In mid-January, over 220 people fromJunction City, Wamego, Manhattan, Geary,Pottawatomie and Riley counties cametogether for the annual Chamber LeadersRetreat. The purpose of the LeadersRetreat is to learn, discuss and plan thefuture of the region as well as individualcommunities. The focus of the 2013 retreatwas reacting and planning in response toobservations and comments made by theretreats facilitator, Jonathan Sangster, aprominent site selector from Atlanta,Georgia.

The Chamber would like to thank the following sponsors for their support: Sink,Gordon & Associates LLP, HI-TECHInteriors, Inc., Peoples ChoiceMortgage, and Sir Speedy/HawleyPrinting Service.

The retreat began with welcomes fromManhattan Chamber Board Chair, FrankBeer, Junction City Chamber Board Chair,Judd Leibau and Wamego ChamberPresident, Lance White. A review of lastyear’s retreat work was presented byShelia Shockey of Shockey Consulting,LLC. This year’s facilitator, JonathanSangster, then presented how site selec-tor professionals look at communitiesand narrow down finalists for potentialsites of corporate expansions or reloca-tions. Next Mr. Sangster presentedsome general information on communi-ties in neighboring states that might becompetitors of Manhattan. Lastly, hepresented his findings and impressionsof the region based on statisticalresearch and the community tours hewas given the day before. His com-ments stressed the importance of havinga strong and available workforce, a rea-sonable operating cost structure, acces-sibility to the region (roads and air travel),flexible economic incentives, a quality ofplace (schools and local amenities) and agreat infrastructure.

Mr. Sangster’s regional assessment listedstrengths of: low cost of living, low costof doing business, competitive incentivesthrough the state of Kansas, location incenter of US, Kansas State University,Fort Riley and potentially NBAF.Regional weaknesses included: low

industrial diversity, too much reliance onpublic sector, lack of growth driving industry, air accessibility, low unemployment, militaryspending cuts, stagnant population growth, low per capita income, and complacency.

Spread throughout the Friday and Saturdaysessions were opportunities for retreatattendees to participate in round table discussions and then report the results ofthose discussions out to the larger group. Many of the common themes resulting fromthe round table discussions included: greatertrust between the communities, better utilizing the Flint Hills Regional Council, regional transportation planning through thenewly create Metropolitan PlanningOrganization (MPO), regional support forindividual community projects, creation andfunding of a regional marketing plan, devel-opment of affordable housing and the needto personally spend time in your neighborscommunity.

Mr. Sangster concluded the meeting challenging the region to be bold, to haveleaders step forward and take risks, and to“walk the talk” with respect to regionalcooperation.

Changes SimplifyHome OfficeDeductionCalculations

The IRS has announced achange in the way peoplewho use their home as anoffice or place of businesscan calculate their taxdeduction. The new alterna-tive, or safe harbor method, allows for a deductioncapped at $1,500 based on

$5 per square foot up to300 square feet. Thismethod can be appliedstarting on 2013 returns.

As I wrote about in January2012, many small businessesand freelancers qualify forthe home office deduction. The requirements for writ-ing off the use of a home, rented or owned, for busi-ness are still the same. These include the require-ment that the portion ofthe residence is exclusivelyused on a regular basis forbusiness purposes or, if thetaxpayer is an employee, that the portion of the resi-dence is used only for theconvenience of the taxpay-er’s employer.

The new safe harbormethod is a simpler alter-native to calculating theactual expenses based on apercentage of the resi-

dence’s square footageusing Form 8829. Bothmethods are now allowableand taxpayers may electfrom year to year whichmethod to use.

There are some limitationsto using the new homeoffice deduction method, particularly related to grossincome minus other busi-ness expense deductions,carry-overs from previousyears and deduction ofhome depreciation.Remember to consult youraccounting professional foradditional guidance regard-ing how to best calculateyour home office deduc-tion.

Our MRC has bounded into 2013.The Committee has defined itself in amore structured manner, has deter-mined the scope and mission of it’ssub-committees and has moved intothe New Year with many ideas andplans of action. Our programmingcontinues to grow and change as theneeds of our service members andtheir families adapt to the new mili-tary atmosphere.

Our Yellow Ribbon Socials continueto be the star of our MRC program-

ming. In January, we put together ourfirst ever “Proper Pin-ups” photoshoot. With the amazing donationsand partnering of Bellus AcademyLLC, Rockstar and Rogers,Gypsy’s on the Boulevard,Harry’s and our very own AutumnShoemaker. Yellow Ribbon Spouseswere treated to an evening of vintageglamour. We began the evening atBellus Academy, where each spousewas done up in vintage hair andmake-up, then dressed in vintage out-fits. We then travelled to Harry’s

where the group enjoyed wonderfulfood and drink as AutumnShoemaker photographed them in“Proper Pin-Up style.” The eveningwas showcased on WIBW andB104.7 and has received rave reviewsfrom the participants. Just anotherway for the Manhattan business com-munity to open itself in a unique wayto our military service members andtheir fami-lies.
