

The MAA reserves the right to reject any and all proposals, or parts of proposals, when it is judged to be in the best interest of the MAA.

An informational meeting will be held on Thursday, August 16th at 2:00 p.m. in the Airport Conference Room at the Quad City International Airport located at 2200 69th Avenue, Moline, Illinois 61265. A. SCOPE OF SERVICES

The successful firm shall agree to contract with the MAA to provide the following: ꞏ Perform market analysis, ꞏ Develop strategies for lease or sale or of MAA-owned properties, ꞏ Work with the Executive Director and designated staff to negotiate the lease or sale

of properties with buyers and prospects, ꞏ Coordinate real estate appraisals ꞏ Coordinate real estate transaction closings ꞏ Handle all other customary activities and services associated with real estate

transactions. Attendance and presentations at meetings of the Planning Committee or MAA Board meetings may be required.

B. BROKER'S QUALIFICATIONS

Respondents to this RFP shall have the following qualifications: ꞏ Must be licensed and in good standing with the Illinois Real Estate Commission. ꞏ Must have an excellent reputation in the real estate community. ꞏ Must be knowledgeable in the local real estate market and have experience with small and large

commercial properties. ꞏMust be knowledgeable in the use of all public real estate records.

C. INSURANCE REQUIREMENTS

For proposal purposes, proposers must submit copies of certificates of insurance for general liability and workers compensation. The successful contractor must provide original certificates prior to commencing services.

D. FEE SCHEDULE

The proposed fee schedule shall include the following items: ꞏ State your commission rate for leasing properties. ꞏ State your commission rate for selling properties.

E. TERM OF CONTRACT

The contract period for the successful broker/firm will be from date of award for one year with renewable options up to three additional one year terms. The contract may be terminated by either party with 60 (sixty) days prior notice.

F. EVALUATION AND AWARD PROCESS

Issuance of this RFP and receipt of proposals does not commit the MAA to award a contract. The MAA reserves the right to postpone receipt date, accepting or rejecting any or all proposals received in response to this RFP, or to negotiate with any of the brokers/firms submitting an RFP, or to cancel all or part of this RFP.

G. ORAL PRESENTATION/INTERVIEWS

Firms submitting a proposal in response to this RFP may be required to give an oral presentation of their proposal. Additional technical and/or cost information may be requested for clarification purposes, but in no way will change the original proposal submitted. Interviews are optional and may or may not be conducted.

H. SELECTION CRITERIA

1. Knowledge of local real estate market and the Midwest region.2. Global reach for marketing the property.3. Commercial real estate experience, qualifications, and references.4. Proven commercial real estate track record.5. Knowledge of various industry sectors.6. Ability of the broker/firm to meet or exceed the requirements defined in this RFP.7. Fee schedule8. Completeness of response to RFP as outlined in this solicitation.

I. RFP SUBMITTAL REQUIREMENTS

By submitting a proposal, you represent that you have:

1. Thoroughly examined and become familiar with the scope of services outlined in this RFP and;2. Are capable of performing quality work to achieve the MAA's objectives.

The following information must accompany your proposal:

1. List years in business, previous names of the firm, if any.2. Description of your firm, including size of firm, location, number and nature of the professional

staff to be assigned; staff experience and training, including a brief resume for each key person listed.

3. Describe experience (minimum five years previous experience with proven effectiveness) yourfirm or organization has in pertinent real estate experience.

4. Experience in assisting similar size entities, including any and all services for governmentagencies.

5. List of at least three references where and when your firm provided similar services. Pleaseprovide names and telephone numbers of contact persons for each reference.

6. Additional services offered through your firm.7. Listing of current litigation, outstanding judgments and liens, if any.8. Fee schedule:

ꞏ State your proposed commission rate for leases and sales. ꞏ State any other costs the MAA may anticipate relating to the real estate services to be

provided.
