CONFERENCE PROCEEDINGS

MORNING SESSION

The forty-eighth Annual Conference of the Eastern District of the Pil-grim Holiness Church convened at 9:00 A. M. on August 4, 1952 at the Denton Camp Ground in Denton, Maryland.

The Conference opened with singing "When the Roll is Called Up Yon-der" led by the Rev. Marion Griffen. The Rev. G. L. Helsby led in prayer.

The Rev. H. D. Dukes presented to the Conference the Rev. W. H. Neff, Assistant General Superintendent, as chairman of the Conference. He spoke to us briefly and then called the Conference to order.

The District Secretary called the roll of the Conference members. Alter-nate delegates were seated for some of the churches. The transfers of Rev. Edwin Stetser, Rev, and Mrs. J. G. Rimmer were accepted by the conference.

A motion prevailed that the platform and first nine seats of the center section constitute the Conference bar.

A motion prevailed that the sessions be set at 9:00 to 12:00 noon, 2:00 to 5:00 P. M. and 7:00 P. M.

Rev. Dukes appointed to the Reception Committee Rev. Linwood Horse-man and to the Resolution Committee Rev. J. Godwin Rimmer.

The District Superintendent read his report. A motion prevailed that the report be accepted.

The Auditing Committee's report was given. A motion prevailed that that the report be accepted.

The Treasurer's report was given and a motion prevailed that the report be accepted.

The statistician's report was given. A motion prevailed that the report be accepted.

The Reception Committee presented to the Conference Rev. R. D. Gun-salus, Rev. Thomas Weir, and Rev. Frank Sweitzer. A motion prevailed that they be given honorary seats in the Conference Bar.

The Memoirs Committee reported. The report was accepted by the Conference standing briefly for a moment and then singing "In the Sweet Bye and Bye."

A motion prevailed to recess for 10 minutes.

AFTER RECESS

Rev. Gunsalus spoke representing the Allentown Bible College.

Rev. Newell reported on the Young People's work of the District.

Invitations for the Young People's Convention were extended. Motions carried to go to the Baltimore First Church for Thanksgiving and to Delmar for the Good Friday Rally.

Motion carried that the District Superintendent appoint a reporter for the Daily News and Advocate.

Motion prevailed that appreciations be expressed to evangelists, singer, pianist, dining room workers, office workers, chairman of the conference and all those who have made the camp possible.

Motion prevailed that the roll of the churches be called and that the numbers of copies of Conference Journals desired for next year be given.

Conference adjourned due to the expiration of time.

SECOND SESSION

The afternoon session opened with singing "I Am Thine, 0 Lord" led by Rev. Frank Nason. Rev. Joseph Uhrig led in prayer.

Minutes of the previous session were read and approved.

Motion prevailed to omit calling of the roll.

The Reception Committee introduced to the Conference Rev. Edwin Stetser.

The Resolutions Committee reported:

Ballots were cast for District Superintendent.

Rev. H. D. Dukes was elected as District Superintendent.

Motion prevailed that the ordination be the first order of the service for the evening session.

EVENING SESSION

RESOLUTIONS OF THE 1952 CONFERENCE I. WHEREAS, Mrs. Etta Hoffman played such an active and important

part in the Denton Camp,

BE IT RESOLVED, That her picture be placed in the Conference Jour-nal to accompany the tribute to her labors.

II. BE IT RESOLVED, That a committee be appointed to investigate th cost, etc. of a memoirs booklet and that this information be referred to the council to decide whether or not the project will be profitable.

III. BE IT RESOLVED, That the Pilgrim Crusader be approved as the official organ of the Eastern District of the Pilgrim Holiness Church and that it be published monthly and that those churches having cuts made pay for them. At such time that the paper is not self-supporting, it shall be discon-tinued.

IV. BE IT RESOLVED, That the Council appoint annually a camp sec-retary to assist the District Secretary with the camp work.

RESOLUTIONS OF THE WAYS AND MEANS

COMMITTEE

1952 Conference

I. BE IT RESOLVED, That two offerings per annum be received in each church to finance the Pilgrim Crusader for the Conference year.

II. BE IT RESOLVED, That Standing Rule No. 5, page 43 in the 51 Conference Journal be deleted and that it read "Each church shall pay the District Superintendent 250 per member each visit."

DISTRICT SUPERINTENDENT'S REPORT

To the forty-eighth Annual Conference of the Eastern District, Christian Greetings:

In this time of unusual political and social unrest we do appreciate the "ancho1 that keeps the soul, steadfast and sure as the billows roll." We are glad we are anchored to the unchanging, unshaken "Rock of Ages." Praise the Lord! And "we know whom we have believed and am persuaded that He is able to keep that which we have committed unto Him against that day." It is our concern that in these hectic days we do not allow the spirit-ually hot war against sin to degenerate into a cold one. Since our spiritual strength and wisdom comes from the Lord we must all watch and pray lest we become "encumbered about many things" at the expense of the "better part." May the Lord help us to always keep keenly alert lest we let the great work of the kingdom slip into a second place in our lives.

We also feel a grave concern because of the growing scarcity of old-fashioned, soul-stirring revivals where folk truly pray through until restitu-tions are made and a real and lasting change is evident in their lives. May God help us to humbly pray until God visits us mightily over our entire dis-trict this coming year. We do greatly appreciate the several God-given re-vivals we have had this year and the souls helped but we need a new and deeper and general spiritual awakening.

MRS. HOFFMAN'S TRIUMPH

A few months ago Mrs. Hoffman, one of our ordained ministers went triumphantly to her glorious reward. She was a great blessing spiritually and financially to our entire denomination, home and foreign, district and general. We do, and shall miss this saint in many ways. Surely, "she did what she could." Her entire life was one of blessing; she was an example of genuine Christianity in action.

DEDICATIONS

There were three church dedications this year. Last fall the Greenwood church was dedicated. This will be a separate work under the Home Mis-sionary Board this year. Salisbury's building project under Rev. Flexon was also completed and dedicated on Dec. 9. It included six Sunday School rooms, pastor's study, choir loft and a twelve foot addition to the sanctuary.

Rev. Allen Clark, with his good people, has built a new 32' by 60' church of brick construction on Goldsboro Street in Easton. It is well planned and built with its Sunday School rooms, indirect lighting and gas floor furnaces. There is ample room on the double lot for parking and parsonage. This is an attractive church in every way and in a good location. It was dedicated on Dec. 16 by Rev. David Wilson and Rev. Dukes. $3,000 was raised in cash and pledges on the Dedication Day.

OTHER IMPROVEMENTS

Denton has nearly finished her improvement program for both church and parsonage, coming to the close of the year free of indebtedness.

Ridgely also has "burned her note" clearing the church of all indebted-ness.

About $3,500 plus the interest has been paid on the District Parsonage.

The folk at Bishop's Head have dug a well and put running water into the parsonage with a double drain sink. The parsonage has been newly painted and papered. Best of all they have had a good revival with 26 souls saved or sanctified.

We are all thankful for our new combination dining room, freezing room, grocery room and kitchen that was completed the day camp began. We wish to thank our brethren who came to help and Mr. Sam Nowells, contractor, with his men who so faithfully worked to complete this fine block building. It fills a real need on our Camp Ground and no doubt, if Jesus tarries, will be a great blessing for years to come. We hope this coming year to finish converting the old dining hall into family dormitory rooms with the Book Room in the front on the first floor. This will enable us to enlarge our lunch stand.

Then Dover has remodeled her church. Additional rooms were added to the rear of the building for Sunday School rooms, then the entire structure was brick-veneered. The platform was enlarged and a bell placed in the new church tower. While unfinished at present this place of worship will be ample and attractive when completed. We appreciate the efforts of these good Dover folk with their pastor, Rev. Bateman, in their $20,000 project.

iViardela, under Rev. Walls, has redecorated the interior of its church. Goldsboro has paid off its mortgage on the parsonage which is now

valued at $4,500, freeing the entire church property of debt. Rev. Bean, pastor, says they expect soon to build a vestibule onto the church.

New Liberty has installed automatic oil heat and are now painting the exterior of the church building.

Smith's Memorial, under Rev. Alfred Clark, has redecorated the inside of their church building laying a beautiful rubber tile floor with border.

HOME MISSIONARY DEPARTMENT

Two tent meetings were held this year. One at Westover under the supervision of Rev. Ruark by the Holden sisters and me last fall, the other by the Holden sisters in July near the New Liberty Church.

The Home Missionary Department has sponsored two revivals at Green-wood, with Rev. Lindy Adams as evangelist in one and I in the other.

The Department is planning on getting a work started in Seaford this year if possible.

STATISTICAL REPORT

Our records this year show a gain of 35 in our church membership and a gain cf 57 in our Sunday School record. We appreciate this double gain. Let us add to it next year.

SPECIAL MEETINGS

The Ministerial Convention in April was held at Denton. It was marked by the sweet presence of God in our midst.

We had two Young People's Rallies, at Denton on Thanksgiving and at Milford on Good Friday.

On July 4, Rev. T. R. York of North Carolina spoke at a Sunday School Convention on the Camp Ground.

PASTORAL CHANGES

There have been several pastoral exchanges over the District. We are welcoming Rev, and Mrs. Rimmer and Rev, and Mrs. Nason back into our work, also Rev. Edwin Stetser who comes to us from Allentown and will pastor the Delmar Church.

CAMP REPORT

God has given us another gracious Camp Meeting. The messages have been practical and timely. The enemy fought but God honored His Word and the faithfulness of His servants. We do thank the Lord for the souls that have found precious victory.

At Williston Pond on Wednesday morning after an inspiring message some twenty Christians followed the Lord in baptism. One man threw his

arms around his mother after she was baptised and together they knelt on the sand while he prayed through to victory. We appreciate the seal of God's approval on this service.

PERSONAL REPORT

Personally, I have assisted in three revivals, held all the business meet-ings, visited all the churches and sought to help and advise as their needs required. I have attended all the General Board meetings, Superintendent's meetings, also the Directors' meetings at Allentown. I have supplied person-ally or otherwise in several churches where the pastor had left or was on vacation. While there has, of course, been some problems, yet I feel there is a united feeling of good will among our Brethren that is working for God's glory and the spreading of the Gospel. Financially, I have received my salary in full. I have returned to the treasurer from the churches $919.66. My district postage, phone and ferry bill was $138.95. My mileage for the Dis-trict was 8,898 miles.

DISTRICT BULLETIN

This year we have published a district bulletin to keep the churches generally posted as to the current church news. Much credit goes to Rev. J. D. Abbott, associate editor, and to Mr. Ewell for making the Pilgrim Cru-sader both interesting and informative. We would like an expression on the part of the Conference as to whether they wish it continued published for another year.

As we turn the record page of this year let us look to God, the great Giver of wisdom and ability for the accomplishment of greater things for the Lord. While we all realize we are in distressing times with its subtle problems, let us be God-conscious realizing He gave all for us and we owe all to Him. We must labor faithfully and effectively for surely the night time when no man can work is coming fast. I praise the Lord for His smile of approval upon this past year of our activities.

REPORT OF THE DISTRICT SUNDAY SCHOOL Ministerial and lay delegates to the 48th Annual Conference:

The Sunday School activities in this district for the past year are worthy of consideration, especially when we are convinced that the Sunday School is a religious and spiritual building agency for the home, the church, the nation, and the world. The work of this arm of the church must not be confined to one hour a week, nor its influence to a small and restricted group. This arm must be constantly active, and this influence ever more far reaching.

For this past fiscal year the District average attendance was 61, which shows a gain of 2 over the previous year. The three attendance leaders in the district were Cambridge 173, Salisbury 155, and Dover 110. Showing

the greatest numerical gain, Salisbury leads with 22, Quinby comes second with 15, and New Liberty third, showing a gain of 11. In fact, 18 schools show a gain, and 9 show a loss. Insufficient reports and no gain or loss ac-count for the other schools.

The District promotional work has been in three endeavors. A meeting of the District Secretary, Y. P. Exec. Secretary, and the Sunday School Pro-motional Secretary with the District Superintendent resulted in the publishing of the Pilgrim Crusader of the Eastern District. In this four page monthly bulletin one page was assigned to the District Sunday Schools, and an effort was made to secure reports from all of the schools each month regularly. The majority of the schools reported, but some never did respond. It was felt that this organ and this Sunday School page would be of interest to Pilgrims and friends in this Delmarva area.

On January 11, 1952 a district wide Sunday School Rally was held in the High School Auditorium at Milton, Delaware, with Rev. Mark H. Bow-man delivering a challenging address. A panel had under consideration a problem entitled "Engaging Attendance of Sunday School Scholars to All the Services of the Church."

The 3rd Annual Sunday School Convention, July 4th, on Denton Camp Grounds, had as its speaker the Rev. T. R. York from Thomasville, N. C. The Cedar Grove Sunday School Superintendent received the District Ban-ner on behalf of her school for having the highest percentage of enrollment present to this Convention.

It is my opinion there is much room for each school to grow, and a great need for every school to be more than a lecture room where scholars hear of Christ—let it also be a prayer room where all may come to know Christ in his saving and sanctifying power.

IN LOVING MEMORY Paul said, 0 death, where is thy sting? 0 grave, where is thy victory?

In a moment, in the twinkling of an eye, at the last trump; for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed.

John writes, and God shall wipe away all tears from their eyes, and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain; for the former things are passed away.

The death angel has visited our district again this year leaving empty seats in our homes, churches, and camps: but we expect to meet these dear ones again.

Among those taken from us are the following:

Rev. Rita Gibson Hoffman was born July 6, 1881 at Tilghman Island, Md., and went to be with Jesus March 28, 1952. Mrs. Hoffman was converted at an early age and soon after was sanctified and. became a charter member of the Pilgrim Holiness Church at Tilghman, Md., where she held her mem-bership at the time of her death. In 1903 she entered God's Bible School at Cincinnati to prepare for God's work and also studied in Darby Bible School at Darby, Pa. She was ordained at Denton Camp in 1906 by Rev. Seth C. Rees. Mrs. Hoffman worked for a while in the slums of Chicago but the

larger part of her labors were in the evangelistic field. She had a marvelous voice and sang with inspiration and the glory of God upon her. Many have been the times that the power and blessing of God fell upon the congregations as she sang. She served as soloist for William Jennings Bryan's Sunday School class in Florida and was heard clearly a block away without a public address system. God made her a great blessing at the Denton camp where over a period of years she served as song leader, also trained and directed a large choir which the Lord used in a most gracious manner. At an annual conference she was elected Lifetime Honorary Music Director for the camp. She wrote several very good hymns which are new in our hymnal, also some poetry.

The blessing of God was upon her ministry of the Word and many sought and found salvation and cleansing under her preaching.

Mrs. Hoffman worked with a number of our outstanding preachers, among them Rev. Seth C. Rees, Rev. George B. Kulp, Rev. Ed. Fergueson, as well as the leaders of our own district. She and Mrs. Bessie Jones Mitchell spent two years together and were graciously owned of the Lord.

Mrs. Hoffman showed a deep interest in Foreign and Home Missions as well as the Allentown Bible Institute and the training of the youth there.

In 1909 she was married to Rev. Jacob Hoffman of Philadelphia. To-gether they traveled across this nation and also to Palestine and England in the interest of God's kingdom. They lived a most happy and devoted as well as useful life together in God's service. The last several years of her life were spent in ill health, but through it her faith in God held firm.

Funeral services were held in Philadelphia Monday March 31, 1952 by Rev. H. D. Dukes, Dist. Supt., Rev. R. D. Gunsalus, President of A. B. I., Rev. G. L. Helsby, and Rev. Crider of the Christian Missionary Alliance Church. Burial was in the Friends Cemetery at Philadelphia, Pa.

She was a good and great woman, loyal to God and the church. A woman of vision, and of strong convictions, true to the end. She now rests from her labors but her works will follow her and she will live on in the memory of all who knew her.

LAY MEMBERS BALTIMORE—Mrs. Etta White—Loved the Lord. Was true to the end.

BOZMAN—Mrs. Estella Stielkie—Passed away July 6. An ardent worker in the church.

CENTREVILLE—Mrs. Fannie Schelhouse—A charter member. Mother of Rev. Charles Scheihouse. Walked with God until she was called home.

Mrs. Hettie Meredith—Charter member. Loved the Lord and faith-fully served him to the end.

CRISFIELD—Lynette Taylor, daughter of Mr. and Mrs. Ralph Taylor. Born Jan. 6, 1943. Died Feb. 5, 1952. She loved the church and Sunday School. Our loss is heaven's gain.

Mr. Fred Swift—A Charter member. Went to his reward March 19, 1952. He loved spiritual meetings and was true to the end.

HARRINGTON—Mrs. Ida Satterfield—A charter member. Passed away at the age of 84. Attended the Denton Camp 52 years. A faithful saint gone to her reward.

HOOPER'S ISLAND—Mr. Alfred Meekins—A great sufferer. Mrs. Addle Phillips—A faithful member.

HUGHES CHAPEL—Angie Estella Gary. Age 2. Daughter of Rev, and Mrs. Gary. Went to be with Jesus Dec. 20, 1951.

HURLOCK—Mr. William Gambrill—Age 88. Passed away July 8, 1952. Converted in his youth, loved spirItual meetings and was faithful to the end.

MILFORD—Mr. Robert Moore—A good Christian. Faithful to the church in giving, prayer and attendance.

MILTON—Mrs. Emma Jones—Fondly known as Aunt Emma. Left a glori-ous testimony before she died Nov. 23, 1951.

Mrs. Lillian Wells—Passed away Sept. 24, 1951. A faithful member. Loved by all.

Mr. Charles Jerchied---Age 77. Physically blind but most spiritual. A devoted follower of Christ.

NEW LIBERTY—Mr. William Wright—Passed away Jan. 29, 1952. Age 73. A member of the church board. Well liked by all who knew him.

OXFORD—Mr. George Blann—Born in Trappe District Oct. 10, 1871. Was saved at an early age, and later sanctified under Rev. T. F. Tabler's ministry. He was a faithful Christian all the rest of his life, and an earnest worker for the Lord. His long and constant Christian life will long be remembered by a host of friends. At the time of his going he was living in Baltimore but was a member of the Pilgrim church in Oxford. He passed away Feb. 3, 1952.

ROXANA—Mr. Albert Wilson—Passed away November 1951.

TRAPPE—Mr. William H. Richardson—Age 86. A stalwart Christian for many years.

Mrs. Charles S. Heisby—Age 85. Passed away May 10, 1952 after a lingering illness. A charter member. For fifty years a faithful and

STANDING RULES

MATTERS OF FINANCE

No. 1. Since our General Administration budget has been set at $1.00 per member, Church Extension at $1.00, Foreign Missions at $2.00, Sunday School and Youth Work at 25 cents, Church Extension Loan Fund at 50 cents, Senior College Fund at 75 cents our District Budget shall be set at $1.00 per member making a total of $6.50 per member. This money shall be sent to the district treasurer as budget money to be proportioned accordingly.

No. 2. The Conference shall accept the Pension Plan on a District Basis. Each church shall raise its 4 per cent on the pastor's salary as it deems best, and each Evangelist take care of the 2 per cent of his salary as he sees fit and send it to the District Treasurer.

No. 3. Each pastor, evangelist, song evangelist, and the district super-intendent shall pay 50 per cent of his tithe into the local church treasury to be sent in monthly to the district treasurer which shall be divided as follows: one-half to District Home Missions and one-half to the District Budget.. A special offering shall be taken on Mother's Day for District Home Missions and sent to the district treasurer. All monies are to be sent to the District Treasurer by the tenth of each month.

No. 4. Our District Superintendent shall receive $45.00 a week, postage, telephone, fuel, electric, mileage at the rate of 4 cents per mile, two weeks vacation with pay, and be allowed to hold three revivals each year with remuneration.

No. 5. Each church shall pay the District Superintendent 25l per mem-ber each visit.

No. 6. The District Secretary and Treasurer shall receive $35.00 and $50.00 respectively, plus postage.

No. 7. The District Statistician shall be paid $10.00 a year.

No. 8. Each member of the district shall be assessed 55 cents quadren-nially for General Conference expenses.

No. 9. Each church shall permit representatives to make an annual visit in the interest of raising funds to pay ofT indebtedness on the District par-sonage.

CAMP REGULATIONS

No. 10. Nothing shall be sold at Denton Camp on Sunday.

No. 11. Ministers' children, 14 years of age or over, receiving free board shall assist in the dining room when necessary.

No. 12. All who go to the dining room during our District Camp shall register and be supplied with tickets to be presented upon entrance into the dining room.

No. 13. All cottage holders shall be encouraged to paint their cottages in uniformity with others.

No. 14. A Bible College Service shall be held the first Saturday after-noon of camp and the representative be allowed to take an offering for the Allentown Bible College.

No. 15. No other service shall be in progress during Missionary Services at Denton Camp.

No. 16. A day and hour shall be set for a healing service at Denton Camp annually.

No. 17. A leader shall be appointed by the Council to have charge of the Ring Meetings for the coming year and the same be announced and at-tendance encouraged from the platform.

No. 18. The Camp Committee shall build two cottages on the Camp Ground for sale—this practice to be continued.

No. 19. Each year there shall be a Preachers' Retreat held for a few days in the month of April for the purpose of cleaning up the camp grounds and making general repairs. This retreat shall be directed by the District Council as to date and program and each minister on the district is required to attend.

No. 20. Ladies taking part in the services on the olatform shall be re-quired to dress modestly. "In like manner also, that women adorn them-selves in modest apparel, with shamefacedness and sobriety; not with braided hair, or gold, or pearls, or costly array; but (which becometh women pro-fessing godliness) with good works." I Tim. 2:9-10.

No. 21. No tree shall be cut on the Camp Ground without permission of the Camp Committee.

No. 22. One man shall be appointed and deputized to police the grounds with the aid of helpers.

CONFERENCE REGULATIONS

No. 23. Whereas the General Superintendent has ruled that the Con-ference Year ends when we close books, the books shall be closed June 30th and newly elected church board take office immediately. All reports must be in the hands of the Statistician 10 days before camp.

No. 24. No pastor's wife shall serve as a delegate to the annual confer-ence if another member of the church is available.

No. 25. Since the Conference follows the District Camp, each minister, his wife and delegate shall be entertained free. All others pay 25 cents a meal.

No. 26. The district secretary shall send, immediately following the Dis-trict Conference, mimeographed copies of the Conference actions concerning finances to each minister, evangelist, song evangelist, the district superin-tendent, and local church treasurer.

MINUTES

No. 27. The Manuscript for the District Minutes shall be in the hands of the printer within 30 days and churches receiving them send the money to the District Treasurer within 10 days.

No. 28. The District Minutes shall be sold at cost.

No. 29. The Editing Committee shall delete from the Minutes all Stand-ing Rules deemed obsolete.

No. 30. Each pastor shall see that the names of deceased members be mailed to the Memoirs Committee when the church books are closed June 30.

DISTRICT BUSINESS

No. 31. No individual shall serve as a member of more than one of the following: Council, Examining Board, Education Board, and Resolution Committee.

No. 32. No annual church business meeting shall be held on Sunday.

No. 33. Whenever possible each pastor shall hold a meeting within the bounds of his own church within the conference year.

No, 34. Each pastor shall have a two weeks vacation with pay.

YOUNG PEOPLE'S WORK

No. 35. The District shall hold Thanksgiving and Good Friday Young People's Rallies.

No. 36. The District Young People's Business Meeting shall be held during the Good Friday Young People's Rally which shall be centrally located in the District.

SUNDAY SCHOOL WORK

No. 37. A District Sunday School Rally shall be held on July 4.

No. 38. The Sunday School banner shall be given at rallies on the basis of per cent of enrollment. Each Sunday School secretary shall send his Sun-day School enrollment annually to the District Secretary of Sunday Schools.
