MINUTES OF THE ANNUAL ASSEMBLY OF THE OKLAHOMA DISTRICT

The first sitting of the Annual Assembly of the Oklahoma Dis-trict convened at Hopeton, July 22 at 9 a. m., our General Secretary of Home Missions aresiding. Brother Burton led in the singing of "The Unsearchable Riches of Christ." Brother Close read a Scripture lesson from II Timothy 3. The Assembly then went to prayer led by Mother Burton and followed by Brother Close. The roll was then called.

Moved md seconded that the Pond Creek church with its Pastor, Brother Klassen, be received into this Assembly. Carried.

Moved and seconded we receive Brother Rice into this District en condition that he gets his transfer from Ohio. Carried.

Moved end ecconded that the first three rows of seats constitute the Corference bar. Carried.

Moved nod seconded Brother Ingram, District Superintendent of the Texes Mstrict. be granted a seat on the platform and a voice in the Assembly. Carried.

11:30 A. lvi. and from 2:00 to 5:00 P. M. Carried. Moved and seconded that we recess till the call of tho choir

Carried. At the call of the chair the Assembly ceme to order. The Ways and Means Committee reported. Adjourned by expiration of time.

The second sitting convened at 2:00 P. 51. Sister Wilson led in singing- "He Whispers His Love to Isle," after which Brother Bush-man of Blackwell led in p1-ayes.

Each Pastor then gave a verbal report oil: 1—Spirituality; 2—Numesiccl; 3—Financial condition of their churches with a personal report of their own labors.

Moved ard secondccl we take $5.00 from Pond Creek Budget and add it to Blackweil. Carried.

Moved and seconded we take up finding a place for our Minis-terial Convention end leave the time to be set by District Council, Carried.

It was moved and seconded we vote by acclamation. Carried. Hopeton received 7 votes, Blackwell 5, Fleasant View 5. Hopetcu

received the highest number. Our District Superintendent gave hs report at this time. Moved and seconded we adjourn to give Committee time to meet.

Third sitting was opened by singing "Stand Up for Jesus" led by Brother Klassen. Brother Edgar led in prayer.

Eph. 3:1-7. Subject, "I Was Made a Minister." Rev. Donald Snow was introduced to the Assembly. Resolution Committee reported. Sister Slater, Representative Pilgrim Holiness Church Foreign

Missions, and Brother Wilson, Pastor Wesleyan Methodist Church in Alva, were introduced to the Asserobly. Brothers Snow and Wilson and Sister Slater were given honorary seats in the conference bar.

Statistical Committee reported and accepted. District Treasurer's report read and accepted. Moved and seconded Hopeton, Pleasant View and Blackwell in- ise

$20.00 each and the other churches raise $1.00 for Genes-al Assembly expense. Carried.

Brother Burton was elected es ministerial delegate to the Gen-eral Assembly. Sister Close vses elected alternate.

Brother Everet Haltom was elected lay delegate and Brother Bushman was elected alternate.

Brothers Lutz, Benner, Burton were elected to the education committee.

Brother Benner was elected to the Bible School Board. Brothers Budy, Buron, Lutz, Benner and Close were elected to

the camp ground board. Moved that we recess until one o'clock. Called to order at 4:00 by the chairman. Camp Ground Committee reported and report accepted by the

Assembly. Memorial Committee reported and all three memorials were rec-

ommended by the Assembly. Ways and Means Committee reported and recommended a Bible

School Budget. Carried. Examining Board reported and adopted. Committees appointed for the Camp and Assembly of 1942. A rising vote of appreciation for the labors of our General Sec-

rotary of Home Missions was made.

REPORT

RESOLUTIONS COMMITTEE

1. We recommend that the fiscal year close July 1st with the pastors changing the following Sunday after Camp.

2. Inasmuch as the District Treasurer has so much work to do at the year ending, be it resolved that the Treasurer have two weeks before closing his books.

3. Be it resolved that all delegates exceed the age of eighteen years.

4. Be it resolved that the Council make arrangement for a monthly bulletin of district interest to be sent to each church.

5. Whereas it is so expensive to buy new tents and we must conserve the ones we have, be it resolved that each time the tent is used for established churches the sum of $5.00 be sent to the district treasurei, and that $15.00 be paid for the use during district camp; also that each Sunday School with an attendance over 75 pay 20c per week and the school with an attendance under 75 pay lOc per week into the tent fund.

6. In order that we may conserve the Lord's money and give our churches the advantage of evangelistic meetings, be it resolved that we as pastors and churches consult our Superintendent in slating Evangelists and where it is possible and practical they be slated for two or more consecutive meetings which would keep down traveling expense.

7. Inasmuch as there is such great blessing derived from a min-isterial and Christian workers convention, be it resolved that during the year we have a three-day convention in the district. The council shall be the committee to set the time and prepare the program.

8. We recommend that each local church promote a Home-Mis-sionary campaign by holding revivals in nearby communities and establish a preaching point and a Sunday School where possible.

9. We recommend that we as a district put on a subscription

drive for the Pilgrim Holiness Advocate, during the entire month of December.

10. We recommend that the District Superintendent appoint all committees for the next year during the present assembly sitting.

11. Be it resolved that the district conduct by-monthly zone meetings. If possible the District Superintendent will preside or ap-point some one to fill his place.

12. Be it resolved that our Camp begin the third Friday in July.

13. We recommend that the District Superintendent appoint oil camp committees for 1942 at this camp.

14. Whereas it is quite a job to get ready for camp and to clean up after the camp, and as camp comes in a busy time, be it re-solved that each minister come a day earlier, stay throughout camp and a day after camp unless excused by the District Superintendent.

15. We recommend that we have 125 copies of the minutes of the 1941 Assembly printed.

16. We recommend that in event any delegate elected to gen-eral assembly cannot go, the district council be empowered to appoint a substitute.

17. Be it resolved that the assembly oppoint a committee of five to look for a permanent camp ground with shade, or plant trees, with good water, and near the high line.

18. We recommend that the camp ground committee provide a dining room and kitchen on the camp ground.

19. We recommend that all district ministers be subject to the coil of Superintendent for work on the camp ground.

CAMP MEETING REPORT

The camp meeting committee met with the following action: Rev. D. H. Close was elected Chairman and Rev. E. W. Burton,

Secretary. 1. It was recommended and supported to locate at Hopeton,

Okla., with approval of the local church board. 2. It was recommended and supported to transplant some large

trees this fall and some Chinese elms in the spring, the work to he done under the management of the Camp Meeting Committee.

3. It was moved and supported to divide the Home Missionary offering 2-5 for dining hall and camp meeting equipment and 3-5 for district Home Missions.

RECOMMENI)ATIONS OF THE WAYS AND MEANS COMMITTEE

1. We Recommend that the District Superintendent be paid $420 for his services this year or at the rate of $35 per month.

2. We recommend that the District Superintendent be paid 2'l cents per mile for travel expense.

4. We recommend that an offering be taken for the District Supeintencent on his official visits. Ibis offering is to apply on the churches' District Budget.

5. We recommend that all ministerial tithe be paid to the dis trict treasurer monthly. This tithe to be placed in the district fund.

6. We recommend that the birthday offering of the Sunday School be given in the interest of the Bible School.

7. We recommend that the registration fee at camp be set at $2.00 for those who stay the full time, and 10 cents a meal for those who stay a short time, active ministers and families exempted.

8. We recommend that the District Treasurer be paid $10.00 for his serices this year.

9. We recommend that the District postage, stationery, tele-grams and telephone calls be paid out of the District Budget.

10. We recommend that district budget and district home mis-sions be kept in separate funds.

11. We recommend that in case there is not enough money ccmes in through district budget and ministerial tithe to take care of the district superintendent support that the rest be taken from the distuct home missionary fund.

12. We recommend that all district and general funds be for-warded to the District Treasurer on the first of each month.

13. We recommend that all district checks from the bank be kept on file and turned over with the treasurer's books.

14. We recommend the minutes be sold at 20 cents per copy awl that the pictures of the assembly, the District Superintendent and his wife be in the minutes.

15. We recommend the District Home Missionary offering whch is taken the last Sunday of Camp be applied to the interest of home missions and that an Evangelistic Home Missionary offering le taken by the District Superintendent some time during the year. The distribution of all home missionary monies shall be left to the District Council.

REPORT OF EXAMINING BOARD

We recommend that the following be granted First Year License: W. E. Mohlrnan, W. E. Van Winkle, Alta Williams, Mrs. R. K. Wil-liams, P. Klassen.

We recommend that Mrs. Roy Davis be granted Second Year License.

We recommend that Mrs. Bobbye Wilson be granted Third Year License.

We recommend that Mrs. F. T. Benner be granted First Year Deaconess License.

DISTRICT SUPERINTENDENT'S REPORT

To the Oklahoma District Assembly, convened at Hopeton, 0km-home, July 22, 1941, I submit the following report of my labors for the past year:

This has been a good year on the district. It has been a time of fellowship arid unification of objectives. In October, Brother Wolfe

made a trip over the district and in February Brother Surbrook was with us in a ministerial convention. Both these General men were a great blessing to us. We feel the Oklahoma District is in the best condition spiritually, and in fellowship among ministers and laymen, and in business methods since we have been on the field.

Our churches are doing well. God has given good revivals in all our churches. All departments of the church are receiving propor-tionate consideration in giving. Pleasant View and Hopeton have redecorated their churches. Fairvie\v ceiled and papered the walls which means much to them. Newkirk has been working on a paint job which when finished will lift a note cf $200 on their church. Blackwell is raising a building fund.

Last fall Brother Klassen, with the Sand Creek people, got under a burden to establish a church in Pond Creek. They were able to buy the old legion hail for $175. They borrowed some more money and went to work remodeling. Brcther Klassen has done well at Pond Creek and God is blessing their labors. They have reduced their in-debtedness to $120 at the close of the year.

In November wife and I held a home missionary meeting at Devine, Tonas. This meeting was held during a cold spell which cut attendance. However, we were able to organize with 12 members. We predict a good future for the Devine work inasmuch as there are nc other Holiness churches in the Medina Valley.

In June we pitched the district tent in Tonkawa. Brother M. M. Conrad did the preaching during part of this meeting. This was a hard. fought battle. Indifference seemed to be an obstacle we could not overcome. Bills were placed in nearly every house in town and. calls were made and people expressed appreciation of the services but would not come regularly enough to get a (loop interest in their own salvation. The results of this meeting will have to await the judgment.

We have another home missionary meeting planned for this fall. We recommend to this assembly our present method of home

missionar financing which is the district home missionary offering and evangelistic home missionary offering.

In January Texas became a district to itself. This we feel will be to the mutual benefit of both distiicts. Previously the distance required in travel handicapped both proper supervision and develop-ment of the field. We predict a future for Texas as it goes under its own leadership.

September 16 we will have been on the district 5 years. We had at that time in Oklahoma 3 churches supporting pastors with a membership of 116 in the three churches. The property valuation was $7,898, indebtedness of $698, equity of $7,200; our present property valuation is $12,750, indebtedness $720, equity $12,030.

The past year we have traveled 8385 miles in district work and received $167.02 mileage, $68.77 of this was from Brother Wolfe. We have attended 1 General Board meeting in Indianapolis and 3 Bible School Board meetings. Last August we did deputation work for the general church visiting the Owosso, Mich., Springfield, Ohio, and Frankfort, md., camps in the interest of General Home Mis-sions. We have made 77 visits and business meetinas in the churches on the district. We have received for stationery $17.94, salary from the district $420. general church $480, and from the Blackwell church $335.34. The fellowship of pastors and churches have been blessed and we appreciate the cooperation of every one in helping to carry out the program of the General Church and District Assembly.

MEMORIALS TO THE GENERAL ASSEMBLY

Whereas there is a need in some of our Home Missionary Dis-tricts for wider representation on the District Council,

Be it resolved, that when a district reaches 200 in membership, or when the Secretary of Home Missions deems advisable, that 2 additional members in advisory capacity be elected by the district assembly to the district council. These members shall be subject to the approval of and directly amenable to the committee of home missions as the other members of the council. "Oklahoma District."

2. Whereas there is need in our manual for clarification in regard to disposal of church property especially whei a church has become disorganized,

Be it resolved, that where a church becomes disorganized any church property which shall exist may in no way be diverted to other purposes, but shall pass to the control of the District Assembly for the use of said district, as the district assembly shall direct. Any trustees holding property for the disorganized local church shall sell or dispose of the same only on the order and under the direction of the appointed agent of the District Assembly, and turn the funds over to such agent.

No board of trustees or church board may divert property away from the Pilgrim Holiness Church. "Oklahoma District."

3. Whereas there should be a knowledge of the ability of the District Treasurer by the District Assembly,

Be it resolved, that the District Council and Superintendent act as a nominating committee, to nominate not more than 3 for said office. The District Assembly to vote for a Treasurer from said nominations. "Oklahoma District."
