Gates Secretary of Defense Invited to Receive the 2009 Semper Fidelis Award On Saturday, March 21, 2009, Foundation guests will gather at The Sheraton Premiere Hotel at Tysons Corner, Vienna, Virginia, to honor the 2009 Semper Fidelis Award Recipient. Secretary of Defense, The Honorable Robert M. Gates. Dr. Gates has been invited to accept this year’s award. A native of Wichita, Kansas, Dr. Gates attained the rank of Eagle Scout in the Boy Scouts of America. He graduated with a B.A. in European History from the College of William and Mary in 1965. He then went on to receive a Master’s Degree in History from Indiana University in 1966 and a Ph.D. in Russian and Soviet History from Georgetown University in 1974. He served as an intelligence officer in the United States Air Force from 1967-1969. Dr. Gates was sworn in as the 22nd Secretary of Defense on December 18, 2006. Prior to assuming his present position, Secretary Gates was the President of Texas A&M University. The Commandant of the Marine Corps, General James T. Conway, is the invited Military Guest of Honor. Many former Commandants of the Marine Corps, U.S. Department of Defense officials, a majority of the Washington area Marine Corps senior leadership, and leaders from the private sector will also attend the event. The Marine Corps University Foundation presented its first Semper Fidelis Award in 1985. The award recognizes a distinguished American leader whose commitment to personal and professional excellence embodies those qualities of leadership and character uniquely associated with the Marine Corps. In every year since, a greatly admired role model of public service has been selected to receive this unique Marine Corps salute. In being invited to receive the 2009 Semper Fidelis Award, Dr. Gates joins previous honorees FBI Director Mr. Robert H. Mueller, III, Senator Zell Miller, Secretary of State Colin L. Powell, Vice President Dick Cheney, and the 41st President of the United States, George H. W. Bush. For the third year, The Clorox Company will be the Dinner Sponsor. Foundation Trustee and Chairman and CEO of Clorox, Mr. Donald R. Knauss, is the Dinner Chairman. Planning for this first class event is well underway. It will be an evening for our guests to remember!

I just returned from the funeral of General “Brute” Krulak, in San Diego. It was a simple but movingtribute to one of our Corps’ legends. The homily at his funeral was delivered by his son, ChaplainVictorKrulak,USN,Retired,andcanbefoundonourwebsite,alongwithaeulogypreparedanddeliveredbyGeneralKrulak’sbiographer,Mr.RobertCoram.Restinpeace,General.“HomeistheSailor,homefromthesea,andthehunter,homefromthehill.”

Following is a copy of my 31 December 2008 report to the Foundation’s Trustees. It contains itemsofinteresttoyoualongwithfurtherinformationregardingGeneralKrulak.

Dear Trustees,

On this the last day of 2008 I wanted to share a few thoughts with you.

Despite the challenges in our economy, we have had a relatively good year. It appears that we have raised approximately $1.8 million, which is great news for those we support. Details will be provided at our March Board of Trustees Meeting and I look forward to providing a full report to you. My thanks to all of you for your role in our successful year!

The 2009 Budget was approved by our Executive Committee. As you’ll recall from the discussion at our October Board Meeting, the financial data was not timely enough to permit an approval then. The decision was to acquire more current information, submit it to the Financial Committee for approval, then to the Executive Committee for Board decision. (I delivered the funding letters to General Gardner 30 December for his implementation.)

I’ve had email conversations with Mike Zak. As you recall, he funded the trial endeavor of instituting the Harvard Business School Case Study method at the Marine Corps University. The effort is a year old and it appears we are ready to discuss the next step leading to full implementation. I will keep you informed of this significant endeavor.

My Command and Staff College elective on Information Operations (IO) will result in the awarding of an additional MOS, “Information Operations Staff Officer,” to the Marine students. The course has received positive evaluations from IO experts within DoD (“eye watering – especially the speakers and topics”) and is highlighted by the final remarks of Mr. Steve Kappes, Deputy Director of the CIA.

As I informed you yesterday [30 December], General “Brute” Krulak died on 29 December. In addition to his countless contributions to Corps and Country, he also directed that all royalties from his classic book,FirsttoFight, be directed to our Foundation. (Last January, our Foundation honored and thanked him at an event at the Marine Corps Recruit Depot San Diego just before his health began to fail. Marine Corps University President, Major General Donald Gardner, observed it was the last time he was officially honored before he died.) General Krulak’s son, Chuck, (General Charles C. Krulak, 31st Commandant of the Marine Corps) called me to thank those of you who have sent your condolences to him and the Krulak family. He also said that the official announcement of his father’s death will contain the request that in lieu of flowers, contributions should be made to our Foundation. I will attend the service and interment of this great Marine on 8 and 9 January. He was truly “Semper Fidelis!”

I can’t let the year go by without thanking each of you for your support of our noble efforts. I am blessed by you and by a Staff that does so much with so little. 2008 was a year of challenge, but we were successful. Thank you, and Semper Fidelis.

In Memoriam… General Robert H. Barrow, UsMC (Ret) twenty-seventh Commandant of the Marine Corps 1922 - 2008The Foundation mourns the deathofourPastChairman,

General Robert H. Barrow, who passed away, October 30,

2008, in St. Francisville, Louisiana. We send our deepest

sympathy to his sons Charles C. Pulliam and Lieutenant

ColonelRobertH.Barrow,USMC(Ret),hisdaughtersCathleen

P.Harmon,BarbaraB.KanegayeandMaryB.Hannigan,and

hisgrandchildrenandgreatgrandchildren.GeneralBarrow’s

wifeof53years,Patty,passedawayin2005.

Robert Hilliard Barrow was born on February 5, 1922,

in Baton Rouge, Louisiana, and grew up on his family’s

Rosale Plantation in West Feliciana Parish. The family’s

circumstanceswere difficult and youngRobert satisfied his

earlypassionforreadingbyusingakerosenelamp.Hewent

ontoattendLouisianaStateUniversitywhereheservedinthe

University’sCorpsofCadets.

AfterPearlHarbor,GeneralBarrowwasattractedbyadouble-

pageMarineCorpsrecruitingadinThe Baton Rouge Morning

Advocate and joined theMarines inMarch 1942. Because

of hismembership in theUniversity’s Corps, he could have

stayedtograduate.Instead,heaskedforactiveduty.

AftercompletingBootCamp,GeneralBarrowstayedonasa

Drill Instructor and thenattendedOfficerCandidatesSchool

andwascommissionedaSecondLieutenantinMay1943.He

deployedtoChinawhereheledanAmericanteamfightingwith

aChineseguerrillaforcebehindJapaneselines.Forhisheroic

actions,hewasawardedtheBronzeStarwithCombatV.

During the Korean War, he participated in the Inchon-

Seoul Operation,andtheChosin Reservoir Campaignwhere

American troops fought valiantly to hold off the invading

Chinesebeforebeingforcedtowithdraw.Hehasbeencalled

“themostoutstandingCompanyCommanderofthewar.”

DuringVietnam,GeneralBarrowcommandedthe9thMarine

Regiment, 3dMarine Division. InOperation Dewey Canyon,

his troops killed 1,617 enemy soldiers and captured 1,461

weapons and hundreds of tons of ammunition. General

Richard G. Stillwell, Chief of Staff to General William C.

Westmoreland, called General Barrow the War’s “finest

RegimentalCommander.”

As the Marine Manpower Chief in 1976, General Barrow

was instrumental in drafting reforms designed to end Drill

Instructors’physicalabuseandharassmentofrecruittrainees

without easing the tough physical conditioning that was a

hallmarkofMarineBootCamp.Healsosucceededinraising

thequalityofrecruitsbyseekingouthighschoolgraduates.

By1982,82%ofrecruitshadgraduatedfromhighschool.

General Barrow became Assistant Commandant in 1978

andservedasCommandant from1979until his retirement

in 1983. As Commandant, in addition to recruitment and

training,heexpandedtheMarines’roleinthemilitary’snew

rapidresponsestrategy.Byputtingequipmentonpreloaded

shipsthatwouldmeetMarinesatasafeport,hedetermined

thatMarinescouldfightwithoutstormingbeaches.

General Barrow’s leadership style combined Southern

courtliness,fiercedevotiontoMarinetradition,andcourage.

He was awarded the Navy Cross in Korea and the Army

Distinguished Service Cross in Vietnam; both medals are

secondonlytotheMedalofHonor.

RestaurantinStafford,Virginia.The2008-2009membershipisarevolvinggroupof

16orsoCaptainsattendingExpeditionaryWarfareSchool(EWS)orservingatThe

BasicSchoolor the InfantryOfficerCourse.EWSStudent,CaptainScottCuomo,

USMC,isthecoordinatorofthis

year’s group. The Foundation’s

The2008-2009Quatrefoil Club

began in August with Colonel

Steven M. Zotti, USMC, Director of the Commandant’s Strategic Vision Group

joiningtheCaptainsfordinner.ColonelZottispoketothegroupaboutthesecurity

challengesfacingtheMarineCorpsfromthepresentto2025.

In September, Retired Ambassador Ronald E. Neumann, who served as U.S.

Ambassador toAfghanistan from2005-2007, spoke to thegroupabout security

anddiplomaticchallengesinAfghanistanandCentralandSouthAsia.

Octoberfeaturedtwomeetings.ColonelPhilE.Smith,Director,ConceptsandPlans

attheMarineCorpsCombatDevelopmentCommand,spokeonOctober21st.He

returnedfromAfghanistaninJune2008whereheservedastheseniorU.S.Marine

AdvisortotheAfghanNationalArmy.Hesharedthelessonslearnedwhilehewas

inAfghanistan.

On October 27, the guests

were Mr. Kael Weston,

State Department Foreign

Service Officer, and Dr.

Carter Malkasian, Senior

Counterinsurgency and

StabilityOperationsAnalystat

theCenterforNavalAnalyses.

Mr.Weston served in Iraq as

anadvisortotheMEFformore

than three years, and as the

seniorpoliticalrepresentativeon

ateaminAfghanistanfor15months.Dr.Malkasianservedasacounterinsurgency

advisorformultipleDoDunitsinbothAfghanistanandIraq.Theyspokeabouttheir

lessonslearnedandalsoprovidedrecommendationsforhowcompanycommanders

shouldthinkabouttheirmissionswhentheyserveinIraqorAfghanistan.

In November, Colonel Chris Kilenda,

USA, who returned in July 2008 from

NE Afghanistan after serving 15

months as a battalion commander in

the Kunar Valley region, shared his

unit’sexperienceswiththegroup.

The29thCommandantof theMarine

Corps, General Alfred M. Gray,

discussed leadership and shared his

many experiences with the Captains

inDecember.

On January 12, Dr. Paolo Tripodi,

the Donald Bren Chair of Ethics and

LeadershipatMarineCorpsUniversity

(MCU),spoketothegroupaboutethical

dilemmas. Also joining the group was

Dr.MatthewC.Hughes,theUniversity’s

Major General Matthew C. Horner Chair

of Military Theory, who is an expert

onPalestine.

TheQuatrefoil Club had two meetings

inFebruary.OnFebruary2,Lieutenant

General John A. Allen, USMC, Deputy

Commander of Central Command,

addressed the group. Lieutenant

GeneralPaulK.VanRiper,USMC(Ret),

the Donald Bren Chair of Innovation

and Transformation at the University,

joined the Captains for dinner on

February9.

Saluting: A recent change to the lawhasauthorizedactivedutyand retired servicemembers to salute theNationalColors,whethercoveredoruncovered,indoorsorout.By custom and tradition, Marines do not render the hand salute when out of uniform or when uncovered. Let there be no confusion; that has not changed.DuringtheplayingoftheNationalAnthem,ortheraising,lowering,orpassingoftheNationalFlag,MarineswillcontinuetofollowNavalTraditions.Specifically,Marinesnotinuniformwillfacetheflag,standatattention,andplacetherighthandovertheheart.Ifcovered,Marinesnotinuniformwillremovetheirheadgearwiththerighthandandplacetheirrighthandovertheirheart.Whentheflagisnotpresent,Marineswillactinthesamemannerwhilefacinginthedirectionofthemusic.Incasessuchasindoorceremonies,whenMarinesareinuniformanduncoveredtheywillfacetheflag,orthedirectionofthemusicwhentheflagisnotpresent,andstandatattention.

Remembering Lieutenant General Victor H. Krulak, UsMC (Ret) With excerpts from an article in the Los Angeles times by Tony Perry

Lieutenant General Victor H. “Brute” Krulak,USMC(Ret),

celebrated for his leadership in World War II, Korea, and

Vietnam, passed away December 29, 2008, in La Jolla,

California.Hewas95yearsold.

KnownastheMarineCorps’mostprominentstrategicthinker

ofhisday,hiscareerspannedthreedecades.GeneralKrulak

displayedbraveryduringcombatandbrillianceasatactician

and organizer of troops. He was very forgiving of young

Marineswhomademistakes, and critical of senior officers

who preferred careerism and bureaucracy over decisive

action.Hedetestedthosewholostsightoflookingaftertheir

enlistedMarinesandyoungofficers.

GeneralKrulakwasa1934graduateoftheNavalAcademy

where he picked up his nickname “Brute,” a jest on the

fact he was 5 foot 4. He was said to be the shortest

man in the history of the Marines, and needed a special

dispensation to join. As the story goes, he had a friend

clobber him over the head to raise a welt high enough to

satisfy the5 foot6minimum–amythaccording tohisson,

GeneralCharlesKrulak.

As a junior officer he served in Marine actions in Central

America.InWorldWarIIheledabattalioninaweeklongbattle

asadiversionary raid tocover the invasionofBougainville.

Althoughwounded,he refused tobeevacuatedand forhis

braverywasawardedtheNavyCross.DuringtheKoreanWar,

He wrote, “The Marines are an assemblage of warriors,

nothingmore,”andcalledonMarinestomaintaina“religious

dedication”tobeingreadyto“goandwin–andthencome

backalive.”AshecelebratedtheCorps’history,hecalledon

Marinesto“remainonthecuttingedgeofthetechnologythat

willkeepitsspecialtyeffective.”

MR. FReDeRICK L. WeBBeRTrustee, Mr. Fred Webber, joinedtheBoard

in1985.HeholdsaB.A.inHistoryandPolitical

Science from Yale University and served five

yearsonactivedutyasanartilleryofficerinthe

MarineCorps.

In 2007, Mr. Webber retired as the President of the Alliance

of AutomobileManufacturers. He also served as President and

CEOof the AmericanChemistry Counsel, President andCEOof

theUnitedStatesLeagueofSavingsInstitutions,Presidentofthe

National Soft Drink Association, Executive Vice President of

the Edison Electric Institute, Corporate Vice President/Public

Affairs forScottPaperCompany, andLegislative LiaisonOfficer

fortheNationalForestProductsAssociation.

Mr. Webber served in the Nixon and Ford Administrations and

was the Chief Staff Assistant to the late Oregon Congressman,

JohnDellenback.

Mr. and Mrs. Webber divide their time between Maine and

Washington,D.C.Hehasthreechildrenfromapreviousmarriage.

MS. ALexIS F. THOMASDevelopment Committee Chair, Ms. Alexis

Thomas, joined theBoard in2007.Sheholds

a B.A. in Management Studies, Summa Cum

Laude,fromtheUniversityofMarylandUniversity

CollegeandisamemberofPhi Kappa Phi.

Ms. Thomas has cumulative management experience totaling

more than 32 years, 22 of which have been in direct support

of the U.S. military. She is the President and CEO of Thomas

AssociatesInc.(TAI),adefensecontractingfirmwhichhasmore

than 90 employees in six locations. TAI specializes in doctrine

development,trainingsolutions,engineeringservices,acquisition

and logistics support, maritime security operations, human

systemsintegrationanalysis,conferenceandseminarfacilitation,

technical documentation and multimedia design/production.

Since 1988, TAI has written over 50,000 pages of technical

documentation and doctrine for DoD, Federal, state, and local

governmentsandprivateindustry.

Ms. Thomas resides in Queenstown, Maryland, and enjoys

gardening,piano,swimming,andfundraising.

In1965,GeneralWallswascommissionedaSecondLieutenant

in theMarine Corps, serving on active duty until retiring at the

rankofBrigadierGeneralin1993.Duringhismilitarycareer,he

led units at every rank and served in staff assignments in the

United States and overseas. He last commanded the Second

ForceServiceSupportGroup,CampLejeune,NorthCarolina.

Major General John H. Russell Leadership Award at the

Foundation’sannualAwardLuncheonat TheUnionLeague

Club in New York City. The award is presented annually to

a distinguished American whose commitment to personal

and professional excellence embodies those qualities of

leadershipandcharacteruniquelyassociatedwiththeUnited

StatesMarineCorps.

Mr. Saunders received his BSEE from the Virginia Military

Institutein1958andanMBAfromtheUniversityofVirginia

Darden School in 1967. A nationally recognized business

leader, hebeganhis investmentbanking career atMorgan

Stanleywherehewasamanagingdirector,headedthefirm’s

syndicateandcapitalmarketgroup,andultimatelybecame

Chairmanofits$2.2billionprivateequityfund.Afterleaving

Morgan Stanley in 1989, he founded the private equity
