The value-added measurement adopted and declared by the Committee on Home School Co-op-

eration (CHSC), a subsidized body to promote the involvement of parents in educational processes, in

April, 2000 has elicited arguments throughout the territory. One significant milestone of this act is that

the government has openly affirmed schools as outperforming in the sense of adding value to students'

academic performance and at the same time issued them, the 44 schools, the first official label ofachievements .

It should be noted that, both to the teachers and the students of our school, the gleam in CHSC'smethodology has not only melted the conservative practice of not addressing the outstanding publicly .On the other hand, this also reveals the unbalanced weighting of language education in Hong Kong.

The reason of my argument is that CHSC has placed both English and Chinese as the major catego-

ries in its measurement and it categorizes these two languages as the core subjects, at least in secondary

education . In other words, any language other than these two will not be counted as adding value

despite how brilliantly students achieve in other languages throughout their studies in secondary level .

This unbalanced or even prejudicial measure to the minority groups has deprived their opportuni-

ties academically since the government neglects the usual practice of their use of languages and commu-

nication media of these minorities in their daily lives.

The consultation document of "Learning to Learn" reveals this unbalanced language education

policy since the Chinese Language is not only a language medium in a classroom situation but a mediumof transmitting cultural values as well as its epistemology . This simply diminishes minority's incentive tothe learning of Chinese Language as a second language .

The government has striven to establish "Core Curriculums" for individual subjects . In a place ofmulti-cultures like Hong Kong, language learning and teaching in the territory can be developed underthe same idea . The conception of "Core" can be the essence of the language learning identical to othersubject areas so that the language curriculum development can be followed out fully and fairly .

Chinese is the language with the greatest number of speakers in the world . Most of them arenative Chinese speakers living in China . However, times are changing and more and more non-speakersof Chinese are learning the language now around the world .

Like many non-Chinese learners, learning the four tones and writing Chinese characters are themost difficult parts for our students . Chinese is a tone language, which means that the pitch we give aword is as important as the way we pronounce it . Any inaccuracy in pronunciation will result in misunderstanding of some kind . Also, most students, if not all, experience a certain extent of difficulty in learningthe Chinese characters in that a plethora of Chinese characters is made up of many strokes.

To arouse and sustain their interest in learning the language, communication is the main focus ofevery lesson and authentic learning activities like everyday situations are the main component in theirlearning activities .

A MESSAGE FROM MR. RAYMONDWhen I first came to Hong Kong from Canada one and a half years ago, I knew I would be im-

mersed in a new culture . Little did I know that I would be in close contact with five cultures . In my Form2A class the diversity of language, custom and food, etc . i s incredibly interesting . Although the studentsare from different backgrounds, they all share the same aspirations - to be accepted, loved and to gain aworthwhile education . I have found that teaching in Hong Kong can be both refreshing and challenging .As a bilingual Canadian, speaking French and English, I can appreciate the usefulness of a second lan-guage as I am teaching in both of my native languages . I have discovered that in Hong Kong manystudents are bilingual, even trilingual and learning a fourth or fifth language . It is absolutely amazing .Being away from my native home makes me appreciate it more . My wife and three boys have remainedso far in Canada. My greatest challenge is to stay in contact with them and continue to have a meaning-ful relationship although we are separated by thousands of miles .

My name is Julie Richard . I am from Nova Scotia in Canada . Before coming to teach in Hong Kong,I have taught in Korea, Japan and Canada. I really enjoy teaching in Hong Kong at Delia Memorial School(Broadway) . The staff here is very friendly and helpful . The students are very respectful and kind . I amvery lucky to be teaching at Delia . I teach Form 1 and 2 English, History, Social Studies and Ethics . I alsoteach Form 5, 6 and 7 Oral English . I really like it here and I plan on teaching here for a long time .

As I mentioned above "Choosing a secondary school is an important and difficult decision" becauseit is something in between elementary and tertiary education and most importantly, a critical period foradolescents to learn and grow. It shapes what they will be .

Studying is hard in Hong Kong . A subject teacher is normally responsible for 40 students, lack ofcommunication and teacher-centred teaching become the classroom principles . Fortunately, our stu-dents are always expressive and open . One single topic can elicit 20 arguments from a class and a thoughtfulconclusion . Teachers and students keep inspiring and communicating with each other.

Some parents expressed that they have strong conviction in Broadway because of the reputationand recommendation by other parents from the primary section . Let me express my gratitude here totheir high appraisal .

I trust that a much better support will be beneficial to students if both parents andteachers can work on the 3 'C' - a close Connection, a frequent Collaboration and an open Communication .

It is inevitable that some students may have problems adjusting to life in, Hong Kong and at sec-ondary school, some will bring problems with them and some will experience difficulties while they arehere. Our staff is committed, supportive, helpful and always willing to be good listeners . We hope thatall students feel they can seek assistance at an early stage so that problems can be addressed before theybecome more significant .

This is a very challenging job . I spend more time on my work than I expected . But I enjoy verymuch, especially when my students show me they are learning . I do hope that students in Broadway willhave more opportunities for personal development during their time in school than at any other time oftheir life .

Broad WaysBroadway is the annex which has the longest history of Delia Group of Schools . "Broad Way"

means a large open road. By walking through this "Broad Way", students of Broadway gain the opportu-

nities to stretch and broaden themselves intellectually and socially .We have strong conviction to provide students an enjoyable and worthwhile school life as well as

setting them up well for the future, and we hope, graduates from the school contribute to society in

different ways .

Choosing a secondary school is an important and difficultdecision . You are faced with a bewildering choice and youneed to decide what you want; academic quality andreputation, location, environment, social and sporting facili-ties may feature in your decision, but everyone will have dif-ferent priorities .

Going into the second year of the program, Delia Memo-rial School (Broadway) has been providing a more successfulEnglish program for non-Chinese teenagers . We are one of a

few academic communities providing opportunities for the minorities to pursue their secondary school

education . In just a year time, the student enrolment has increased to a hundred and ten, eleven times of

the beginning intake . We have a truly diverse community - we cater for the English-speaking children

who are less common in Hong Kong. Our students come from India, Pakistan, Nepal, Philippines, Hong

Kong, some are Spanish-Indian descent, some are Canadian immigrants, Philippino Chinese and a few areEnglish educated Chinese .

English is the main language medium in our school, yet French and Putonghua are also compulsoryin the curriculum in order to enhance personal skills .

Delia Memorial School (Broadway) pursues excellence in a distinctive combination of disciplines insocial, behavioral and educational studies . Our staff is committed and helpful and a team of four isestablished to specialize in particular subjects and administration .

Students have been showing their potentials in many aspects - in both inter-school and publiccompetitions, school sports day, public service teams and even performing arts . For instance, a verydistinctive result was marked in the 52nd Hong Kong Schools i - -°Speech Festival and a remarkable drama performance was',recognized in the school speech day .

Our students are always encouraged in balancing workand play . They worked hard for the first term as well as inthe extra-curricular activities . Our international students areinvolved in all aspects of school life and add a dimension whichwould not exist if our community consisted only of Chinese )-students.
