Well, it’s hard to imagine…but the holidays are coming up quickly. This is yet another busy time for the Recreation Committee (when exact-ly is their non-busy time?). They just finished hosting two Children’s Hal-loween Parties, and now plans are in the works for the tree lighting on November 28. In addition to that, many members of the Recreation Committee also wear “two hats” and are members of the recently formed Garden Committee. They also just spent a good portion of their week-end mulching, pruning and planting bulbs around the Oberon Center to ensure that the community will have some natural beauty to look forward to next spring. I’m already looking forward to it!

Last month I attended the Ar-chitectural Standards Committee, thinking that it would be a good time as they surely wouldn’t be very

busy with ASC applications. Well, if their workload that evening was considered a light load, then I truly have a whole new appreciation for what this committee does. I was extremely impressed by the knowl-edge they have of the Radisson’s Covenants and the overall dedica-tion of this group. Although many of you know John Mancinelli, ASC Administrator, as the “face of ASC”, he represents a committee roster full of residents. During their busi-est of months (spring to fall) they have meetings twice a month to re-view applications but once a month during the winter. This committee has the difficult task of upholding the Covenants, which is not always an easy or popular thing to do. But, without them Radisson would not be what it is today.

One of the committee meetings that I attend monthly is the Op-

erations Committee. They work closely with myself and Doug Whit-ney, Maintenance Director, on the daunting task of overseeing the maintenance of Radisson’s proper-ties and facilities. With the majority of our capital improvements for this fiscal year being complete, we are in the process of budget prepara-tions for the FY2012 Budgets. Using a ten year projection, we have a Re-placement Schedule that enables us to forecast the community’s capital expenditures. We have to take into account the aging infrastructure on some of our buildings, the addi-tional common land that becomes our responsibility with the comple-tion of a new development, and any new amenities to the community (i.e. boat launch, tot-lots, shelters). In fact, preparations for the FY2012 Budgets are being started by all staff members and various

committees. It may seem early, but with committees that meet monthly we do need to get a jump start. A lot of work goes into our budgeting process, with a specific schedule that we adhere to.

I recently attended the presenta-tion on Radisson History, held by Bonnie Kisselstein, Lysander Town Historian. She did a wonderful job highlighting some of the most in-teresting facts about “Lysander New Community”, as Radisson used to be known as. Although I always thought that we had an extensive file on Radisson history in our of-fice, I visited Bonnie at her office and was impressed by all the infor-mation that she has collected over the years. We hope to work togeth-er to publish some information on Radisson history in future issues of the Reflections.

The Board is reviewing and will vote on a new “Architectur-al Standards Committee Com-position and Appointment Pol-icy” at its November meeting. The new policy will standardize the process for ASC recruitment and appointments, ensure that all residents interested in serv-ing on the Committee are given fair consideration and help the Committee best reflect the com-

munity’s diversity.The appointment process

will begin near the end of each year with the Nominations Committee advertising for can-didates then providing those names and any other pertinent information to the Board of Di-rectors. Current ASC members will let the Board know wheth-er they intend to serve another term and if they have any other

input for the evaluation process. The Board will review the full list of candidates and informa-tion to determine the Commit-tee appointments for a one-year term coinciding with RCA’s fis-cal year of April 1 to March 31.

ASC is limited to seven indi-viduals. One must be a NYS li-censed architect and one must be a member of the Board of Di-rectors. Although the Commit-

tee is appointed by the Board, it acts upon its own authority and is not subordinate to the Board.

New York Positioned to Lose Two House SeatsPreliminary stud-

ies reveal that New York is positioned to lose two seats in the House of Rep-resentatives when Census 2010 is com-

plete. House of Representative seats are based on population. There are 435 seats in the House of Representatives and each district has roughly 650,000 constituents. Experts earlier predicted New York would lose one seat, but as time has progressed, two is more likely, according to a study performed by Election Data Services.

The study predicts that overall, 12 congressional seats affecting 18 states would change hands with the new ap-portionments. Six states—Arizona, Geor-gia, Nevada, South Carolina, Utah and Washington—would each gain a single seat. Florida would gain two seats and Texas would gain four if the House of Representatives were reapportioned with current population estimates. A final reapportionment number from Census 2010 will be determined in December

and delivered to the president. By April, the reapportionment process will begin and it will take effect two years after that. If this is the case, New York’s total house seats would drop from 29 to 27.

There are many reasons why New York’s population growth has not kept pace with much of the nation. Most ex-perts agree that the government policies which have been coming out of Albany over the last several years are a strong contributing factor in our outward pop-ulation migration. Throughout history, population migrations have followed economic opportunity. Unfortunately, in New York we have not provided a climate where economic opportunity has flour-ished to the extent it has in other parts of the country. A study performed by the Manhattan Institute’s Empire Center for New York State Policy reveals New York suffered the largest job loss of any state from 1993 to 2007. Indeed, the “New York Post” reported last week that New York-based firms picked up and moved at least 407,558 jobs to other states from 1993 to 2007. Meanwhile, firms moving

into New York from other states brought just 259,090 jobs with them. Measured as a percentage of total jobs at the start of the period, New York’s net out-migration of 148,508 jobs was the biggest loss of any state. The industry sectors with the most net migration losses were manage-ment and public relations, down almost 10,000 jobs, and securities brokers and dealers, down more than 9,000, accord-ing to the article.

It is disturbing to see these num-bers but, frankly, I’m not surprised. We have all heard from businesses—from entrepreneurs to manufacturers—that the cost of doing business in this state is crippling. How many times have you heard comments such as this -- “I love this state. This is where I grew up, but I can’t stay here and make a profit.” It’s simple: Businesses need to make a profit to survive and hire more workers and if they’re made to relinquish profits to un-fair taxes and fees, they will leave. They have proven so.

This news of the House seats should be a stark reminder to all of us that we

need to make changes or risk falling even further behind in population growth. Let’s start by lowering property taxes. New York and New Jersey pay the high-est property taxes in the nation, accord-ing to the Tax Foundation. In upstate New York, whatever advantages we have as a result of a lower cost of living and lower real estate values are quickly eaten up by our high property taxes. On nu-merous occasions, I have heard from em-ployers who have told me that they have missed opportunities to bring employees to the region due to the candidate’s re-sistance to move to such a high tax area.

Report from the Onondaga County LegislatureCounty Executive and City Democrats Raise Your Taxes

Unfortunately, the above caption is exactly what happened at the special session of

the Onondaga County Legislature on October 21, 2010. The Legislature had proposed a budget for Onondaga County that lowered the tax levy from $180 million dollars to $135 million dollars. The County Executive chose to veto $24 million dollars from the Legislature’s adopted budget. To over-ride the vetoes, we needed 13 votes or a 2/3 majority of the legislature. The Republican caucus has only twelve members, so we knew that we would

still need at least one vote from the Democrats to override any veto pro-posed. The Republican Legislators re-mained united, and voted to override all but one of the vetoes. Last week there were 15 votes for the proposed budget, including three Democrats from the city, however, all six Demo-crats in attendance chose NOT to vote for the overrides. In essence, three of them voted against the budget they had voted for only a few days earlier. The result is over $18 million will now be added back to the tax levy thereby increasing your property taxes.

One of the largest vetoes sent over by the County Executive was for the

use of $12 million from the fund bal-ance. Currently, that account has about $66 million in it, and will be at close to $70 million before the end of this year. I felt it was imperative to use $12 million from our “rainy day” savings account, rather than tax our property owners any further. Why should we ask the property owners to dip into their savings account to pay their tax bill when we can use our savings account to offset the need to tax? Last year we used close to $8 million from the fund balance and those funds have more than replen-ished themselves over the last year. This veto was inexcusable and was

simply the wrong thing to do. I am very disappointed that at least one Democrat would not vote to override this veto and choose to use our “rainy day” funds.

I will do everything I can to reduce the expenses of the county over this next year and work to return your hard earned money to you. Appar-ently, the County Executive and the Democrats know how to spend your money better than you do. I can only hope that when we propose a budget next year there is an increase in the city rate so that the city legislators will be forced to vote to reduce their taxes along with ours.

PartyWe had a spook-tacular time at this year’s Halloween parties at

the Aspen House. With over 60 children in attendance we saw a wide array of great costumes! There were plenty of treats, but no tricks, to go around! Attendees played games, made crafts, visited with Sue Campenella to get their face painted and filled up on goodies!!

Thanks to Elaine Ceresko, Sue Dietrich, Sharon Hayford, Sue Norpell from the Recreation Committee who helped out with the set-up, parties and clean up this year. A special thanks to Kathie Morris who chaired this event. Also, a huge thank you to our youth volunteers: Natalie, Bridget, Kate, Hannah, Briannah, Kailey, Quaneisha, Sean and Josiah for helping out with the games, arts & crafts table and clean up. Haylie Sims did a great job taking the photographs and the children loved her Elmo sweatshirt!!

On Friday, October 15th, 72 people came out to Radisson Greens Club House to enjoy the ACME Mystery Company’s show, Death Takes A Cruise. There were plenty of laughs and audience participation during the dance competition and exercising with Lucy Belle the Cruise Director!!! The audience did a great job with their guesses on “Who Done It” and won prizes for the best theories and the most outrageous ones.

A huge thank you to Jim Brown, Dora & staff from Mulligans Restaurant for catering this event for us. The Italian Buffet was magnificent!! Thanks to my REC Committee members: Cathy Cooper, Sue Dietrich, Sue Norpell & Lynn Rosentel for helping out that night to make sure everything ran smoothly. Nursery School News

We had lots of smiles at nursery school this week-it was Picture Day! The children did a great job smiling for the camera.

We also spent some time talking about Halloween, the leaves changing and pumpkins growing.

The Three-year-old children had lots of fun us-ing marbles to make a spider web painting and built a pumpkin patch with paper and glue. There was so much excitement in the air because Hal-loween is near. The children dressed up in their favorite costumes and paraded around the Aspen

house singing songs like “Stirring the Brew” & “The Spooky Walk”.

The Four-year-old children celebrated “Dad’s Night” with an art activity and special songs. They shared a snack and sang songs with their Dad’s. The children also practiced their cutting skills with scissors, made marble painted spiders and puffy ghosts with glue & shaving cream. We read lots of stories about spiders, pumpkins and ghosts.

4-Day Preschool ProgramAre you looking to start

your four or five-year-old in a preschool program before they start school in Septem-ber?  We have the program for you!  Radisson Nursery School is beginning a 4-day preschool program in January 2011 for

children who will be enter-ing Kindergarten in September 2011.  The classes will be held 12:30-3:00pm, Monday-Thurs-day from January 3rd  to May 27th.

  Radisson Nursery School has been in existence almost

30 years and yet some people are unaware of the fact that it is open to everyone-Radisson residents and non-residents. The teachers implement a de-velopmentally appropriate cur-riculum that prepares the chil-dren for Kindergarten in a fun

and loving environment.  If you would like more in-

formation about this program, please contact Kristin at 315-635-2815. We currently have openings in our four-year-old am class as well.

Join us at the Baldwinsville Public Library on Friday, No-vember 12, 2010 as we cele-brate the opening of our Public Computing Center and Busi-ness Resource Center. The li-brary will be hosting an all day open house with refreshments. The day will begin with a brief ribbon-cutting ceremony at 9:30 a.m.

Hello everyone!

I have had the privilege of meeting so many people this fall who have been reading

my articles and using my recipes. I am happy that my recipes have brought some ease and enjoyment into your homes.

The recipe I am writing today is a request by a single gentleman that wants to make a great chili without much effort. I think I have just the recipe. Using just 5 ingredients, this recipe has proven to be fantastic. By the way, you do not have to be single to prepare this recipe! This recipe will feed 3-4 comfortably.

One more piece of information I wanted to share with everyone. A few dates for Holidays Shoppe’s are rapidly approaching. The Jr. League of Syracuse is being held at the Fairgrounds Nov. 12-13-14th. Support the Baldwinsville music department at our Baldwinsville craft show at the High School on Nov. 12th. Dec. 3-4-5th are the Holiday Shoppe’s at the Fairgrounds. All of these Holiday Shoppes are a great way to make the Holidays special by giving the gift of homemade. Plus you will be supporting local businesses!

Cooking With RamonaCajun Chili

Cook ground beef and sausage till done (in a crock pot if you want) then add remaining ingredients and simmer for 20 minutes. Ready to eat! Serve with some tortilla chips and sprinkle with shredded cheddar for a Cajun delight.

• 1 # ground beef, 90 – 10 which means no more than 10% fat• ½ # spicy bulk sausage• 16 oz jar chunky salsa• 2 bottles Ramona’s Cajun Black Bean Dressing• 1 can Kidney Beans• Shredded cheddar - optional garnish
