PROCEEDINGS

The Twentieth Annual Conference of the Pittsburgh District of the Pilgrim Holiness Church met at 9:00 a. m., June 30, 1958 at the District Camp Grounds at Mt. Pleasant, Pa.

The Conference opened by singing, "Near The Cross", led by Rev. Meredith Twining, assisted at the piano by Mrs. Meredith Twining, after which Rev. Jay L. Clark led in prayer.

The District Superintendent, Rev. H. E. Williams presented Rev. Melvin Snyder as the presiding officer of the Conference. Brother Snyder greeted the Conference with a very warm sense of appreciation for God's gracious presence and leadership. He spoke of his appreciation for the recent General Conference stating that he, together with many others, felt it was the greatest Conference in the history of the church. His address mainly was centered upon the Resolution passed at the General Conference, titled "Toward Tomorrow". He spoke very def-initely on the first division of this program, namely: Organized Districts stress-ing the five points —

1. 5,000 gain in Church membership. 2. 150 new churches in organized districts. 3. Annual Pastor's Conference in each district. 4. Accented holiness evangelism. 5. Prayer and Fasting League.

The roll was called by the District Secretary.

Standing Resolution prevailed that the center tier of seats be established as the Conference Bar.

Motion made and carried to receive Rev. H. Snyder, pastor at Youngstown, and that he be given a seat in the Conference Bar.

The following hours were set for the Conference sessions: 9:00 - 12:00 a. rn, 1:00 - 5:00 p. m. and 6:30 p. m.

The Reception Committee presented the following ministers: Rev. J. F. Clark of New York, Dr. Otho Jennings, President of Owosso College, Rev, and Mrs. Emmett Meek of the Kentucky District, Mrs. G. H. Shull of the New York Dis-trict, Rev. Wayne Musgrove of the Wisconsin District, and Rev. Robert Williams, pastor at DuBois from the Pennsylvania-New Jersey District. Motion carried that these be seated within the Conference bar and that Dr. Jennings be granted an honorary seat on the platform.

The District Superintendent, Rev. H. E. Williams, read his report of activities and motion was made and carried to accept his report with gratitude by a rising vote of appreciation.

Rev. Jay L. Clark read his report of activities as Assistant District Super-intendent. This report was readily accepted with much appreciation.

Rev. George Bowen gave the report of the Auditing Committee which was accepted.

The District Treasurer's report was given by Rev. 0. H. Shull. This report was readily accepted with appreciation.

Time was extended by the Chair to hear a letter written to our beloved Dr.

A free-will offering was received to defray cost of preparing the Conference brochure.

Motion was made and carried to extend the lunch hour to 1:15.

Conference adjourned by expiration of time.

Rev. Snyder turned the chair over to Dr. Jennings to preside in his absence while he attends the funeral of Rev. Mrs. William H. Neff, being held this after-noon in Homestead Park, Pennsylvania.

Dr. Jennings dismissed with prayer.

AFTERNOON SITTING

The Conference reopened with prayer by Rev. Miles Gray.

Dr. Jennings spoke for a few minutes regarding Owosso College and its benefits to us as a denomination.

Moved and carried that approval of minutes be referred to the District Coun-cii.

The report of the Examining Board was given. Motion offered to accept the report. Action deferred until later.

The new church at Youngstown was received into the Conference by a hearty "Amen". The pastor Rev. Harrison Snyder and the delegate Mrs. Marie Kesler each gave a word of testimony.

The statistician's report was read by Rev. Meredith Twining. This report was accepted.

The Young People's Executive Secretary, Rev. William Kinnan gave the re-port of the District Young People's work. This report was readily accepted.

The report of the District S. S. Promotional Secretary was read by Rev. H. James McClure. Motion to adopt was carried by a standing vote of thanks.

The Youth Treasurer's Report was given by Rev. Dale Bair. This report was accepted.

Mrs. A. T. Adams read the report of the Memoirs Committee. The report was received by standing for silent prayer, after which the District Superintendent led in prayer.

The Chair ruled that the Conference recess for ten minutes.

Resolved, That we tender to our efficient presiding officers, the Rev. Melvin H. Snyder and the Rev. Otho Jennings our warmest appreciation for their wise and devoted leadership, and to the District officers and the staff of workers who have so ably laboured to make this Camp and Conference a success. For the hallowed presence of the Holy Spirit in our annual gatherings, we humbly thank God.

The following resolution was presented to the Conference by the District Council regarding the sale of the District Camp Grounds:

RESOLUTION PERTAINING TO THE SALE

OF DISTRICT CAMP GROUNDS

Whereas, The Henry Clay Frick Memorial Hospital, a Pennsylvania non-profit corporation, domiciled at Mount Pleasant, Pennsylvania, has made a definite offer to purchase our Mount Pleasant Camp Grounds for the sum of fifteen thousand dollars; and,

Whereas, They have agreed to grant to the Pilgrim Holiness Church of Pittsburgh District unlimited salvaging rights; and,

Whereas, They have agreed to reimburse the Pilgrim Holiness Church of the Pitts-burgh District for the expenses of the major improvements that have been incurred since the last negotiation with them; therefore,

Resolved, That we sell our Mount Pleasant Camp Grounds to the Henry Clay Frick Memorial Hospital according to their stated offer; and,

Resolved, That we pursue this course of action on the basis of the following propositions:

(1) The buildings are old and demand repairs which can only be adequately cared for by skilled workmen.

(2) The acreage is small for a growing Camp and is being rapidly surrounded by a new housing development. Deed—"Containing 3 acres 154.75 perches, more or less."

(3) We have an opportunity to sell in accordance with the restrictions of our deed.

(4) The general overhead of our present Camp Grounds is extremely high. Note—In the seventeen years (1941-1958) that we have conducted our camp meetings at Mount Pleasant we have spent a total of exactly $88,098.08. This averages out at $5,182.24 per year. The average camp meeting costs less than $2,500.00 In broad terms this means that we have been spending more money each year on the repairs and improvements of the Camp Grounds than we have on the actual opera-tion of the camp meeting.

(5) The Camp Ground is not centrally situated as far as the geographical location of our District churches are concerned.

(6) There are a number of spacious camp grounds that we may rent at a very nominal fee which would significantly ease the financial burden on many of our local churches.

This motion was passed by a unanimous vote.

Motion carried that the money received for the Camp Grounds be held in trust by the District Council until next Conference.

Motion prevailed to adjourn.

DISTRICT SUPERINTENDENT'S REPORT

TO OUR EMINENT AND BELOVED GENERAL SUPER-INTENDENT, THE REV. MELVIN H. SNYDER, AND TO THE DELEGATES AND FRIENDS OF THIS TWENTIETH ANNUAL CONFERENCE OF THE PItTSBURGH DISTRICT OF THE PILGRIM HOLI-NESS CHIJRCH, GREETINGS:

The evidences of God's providential blessings have been clearly manifested in numerous ways during this past confer-ence year. Although the subtle forces of evil have been arrayed in strength against us, we are, nevertheless, "winning an overwhelming victory through Him who has given us His love." In Him we have found our strength, our courage, our vision, and our victory. Therefore, with renewed confidence we proclaim Him King of kings and Lord of lords whose reign will be forever and ever.

We are assured that "our labor cannot fail when it is linked with that of Christ." In that confidence we can face the future work of our District without fear and hesitation because "God has not given us the spirit of fear but of power and of love and of a sound mind."

GENERAL ANALYSIS

This has been a very eventful and traumatic year in our District work. Sev-eral happenings have contributed to this—the very inclement weather, the flu

epidemic, the prolonged pastoral changing, the financial recession along with many other disruptive involvements. However, in spite of these incidents we have been able, by the Lord's help, to mark up significant gains in several areas of our work. Gains have been attained in both church membership and Sunday School attend-ance. Pastoral salaries are definitely at an all-time high. The spiritual life of the District is good, the desire for a genuine spiritual awakening is common to all of our churches. The sacrificial giving of our people is above the average. The earnest desire to launch out and extend the borders of our Zion and strengthen the local churches has never been greater.

We have broken even in the number of District churches. The Sharon Church was closed, and a new Pilgrim Holiness Church was organized in the rapidly growing city of Youngstown, Ohio. There were thirteen charter members. The Rev, and Mrs. Harrison E. Snyder are in charge of this work at the present. There are many reasons to believe that we can have an outstanding church in this city in the near future. The District Youth Society is to be highly commended for the financial aid that they have contributed to this new work.

Coming to serve as co-workers with us this year were the following ministers: the Rev. Mrs. Beulah Day Shull from he New York District, the Rev, and Mm. Emmett Meek from the Kentucky Ditrict, the Rev. Robert Williams from the Pennsylvania-New Jersey District, and the Rev. Wayne Musgrove from the Wis-consin District. Just recently we received the letter of transfer for the Rev. J. F. Clark from the New York District. Brother Clark will be taking up the pastoral duties of the Brookville Church immediately following this Conference. With each of these ministers we feel a deep sense of Christian fellowship, and offer a prayer that they may all share in a lasting and fruitful ministry.

We suffered the loss of two of our ordained ministers this year in the home-going of the Rev. Samuel A. Byers and the Rev. Charles A. Ferringer. With eyes fixed upon their true home they left us to be with God and all the company of heaven, and though "they cease from their labors, their works do follow them."

Several improvements were made during our two work-weeks at our Camp Grounds this year. These improvements evoked many wholesome comments dur-ing our camp meeting. Deep appreciation is expressed to the pastors that were faithful during these two work periods.

The District program that was formulated during the latter part of our Con-ference year paid off in practical and spiritual benefits. As you remember, we designated each month with a particular emphasis—February was "Stewardship Month," March was "Membership Month," and April was "Victory Month." As a result of this diversified endeavor, the following are a few of the accomplishments that were attained: a number of churches presented their pastors with a raise in salary; one of the churches paid their budgets in full during "Stewardship Month" for the entire conference year; 50% of the pastors preached on the subject of stewardship during "Stewardship Month"; two churches that previously were delin-quent in remitting to the District, sent in their remittances the next month; our goal of "58 NEW MEMBERS BY MARCH OF 58" was accomplished; and a sizeable gain was recorded in our District Sunday School attendance during April. Besides these measurable gains, progress was made in the vital areas of spiritual living and District Morale.

SPECIFIC IMPROVEMENTS

Many of our District churches are becoming so deeply concerned about being more effective in meeting the needs of their own constituency and those of the community that they are making significant improvements on their church prop-erty. This kind of zeal and Vision will be a strong implementation in our

aggressive warfare against the forces of evil, and in the undergirding of our mem-bership with a sense of direction and mission.

The Bentleyville Church has installed a new automatic heating system along with other improvements.

The Pilgrims in Titusville have completed their much needed Sunday School annex, and plans have been formulated and adopted to completely alter the arrangement of their sanctuary.

A long anticipated building program is underway at Emlenton. T'he ground breaking service for the erection of their new church was conducted on the first of this month.

The McKeesport Church has made extensive improvements on their property. They are now in the process of building a new commodious church office which will be situated between the church and parsonage.

Linesville is making excellent progress in the construction of their new church building.

Three choice lots have been purchased in the beautiful suburban area of Ellwood Park by the Washington Church as the site for their new church edifice.

The Elizabeth Church took a forward step when they turned the entire house over to the pastor for parsonage facilities. They have completely redecorated the church, and have covered the entire floor of the sanctuary with a good quality of rubber based carpeting.

The Donora Church did an outstanding job of completely redecorating their church.

The West Freedom Church has done an extensive landscaping job on their church lawn.

The exterior of the Strattanville Church has been painted.

Both the church and parsonage have been repaired and beautifully redecorated at Franklin.

The new parsonage at DuBois is completed. It is spacious and beautiful. This property is an outstanding addition to both the local church and the Pitts-burgh District.

The Force Church has been redecorated and an automatic furnace has been installed at the parsonage.

Other churches that have made outstanding improvements are the following: Warren, Belle Bridge, Clinton, Andover, Geneva, Gipsy, Homestead Park, Josephine, Lisbon, Salem, New Castle, Richeyville, Rimersburg and Waynesburg.

RECOMMENDATIONS:

While the successes of this past year are a cause for rejoicing, at no point can we write "mission accomplished." On all fronts we have no alternative but to press forward and attain even a greater victory in the months that are ahead. In order to avoid fragmentary activities and haphazard planning we submit the fol-lowing recommendations:

1. A Greater Development of Aggressive Leadership. This is not a time for us to fatalistically "sit tight" and wait for things to take their course. It's a moment in history when each pastor and church officer

should demonstrate through faith in God, creative thinking, and earnest effort, the ability to lead on to spiritual progress and victory. What steps are we taking to discern, encourage, and develop the gifts for service and leadership? Rather than stifle, let us nurture and bring into active usefulness such gifts for service. It would be a mark of vision and wisdom for each local church to undertake some type of leadership training program this year.

2. The Cultivation of a Clear and Forceful "Sense of Mission." Here is a proper question for each pastor to ask: "Is there a 'sense of mis-sion' in the concern and over-all planning of our local church work?" If there is, it will be evidenced by the providing of adequate building facilities, provision for leadership training, special interests in the spirit-ual needs of our youth, continuous outreach through evangelistic con-cerns to new persons, in the stewardship of our time and of our possessions.

3. A Renewed Emphasis Upon Christian Stewardship. Stewardship is not an option, but an imperative for each follower of our Lord. If this spiritual principle was ever needed, it is now when the world has so cheapened life that man has become a mere number for the use of the state, or his person is of value only in relation to the mass pro-duction of gadgets. Not until the rank and file of our membership have learned to share in the realistic partnership with God, will the District forge ahead victoriously to the great tasks committed to her by the Master of all life. The dedication of our left-overs in money, time, and efforts will never make the Kingdom of God strong. If we can have a greater acceptance of this dynamic Christian principle among our constituency, it will mean greater victory and success in all of the various ramifications of our work.

4. The Adoption of an Organized Visitational Evangelism Program in Each Church. This program to be in alignment with the instructions and procedures that were recently presented to some of our District ministers by our presiding General Superintendent, Brother Snyder. This program should also include the regular contacting of non-resident and inactive resident members in order to keep them reminded of their responsibilities and privileges. Through this endeavor we should help our membership to realize anew that a person in whose life there is very little work and witnessing can be just as socially and spiritually damaging as a man whose sins are much more dramatically obvious.

5. A Concerted Effort to Make Our Sunday Evening Services More Effec-tive. In many cases poor attendance and meager results are reported at the regular Sunday evening services. This would indicate a dangerous degree of complacency on the part of a great many of our members. I believe that through a wholesome variety, earnest effort, and a spirit-ual emphasis that our Sunday evening services can be restored to their former effectiveness as an evangelistic arm of the church. Let us work, think, and pray about this important matter!

6. To Enhance the Quality of Our District Loyalty and Fellowship. We hear a great deal these days about the importance of "group dynamics." Our Pittsburgh District should he characterized by a fellowship that throbs with spiritual energy, creating an environment in which we are challenged and made aware of our power for good. A fellowship in which the individual person is touched by the living presence of the Holy Spirit, causing his life to burst into a flame of love and spiritual

concern for his fellow man. There is a definite need of nurturing a deeper sense of "belongingness" and "connectedness" among the minis-terial constituency of the Pittsburgh District. Our District can only go forward spiritually, numerically, and financially as the ministers of the District are united in sincere fellowship and genuine loyalty. We can move forward as we stand together!

APPRECIATION

I owe much to my esteemed predecessor, the Rev. L. W. Drury, for his thoughtfulness and efficiency in easing the work of the superintendency onto my shoulders. The high quality of his Christian character was revealed anew to me during this transitional period.

Sincere appreciation is expressed to the Assistant Superintendent, the Rev. Jay L. Clark. He has been very helpful, cooperative, and faithful in each task assigned to him.

To all of the ministerial brethren of our District, who in times of pressure and in the midst of difficulties, have been unswerving in their devotion and loyalty, we express our deep gratitude and remind you that "for you our hopes are unshaken."

The goodness of God, the generosity of His love, and the faithful guidance of His Spirit have greatly enriched and increased the service that we have been able to give. A host of loyal Pilgrims, throughout our District, shared abundantly in helpful counsel, prayer, encouragement, and performing of tasks, leaving us greatly indebted thereby. For all of these choice blessings we are very grateful.

PERSONAL REPORT

During this conference year I have made 116 visits to our churches, have met with all of the local church boards to inquire of the general condition and prog-ress of the local work, conducted 25 annual business meetings, preached 153 times, presided at 4 District Council meetings, 2 Home Missionary Board meet-ings, 1 ministerial convention, 8 committee meetings, and 7 quarterly preacher's meetings. Officiated at 2 weddings, 3 funerals, and 2 dedication services. I con-ducted I revival and 2 week-end meetings. Attended the Church Leader's Con-ference in Indianapolis, the Zone-Wide Ministerial Convention, and 2 meetings of the Board of Directors of Eastern Pilgrim College. We, also, worked several days at the Camp Grounds. I traveled 15,168 miles in the interest of District work. We have received our salary in full.

REPORT ON EXECUTIVE

YOUTH PRESIDENT

To the twentieth Annual Conference of the Pittsburgh District of the Pilgrim Holiness Church:

Greetings:

Because of the love of God we are privileged to give the following report to this conference.

In July of 1957 the second Annual Youth Camp was held with sixty teen-agers registered. It was thrilling to see them respond to the gospel and surrender to Christ. For each one who had a part in this camp rejoiced for they knew their labor was not in vain. We are looking forward to Youth Camp this year which will be held July 14-18. We believe this is one of the greatest ways of winning young people to Christ. We trust that each pastor will work toward the success of this endeavor.

Seventeen zone rallies were held this year with a total attendance of almost 2,200. Many sought the Lord in these rallies. The Zone chairmen are to be commended for their fine work. The Reverends James Kinnan, James Davis, John Washburn, George Watson and George Harvey served as Zone Chairmen.

During Youth \Veek nearly every church conducted special meetings geared to the salvation of the lost. We appreciate this fine effort on the part of our pastors and youth leaders.

Our Annual Youth Convention was held in Franklin, Pa. on May 17th. Sev-eral hundred people gathered to worship the Lord. It is believed that this was the best Youth Convention yet. In the business meeting Rev. W. F. Kinnan was re-elected as Executive Youth President, and Rev. R. W. Clark was elected Treasurer.

The winner of the banner was the Bentleyville society where James Kinnan is the pastor and James Jarvis is the Youth President.

The Convention closed in a blaze of glory as Rev. J. R. Mitchell thrilled our hearts with the deep truths of God.

The youth services at the camp this year were well attended with interest running high.

The following are some goals we would like to reach during the coming year.

1. Every society a chartered society.

2. Two Youth Leaders Institutes to be held in the district, one in the

northern section and one in the southern section. The purpose of these Institutes is to promote a greater interest and cooperation in this great task of saving youth.

3. 100% cooperation in Youth Week activities.

4. A bigger and better Youth Camp to help establish our teenagers in the things of God and hold them for the church.

5. A greater spiritual emphasis in our zone rallies lifting up Christ.

6. To have the largest and greatest Annual Youth Convention ever held in the District for the glory of God and the salvation of the lost.

We trust that everyone will strive to attain these goals. The world marches forth on the feet of young people.

Russia and other nations are enlisting their youth and training them in atheis-tic and hellish philosophy. These young men and women will some day be in the place of world leadership carrying out the plans of the devil. God help us as pastors and Christians if we fail to enlist our young people for Christ and train them in the ways of God. We must not fail. Millions of lost souls are depending upon us.

REPORT OF SUNDAY SCHOOL

PROMOTIONAL SECRETARY

To the twentieth annual conference of the Pittsburgh District of the Pilgrim Holiness Church:

Greetings:

There are now 35 schools in the Pittsburgh District, one of which, Strongstown, was opened this year.

The year has been a period of remarkable progress in some schools, due no doubt in a great measure to the re-awakened interest of their pastors, a few have made nominal progress while possessing a real potential for expansion. A new vision for Sunday School expansion was born in the first national Sunday School Convention which was held late last summer at Frankfort, Indiana. The Vision was enhanced by the visit of Rev. Melvin Snyder to the district in May of this year. The Sunday School Enlargement Campaign which was launched by the General Office in September of '57, generally speaking did not have any real success irs our District, due to several factors, some of which were ascertainable. Foremost amongst these factors were last year's flu epidemic, the prolonged and unusually bitter late winter weather and generally apathy and indifference on the part of some schools.

A district-wide Sunday School rally was held in September at McKeesport with the General Secretary, Rev. Elliott present as speaker. The District Superin-tendent, Sunday School Promotional Secretary and Committeeman Twining trav-eled to Franklin to carry the Enlargement Campaign message to those schools that did not attend the McKeesport meeting. In the late winter, area Sunday School

promotional rallies were held in Elizabeth and Washington with a majority, of schools in those areas participating. Teacher training, Sunday School organization and Vacation Bible School were stressed at the meetings. While conducting a revival at the Warren Pilgrim Church in April, the Secretary met with the Warren Church and Sunday School boards to plan for the advancement of that school.

No report of the 1957 Sunday School Rally Day can be given due to the fact that many of the schools could not hold a Rally because of the October flu epi-demic, while some schools held rallies at later dates and some schools held a Booster Sunday in January in lieu of Rally Day. Statistics of the Sunday School Revival will be found elsewhere in this report.

Worthy of honorable mention is the contest staged by the McKeesport, Donora, Elizabeth and Bellebridge schools. The contest resulted in a remarkable forward surge in these and other area schools and all-time records were broken repeatedly. The Donora school, under the leadership of Rev. R. W. Clark has made outstand-ing progress and the McKeesport school headed by Rev. J. L. Clark has shown remarkable resiliency by making a real come-back from its recent low district standing. Worthy of mention also is the Bentleyville school pastored by Rev. James Kinnan, and the Elizabeth school, led by Rev. G. D. Snow which is also new amongst the District leaders.

The secretary is submitting with this report a program, such as was suggested at the General Conference, for continued progress in our rejuvenated district schools and we feel that with God's help the best days are ahead and that there is nothing in the past to long for.

We extend our heartfelt thanks to all who have assisted in any way to make this year's work in District Schools a success, and we solicit your help for the coming year.

The following integrated program for the District schools is being presented by the Secretary at this time to this conference:

Last year we operated on a stop-gap basis meeting the thrusts of the enemy at whatever point we had hopes of turning him back. But even as Jesus said "Go ye into the world," this year we are launching a massive offense. It will require the help of every Pastor, Superintendent and Teacher. The assault will develop from three main areas.

1. A record breaking Rally Day, which will provide new sources of raw material that we can develop into scholars, Christians, and church members.

2. Teacher training to provide a skilled, trained cadre capable of accomplish-ing the aims of point 1.

3. Well-organized schools that will efficiently move ahead to hold and exploit every gain made in our 195 8-59 offensive.

Area meetings will be held by the District Sunday School leaders to set the program in motion and to keep it moving. Remember this will be nothing more than a spasmodic kick unless you see the burning necessity of going forward along these lines. God give us a burning vision is our prayer.

The following analysis of the program will be helpful in the development of the assault:

I. The program will be organized along three main lines. A. Growth or number in attendance B. Increased spirituality C. Quality of instruction

II. Growth will include the following:

A. Promotional ventures. 1. Contests (enlargement campaigns), special days. 2. Institutes, seminars, demonstration sessions and methods.

B. More and better facilities for Sunday Schools. C. New S.S. and V.B.S.

III. Increased spirituality implies: A. A recognition by congregations of their responsibility toward the spirit-

ual welfare of their school. 1. Prayer for the school, regularly and with vision. 2. Making the church meaningful to S.S. scholars. 3. Furnishing the school with leaders that are spiritual.

IV. Quality of instruction. A. Curriculum that is Bible based and Christocentric. B. Trained teachers through local training classes. C. Emphasis upon teaching and learning. D. Increased vision of the need for real Christians at home and abroad. E. Systematic instruction.

1. Well organized schools. 2. Giving the S.S. its proper place in the work of the church.

V. Need for financial support and a willingness of the church to provide where necessary. This means payment of the individual school assessment each month for the expenses of the district program.

It is suggested that the 1958-59 District S.S. Program be known as the Massive Offensive with the motto 'Prorsum et Sursum' as our watchword. The attendance gain quota for each school, each year for the next four years will be a 5% gain over the preceding year, a total gain of approximately 400 in four years. This is not to be construed as a district gain but a gain in each and every School without fail or excuse. These goals are in keeping with the proposals of the Secretary of General Sunday Schools as adopted by the General Conference. If we mean only half of what we preach and profess, this assignment will be accepted without murmur. it is proposed that this program will be marked first by a record breaking Rally Day. To prepare for Rally Day, a S.S. Rally will be held by the District S.S. Committee in each of the district zones on consecutive Friday evenings in September. The Rally Day will provide each school with an expanded prospectus which will be exploited by a visitation program. Teacher training classes will be instructed by each pastor in organized groups meeting preferably for a two hour session once a week for five weeks in October. It is suggested that "Sharpes Standard Training Manual" and "Dean's Visitation Evangelism" be used as text books.

It is felt by the Secretary that if proper stress is laid on attendance increase by these means, that the spring S.S. Revival can properly be given over to S. S. Evangelism instead of stressing attendance gain. Steady growth should be going on constantly as the result of alert, sensible promotion, good organization and teacher training. It is suggested that the teacher training class give instruction in the proper techniques of soul winning and personal evangelism so that these things can be stressed during the S.S. Revival What better climax to a year's work than an ingathering of scholars? Beginning in February plans should be formulated for a V.B.S. and this year our goal is for at least one-half of our schools to conduct a summer Bible School. The Secretary is planning to hold V.B.S. workshops and demonstrations for the District under the direction of Miss Genevieve Jeffrey of Armburst, a professional educator who is well-trained and able to direct V.B.S. activities.

It must be recognized and realized that in this day every legitimate method

must be used to reach souls for Christ and that the S.S. - V.B.S. combination is being owned of God all over the U.S. Hide-bound conservatism can only mean our defeat and the eternal loss of untold multitudes. While great throngs refuse to hear the message by traditional means of presentation, we can by God's help use new methods and explore constantly other means of fulfilling the Master's great commission of Matt. 28:19.

FORWARD PROPOSALS FOR 1958 -59

Resolved, That the Pittsburgh District in its support of the Goals adopted by recent General Conference assume the following part of those goals, for the quadrennium:

New Churches 4 Membership 200 Sunday School attendance 400 Advocate Subscriptions 200 Quarterly institutes and Annual Conferences for the Pastors. Accentuated Holiness Evangelism Prayer and Fasting League in every church Vacation Bible School in every church

2. Whereas, The District churches need to experience a greater degree of localized growth and development; therefore, Resolved. That for the purpose of growth and measurement a system of quarterly grading be adopted and the summary report be published in the Pilgrim Messenger.

3. Whereas, There is a vital need and a rigid demand for ministerial unity and preparedness in this day; and Whereas, We should engender a greater sense of ministerial efficiency and burden in behalf of the various phases of our local and District work; therefore, Resolved, That we conduct special ministerial convocations and seminars throughout the various zones of our District; and Resolved, That the entire supervision of these gatherings be under the direc-tion of the various members of the Executive Council, the Promotional Secretary of Sunday Schools, the Executive Secretary of Youth, and the Chairman of the Examining Board.

4. Resolved, That the District be re-zoned as follows: NORTHWESTERN ZONE; Geneva, Titusville, Emlenton, Warren, Franklin, Linesville, West Freedom, Andover, New Castle, Youngstown, Hartstown, and Kerrtown; NORTH-EASTERN ZONE: Force, Brookville, DuBois, Strattanville, Rimersburg, Gipsy, Josephine, Twin Rocks, and Strongstown; SOUTHWESTERN ZONE: Clinton, Donora, Washington, Bentleyville, Richeyville, Waynesburg, Salem, and Lisbon; SOUTHEASTERN ZONE: Pittsburgh, Homestead Park, McKeesport, Belle Bridge, Elizabeth, Armbrust, and West Newton.

5. Resolved, That a District Stewardship Committee of three members be appointed by the District Superintendent to aid in the promotion of developing Christian Stewardship.

6. Resolved, That the District Council investigate the posibility of having a District Radio Broadcast, using the tapes prepared by the General Youth Department, on a station that would reach all the District churches, and be it further Resolved, That the District Council be empowered to initiate such a broadcast if deemed advisable.

STANDING RESOLUTIONS

DISTRICT COUNCIL

1. Resolved, That immediately following our Conference that the District Treas-urers send to all ministers and local church treasurers a mimeographed copy of our resolutions regarding finance.

2. Resolved, That the District Council provide for each of our churches appro-priate forms of our entire church covenant for distribution to all prospective members.

3. Whereas, It is impossible for most pastors to conduct a Vacation Bible School and yet conform to Resolution 3, page 23 and Whereas, It would appear that it would be to the best interest of both the District Camp and Conference for them to be separated; therefore, Resolved, That the District Council study the possibility of setting the date of the District Conference the last Tuesday and Wednesday of June.

DISTRICT CAMP

4. Resolved, That an annual District Camp Meeting be conducted; and Resolved, That the supervision of the Camp be under the direction of the District Council.

5. Resolved, That no pastor shall be permitted to conduct any kind of special services during the District Camp and Conference without the consent of the District Council.

6. Whereas, The Sunday School attendance is affected during our District Camp Meeting; therefore, Resolved, That in computing the monthly attendance report that the Sundays during Camp be omitted.

7. Resolved, That each pastor come two days early to prepare for the Camp and remain after the Camp until the work is completed unless excused by the Executive Committee of the District Council.

DISTRICT CONFERENCE

8. Resolved, That each pastor present a brief obituary of any deceased member to the committee on Memoirs immediately following the close of the Confer-ence year.

9. Whereas, There is a lack of communication between the District Conference and the churches; therefore, Resolved, That the pastor or delegate be responsible for presenting the action of the Conference to the church in a service within a week following Con-ference.

PASTORAL REGULATIONS

10. Resolved, That each pastor be granted a two weeks vacation with pay; and Resolved, That the pastor select a supply preacher who shall be remunerated by the church.

11. Resolved, That each District pastor be required to compile a list of mem-bers and send it to the District Superintendent with the first quarterly report following the District Conference, and Resolved, That names added or dropped are to be sent in with each quarterly report.

12. Whereas, The period of time designated in Resolution 4 on Page 25 involves too great a period of time before conference; therefore Resolved, That this resolution be deleted.

LOCAL CHURCH

13. Resolved, That each church be encouraged to give an offering to the lay delegate towards his expenses to the District Conference.

14. Whereas, There is a need for strengthened public relations with the commu-nities that our churches serve; therefore, Resolved, That every pastor and church be encouraged to utilize every pos-sible method of acquainting their community with their church, by the use of highway signs, listings in newspapers and telephone directories, tracts, etc.

HOME MISSIONS

15. Resolved, That we have a Home Missionary Board composed of the District Superintendent as chairman, the District Treasurer, and three other members elected by the conference; and be it Resolved, That the duties of this Board shall be to promote extensive Home Missionary activities in the District.

YOUTH

16. Resolved, That a Youth Camp be conducted under the supervision of the District Youth Committee; and be it further Resolved, That this Youth Camp shall include an educational, recreational, and evangelistic program.

17. Resolved, That each zone chairman shall submit a report to the District Super-intendent and the District Youth President within five days following the rally on the report blank furnished for that purpose.

18. Resolved, That a minimum of five youth rallies shall be held on each zone during the Conference year.

SPECIAL

19. Resolved, That we tender to our efficient presiding officers, the Rev. Melvin H. Snyder and the Rev. Otho Jennings our warmest appreciation for their wise and devoted leadership, and to the District officers and the staff of workers who have so ably laboured to make this Camp and Conference a success. For the hallowed presence of the Holy Spirit in our annual gather-ings, we humbly thank God.

WAYS AND MEANS COMMITTEE REPORT

1. "Resolved, That we ask each layman to contribute at least two dollars and each minister to contribute five dollars annually towards the expense of the Camp Meeting workers; and Resolved, That each local church raise the minimum sum of fifteen dollars for the general expense of the Camp and Conference."

2. "Resolved, That whenever the District Superintendent visits the churches that he shall be permitted to raise a special offering towards District budget pro-viding such budget is in arrears; and Resolved, That if the budget of the local c'hurch is paid to date that the pastor receive a special offering to be applied on his traveling expense."

3. "Resolved, That each of our churches contribute an amount equal to ten percent of the pastor's salary towards our Disti ict budget; and Resolved, That this amount be remitted monthly through the local church treasurer to the District Treasurer and to be apportioned as follows: Home Missions 15% District Expense 78% General Conference Fund 7%

4. "Whereas, Our District needs to increase its financial contributions to Eastern Pilgrim College; therefore Resolved, That we ask each member of our District to faithfully contribute at least twenty-five cents per month to Eastern Pilgrim College; and Resolved, That each local church board appoint a reliable person of their congregation to be responsible for the distribution of the special Eastern Pil-grim College budget envelopes each month.

5. Whereas, The former apportionments for Sunday School activities are insuffi-cient; therefore Resolved, That we ask each Sunday School to pay the sum of $1.00 per month through their local church treasurer to the District Treasurer to be used in the promotion of Sunday School work throughout the District.

6. Whereas, There is an urgent need for increased effort in our youth work; therefore, Resolved, That each of our local young people's societies contribute one dollar per month to the District Youth Treasurer.

7. Resolved, That we require each of our District ministers who are actively engaged in the ministry to pay 75% of their tithe through the local church treasurer to the District Treasurer.

8. Resolved, That all District ministers doing secular work shall pay 50% of their tithe from such work through the local church treasurer to the District Treasurer; and Resolved, That all ordained deaconesses shall pay one dollar per month through the local church treasurer to the District Treasurer; and Resolved, That the District Council be empowered to make adjustments when necessary.

9. Whereas. There is much labor and time involved in performing the duties of District Secretary, District Treasurer and District Statistician; therefore, Resolved, That we pay $75.00 to the District Secretary, $240.00 to the District Treasurer, and $40.00 to the District Statistician as an annual salary.

10. Whereas, The General Board sets the salaries of all the General Officers, and Whereas, The District Council is in a position to better know the financial status of the District and handles District funds; therefore, Resolved. That the District Superintendent's salary be set by the District Coun-cil preceding the election.

11. Resolved, That the District pay any minister, or any other person, whose travel is authorized in the interest of the District at the rate of seven cents per mile and that any other expense incurred incidental to the District work also be paid.

12. Resolved, That the District Council determine the price of our District Con-ference Journals.

Whereas, There is a need to standardize the procedure of reporting finances and to expedite matters concerning financial reports, therefore Resolved, That each local treasurer be required to fill out their respective sec-tion of the quarterly statement and submit same to their pastor each month.

REPORT ON MEMOIRS

"Verily, verily, I say unto you, the hour is coming and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live."

(John 5:25)

Inasmuch as God in His wise providence has taken some from our fellowship, we sacredly submit the following names:

REV. SAMUEL A. BYERS

On the evening of December 13th, the Rev. Samuel A. Byers received his summons to enter that sinless, nightless and sorrowless country that lies beyond the river we call death. One could hardly realize that this familiar figure of our Pittsburgh Conference had made his final departure; that there was an end to his ministerial activities and that his work was finished. He was born on July 10, 1895 in West Elizabeth, Pennsylvania.

Brother Byers was what Paul exhorted Timothy to be, "a good minister of Jesus Christ." He made his ministry tell, not by relying upon any special gift that he possessed, but by a concentration of his varied powers towards one specific end. He successfully pastored the Pilgrim Holiness Church of Donora for eighteen years. This thriving church stands as a memorial of his devoted ministry. Brother Byers served a number of years as a very efficient and capable member of the District Council. He was wise in council, faithful to the welfare of the Pilgrim Holiness Church, and always ready to oblige and assist on all occasions.

Surely his absence is keenly felt in our midst.

REV. CHARLES FERRINGER

The Pittsburgh District has sustained a real loss in the home-going of Rev. Charles Ferringer. He was called into the presence of the Lord on Sunday evenmg, December 8th, 1957.

He was born in Salem, Pennsylvania on January 4, 1911. Brother Ferringer had a very successful and fruitful ministry in both of the churches which he pastored on the Pittsburgh District. These churches were Rimersburg and Franklin. Brother Ferringer pursued his work earnestly and courageously, with a devout love for God and the people that he served. His humble and sacrificial life is an example and heritage for those who follow.

Little did we think one year ago Brother Ferringer would be in the Glory World instead of at his District Conference.

May God bless his memory.

Just a few days before this Conference was in session the sad news that your dear wife had departed this life reached us. The Pittsburgh District feels proud that it was within its boundary that she began her Christian life and ministry. We desire to tender our thanks to the gracious God for the assurance we have that she left earth for heaven; the church militant to the church triumphant, gone from her labors to her Teward. Her blessed memory will long be cherished by this Conference.

The District also desires to extend its deep sympathy with you and all the other relatives in your bereavement and sorrow, praying that the God of all grace be to you a ready help in time of need.
