In 1906, Italian economist Vilfredo Pareto created a mathematical formula to describe
the unequal distribution of wealth in his country, observing that twenty percent of the
people owned eighty percent of the wealth. In the late 1940s, Dr. Joseph M. Juran
inaccurately attributed the 80/20 Rule to Pareto, calling it Pareto's Principle. While it may
be misnamed, Pareto's Principle or Pareto's Law as it is sometimes called, can be a very
effective tool to help you manage effectively.
After Pareto made his observation and created his formula, many others observed similar
phenomena in their own areas of expertise. Quality Management pioneer, Dr. Joseph
Juran, working in the US in the 1930s and 40s recognized a universal principle he called
the "vital few and trivial many" and reduced it to writing. In an early work, a lack of precision on Juran's part
made it appear that he was applying Pareto's observations about economics to a broader body of work. The
name Pareto's Principle stuck, probably because it sounded better than Juran's Principle. As a result, Dr.
Juran's observation of the "vital few and trivial many", the principle that 20 percent of something always are
responsible for 80 percent of the results, became known as Pareto's Principle or the 80/20 Rule.
The 80/20 Rule means that in anything a few (20 percent) are vital and many(80 percent) are trivial. In
Pareto's case it meant 20 percent of the people owned 80 percent of the wealth. In Juran's initial work he
identified 20 percent of the defects causing 80 percent of the problems. Project Managers know that 20
percent of the work (the first 10 percent and the last 10 percent) consume 80 percent of your time and
resources. You can apply the 80/20 Rule to almost anything, from the science of management to the physical
world.
You know 20 percent of your stock takes up 80 percent of your warehouse space and that 80 percent of your
stock comes from 20 percent of your suppliers. Also 80 percent of your sales will come from 20 percent of
your sales staff. 20 percent of your staff will cause 80 percent of your problems, but another 20 percent of
your staff will provide 80 percent of your production. It works differently but universally for everyone.
For me, the 80/20 rules reminds me to have my 20% in order, cause the other 80% is in constant change.
For the past 11 months, the Chamber Board of Directors has been chaired by Bill Helgeson of the Risdall
Marketing Group. Bill has done a tremendous job as a leader and setting a vision for the Chamber, and just
when he was hitting his stride a new professional career opportunity arouse that he just couldn’t pass up.
As the Chamber did have its 20% in order, the transition to new Board Chair, Joe Brauer of Mid American
Financial Group has occurred seamlessly, and we are sure Joe will continue the tradition of esteemed Board
leadership.
We thank and wish Bill Helgeson the best of luck in his endeavors, and want to remind all our members to
keep a close eye on your 20%. You never know when it will be needed.

Instead the Twin Cities North Chamber has identified a need to focus on each individual city, bringing together the businesses and other key decisions makers in the city. In “Democracy in America”, published in 1835, Alexis de Tocqueville wrote of the
New World and its developing democracy. Observing from the perspective of a
detached French social scientist, Tocqueville wrote of his travels through America
in the early 19th Century. He saw democracy as an equation that balanced liberty
and equality, concern for the individual as well as the community. Tocqueville's
impressions of American religion and its relationship to the broader national culture
are likewise notable:
“Upon my arrival in the United States, the religious aspect of the country was the first thing that struck
my attention; and the longer I stayed there, the more did I perceive the great political consequences resulting
from this state of things, to which I was unaccustomed. In France I had almost always seen the spirit of
religion and the spirit of freedom pursuing courses diametrically opposed to each other; but in America I
found that they were intimately united, and that they reigned in common over the same country."

Over 150 years later, this moral compass that is engrained in our fibers has continued to be the guiderails in our culture
that allow the country to continue to be the greatest, and most free nation on Earth, as declared by David Aikman,
famed Time Magazine journalist from 1971-1994. Mr. Aikman wrote of a 20 year Chinese study that had at its goal, to
understand what makes America great, and how it sustains its greatness. The study looked at our military strength,
political system, economic system, educational system, and all were able to be copied without similar results. It wasn’t
until they looked at the religious founding of our nation, and how that resulted in the continued high value given to moral
conduct in all areas of business and life that the Chinese social scientists found the prominent difference.
In my humble opinion, nowhere is that more evident than in the Midwest, where our values, including “Minnesota nice”
are practiced every day, just look around you. However, even in Minnesota, our legislators and governor are having a hard
time “playing nice” in working out the state budget. Ultimately it seems as though the debate isn’t so much “what” our
values are, but who manages the working out of those values. As a neighbor of mine recently asked, “When did our
Midwestern values become law, administered by the state, and involuntarily paid for by taxpayers?” Haven’t we always
been compelled to help our neighbor (however you define neighbor) because of our moral guiderails? Aren’t those values
still within us? Wouldn’t we take care of the less fortunate if the government didn’t do it?
So I now ask you, will our state government allow us to help our neighbors, or better yet, trust us to do that, or will they
continue to mandate who gets help, and how we must pay for it? This question and more will be answered, or at least
contemplated, at the next Legislative Breakfast. Come join us for an always entertaining legislative wrap up breakfast on
