FIRST SITTING

The first sitting of the 59th Annual Michigan Conference of the Pilgrim Holiness Church convened at 9:00 am., July 30, 1959 at the Hopkins Camp Grounds, Hopkins, Michigan.

Rev. A. C. Doehring opened the conference with a brief word of prayer. Rev. Vaughn Drummond led in singing "Leaning on the Ever-lasting Arms", with Mrs. Vaughn Drummond accompanying at the piano. Rev. Carl Messer led in prayer.

Rev. A. C. Doehring, Conference Superintendent, presented our General Superintendent and presiding officer, Dr. W. H. Neff. Dr. Neff read from I Corinthians 9:24-27 and spoke on "Faith and Works". He emphasized "let us run according to the prize and according to the rules of the book by the spirit and by the grace that God provides for us."

The roll was called and approved. It was moved and carried that Mrs. Louis Ford be seated in the Conference Bar as there is no delegate from Almira.

Rev. M. L. Goodman presented a recommendation from the District Council as follows: "That the conference seat all pastors and delegates from churches where the budgets are not paid in full providing said pastors and delegates feel that a conscientious effort was made on the part of their church to pay said budgets". It was moved and carried that this recommendation be accepted.

Dr. W. H. Neff addressed the conference on the imperative duty of churches making a conscientious effort to raise their budgets.

Rev. W. E. Sexton moved that Mrs. Sexton be seated in the Confer-ence Bar until such time as the alternate delegate arrives. This was carried.

The Conference Bar was set in accordance with conference action of 1957; namely, the first eight rows in the three center sections of the tabernacle. The hours of the conference sittings were announced as 9:00 a.m. to 12 noon, 1:30 p.m. to 5:00 p.m. and 7:00 p.m. to 10:00 p.m.

A recommendation from the council brought the following ministerial transfers:

Rev. Leon Bruff transferred from the East Michigan District as a licensed minister, fourth year.

Rev. Ernest Klein, transferred from the East Michigan District as an ordained minister.

It was moved and carried that we ratify the report.

One new church was presented by Rev. Doehring. It was Wyoming City with Rev. Ernest Klein as pastor and Rev. John Burkholder as dele-gate. Rev. Burkholder gave a few words of testimony and praise. Rev. Kline gave a brief report of progress of new church. This church was received with a standing vote of acceptance.

It was moved and carried that we seat Mrs. Klein as delegate from the Wyoming City church.

Rev. A. C. Doehring, Conference Superintendent read his report. This splendid report was accepted with a standing vote of appreciation.

Rev. J. H. Koteskey, Assistant Conference Superintendent, gave a brief verbal report. It was moved and carried to accept this report.

Rev. M. L. Goodman read the report of Paul J. Brower, auditor, covering the financial report of the Michigan Conference. It was moved and carried that the auditor's report be accepted.

Rev. C. E. Messer, Conference Treasurer, gave his report. It was moved and carried that the report be adopted with appreciation.

Mrs. Lloyd Thompson, Missionary Treasurer, gave a report on the work of that department. It was moved and carried to accept this report.

Rev. Carl Barrett, Youth Treasurer, reported. It was moved and carried that we accept this report

Rev. C. L. Walker, Sunday School Sercetary, gave his report. It was moved and carried to accept this report.

Rev. V. L. Draggoo, Conference Sunday School Treasurer, gave his report. It was moved and carried that we accept this report.

Rev. William H. Osborne, District Youth President, gave his report. It was moved and carried that the report be accepted.

Rev. V. L. Draggoo, District Statistician, presented his report. After a few minor corrections, it was moved and carried that we adopt this re-port with thanks.

After a few announcements, it was moved and carried to adjourn due to expiration of time, afterwhich the doxology was sung.

SECOND SITTING The conference re-convened for its second sitting at 1:30 p.m. with

the singing of "Near the Cross" led by Rev. Vaughn Drummond. Mrs. Drummond was at the piano. Rev. R. L. Mohl led in prayer.

Rev. A. C. Doehring, Conference Superintendent, presented our General Superintendent, the presiding officer, Dr. W. H. Neff. He spoke a few words on "Why These Empty Pews". He suggested four possible reasons: "Exclusiveness, lack of faith, lack of organization and reluctance to accept new concepts of service.

The minutes of the previous sitting were read and approved.

The reception committee presented the following guests: Mr. William Neff, wife of our General Superintendent; Mr. and Mrs. Curry, sister and brother-in-law of Dr. Neff; Dr. P. F. Elliott, Acting President of Owosso College; Rev. W. N. Miller, Conference Superintendent of East Michigan; Rev. Gerald MacDonald from the East Michigan Conference.

These guests were given honorary seats within the Conference Bar.

Rev. M. L. Goodman presented for the District Council the recom-mendation that the ordination service be August 6, 7 :00 p.m., due to the fact that Raymond Montour cannot be present until then. This was carried.

The following tellers were appointed: Vernon Dragoo, recording teller; Wesley Manker, Clifford Dean, Don Warren, Roy Rummage, Ernest Klein, Lyle Reynolds and Carrol Johnson.

After a monment of silent prayer, Dr. Neff offered prayer before the election.

The ballots were cast and the following were elected:

Rev. J. H. Koteskey, Assistant Conference Superintendent;

Rev. Clyde Marshall, Conference Secretary;

Rev. C. E. Messer, Conference Treasurer;

Rev. Doehring appointed Rev. Kraatz and Burdette Shattuck as tellers.

Dr. H. T. Mills was elected as Conference Trustee.

Rev. Donald Warren was elected as Editor of the "Michigan Pilgrim".

The chair recessed the conference for 10 minutes.

Rev. Alton Finey, Rev. D. F. Price. andRev. M. L. Goodman were elected as Advisory Members to District Council.

Rev. M. E. Depeal was elected to fill the unexpired term of Rev. Bob Nelson (1961) to the Church Extension Board.

Rev, W. L. Silvers was elected to the Church Extension Board.

Dr. Floyd McCallum was elected to fill the unexpired term of Dr. Otho Jennings (1960) to the Education and Examining Board.

Rev. J. H. Koteskey and Rev. E. C. Schram were elected to the Educa-tional and Examining Board.

It was moved and carried that this conference instruct the council to proceed to have this conference incorporated.

It was moved and carried that we adjourn until 7 :00 p.m. The conference dismissed with the singing of the Doxology.

THIRD SITTING The third sitting of the Michigan Conference convened at 7 :00 p.m.

Rev. Vaufhn Drummond led the sinfing of "Tis so Sweet to Trust in Jesus" with Mrs. Drummond at the piano. Dr. P. F. Elliott led in prayer.

The minutes of the previous sitting were read and approved.

Dr. P. E. Elliott, Acting President of Owosso College, spoke a few words about the college. He explained to the audience that the General

Board voted to make the state of Michigan a permanent and exclusive territory for the Owosso College. He emphasized that "we are proud of the past and confident of the future." The audience was urged to pray for Dr. Elliott and Owosso College.

The reception committee presented Rev. Lyle Steiner, pastor of the Missionary Church in Augusta, Michigan. Rev. Steiner gave a few words of testimony.

The Ballot which was previously cast for the three members to the Camp Board was announced at this time. The following were elected: Rev. Wesley Manker; Rev. Ernest Klein; and Rev. Lyle Reynolds.

Rev. Vaughn Drummond, Secretary of the Resolutions Committee, reported:

Resoultion No. 1 regarding maintenance of campgrounds was lost.

Resolution No. 2 regarding the acceptance of the report of the study committee with reference to the change of camp and conference date was carried.

Resolution No. 3 was received and discussed. It was refered back to the committee for redrafting.

Resolution No. 4 regarding joint camp meeting with East Michigan Conference was lost.

Resolution No. 5 regarding resolutions No. 4, 7, and 20 being placed in the Standing Rules was received. A motion previaled that Resolutions No. 4 and 20 be placed in the Standing Rules. Motion was carried. The part of the resolution recommending that Resolution No. 7 become a Standing Rule was lost.

Resolution No. 6 regarding the amendment of Resolution No. 17 in the 1958 minutes was carried.

Resolution No. 7 regarding the expansion of our camp was received. It was moved and carried that we receive Resolution No. 8 before No. 7

Resolution No. 8 regarding the investigation of the possibility of renting an adequate campground was lost.

Resolution No. 7 regarding the expansion of our camp was received. It was moved and carried that a picture of this proposed camp be put in a conspicuous place and act upon it in the next sitting.

Rev. Kenneth P. Boileau, Secretary of the Ways and Means Com-mittee, reported.

Resolution No. 1 regarding the United Stewardship Fund and con-ference budget was received. It was moved and carried that this resolu-tion be referred back to the Ways and Means Committee and that one dollar per member be placed in the budget for Owosso College.

Resolution No. 2 regarding camp and conference was received. It was moved and carried that we consider Resolution No. 3 before No. 2

FOURTH SITTING

The conference re-convened for the fourth sitting on Friday morning, July 31 at 9 a.m. Rev. Lawrence Neff led in singing "Jesus Calls Us" with Mrs. Drummond at the piano. Rev. James Witmer led in prayer.

Dr. W. H. Neff spoke on the Scripture, "Where There Is No Vision, The People Perish". His four main points were:

1. Necessity of Vision 2. Tempering our Vision 3. Exhilarting our Vision. 4. Our Vision must be Incarnate

Rev. Kenneth Boileau reported for the Ways and Means Committee.

Resolution No. 1 regarding the United Stewardship Fund and budget in revising Standing Rule No. 20 was carried.

Resolution No. 4 regarding Sunday School and Youth Departments and placing same in Standing Rules was carried.

Resolution No. 5 regarding the amendment of Standing Rule No. 4 was carried.

Resolution No. 6 regarding Standing Rule No. 24 being amended was carried.

It was moved and carried that the Editing Committee change Standing Rule No. 22 to read 5% instead of one-half of their tithe.

Rev. Vaughn Drummond reported for the Resolutions Committee.

Resolution No. 7 regarding the development plan for our campground was carried.

Resolution No. 3 recommending that camp date remain the same was adopted.

Resolution No. 9 regarding the moving of the pastor was adopted.

Resolution No. 10 regarding Resolution No. 9 and 10 being placed in the Standing Rules was carried.

Resolution No. 11 regarding maintenance of the campgrounds was carried.

Resolution No. 12 regarding the amendment of Standing Rule No. 1 was carried.

Resolution No. 13 regarding sale of Owosso and Alma property was adopted with this amendment: Be it resolved that both parsonages be put up for sale. When one is sold, the other will become the district parsonage.

It was moved and carried that the last paragraph of Resolution No. 17 be deleted from the minutes.

Resolution No. 15 regarding Owosso College was adopted with this amendment: That an offering be received for the College each year over and above the $1.00 assessment.

Resolution No. 7 regarding our youth was lost.

It was moved and carried that the council has authorization to write up the Memoirs as they are presented by the various people.

By common consent it was approved that if the pastors did not res-pond in completing the Financial Summary, that our statistian go back to the minutes of 1958 and complete the report.

It was moved and carried those ministers interested in Group In-surance meet with Dr. P. F. Elliott and whatever plan was accepted be brought before the council.

Invitations for the ministerial convention came from: Breckenridge, Muskegon, and Lansing Grace. The conference voted to accept the invita-tion from Muskegon.

Rev. Vaughn Drummond reported for the Resolutions Committee.

Resolution No. 16 to give Dr. W. H. Neff a raising vote of thanks was adopted.

Resolution No. 17 to give the Camp Board a rising vote of thanks was adopted.

Resolution No. 18 to send greetings to those absent members of the conference, such as missionaries, retired ministers, those who may be sick and officials engaged in other areas of the Church was adopted.

It was moved and carried that the district council be authorized to review the minutes of the last sitting and take care of any last minute business.

It was moved and carried that this conference express appreciation to our former secretary, Rev. M. L. Goodman, for the fine work that he has done.

SUPERINTENDENT'S REPORT To our esteemed General Superintendent, members, and friends of

the 59th Annual Conference of the Michigan District of the Pilgrim Holiness Church. Greetings in His precious name.

It is indeed in the providence of God that we are able to gather to-gether in this conference for blessings, for fellowship, and to do business for our Master and the district.

Since the various churches have given us the privilege as ministers and delegates to be present, we must be serious and prayful as we enter into this conference. Each church and member of our district is depending on us to pass such legislation as will enhance our churches, enlarge our borders, and enrich us with the presence of the Holy Spirit. This must be the objective of this conference. This we must seek to accomplish.

Since the General Conference of the Wesleyan Methodist Church has rejected the merger, it has removed some barriers and erased some hesitations from our slate. We can now enter into a larger and more vigor-our program for progress. We are limited only by the lack of finances, the lack of vision, and the fearfulness of heart.

We are living in fearful, yet wonderful days. Fearful because of the deadening and blighting effects the world and modernistic religion is having on holiness churches. Wonderful because God has placed before us a great open door for winning souls in this mechanized age by using modern inventions to win souls for Christ. However, we must realize that if we are to continue to make spiritual and numerical gains, we must exhibit a more sacrificial spirit than we did last year.

The President of the United States has asked Congress to extend the debt ceiling to 280 billion dollars while the wealth of the nation is estimated around 300 billion. If the President is willing to venture near bankruptcy to try to keep peace in the world, then we of the church who realize this world is not our home and who are looking for a City whose builder and maker is God should be willing and ready to make greater financial sacrifices and to enter into more strenuous labor for souls and the Kingdom.

This district stands in danger of losing its sacrifical spirit for Christ. Most of us are giving of our abundance and equeeze in a bit of time for our Master. There is not much real financial sacrifice nor much overtime put in for souls. I pray that God in this conference will clarify our vision, refire our souls, and help every delegate to go back to his church to convince them that we must strengthen our borders. We must enlarge our borders even though it will cost extra sacrifice in time and money. With a popular sining religion and modernistic holiness surrounding us, this in no time for us to intrench. We must put forth effort to go over the top for Christ and souls. We, as pastors and preachers, must lead the way.

I am aware of the fact that we still have a few churches who can-not support their pastor adequately. The pastor must supplement his salary by working. May God strengthen the pastors who are carrying

this double physicial and spiritual load. I trust the delegates, who are from such churches, will do your utmost to have your church make any passible adjustment so that the pastor will be able to give full time to the church and community. Will you work with all possible speed toward this end? It will pay off in big dividends.

There may be those who could live within their income but the luxuries of life have encumbered them financially. They must seek financial aid elsewhere. This cripples their influence with the church and community. I cannot, however, place all the blame on the pastors. Some churches could do better by their pastor but they believe that the pastor should make all the sacrifices. This should not be. We must work, sacrifice, and beleive God to give the increase. May God help us all to pray "Thy servant heareth" and "Thy will be done".

THE DISTRICT

Last conference year (1957-58) was a year of mortage burning in several of the churches. This conference year the order of the day seems to be re-locating, re-modeling, and building.

Owosso is adding an educational unit 40x86 - 30x30 to their church. This includes offices, Sunday school rooms, and an auditorium 38x65 for youth and prayer meetings.

Battle Creek 1 has voted to add a large two story educational unit to their present church.

Battle Creek 2 is in the process of seeking a new location for their church and plan to build in the near future.

Grand Rapids has sold their property and purchased a large parcel of land on which they will build their new church just outside the city limits. They plan to have it completed by Christmas.

Wyoming City Pilgrim Church, a new church this year, purchased a large piece of ground on 36th St. and plan to build soon.

Lansing 1 has their new commodius church well under way. This is in a beautiful new development in the city.

Lansing Grace built a new addition on their present church.

Eaton Rapids is already occupying their new church. They furnished it with new furniture and cushioned pews. They dedicated this beautiful building on June 7. The pastor and people labored and sacrificed to accomplish this.

Burnips is planning to have the first service in their new brick church on August 16. They are also building an educational unit on the church. This is a great advancement for Burnips.

Kalamazoo has sold their church and are moving from their cramped quarters to the church they purchased in Parchment, growing suburb of Kalamazoo.

Hastings is still planning to build a new church as soon as they sell their present building.

The Coleman church voted to buy property in a different location of the city for a new plant. This is a long range plan.

Merrill has remodeled the parsonage and installed a new oil fur-nace.

Traverse Heights remodeled their church basement, installed a chapel for junior church, repainted all rooms, and repainted the parsonage.

Lutz finished and decorated the inside of their fine parsonage.

Newberry remodeled their church entrance adding convenience and comfort to the church.

Houghton Lake has continued to landscape their property and have added more cement walks around the parsonage as well as installing a new furnace in the church.

Cheboygan is finishing, decorating and siding their parsonage.

Ashley is building a basement under their church.

Sterling has redecorated their parsonage.

Almira has finished the outside and decorated the inside of their new parsonage.

Scottville finished the two large rooms which they added to their parsonage. They are completing the entrance of the church.

Chesaning remodeled, furnished, decorated the basement and painted the outside of their church. They have installed pews from the Hope Church.

We are sorry to announce the Hope Church is closed and the build-ings have been sold. This was a difficult decision for the council to make. I feel that anyone who knows the history of the Hope Church will readily agree this was the wisest thing that could be done.

This gives you a bird's eye view of the churches in the district which have added to or increased the value of their property. I trust I have not slighted anyone in failing to mention accomplisments that were made this year. I have made no attempt to determine the increased value of our district property, but when construction is completed, it will run into several hundreds of thousands of dollars.

Thus, as we march on for God under the leadership of able and spirit filled pastors, may we also increase and enlarge our vision so as to adequately meet and fill the spiritual needs of our communities.

SPIRITUAL PROGRESS

Many churches have reported wonderful revivals this year. Some have

said they were the best, ever. The Lord visited and filled the altars

again and again in their regular services. May the Lord so direct that

not one of us will ever be satisfied with the past or present. May we

always be reaching, praying, and seeking for the best.

FINANCIALLY

There seems to be an increase in finances among our churches over and above last year. I am happy to report to you that 86.6% of the budget was paid. This, however, leaves 13.4% not paid. I was hoping it would be 100%. Let us continue to hold the need and reason for the budget before our people and do our best to pay 100% this conference year.

OUR YOUTH

I wish every person here could have visited the youth camp. The behavior and spiritual interest was a credit to our district. This speaks well of our district youth and the District Youth Council.

Since the Sunday school secretary, the missionary secretary, and

the district statistician will be giving their report, I will refrain from a

repetition here.

PASTORAL CHANGES

Briefly let me give to you the changes in pastorates:

Rev. Diller is going to Traverse City 1; Rev. Kraatz is going to Jackson; Rev. Dean is going to Lansing Emmanuel; Alma called Rev. Drummond; Midland Grace called Rev. Finney; Rev. Laubaugh accepted Bellaire; Rev. Ronald Diehi accepted Midland 1; Rev. Elwood Carl is moving to Munising. We pray God will give each one of these a long prosperous ministry in his new field of labor.

It has been a real pleasure to work with the district council. They have a deep concern for the progress of the district. The fellowship I have enjoyed with Rev. Koteskey, my assistant, cannot be expressed. His kinds words of encouragement will not be forgotten soon.

I also wish to thank the pastors and the church boards for their kind cooperative spirit. May God bless each one.

I deem it a privilege to labor for the Lord. The year has been some-what strenuous. At times the burdens seemed heavy. Yet, every burden has been compensated with blessings from God. I thank God for His grace and protecting hand upon me throughout the year.

Report of the Distnct Sunday School Secretary

To our esteemed General Superintendent, Dr. William H. Neff; our District Superintendent, Rev. A. C. Doehring; and memebers of this 59th Annual Conference of the Michigan District: "Grace be to you and peace from God the Father, and our Lord Jesus Christ who gave himself for our sins, that He might deliver us from this present evil world according to the will of God, our Father: To whom be glory foever and ever."

It has been a real pleasure to labor for you and with you this past year.

The District Sunday Schools have been organized into zones according to Resolutions No. 1 and 2 of the 1958 Conference Journal. The zone chairmen and the Sunday school committee have worked diligently to encourage growth in the district.

Our primary objective for the past year has been four-fold:

1. To bring about a closer relationship between the local Sunday school and the district Sunday school program.

2. To promote growth in the local Sunday school.

3. To promote closer cooperation of the Sunday schools in the zones.

4. To encourage zone participation in starting branch Sunday schools.

The co-operation of the Sunday schools has been excellent. Thirty-seven have completed their annual reports. Four have incomplete reports. Twenty-five reported gain. Two reported even. Ten reported losses.

Our average weekly attendance for the year of 1957-58 was 3521. The average weekly attendance for the year of 1958-59 is 3779, thus showing an average gain of 259 per week or 7.1%. The Battle Creek First Church had the highest numerical gain with 85. Cheboygan is second with 21 gain.

The highest percentage gain is Cheboygan with 44.7%. Northside Battle Creek is second with 33.3%. 1 thank God for giving us a good in-crease in the Sunday School Department.

MEMOIRS

Burdette Owen Shattuck

Rev. B. C. Shattuck, the last of the pioneer ministers of the Pilgrim Holiness Church in Michigan, was called to his eternal reward Monday, October 20, 1958.

Brother Shattuck was born in Sparta, Michigan, November 4, 1874, the son of Myron and Harriett Shattuck. He was married November 4, 1896, to Anna Hazel. To this union were born four sons: Lawrence, Raymond, Maurice, and Burdette.

He was converted, January 18, 1895, at the age of 20. The Inter-national Apostolic Holiness Union opened a mission in Portland, Mich-igan. It was during a revival there in October 1901, that Brother Shattuck was led into the experience of entire sanctification. He united with this movement which later became a part of the Pilgrim Holiness Church.

He was ordained to the ministry March 17, 1906. He served as pastor in the following places: South Ovid; Nashville; Ellsworth; Flint First; Detroit First; Flint Second; Owosso; and Rockford, Michigan; Balitmore, Maryland; Cincinnati First, Ohio; Colorado Springs, Colorado.

Brother Shattuck served for three years as District Superintendent of the Michigan Conference. He was associated in an official capacity for many years with the Bible Holiness Seminary, having served on the Board of Trustees and the Executive Committee. He was also a member of the General Board of the Pilgrim Holiness Church for several years.

Surviving him are his widow and four sons; Lawrence, Maurice and Burdette of Owosso and Raymond of Covina, California.

The memorial service was held Tuesday, October 23,1958, in the Owosso College Pilgrim Holiness Church of which he was a member. Rev. M. L. Goodman officiated, assisted by Dr. H. T. Mills, and Rev. L. E. Chamberlain, pastor of the Evangelical United Brethren Church. Burial was in Oakhill Cemetery at Owosso.

MICHIGAN CONFERENCE RESOLUTIONS 1. Lost.

2. Inasmuch as a camp date study committee was appointed, be it re-solved that we hear the report of their findings at this time.

3. Be it therefore resolved that the recommendations of the Camp date study committee be adopted and placed in the Standing Rules.

5. Be it resolved that Resolutions No. 4, 7, 20, of the 1958 minutes be included in the Standing Rules. (No. 7 Lost)

6. Be it resolved that Resolution No. 17 in the 1958 minutes be amended to read: "Whereas there needs to be a closer working relation-ship between the District Council and the Youth Council; be it resolved that there be two combined meetings of these councils each year. Be it further resolved that the first meeting be in the first six months of the church fiscal year and that the second meeting be in the second six months of the church year, and that these meetings be called expressly for the purpose of joint business This resolution to become a Standing Rule.

7. Inasmuch as there is a need for expanding our camp and making possible more and better accommodations for our youth, our delegates, and those responsible for the work of our camp; be it resolved that certain areas of the camp property be open for development as follows:

1. Space for a motel facing the lake directly south of the tabernacle and north of the road leading to the kitchen.

2. Space for those desiring to buy lots to park trailers. Location No.1 between the lake south of the road leading to the Kitchen. Location No. 2 starting at the road leading north over the hill and continuing along the tree line, one lot deep.

3. Space for cottages with lots facing the road leading north over the hill.

4. Space for evangelists, singers, cottages, and headquarters for superintendent and camp board.

5. Space for young people's squad units is to be located to the east and west of the young people's tabernacle on top of the hill. The development of these areas is to take place as the demand may present itself.

8. Lost.

9. Inasmuch as the present system provides for such an interim of time between the recall of the pastor and moving date, be it therefore rsolved that his work shall terminate on the last Sunday of June and that this shall become a Standing Rule.

10. Be it resolved that Resolutions No. 9 and 10 on page 26 of the 1958 Minutes be placed in the Standing Rules.

11. Inasmuch as there is so much work to do in the preparation and maintenance of the campgrounds; be it resolved that the pastors be re? sponsible for five days work per year to the conference at the call of the District Council.

Be it therefore resolved that any work that is not taken care of during work week be taken care of by help hired by the Camp Board at $1.25 per hour.

12. Be it resolved that Standing Rule No. 1 be amended to read as follows: "The Conference Treasurer shall submit an itemized report of camp meeting funds."

13. Inasmuch as it has been impossible to dispose of the Alma parsonage, and inasmuch as it is an added expense to the administrative fund amounting to the sum of more than $1,000 per year, and in asmuch as this has kept the administrative fund in the red; be it resolved that both the Owosso parsonage and the Alma parsonage be advertised for sale. When one is sold, the other will become the district parsonage.

14. Lost.

15. Inasmuch as Owosso College has had for 50 years a successful history and since a great host of young people have entered full time Christian service from Owosso College and since the General Board has placed the State of Michigan as patronizing territory for Owosso College; therefore, be it resolved that the Michigan District go on re-cord as pledging to the college its full cooperation and support; and as provided in the manual (Section 74), the churches open their doors to a college representative once each year, and that an offering be received for the college over and above the $1.00 assessment.

16. Be it resolved that a standing vote of thanks be given to our General Superintendent, Dr. William H. Neff, for his fine leadership in our conference.

17. Be it resolved that a vote of thanks be given the camp board for their splendid work.

18. Be it resolved that the District Secretary be instructed to send greetings to those absent members of the conference, such as Missionaries, Retired Ministers, those who many be ill, and officials engaged in other areas of the church.

Resolutions of the Ways and Means Committee

1. Each church shall raise for the United Stewardship Fund the equivalent of $8.00 per member, and for the conference budget the equival-ent of $8.50 per member. The conference budget to be divided as follows: Conference Church Extension, $1.75; Conference Church Extension Loan Fund, $1.00; Ministerial Relief, $0.75; General Conference Delegate Expense, $0.25; Administrative Fund, $2.25; Camp Meeting Expense, $0.50; Youth Department $0.50; Branch Sunday School Fund, $0.50; Owosso College, $1.00. Each local church shall pay its budget monthly from the local church treasury. Be it further resolved that this resolution replace Standing Rule No. 20.

3. Be it resolved that Standing Rule No. 23 be changed to read as follows: The Conference Superintendent's salary shall be set at $4,400 per year, plus seven cents per mile traveling expenses. The Conference Treasurer, $375. per year; Conference Secretary, $175. per year; Con-ference Sunday School Secretary, $75. per year; Conference Statistician, $50.00 per year; Editor of the Michigan Pilgrim, $401 per year; Youth Director, $75. per year. All conference officials shall receive six cents per mile for miles traveled in the interest of the conference except for tran-sportation to and from any meeting (business or otherwise) when said transportation serves the purpose of attendance at the Annual Conference Camp Meeting, work week and the Annual Ministerial Convention. Addi-tional secretarial or clerical help by any or all conference officials shall be provided by the District Council.

Be it further resolved that this resolution be placed in the Standing Rules.

4. Be it resolved that the Sunday school and youth departments be responsible for the salaries of said department heads.

Be it further resolved that this resolution be added to the Standing Rules.

5. Be it resolved that Standing Rule No. 4 be amended to include all trailer court and tent facilities.

6. Inasmuch as there is no "minister's one-half tithe fund," be it resolved that paragraph four Standing Rule No. 24 be amended to read as follows:

"The District Superintendent and his wife shall be included, the ex-pense to be paid from the Administrative Fund."

STANDING RULES

CAMP

No. 1 — CAMP MEETING FUNDS

The conference treasurer shall submit an itemized report of camp meeting funds.

No. 2 — CAMP MEETING SUNDAY SCHOOL SESSION

On the two Sundays during camp meeting there shall be a Sunday school session beginning a 9:30 a.m. until 10:15 a.m. following the test-imony meeting; said session shall be arranged and supervised by the Sunday school committee.

A credit card shall be given to all in attendance, and each card shall be signed and returned by the pupil to his local chuch Sunday school secretary for the attendance record and reports to the conference.

No. 3 — CAMP BOARD

A camp board of nine members shall be elected in the following man-ner: three members to be elected for three years; three members to be elected for two years; three members to be elected for on year. Following this, three members shall be elected annually for three year terms.

Board duties: secure all manual workers for camp and conference; supervise grounds and buildings; purchase good and necessary equipment for camp and conference; have charge of all advertising. Any member of the camp board who has served for a period of three years shall not be re-elected to the camp board until at least three years have expired. The conference council shall provide nominations from which board members shall be elected.

No. 4— MINISTER'S EXPENSES

Recognized actively engaged and retired ministers of the Pilgrim Holiness Church, their wives and their children 11 years old and under shall be entertained free for camp and conference. Trailer courts and tent facilities are included in this free entertainment. All minister's child-ren 12 years to 20 years old shall be charged the same registration fee for camp and youth convention as the laymen's children of these ages.

CHURCH EXTENSION

No. 5 — CHURCH EXTENSION FELLOWSHIP

Inasmuch as the present church extension department of our con-ference is not producing the number of new church that we are capable of producing, and whereas, the establishing of new churches is necessary for a steady and healthy growth for any conference, and whereas there appears to be a definite weakness in our present policy of raising funds for church extension work, the Michigan Conference adopted a Church Extension Fellowship which reads as follows:

CHURCH EXTENSION FELLOWSHIP OF THE

PILGRIM HOLINESS CHURCH, MICHIGAN CONFERENCE

Holding the conviction that God would have us further the cause of Christ by establishing new churches within our conference borders, I subscribe to the following:

(a) I will pray for the leading of the Lord in the work of the Church Extension Board.

(b) I will be alert for any possibilities of new churches and will in-form the Board.

(c) I recognize that the first financial obligations in the opening of a new work are the most difficult to meet, and will therefore be responsi-ble for two units, ($5. per unit), to total $10.00 for the Church Exten-sion Fellowship.

(d) I assume this obligation for not more than two new works in any one conference year. Said works to be approved by the Church Extension Board.

(e) I will try to secure other members for the Fellowship.

(1) I understand this agreement may be terminated any time I deem it necessary by notifying the Church Extension Board.

Inasmuch as there is a financial need among some of the smaller churches of the conference, and there may be times when two Church Extension Fellowship calls are not made, the following plan may be used. When and if no call is made to the fellowship within any six months period, the district superintendent shall have the authority to send a letter to each member asking for the call which shall be used in aiding struggling churches as specified by the district council.

Members are to be instructed that their original pledge does not bind them to this payment, but that it sail be on a voluntary basis of giving.

The Church Extension Fellowship shall be presented at least once a year to all local churches by the district superintendent or some other district official. If the district superintendent or one of his council mem-bers cannot be present, the pastor will be expected to present this propsi-tion.

No. 6 CHURCH EXTENSION COMMITTEE The church extension committee, as soon as possible following con-

ference and camp and likewise every year following camp, shall study and survey any or all areas where a new church may be started. After care-ful examination of the various possibilities the committee shall forward its information on to the district council with its recommendations. The most promising and assuring project shall be recognized as a district project and finances, attention, interests, and prayers shall be focused on this pro-ject.

CONFERENCE No. 7 — CONFERENCE YEAR

The conference year shall close June 30, and complete reports must be reviewed by the local boards and forwarded directly to the conference statistician, Rev. V. L. Draggoo, 746 Michigan Street, Eaton Rapids, Mich-igan, by July 15. All reports received after July 15 shall be omitted from the yearly report.

No.8— DATE OF CONFERENCE AND CAMP MEETING Conference shall be held Thursday and Friday preceding camp meet-

ing. Camp meeting shall start Friday preceding the first week in August.

No. 9 — RESOLUTIONS No resolutions shall be presented to the conference until it has been

typewritten and signed.

No. 10— CONFERENCE SESSIONS The first eight rows in the three center sections shall constitute the

conference bar. The hours of conference sittings shall be from 9:00 a.m. to 12 noon, 1:30 p.m. to 5:00 p.m. and 7 :00 p.m. to 10:00 p.m.

No delegates shall be seated in the conference unless they are elected by their respective churches.

No. 12 — ORDINATION SERVICES The order of business on the first night of the conference shall be

the ordination service.

No. 13— ADVANCE NOTICE TO CANDIDATES FOR ORDINATION

Because of the extreme importance of the Ordination Service in the life of a minister, and because the family of the candidate my desire to be present, the Education and Examining Board shall examine and notify each candidate 15 days prior to the conference.

ELECTIONS No. 16— ELECTION OF OFFICERS

Election of officers shall be immediately following conference report.

No. 17 — OPEN BALLOT

All district officers shall be elected by open ballot, except those nominated by the district council.

No. 18— NOMINATIONS There shall be no duplication of nominations for any district office.

CREDENTIALS No. 19— EDUCATION AND EXAMINING BOARD

The conference superintendent shall be chairman of the Educational and Examing Board by virtue of his office.

No. 20 — LICENTIATES The conference superintendent shall have read Section 99, 100 and

101, of the Manuel instructing all conference licentiates that hereafter they shall appear before the conference examining board at conference time before their credentials shall be granted.

FINANCE No. 21 — CHURCH BUDGET

Each church shall raise for the United Stewardship Fund the equival-ent of $8.00 per member, and for the Conference Budget the quivalent of $8.50 per member; the Conference Budget to be divided as follows: Con-ference Church Extension, $1.75: Conference Church Extension Loan Fund, $1.00; Ministerial Relief, $0.75; General Conference Delegate Ex-pense, $0.25; Camp Meeting Expense, $0.50; Youth Department, $0.50; Branch Sunday School Fund, $0.50; Owosso College, $1.00. No. 22 — DISTRICT AND GENERAL FUNDS All monies raised in the local church for conference and general

work shall be sent to the conference treasurer, who shall forward general funds to the general treasurer.

No. 23 — ADMINISTRATIVE FUND The local church treasurer shall send to the conference treasurer

along with the monthly budget the cguivalcnt of 10 per cent of the pastor's salary for the Administrative Fund.

Also, ministers doing secular work shall turn 5% of their salary to the Conference Budget.

All other licensed and ordained ministers shall turn 10 per cent of their ministerial income to Administrative Fund.

No. 24 — SALARIES The Conference Superintendent's salary shall be set at $4,400 per

year, plus seven cents per mile traveling expenses. The Conference Treasurer, $375. per year: Conference Secretary, $175. per year; Conference Sunday School Secretary, $75. per year; Conference Statistician, $50. per year; Editor of the Michigan Pilgrim, $40. per year; District Youth Pres-ident, $75. per year. All conference officials shall receive six cents per mile for miles traveled in the interest of the conference except for transportation to and from any meeting (business or otherwise) when said transportation serves the purpose of attendance at the annual conference, camp meeting, work week and annual ministerial convention. Additional secretarial or clerical help by any or all conference officials shall provided by the district council.

No. 25— SUNDAY SCHOOL & YOUTH DEPARTMENT SALARIES The Sunday school and the youth department shall be responsible for

the salaries of said department heads.

No. 26 — BURIAL BENEFITS All actively engaged pastors, evangelist and the ministers of the

conference shall be enrolled in the Ministerial Benefit Association as well as their wives. Cost of membership and calls shall be paid from the treas-uries of the department that employs them. Complete resolution appears in Standing Rule No. 20 of the 1947 Conference Journal.

"Each local church in the Michigan District shall enroll its pastor and wife in the Ministerial Benefit Association, and pay the expense of their membership, and each call that comes thereafter, from the church treasury.

All general full-time evangelists and their wives, receiving their princi-pal support from their meetings shall be enrolled in the Ministerial Bene-fit Association, said membership and each call that comes thereafter shall be paid by the church of which he is a member.

Also that the District Superintendent and his wife shall be included, the expense to be paid from the Administrative Fund.

The ministers employed in our educational institutions and their wives to be included in this action and the expense be paid from the Bible School Treasury.

Our home missionary pastors are included in this action, the expense to be paid from the home missionary treasury.

The retired elderly ministers and their wives are included in this action, the expense to be paid from the ministerial relief fund."

MINISTERIAL CONVENTION No. 27 — ORDER OF SERVICE

The morning service of the last day of the ministerial convention shall be the concluding service of the convention.

The Ministerial Convention shall begin on the second Tuesday in February.

MISSIONARY No. 28 — REPORTS

A yearly report of each missionary society shall be printed in the CON- FERENCE MINUTES.

PASTORS No. 29 — PASTORS AT CAMP MEETING

Inasmuch as our pastors are expected to support and attend the annual camp meeting, each church shall provide the equivalent of the pastor's of-fering or salary for the two Sundays of the camp and the pastor shall be privileged to attend the entire camp meeting.

No. 30 — PARSONAGE UTILITIES The local church shall provide good, modern heating and cooking

facilities for the parsonage, the type to be suitable to the locality where the parsonage is situated. All churches in the Michigan Conference are to provide the utilities for the parsonages. The Conference shall provide the same for the Conference parsonage.

No. 31 VACATIONS It is recommended that our churches grant their pastors a two-weeks

vacation with pay. The conference superintendent shall be given a two-weeks vacation with pay.

No. 32 — RECALL OF PASTORS

The second week of May shall be designated as the time for the churches of our conference to vote on the recall of the pastor.

SUNDAY SCHOOLS No. 33— DISTRICT EXPENSE

Whereas there is a certain amount of expense in connection with promoting the district Sunday school work, the following plan shall be put into effect; Sunday schools with an average:

SUPERINTENDENT No. 34— APPOINTMENT OF COMMITTEES

The conference superintendent shall appoint all committees. The standing committees are to be appointed to include new members where possible and to avoid the duplication of men on several committees.

No. 35 — RETIRING SUPERINTENDENT Whenever there shall be elected another conference superintendent,

the conference shall take steps to fill the pastorate left vacant by recom-mending the retiring superintendent to that church as a pastor. The con-ference council may also recommend him to the field of evangelism.

No.36 — MINISTERIAL CONVENTION COMMITTEE A committee of six shall be appointed as a ministerial convention com-

mittee by the conference superintendent. Two shall be appointed for three years, two for two years, two for one year, and two shall be appointed each year respectively.

No. 37 — REVIVALS Our conference superintendent shall be allowed to hold two two-Sun-

day meetings per year, either on or off the District, other than his regular work.

No. 38 YOUTH EXECUTIVE COMMITTEE BUSINESS MEETING Inasmuch as there is need of more intensive youth activities during

the conference year the Conference Youth Executive Council shall hold quarterly meetings.

No.39 — YOUTH CONVENTION PROGRAM Our youth convention shall consist of four services: a Friday even-

ing evangelistic service, Saturday morning business session, Saturday after-noon service, and a great rally Saturday evening.

A youth program under the direction of the youth council shall be correlated with the regular camp session, consisting of a youth service each week-day morning, and a recreational period each afternoon.

No.40—INCUMBENTS OF BOARDS TO SERVE THROUGH CAMP The incumbents of the district youth council and of camp board

shall serve until the close of the camp each year, even though new mem-bers may have been elected at confernce time, inasmuch as activities must be planned many weeks in advance. Any new officers who may be elected to said boards shall serve with the retiring members until the close of camp.

No. 41— NOMINATIONS OF ZONE OFFICERS The zone officers and zone pastors shall present nominations for

the offices of zone secretary and zone treasurer. No. 42 — YOUTH CAMP

The Youth Council shall continue to rent a camp until such time as the said council presents to this conference a request to develop a youth camp of our own.

No. 43 — JOINT COUNCIL MEETINGS There shall be two combined meetings of the District Council and

the Youth Council each year. The first meeting shall be in the first six months of the church fiscal year and the second meeting shall be in the second six months of the church year. These meetings shall be called expressly for the purpose of joint business.

YOUTH JOURNAL OF PROCEEDINGS

The Fifth Pilgrim Holiness Youth Conference of the Michigan Con-ference convened at 9:00 a.m., August 1, 1959 at the Pilgrim Holiness Campground at Hopkins, Michigan.

The conference was called to order by Rev. William Osborne, Youth President. Rev. James Witmer led in the singing of "Love Lifted Me" with Vesta Kraatz at the piano. Prayer was offered by our District Superintendent, Rev. A. C. Doehring.

Rev. William Osborne presented our National Youth Director and Presiding Officer, Dr. P. F. Elliott. Dr. Elliott presented to the confer-ence the five objectives of the Pilgrim Youth Society, namely:

1 To instruct Pilgrim Youth in the doctrines of the Bible and the Church.

2 To train them for Christian service through properly directed activities.

3 To inspire, teach, and enlist Pilgrim Youth in the evangelization of the world.

4 To provide Christian fellowship.

5. To encourage Christian stewardship.

It was moved and carried that the platform and the first five rows in the three center sections of the tabernacle constitute the conference bar.

The roll was called and approved.

Rev. William Osborne appointed Rev. Audley Freed and Rev. Lawrence Kessor as the reception committee.

The District Youth President, Rev. William Osborne gave his annual report. It was moved and carried that this report be received with a standing vote of appreciation.

The reception committee presented the following guests: Dr. Clifford Thomas, Assistant to the President of Owosso College. Rev. Lawrence Neff, Evangelist of the Michigan Conference. Rev. Ernest Klein, Wyoming City Church. Rev. Carrol Johnson, Sterling, Michigan. Clifford VanSickle, East Michigan Conference.

These guests were given honorary seats within the conference bar.

Dr. Clifford Thomas made a few announcements concerning Owosso College.

The District Youth Treasurer, Rev. Carl Barrett, gave his report. It was moved and carried that this report be accepted.

Zone reports were made by Rev. William Watkins of the Capitol Zone, Rev. Vaughn Drummond of the North Central Zone, Rev. W. L. Silvers of the Fruitful Zone, and Rev. Carl Messer from the Western Pioneer Zone. It was moved and carried that these reports be accepted.

The next order of business was the election of officers for the coming year.

SECOND SITTING The second sitting of the Pilgrim Holiness Youth Conference of

the Michigan Conference convened at 1:30 p.m. Rev. James Witmer led in singing "Everday With Jesus" with Vesta Kraatz at the piano. Rev. M. E. Depeal led in prayer.

Dr. P. E. Elliott asked for the continuation of the report of the Ways and Means Committee.

Resolution No. 4 regarding Youth Rallies was lost. Rev. James Witmer again reported for the Resolutions Committee. Rev. Witmer reported that the committee had nothing further re-

garding Resolution No. 8. A motion was made from the Floor regarding youth entertainment.

Motion carried. Rev. William Osborne, Youth President, announced the following

Mrs. Esther Green for her secretarial help in this Conference. Rev. M. E. DePeal spoke for the Ways and Means Committee. Resolution No. 5 was adopted which provided placing Resolution

No. 5 on Page 41 in the Standing Rules. It was moved and carried that the minutes be given to the Youth

Council to be approved. Motion was made and carried to adpourn. Rev. Kenneth Boileau dismissed in prayer.

DISTRICT YOUTH PRESIDENT'S REPORT Mr. Chairman, members of the Fifth Annual Youth Conference of the

Michigan District Pilgrim Holiness Church. Greetings in Jesus' Name. I have found a deep personal satisfaction in living and working

for Jesus Christ, our Saviour. To be a part of the great work of pro-claiming the gospel of Christ is a supreme honor, a high privlege, and a mighty challenge, yet withal it is a sober task.

Years before I was born, holy men and women of God were traveling the dirt roads, over hills and through the valleys, laying the foundation of our Church in prayers, sweat and tears. We are reaping the benefit of their labors today! May we be inspired to continue their uncompromising fight against sin.

I wish to express my deep appreciation to our District Superintendent, Rev. A. C. Doehring, and the Youth Council, for their cooperation in the youth program.

I have enjoyed working with each young person. All have cooperated and this past conference year was a year of spiritual progress for many. I have visited all of our zones. I appreciate the leadership of the zone presidents. These leaders have been faithful and enthusiastic, and have done their best to lead the youth. There are wonderful reports of good altar services and spiritual showers in our district.

In September I was privilged to attend the General Youth Leader's Conference in Indianapolis, Indiana. Under the leadership of our National Youth Director, Dr. Paul Elliott, plans were laid for the general youth program. This program was launched in the district during National Youth Week. Much enthusiasm was noted. Our district has 7 societies that are chartered societies.

During the year two district rallies were held. The weather was somewhat inclement. I urge a greater interest and response to these rallies.

With the splendid help of the Youth Council and consecrated workers, God gave us an outstanding Youth Camp at Cadillac, Michigan. There were 120 young people from 22 different churches. An unusual event noted was 12 young people from the Upper Peninsula.

A wonderful spirit of cooperation and respect prevailed. The Spirit of God permeated the entire camp. Devotions and prayer meetings could be heard in the dormitories as the young people closed the day's activities. 68 souls sought help at an altar of prayer. The closing campfire service resounded with testimonies of the saving knowledge of Jesus Christ. To God be the glory for all that was accomplished! Thene is a need for two camps. The present age range is too wide. Pray about this! I firmly believe the Youth Camp is a vital part of the District Youth Program.

Again I appreciate each one who has helped in any part of the youth work. Still there is a need for better cooperation from some pastors. We have some of the finest youth you can find anywhere. Let us make it easy for a great host of youth to find their place in God's plan. They are not only the church of tomorrow, they are the church of today. May the Michigan District Youth accept the challenge that lies before us.

RESOLUTIONS FROM THE

WAYS AND MEANS COMMITTEE

1. Inasmuch as the zone presidents are a member of this District

Vouth Council by General Conference action; and inasmuch as they

have made a very definite contribution to the council which has been

very beneficial; and inasmuch as it is a very heavy financial strain on the

district treasury; be it resolved that the zone shall pay one-half of the mileage traveled by the zone president to all district youth council

business meetings. This to become a Standing Rule.

2. Be it resolved that the Standing Rule No. 6, page 41 of the Con-

ference Minutes, shall read as follows: The local youth society treasurer

shall send 25% of the total offerings to the zone youth treasurer the

week following the last Sunday of each month. One-half of the zone

rally offerings shall be sent to the district youth treasurer to be used

for district youth expense. The zone youth treaurer shall send monthly

60% of regular offerings received from the local youth treasurer to the

district youth treasurer. The district youth treasurer shall send 10% of the

regular receipts to the general Church. This to become a Standing Rule.

3. Inasmuch as there is much detailed work and time that is demanded

of our youth treasurer, and since there is no remuneration for this detailed

work; be it resolved that the district youth treasurer shall received $50

in salary per conference year. This to become a Standing Rule.

4. Lost

5. Be it resolved that Resolution No. 5 on Page 41 be placed in the Standing Rules.

6. Be it resolved that all youth, ages 12 through 20, be entertained

free Friday, 2:00 P.M., through Sunday during Youth Convention. The

local youth president and delegates, over 20 years of age shall be granted

the same privilege. All must pay a $2.00 registration fee.

STANDING RULES

CONFERENCE (1) The song "Forward Ever" shall be adopted as the theme song of the

Pilgrim Youth of the Michigan Conference.

(2) The district youth conference shall be held on Saturday morning of the youth convention and shall convene at 9:00 am.

CONVENTION (3) Each zone president shall give an annual report to the business meet-

ing of the youth convention.

(4) A district treasurer's report shall be given at the business meeting of the youth convention.

(5) The youth president shall give an annual report to the business meet-ing of the youth convention.

FINANCE (6) The local youth society treasurer shall send 25% of the total offerings

to the zone youth treasurer the week following the last Sunday of each month. One-half of the zone rally offerings shall be sent to the district youth treasurer to be used for district youth expense. The zone youth treasurer shall send monthly 60% of regular offerings re-ceived from the local youth treasurer to the district youth treasurer. The district youth treasurer shall send 10% of the regular receipts to

the general Church.

(7) The members of the Executive Committee shall receive six cents per mile for traveling expense incurred for district business.

(8) The district youth treasurer shall send a monthly financial report to the district youth president and the district superintendent.

(9) The zone shall pay one-half of the mileage traveled by zone presidents to all district youth council business meetingr.

(10) The district youth treasurer shall receive $50 in salary per con-ference year.

(11) Be it resolved that the zone president be paid a minimum of three cents per mile, for travel to and from zone rallies.

(12) All youth, ages 12 trough 20, are to be entertained free Friday, 2:00p.m., through Sunday during Youth Convention. The local youth president and delegates, over 20 years of age shall be granted the same privilege. All must pay a $2.00 registration fee.

YOUTH CAMP (13) There shall be an annual camp with date and the program of the

camp to be set by the youth council as soon as possible after youth conference.

(14) A one-dollar registration fee shall be sent with youth camp registra-tion card by each applicant to the district youth treasurer fifteen days prior to youth camp. The remainder of the fee will be paid on the day of registration.

(15) The youth council shall continue to rent a camp until such time as the youth council presents to this conference a request to develop

a youth camp of their own.

ZONE (16) There shall be at least six (6) youth rallies held in each zone dur-

ing the conference year.

(17) The election of zone officers and the annual zone business meeting shall be held at the first rally of the conference year.

(18) The officers of the zone shall consist of President, Vice President, Secretary, and Treasurer. The pastors and youth presidents shall be active voting members of the business session.

(19) There shall be a report by each zone president to the district youth president within two weeks following a zone rally on report blanks supplied by the district youth president.

DISTRICT ACTIVITIES (20) A district youth rally shall be held annually under the supervision

of the Youth Council. The time, date and place are to be determined by the Youth Council.

(21) Inasmuch as the Youth Council is desirous to uphold the standards of the Pilgrim Holiness Church, we therefore recommend that action be taken not to allow any person to work during camp or conference wearing makeup, immodest forms of dress, or anything contrary to church standards as stated in the Manuel.
