Supplier Handbook Decision
and Further Consultation Paper
•This paper will contain a suite of decisions with further
consultation on the details of specific decisions. Intend to
publish in October. (or late Sept if possible.)
•The consultation component of the paper will complete in
November.
•CER will hold a workshop with all suppliers following the
publication of the paper, with additional bilateral meetings
where necessary. This workshop will go through eg the
implementation process, the further consultation element of
the paper and clarify decisions made.
•A final decision and updated version of the Supplier
Handbook will be issued by the end of January. 8
Retail Market Assessment Paper
•The Department of Communications, Energy and Natural
Resources has issued a White Paper which sets out a vision
for Ireland’s Transition to a Low Carbon Energy Future 2015-
2030.
The White paper requires the CER to:
•Publish a consumer focussed assessment of the development
of competition in retail markets (and its impact on prices),
•Ensure that competitive markets are delivering for all
consumers and consulting on the promotion of active
consumer engagement,

• In conducting this review, the CER assessed and
compared a number of indicators expected from well-
functioning and competitive electricity and gas retail
markets.
•At the end of each chapter, the findings from the
analysis are consolidated, leading to a number of
proposed areas that may benefit from further actions
and further considerations.
•A second information note will set out a framework on
the areas the CER consider may require further
development as a result of the findings of the retail
market assessment, which we aim to publish in
January.

Review of typical domestic
electricity and gas consumption
values
•The CER currently provides typical annual consumption values which
can be used on price comparison websites and to compare tariff
offers across different suppliers. These figures are currently 5,300
kWh for electricity customers and 13,500 kWh for gas customers.
Evidence suggests that these figures should be revised downwards.
•This paper presents a summary of the methodology used to derive
new figures for electricity and gas and considers the following:
•Following this a revised figure will be recommended by CER for use
by price comparison web sites and relevant industry stakeholders.

Process Steps and Clarifications for
Green Source Product Verification
CER
1. Who is obliged to submit a GSPV?
If a supplier is marketing a specific product as
green then suppliers need to submit a verification.
This will only apply to suppliers who are serving a
retail customer base (not one customer).

2. Extension and Notification to Suppliers
1. CER has extended the deadline to suppliers but
request that the suppliers give a clear indication
when the audit will be completed.
2. Following completion of the audit and submission to
SEMO, the results will be communicated individually
by letter to each supplier.
3. For this year the results will not be published
4. Suppliers can use the CER letter and communicate
to their customers if they so wish 14
3(a). What are the requirements for the bill in
2016 ?
•Suppliers should display the 'Supplier Mix' and the
'All Island Mix' as per the current annual FMD
methodology on the back of customer bills (without
the PSO and non PSO split for renewable)

3(b). What are the requirements for the bill and
website in 2017? • In accordance with the revised timelines suppliers are required
to update their website with GSP information in October 2017
and put new wording on bill as set out in the CER Decision
/15/205
–If suppliers offer Green Source Products they should include
the new sentence in their BILL “Supplier Z now offers green
source products which is likely to change your fuel mix when
compared to the supplier fuel mix shown. For information on
your fuel mix and on the environmental impact of your
electricity supply visit www.supplierZ.ie or, for further details
call 00XXX X XXX XXXX” as per Decision 3 of CER/15/205.
–If suppliers offer Green Source Product they should publish
on their WEBSITE the 'Green Product Mix' (including the
PSO and non PSO split for renewable) as per Appendix 2 of
CER/15/205.
• The CER will monitor suppliers’ communication on the bills and
websites.

5. What if a supplier submits a GSPV and they have
not completed annual FMD?
• Unless a Supplier has submitted an annual FMD declaration,
SEMO have no way of performing the GSPV (logically, there
must be FMD demand value and claims to verify their green
source product submission against)
6. Do Suppliers notify in advance that they are
going to supply green source products or do they
wait until declaration under Fuel Mix?
• There is no obligation on suppliers to notify the CER or SEMO in
advance of selling green source products. However the CER will
only publish and issue a Green Source Product Verification for
suppliers that complete the audit. It is good practice and will
assist with timelines if suppliers notify the CER and SEMO that
they are offering or going to offer a Green Source Product

•CER will organise a workshop with SEMO work

Retail Market Code
•The retail market code is required under the
Distribution System Operator licence.
•CER is commencing work to consider the framework
and requirements to be contained in such a code. If
there are some comments or feed back, will take this
on board.
•The retail market code used in NI or other markets
will be considered, where it can provide guidance for
practice.

Audits and Compliance
•The topic of supplier audits and timing will be
communicated, once a final decision is made
internally in CER.
•The CER is also preparing for its annual audit of the
price comparison websites.

Revenue Protection TOR
1. Review the level of compliance of ESB Networks and Suppliers with Revenue
Protection Code of Practice at present.
2. With available resources, propose a strategy which will optimise the benefit for all
stakeholders from the Revenue Protection activity. This includes resourcing of
individual case follow ups, court cases, targeted leaflet drops and use of media
channels.
3. Explore the concept of having a moratorium on Change of Supplier where Revenue
Protection issues exists (Ref Workshop June 15).
4. Review the 260 Market Message process in relation to the treatment of Revenue
Protection Queries including timescales and undercharges. Develop practical
guidelines around same which will improve speed of turnaround and more efficient
scheduling.
5. Agree and obtain IGG approval to a proposed Revenue Protection Work Plan for
2017 including targets and milestones.

ESB Networks I-SEM Programme - Update
We continue to work on gathering Requirements with the RA’s , the I-SEM Project and the other Meter Data
Providers through the I-SEM Metering Working Group.
Price Effecting Units
We have been working with Eirgrid to identify Price Effecting Units that will move from Eirgrid to ESB Networks,
and together with SEM-O we will be considering the cutover implications and the timeline for their moving in
more detail.
New! SEM-O are looking at moving a small number of Supplier Units that are currently Non-Price Effecting in the
SEM to become Price Effecting in the SEM , and we are working with them, along with MRSO and Eirgrid to
understand the implications and timelines involved.
When information is available, we will share it.

ESB Networks I-SEM Programme - Update
At the last IGG there was an update on a Wholesale Market Modification around the timeline for the last SEM
Re-Settlement . There was a proposal to reduce the re-settlements of the SEM market at M+4 instead of the
usual M+13.
The latest update on that is that the M+13 Re-Settlements for the SEM are expected to run on until the last day
of the SEM is Re-aggregated.
The Market Operator has instead decided to raise a second Modification around the dispute process after M+13
with a reduction from 24 months to a yet to be determined new value. This concerns the SEM market.

ESB Networks I-SEM Programme - Update
At this time there is no change to our understanding from what we presented at the last two meetings viz
• No Changes are indicated to the Harmonised Retail Market Schema or the COBL
• D+1,D+4,M+4,M+13 Settlements will operate for ESBN for the I-SEM i.e. No Change to frequency
• Need to concurrently operate the SEM and the I-SEM until the Re-Settlement of the SEM has completed
• No Meter Data will set the price in the I-SEM and so I-SEM will not need the Price-Effecting category
• I-SEM Market Trials will run from June-Sept 2017
• The Go-Live date for the I-SEM is 1st Oct 2017

Action 1013 - MRSO Slides
It was agreed at IGG dated 29th June 2016 to only provided the MRSO
slides on the RMDS website.
The new location for the MRSO slides is in the Reference Section in a new
subsection called Reporting of which MRSO Slides has its own dedicated
page.

• Tender was evaluated by RMDS –the Chairperson of the LTCA WG Cormac
Madden and David Walshe.
• Tender was scored independently and then the average score was applied to the
final score sheet.
• ESBN Procurement to issue contract to Deloitte – expected completion
13/9/2016.
• Advised vendor on intention to award contract 24/08/16.
• Vendor to submit more detailed programme of work w/c 29/08/16 so some
advance preparation work can be undertaken.
• Objective is to have the Auditor complete their audit by end of November 2016.
• There will be an evaluation period for MPs to review the report.
• Once this evaluation is complete and clarifications addressed the final report will be prepared and submitted to the CER.

CER have reviewed the New Registration’ process for customers who do not actively
choose a supplier as part of the new connection process. In the interest of a level
playing field and to further support the development of competition, CER are
considering a change to the current default process to a single supplier.
The core driver from CER is that the default Supplier, for sites which do not elect a
supplier within 5 days of energisation, should not automatically be Electric Ireland. This
is seen to be an unfair advantage from market perspective. The intention of the change
request is to look at the process and develop an equitable process around New
Connections which does not give unfair advantage to any one supplier.
RMDS recommends that New Registrations would follow a similar process to that
which exists for >=30kVA new connections. The customer must sign up with a supplier
of choice before energisation The choice of the Supplier is therefore correctly in the
hands of the customer.

DR1180 – New Registrations(2/2)
When the quotation letter for a new connection is sent out to the customer by ESBN this
should contain a paragraph which will detail the requirement for mandatory selection of a
Supplier by the customer in advance of energisation.
The difference to the current process is that for sites < 30 kVA the customer will in future
have to contact a Supplier of choice who will submit a registration to ESBN with the
customer name, and receipt of the registration by MRSO becomes a requirement before
the site is energised.

CER’s Retail Market team asked ESB Networks in January 2015 to assess the impact of
the ISEM on the Retail Market in Ireland..
Whilst the SEM is to undergo a radical transformation arising from changes to European
legislation designed to create a single wholesale electricity market across Europe, the
intention of the RA’s I-SEM team is that there would be minimum impact for the Retail
Market and for Meter Data Providers arising from the I-SEM.
ESB Networks is one of the four Meter Data Providers represented at the I-SEM Metering
Working Group and have been considering the impacts of the I-SEM.
The proposed changes are fully detailed in DR1182 and include changes to the Data
Processing and the Data Aggregation Retail Market business process between ESB
Networks and Market Participants.
