While the army Signal Corps officerswho are especially interested in aero-nautic experiments havent aulte deeMed how they will spend the money theyare going to ask Congress to lay byfor them this year one thing which I

needed and which it is believed will beIncluded In the plans Is a permanentstation for dirigible and other balloonsto be erected somewhere along theAtlantic seaboard In connection withthe Coast Artillery service

How Meney Will Go

It is also understood among officersfamiliar with the Signal Corps workand hopes that part of the appropriations secured will be directed also to theperfection of the balloon plant at FortOmaha Neb the practical applicationof the aeroplane to Signal Corps workand the establishment of a dirigible orspherical balloon cops as a branch ofthe mobile army

I am firmly convinced that the estab-lishment of M special local parcel postconfined to rural routes would toad towipe out the postal deficit andfinally make the rural delivery elfsustaining besides being of coavenMneeto the farmei and a boon to jtslcountry merchant There are tuStv inoptmtion mere than BOM mreJ routesKtrviB a population of about SCOQMtpersons and should an average offiftyfive pounds of merchandise be car-ried by the rural carrier on each tripthroughout the year it is estimated that

I feel said Mr Meyer that froman administrative and business viewpoint it Is most desirable that ufebe enacted

Will Repeat ReportIn making this recommendation to

Congress Mr Meyer will but repeatthe recommendation in his last annual report although at that timehe urged a general parcels posttem When neither of his recommenda-tions emerged from the Committee cnPostoffices and Poetroads the Poetmaster General tried to get an appro-priation for an experimentalpost service on a route in Pennsylva-nia but he was

Sees a New TariffBefore July 1 1909-

My judgment is that we shall be ableto complete the work and have thenew tariff measures law before or bythe last of June

Such is the prediction of Senator Juli-us C Burrows of Michigan who as amember of the House Ways and MeansCommittee helped frame the McKinleythe Wilson and the Dingley tariff lawsand who Is now second only to Aldrichon the Senate Finance Committee

This will enable the new law to goInto effect with the beginning of thenext fiscal year he continued at atime when it will cause the least dis-turbance in business and be most equit-able to all interests

I expect to see the preliminary worknecessary to the readjustment of theschedules so far advanced between nowand March 4 next that when the specialsession Is called a measure can receiveprompt consideration in the House andearly action I would not be surprised-if the new law should be passed by theHouse by April 1

The subcommittee of the Senate Fi-nance Committee which was appointed-to Investigate the question of classifica-tion and administration and of which-I am chairman held hearings here andIn New York during the summer andwe hope to conclude these hearingsbefore December The other subcom-mittee which was to investigate thequestion of rates will do Us work thiswinter Every effort will be made toadvance the preliminary work so as toexpedite when the billcomes over to us from the House

It will be the first visit to the Capital-in his capacity as Presidentelect ofthe man who four months from nowwill be Chief Executive It will also bethe first meeting between hits and thePresident since election

Judg Taft will be In Washington onhis way from Brooklyn to Hot Springs

VaMore than a year ago he made apromise to deliver the at thededication of the PrisonMonument in Brooklyn Although thepromise had become rather hazy in hismind the people to was madehad good declined toaccept any excuses The fact that MrTaft had meanwhile been elected Presi-dent didnt make him any less available-as an occasional orator in the mindsof the Brooklyn people and he willcarry out the promise

Announcement of ledge Tafts visit tothe and the White House isof interest to politiciansbecause there are so many questionsof the most mom ni as interest t bothwhich it Is assumed will be talkedover In the first place theis getting his message to Congresirounded into something like its final

and there are especial and ouwhy he will wish tins

year to consider It the man whjpledged to carry the Roosevelt

is soon to succeed to that ohliand responsibility The final

draft of the message will be finishedvery soon after this meeting

Then there is the series of rapidfiredevelopments in various political

notably New York and Ohioare of the greatest interest and

finally the question of the Taftcomposition The President has

deprived Judge Taft of all h ppof retaining the services of PremierRoot Mr Roots transfer to the Sen-ate adds greatly to the complexity ofthe Cabinet problem because Secretariesof State are not to be found Inback township especially Secretariesequipped to nil the large holt whichMr retirement will leave

Is UncertainThe whole situation is ren-

dered nf this 1-ovetopment Whether Postmaster General Meyer shall be sent to the StateDepartment or wnether David JsyneHill or Whitelaw to Britain shallbe called to head the department inwhich they have served or whether ahas recently been suggested the placeshall be pressed as a patriotic duty onSenator Lodg4 these and all the otherpossibilities naturally suggest them-selves as pretty certain to get atten

at the hands of the President andsuccessor

One thing Is expected to result fromthe visit of the Presidentelect That issome announcement or authoritativeIntimation which will make it definitethat Loeb jr is to be a mem-ber People who havehad opportunity to know the senti-ments of Mr Taft for Mr Loeb un-derstand very definitely that the lattercan have anything he wants Otherpeople know more than MrLoch does He devotedporter of Mr Taft for nominationelection doing a good deal of the mostintelligent managerial work at the mostdelicate stages of the preconventioncampaign
