    unites over 1000 developmentorganizations from civil society, and has

    been working on development cooperation

    and challenging the aid effectiveness

    agenda since January 2007. BetterAid is

    leading many of the civil society activities

    including in-country consultations,

    studies and monitoring, in the lead up to

    the Fourth High Level Forum on Aid

    Effectiveness (HLF-4) in 2011.

    BetterAid recently launched

    civil societys Key Asks towards

    the HLF4 and CSOs can endorse

    the document on the BetterAid

    website. Womens organizations

    internationally are finalizing

    their Key Demands document

    towards the HLF4, following a

    consultation on DevelopmentCooperation, Womens Rights

    and Gender Equality in Brussels

    on 9th and 10th of June. Almost

    70 women from over 20 different

    countries in the world

    participated in this meeting.

    Initial plans for a potential

    Womens forum alongside the

    HLF4 were also discussed at the

    meeting.

    African womens groups and civil

    society organizations published a

    regional declaration following a

    regional consultative meeting on aid

    effectiveness organized by Reality of

    Aid and the African Women's

    Development and Communication

    Network (FEMNET): Opportunities

    and Challenges in the Implementationof the Paris Declaration (PD) and Accra

    Agenda for Action (AAA) in Africa held

    in Yaound, Cameroun on 30th31st

    May. The declaration includes a

    shopping list of aid effectiveness

    commitments that governments and

    development partners must respect.

    Faith-based groups in Africa also

    made a declaration towards the HLF4

    following a meeting organized in April

    by Reality of Aid and the All Africa

    Conference of Churches (AACC). The

    declaration calls for the inclusion of

    CSOs including faith based

    organizations as members of the

    national delegation to Busan, andcalling on donors to implement a

    range of aid effectiveness

    At the beginning of June BetterAidsent a letter to G8 leaders professing

    that the G8 Deauville Declaration

    includes no commitments to making

    development aid more effective,

    despite this being vital to achieving

    the G8s broader concerns.

    With HLF4 approaching in November,

    the time is now for the G8 to

    demonstrate that aid effectiveness is a

    priority.

    In the European Union, BetterAid

    delegates met with the EUs TechnicalSeminar on June 15 in order to

    present and discuss BetterAids keydemands towards the HLF 4 in Busan.

    The Technical Seminar gathers aid

    effectiveness experts from the

    European Commission and EU

    Member States.

    The Make Aid Transparent campaign

    was launched on June 8th. It is acoalition of civil society organizations

    who have come together to call on

    donors to publish more and better

    information about the aid they give.

    At present, IBON/ ROA- CORT

    already has had some submissions

    coming in from Asia- Pacific but

    more is welcomed. As of now CORT

    is still waiting for any CSOs

    coming from Africa and Latin

    America to submit.

    IBON to release primer on

    Busan

    IBON international is releasing a

    primer outlining and discussing

    key issues and developments in therun up to the 4th High Level

    Forum in Busan later this year.

    The primer aims to explain

    complex issues more easily and

    discusses a wide variety of topics

    while focusing particularly on

    development effectiveness and the

    need for a new aid architecture. It

    will be released in time for the

    OECD Working Party on Aid

    Effectiveness meeting 7-8 July2011.

    Effectiveness

    The IBON/Reality of Aid country outreach program for the broad

    implementation of AAA seeks to achieve greater and more

    meaningful involvement of CSOs in bringing change in aid

    effectiveness policy and practice. The strategy towards this is

    capacity development of CSOs in order for them to initiate policy

    dialogue spaces that allow for broader and inclusive participation of

    various kinds of CSOs at country and local level. These efforts are

    expected to contribute to changes in policies along a development

    effectiveness approach.

    Country outreach work will be based on the country-level plans of

    CSOs who are involved in aid effectiveness and development

    effectiveness advocacy. A broad range of CSOs will be encouraged to

    participate and work together to engage their respective

    governments, parliaments and development partners in the

    achievement and monitoring of AAA implementation.

    RoA is the partner agency of the BetterAid in this program. IBON

    International is implementing the outreach through the RoA

    network.
