• Background

Growth in the industrial sector is one of the key aspects that affect the development of a country. The Indian government is aiming for industrial growth rates of 12 to 14% and has the vision of increasing the manufacturing industry's contribution to the country's gross domestic product to 25% by 2025 and creating 100 million jobs. Unfortunately, industrialisation in India, has so far been environmentally incompatible, taking place at the expense of the environment and biodiversity. Every year, several billion tons of solid waste and hazardous waste are generated that are not properly treated and disposed of. In this dynamic environment, a key challenge is to achieve economic growth that benefits all citizens and does not compromise the environment. Strong urbanisation within India and the industry that is flourishing requires that the ensuing environmental problems are properly addressed in this populous country. The extent to which India's growth can be made environmentally compatible will be of crucial importance for the country's sustainable development and for the global climate. Enormous risks exist in terms of impacts on biodiversity, surface waters, soils, groundwater, resource use, intensification of climate change and social conflicts due to the locations chosen for industrial development. Although India has comparatively modern environmental legislation, its technical, organisational and personnel capacities at all levels of environmental administration show considerable shortcomings. As a result, polluters lack a central incentive to invest in environmental protection measures and efficient, environmentally and climate-friendly industrial development is hampered. The Indian government has made a clear commitment towards industrial growth and protection of the environment.

• About SEIP-II

The Sustainable & Environment-friendly Industrial Production (SEIP-II) is a joint project with the Ministry of Environment, Forest and Climate Change (MoEFCC) within the framework of the Indo-German Technical Cooperation. The focus is on strengthening the implementation capacity of MoEFCC and downstream authorities, such as CPCB, to define and effectively enforce environmental requirements for industry, particularly in the field of wastewater. The project aims to strengthen environmental sustainability in industrial production processes by avoiding and controlling industrial wastewater. The project promotes legislative and enforcement procedures aimed at preserving the competitiveness of the economy. Further, the module aims to effectively limit environmental degradation through increasing industrialisation by strengthening state control and incentive mechanisms to limit industrial effluents. The project activities are grouped into the following four areas: • strengthening of legal framework; • strengthening of organisational structures and processes; • strengthening of incentive mechanisms; • strengthening of knowledge products; and

• promotion of resource efficiency (RE) and sustainable consumption & production (SCP)

The project activities build on the impacts achieved in the previous project and strengthens the strategic and operational governance structures of the Indian government to effectively combat water pollution from industrial wastewater at the national level. At the organisational and sectoral level, the project focus is on (further) development of implementation instruments and procedures and strengthening the implementation capacity of MoEFCC and downstream authorities, such as CPCB, to define and effectively enforce environmental requirements for industry, particularly in the field of wastewater. Besides on the National level, the project will be active in Uttarakhand, Bihar and West Bengal.

• About the Kick-Off Meeting

GIZ and MoEFCC jointly organised a “Kick-off Meeting on “Sustainable and Environment-friendly Industrial Production [SEIP-II] Project” with project partners from the collaborating states of Uttarakhand, Bihar and West Bengal. The Kick-Off Meeting was held on 20th December 2019 at Maple Hall, India Habitat Centre, New Delhi. More than thirty representatives from the partners’ side attended at the meeting and discussed the concept as well as the steps necessary to implement it. The discussions focused on the project vision, objectives, and outcomes as well as the partners’ individual expectations through Meetings based on their previous experiences. Furthermore, the individual outputs of the project were presented and discussed among all partners. Working alongside the counterpart organization, i.e. the Ministry of Environment, Forests and Climate Change (MoEFCC), the specific needs and priorities of the existing systems were identified by conducting a gap analysis in 2019. It is expected that these gaps will be bridged by participating in tailored activities and meetings. Moreover, learnings from past experiences will support this process. The brief note and programme schedule of the Meeting is enclosed.

a. Objective The overall objective of the meeting was to disseminate the project’s objectives and activities to all partners and knowledge sharing of existing situation. The meeting also presented an opportunity to the partners to present their technical cooperation requirements within the framework of SEIP II and their own commitments as well.

b. Participants The meeting was attended by the officials from MoEFCC, CPCB and representatives from SIIDCUL, BIADA, WBIDC etc. including Principal Secretaries of the Environment Departments, Principal Secretaries the Industry Departments, Managing Directors of the State Industrial Development Corporations and Chairmen of the State Pollution Control Boards/Pollution Control Committees.

• Summary of the Meeting

Mr. Raghu Babu Nukala, Project Director, GIZ SEIP II, welcomed all the stakeholders to the meeting. After a brief round of introduction of all participants, highlights of the

results of the SEIP I project, was presented by Mr. Ashish Kumar, Technical Advisor, GIZ SEIP-II project. An overview of the SEIP II project and the current status was given by Ms. Janka Eckert. Dr. Bhawna Singh, Scientist ‘D’, IC Division, MoEFCC, presented the views of the ministry. Mrs. Richa Sharma, Joint Secretary, Ministry of Environment, Forests and Climate Change. project addressed the gathering.

• Evaluation of bid documents

• Invitation and interaction of agencies involve in the setting up of and O&M of CETPs.

• Financial assistance from MoEF&CC, GoI or NMCG under Namami GangeProgramme

Common Effluent Treatment Plants (CETPs):

➢ In compliance to the above, HCFs are required to install STP and ETP of adequate capacity.

➢Model plan for STP and ETP for the HCFs needs to be developed compatible with the effluent load/size of the HCFs

Health Care Establishment:

➢Water auditing/water balance assessment to ensure compliance of discharge standards ( final waste water discharge limit) and concept of ZLD in aforesaid industries.

➢Performance evaluation of ETPs

Water Balance and Auditing:

• Monitoring mechanism, calibration of the system, training of the concerned staffs dealing with system

Online Continuous Effluent/Emission Monitoring System (OCEMS):

•Technical Support for Action Plan Development of Industrial Areas in Bihar.

•GIS Based Information System for Industrial Areas.

•Technology platform with all relevant information on technologies, vendors and experts to be referred by industries and regulators.

• Conclusions

- It was concluded that the topics of interest expressed by the stakeholders wished as areas of collaboration with GIZ, are relevant. Furthermore, the scope of project should also include: Industrial Park planning, Environmental Benchmarking, Incentives etc.

- Capacity building of the stakeholders on:

o ensuring establishment, operation & maintenance of CETPs;

o IT based system for collaborative working across Government Departments.

o ICT based tools (Digital Inventory of Industries etc.)

- Measures should be taken on the implementation and strengthening of process, procedures, technical knowledge on development, operation and management of environment infrastructure in Industrial Areas.

- All partners expressed their willingness to extend cooperation to achieve the desired objectives.

- Participants appreciated the efforts and reiterated the fact that coming up with such a project which will help industries not only to comply with the standards but will help them to grow economically.

[Project Under Indo German Development Cooperation]

Brief Note

Background: The Sustainable and Environment-friendly Industrial Production (SEIP-II) project is being implemented by GIZ on behalf of the German Development Cooperation jointly with the Ministry of Environment, Forest and Climate Change, Government of India. The project has a duration of March 2019 to February 2022 with a funding of 5 million EUR from the German side. The SEIP Project is being implemented in Uttarakhand, Bihar and West Bengal. The main expected outcomes from the project are:

• Four targets (e.g. laws, guidelines or technical regulations) for industrial water pollution control have been updated at the national and state levels by public authorities.

• 4 public bodies of the Indian government at national level and State level have designed their governance structures for effective control of industrial water pollution based on a defined and process-oriented approach.

• Five additional incentive mechanisms to promote key elements of sustainable industrial production, in particular wastewater management, have been included in the strategic planning of public agencies of the Indian government at national and state level (such as MoEFCC and CPCB).

• Four public bodies at national (MoEFCC, CPCB) and federal level (e.g. SPCBs, SIDCs in Bihar, Uttarakhand, West Bengal) use digital instruments (e.g. ICT - information and communication technology) to effectively combat industrial water pollution.
