    As MB magazine celebrates its frst yearanniversary, I am happy to announce thatthe response rom our readers has been verypositive. MB was also honored with the Awardo Excellence by the City-County Communicationsand Marketing Association (3CMA) last month. Ina continued eort to provide you with even more inormation abthe city, we have expanded the number o pages.

    A community satisaction survey was conducted in early 2005 whprovided insight into areas the City should ocus on and improurther. This inormation was used to develop the Citys strateplan that sets measurable outcomes or the City to achieve othe next ew years. As youve read in past issues o MB, we haaccomplished a lot over the last year. A ollow-up to the 2005 survis being planned to take place in early 2007. Your participationthis survey is crucial in helping us understand the issues that mamost to our community.

    As the winter season approaches in Miami Beach, many spec

    The City o Miami Beach continues to strive to deliver outstanding,enhanced services to its residents, businesses and visitors whileincreasing value or the tax dollars you pay, and implementingchanges to ensure the long-term sustainability o the City.

    The community survey conducted by the City o Miami Beach inearly 2005 provided insight into areas that the City should ocuson and improve urther. The inormation was used to develop theCity o Miami Beach Strategic Plan that sets measurable outcomesor the City to achieve that reected community priorities andto implement improvements in these areas. Some examples oimprovements implemented as a response to the 2005 Community

    Survey include:

    Survey Area or Improvement: Results:While recent completed capital improvements were highly ratethe last survey, the Citys priority is to continue to expedite the Ccapital improvement program. In the last year alone, the Citycompleted the ollowing projects:

    Completion and opening o the Colony Theatre, Sports Lighting at Fairway Park, New Lummus Park Restrooms, Maurice Gibb Memorial Park, improved landscaping, gazebo,

    granite memorial monument, imported tile mosaic memorial and pla New ADA accessible restrrooms and picnic pavillions at No

    Shore Open Space Park New Streetscapes at the 18th Street End connecting to the Be Espaola Way Reconstruction, Sunset Harbour Stormwater Pump Stations, and Washington Avenue Streetscape and Drainage Improvement

    In addition, several important projects are programmed tocompleted in the next year including the Normandy Shores Course clubhouse, cart barn, maintenance acilities and corestrooms, and development o transportation improvements as enhanced cross walks, speed monitors and countdown sigthroughout the City.

    In an eort to make urther improvements, the City o Miami B

    will once again be conducting a citywide opinion survey to residand businesses in early 2007. The survey will be conductethe Hay Group (an internationally recognized survey researchwith 29 years o proven experience). The goal o the survey identiy key strengths and to develop recommendations or impropublics satisaction and quality o lie.

    The survey will be statistically valid,administered to 1,000 residand 500 businesses so it is very important that each housecontacted respond. Any questions about the survey can be direto the Citys Answer Center at 305.604.CITY (2489).

    Prevent CrimeViolent and Property crimes continue to decrease rom a total o10,430 in 2004 to 9,294 in 2005 -- and 2006 to date areeven lower.

    Increase Value o Services or Taxes PaidIncreased the availability o ree services; provided a $200

    Homeowners Dividend to residential property owners in 2006 witha $300 dividend programmed or 2007, absorbed ee increasesrom the County and contractors that were not passed through theproperty owners in Sanitation, Water and Sewer ees, reducedtaxes to the average residential homeowner in 2006, and will beproviding ree internet services throughout the City.

    Cleanliness Particularly in Business AreasDramatically increased the requency o street cleaning Citywide,and especially in business areas -- and we are seeing results-- our quantitative assessment rating o our streets has improvedsignifcantly during this time.

    Last year, the City o Miami Beach entered into an agreement withIBM to install a secure citywide wireless broadband network, alsoknown as WiFi (wireless fdelity), to support public saety and othergovernment use, and also provide ree hot spots or public access.

    The network design phase is completed and the nodes are beingdeployed. The installation o the WiFi nodes, including photocells

    and power, has been completed in seven zones and another 24 zones remain to be installedbeore testing can be initiated and the system can be activated. Pending the expeditiousinstallation o new light poles and the approvals to deploy nodes on poles not owned bythe City, it is now anticipated that the ree Miami Beach WiFi service will be available tothe public in early 2007.

    Although the service is not expected or a ew months, there are some immediate benefts othe program.     Whether you are a lielong runner, novice or long-distance walker,eople all over are testing their endurance. Perhaps running a

    marathon is something you have always wanted to do or maybeis your New Years resolution, no matter what the reason, herere some guidelines to prepare your mind and body.

    unning a marathon requires endurance training. Although it is aomponent, your speed is not the main ocus try to maintain aonsistent pace throughout, do not over exert yoursel at the start.

    When I run marathons, Im not trying to win frst place or eveneat the person next to me its a personal challenge. I alwaysy to improve on my personal best, said Andrew Plotkin, parksacility manager and seven time marathon runner.

    Give yoursel about 16 to 20 weeks to prepare, depending onwhat kind o shape you are in, advises Plotkin. As always, beoreeginning any kind o vigorous workout regime, get a clean bill health frst rom your doctor. When training, do not over do, listen to your body pain is a warning sign, rest now or payater with an injury Plotkin said. Because marathons are such areat distance, you must train your mind, as well; your body canhysically handle the strain as long as you stay mentally ocused.

Quisted siempre ha querido correr en una maratn o tal ve esa sea suesolucin de Ao Nuevo. Sea cual sea la ran, las siguientes pautase ayudarn a preparar su mente y su cuerpo.

    Entrenarse para una maratn es entrenar la resistencia. Aunque laelocidad es un componente, ese no es el objetivo principal. Trate de

    mantener un ritmo constante de manera que no se canse demasiadoal principio de la carrera. Cuando corro en una maratn no tratode obtener el primer lugar, ni quisiera vencer a la persona que tengodelante de m. Es ms bien un reto personal.     The City o Miami Beach Parks and Recreation GreenspaceManagement Division oten receives calls rom residents and visitorswho admire many o the cities gardens, looking or tips on properplanting, selection, care and design o the urban landscape thatthey can use to enhance their own surroundings.

    Successul landscape design, similar to painting, involves acomposition that sets a scene and creates visual planes andperspectives that move the observer through the space. WilliamWordsworth wrote laying out grounds may be considered a liberalart, in some sort like poetry and painting.

    Some o the basic design undamentals that the landscape designerneeds to understand in order to confgure these planes andperspectives include: color, line, orm, texture and scale in conjunctionwith balance, unity, proportion, rhythm, repetition, transition andocal points. However, unlike a painter the landscape artist workswith a living palette and must also consider style preerences,programming, exposures, environmental/site conditions, watersource, size o the space, maintenance concerns, wildlie,lighting, security and how the garden will compliment or contrast

    with the adjacent environment.Scent, texture, allergies and in

    some cases tasteare important

    considerations as well. Additionally, the designer must determ

    the mode in which the observer will move through or pass byspace. Will it be by the speed o a car or that o the pedestriathe area is to be observed by the speed o a car, then limitingnumber o plant species and increasing the size o the plantis preerred. Small planting areas tend to be overlooked andmany plant species can look busy and chaotic.

    Whew! With all these design considerations where does one stMost textbooks will tell you to begin with a concept. Not sure wa concept is or should be, start with an inspiration piece. Perh

This technique tends to reveal personal destyle preerences which can be used to inspire the gardens ovedirection. Once you have an idea as to the style o garden want, you will need to develop a plot or base plan. The easway to do this is use a copy o your homes survey that showsoutline o the house, property lines, and existing outdoor eatsuch as pools, patios, driveways, sidewalks and sheds.

    On the drawing locate existing trees, utilities above and beground, and other existing outdoor eatures that will remain; tconduct a site analysis that captures environmental conditiexposures and soil conditions.     The sun has been up only a ew hours when homeless outreach

    worker Alex Leon and his partner make it to the North Beachbandshell. It is not their frst stop o the day, nor will it be theirlast. Their route today as in most days will take them to the corners,nooks and crannies o the City, oering a helping hand and hope to the dozens o homeless people that live on Miami Beach.

    Just a ew weeks ago all o the homeless sleeping at the bandshellhad moved on. During an extensive outreach eort, one o manyregularly scheduled in certain areas o the city, some o thehomeless staying there accepted placement into services; othersjust picked up and ound another place to stay. Jenny and herboyriend James ound their way back here. Again. Clean,

    nicely dressed and well spoken, she just saw her boyriend

    to his job as a security guard. This park is where the orighouse o reuge was located and it still serves that purptoday, said Jenny.

    Like most o the regulars olks who have been on the Cstreets or an extended period o time Leon knows her by naand knows her story well. Jenny says she was laid o a ew yeback and became homeless. She says she and her boyriend saving all o their money to hopeully move into new aordahousing when it becomes available. Were just people who hhad some bad luck fnancially and are just trying to re-estabourselves, she said.

    While Leon hears stories o olks down on their luck oten, it isusually the exception and the easiest o the homeless persons toserve. The act is that the majority o the homeless persons onMiami Beach suer rom some type o mental illness or substanceabuse issue.

    Everybody has a story, said Leon, a homeless outreach worker or thepast three years with the Citys Neighborhood Services Department,Ofce o Community Services (OCS). Many have ended up living

    on the streets due to drug and alcohol addictions and mental healthproblems. However, many also struck a fnancial hardship and donot have the support network to get back up on their eet. That is whyour Homeless Outreach Team is out here oering services to theseindividuals to help transition them back into society.

    On a daily basis, teams o two trained outreach workers hitthe streets o Miami Beach looking or homeless persons tooer assistance. The assistance oered may be as simple ashelping someone obtain birth certifcates or new identifcation something essential when applying or a job or when tryingto obtain benefts to placement

    at a shelter, assistance in fndinga job, ood vouchers, bus tokensor reerrals to mental healthor substance abuse treatment.Occasionally, it is a bus ticket backto another City i the outreach teamcan confrm that they will have aplace there to live, and that thereis a possibility o employment.Since 2003, 725 people havebeen relocated and reunited withtheir amily or riends.

    It takes a ew contacts with eachclient to begin to build the trustthat we need to help them, saidLeon. Many homeless personsare so used to disapproving looksand people treating them with norespect. We treat them like theydeserve to be treated; like humanbeings, he said.

    Leon admits building this trust is a

    challenge and oten not a quickprocess. That is why they are outhere regularly fnding the olks theyhave previously approached andspeaking to anyone that appearsnew to the area. Everyone theyhelp is tracked and the services that are oered and acceptedare noted. When someone is placed in housing, the outreachworkers ollow up and keep tabs, assisting the shelter with casemanagement or the client. I the person ails somewhere in theprogram, the outreach worker investigates the cause or the ailureand helps them resolve it so that they can be successul next time.

    We are big on keeping deadlines, said Maria Ruiz, OCS DivisDirector. We set small goals or the clients as stepping stoneintegrate them back into society. Clients placed in a shelter dont meet these deadlines (such as obtaining proper identifcatworking on a resume, seeking employment) will have to leave shelter to make the bed available to another individual.

One partnership, working with Citrus Health NetworksChronic Mentally Ill Homeless Outreach teams, brings teams oproessionals specially trained to provide outreach to the hardestto serve homeless the chronic mentally ill. A program with JewishVocational Services provides short and long term employmentassistance, and another program provides move in assistance

    when olks are ready to move into their own, permanent housing.OCS also works closely with local, aith based organizations toorganize clothing exchanges and hygiene and meal packages.

    As hard as OCS works to get people o the streets, they spenda considerable amount o time also helping people not becomehomeless. The ofce assists individuals that have been evicted orare about to lose their housing. The also provide inormation andreerral to housing waiting lists and specialized services, such asor the elderly and medicines.

    The OCS helps with assisting elderly individuals that have losttheir home due to condo conversions. They also help to transitionthe elderly rom living on their own to an assisted living place aswell as access community-based services and supports to enableindependent living.

    In an eort to provide reassurance and a sense o security orMiami Beach special needs residents, the City o Miami Beach

    recently initiated a Telephone Reassurance Program. Special needsresidents are those who on a daily basis require skilled nursingcare, assistance with daily living, or have lie-saving medicalequipment dependent on electricity. Special needs individuals arepaired with a City o Miami Beach Answer Center buddy whois responsible or calling that individual monthly to check on theirsaety and well-being. The buddy is also that persons contacti they need assistance between calls. I the buddy is unableto reach the special needs or elderly person by telephone, thebuddy will contact emergency medical services and/or a persondesignated by the elderly or special needs person. Additionally, inecessary, the Citys buddy will make the appropriate reerrals tothe Citys Ofce o Community Services.

    These services are usually provided by private companies or over$25 per month. In an eort to better serve all o our diverse residents,this service is being oered or ree, said Vivian Guzman, director,Neighborhood Services Department.

    Cultural Grants Prgrams:Brngng the Arts t Mam BeachArt is everywhere in Miami Beach, thanks in large part to the Cityo Miami Beachs cultural grants programs. When you attend a

    concert, dance perormance, play or art exhibit, chances are it isbeing presented with the fnancial support o the grants program.

    The cultural grants program was created in 1998 as an essentialcomponent o the mission o the Miami Beach Cultural Arts Council[CAC], the 11-member volunteer advisory board appointed by theMayor and Commission to develop, coordinate and promote thearts in our community. Since the programs inception, the City hasawarded more than $5 million to over 88 not-or-proft arts groupsenriching our lives. For this current fscal year (October 1, 2006 toSeptember 30, 2007), the Mayor and Commission approved grantsamounting to $692,888 to 50 non-proft cultural organizations ormusic, dance, theater, flm, perormance and visual art, flm estivals,arts education programs and more.

    The Miami Beach Cultural Aairs Grant Program is an importantpart o our success. Grant unds allow us to keep ticket pricesreasonable so that our concerts are accessible to everyone inthe community, said Barbara Muze, Executive Director o Miaminternational Piano Festival.

    There are six separate grants programs. Cultural Anchors (andts new Junior Anchors ospring) oers grants to Miami Beach-based organizations that oer year-round cultural programming.The Cultural Heritage program supports cultural programming by

    organizations dedicated to promoting and protecting the diverse

    heritage, traditions and culture o our community. Artistic Discipgrants are awarded primarily to dance, theater and music gror Miami Beach perormances o their new work (or workhasnt been previously presented in our community). The CuPresenters program provides fnancial support to organizationspresent the work o others. The Arts & Cultural Education pro

    provides grants or rich and challenging arts learning opportuor children and adults in our schools, parks and neighborhoFinally, a Cultural Tourism program, co-unded and managethe Miami Beach Visitor and Convention Authority, supports cuevents that have signifcant impact on tourism by flling hotel roand earning extensive media coverage.

    Applicants in all six categories must be registered 501(c)(3) proft corporations, or cultural departments within collegeuniversities with tax-exempt status.
