DR 1019 V1.0 – Cancellation of De-Energisation Service Orders for Change of Supplier with CoLE

Discussion Request

Open Service Orders delay the progress of a CoS as need to be complete or cancelled before CoS can proceed

Could result in a new customer being de-energised unnecessarily DR proposes that ESBN manually cancel SO for de-energisations

where CoS has a CoLE (explicit or implicit) where possible Outgoing Supplier will not need to send 017W ESBN will issue 131MM to outgoing Supplier if SO manually

cancelled If the SO cannot be cancelled then the process continues as

currently Where no CoLE with CoS then no change to existing process

MCR1083 V2.0 – New Guidelines for Objections to Change of Supplier

MCR 1083 v2.0 was implemented in 2011 to introduce a more transparent process for handling Objections.

The guidelines for the operation of the process were outlined in a Word document entitled “Erroneous Transfer Guidelines v1.1” embedded into MCR 1083

WP 24 has now been raised to convert the existing Guidelines document into a Working Practice.

WP 24 has now replaced the Word document as an embedded object in MCR 1083.

At Today’s Meeting: Participants informed of document change in MCR 1083 Recommendation for Approval of WP 24 requested

Market Design – Alternative Solution‘Back to Basics’

Overview• This solution would be delivered by generating MPD documentation using Visio diagrams

included in MSWord documents• They would be generated into PDF format and published to the RMDS web site for

access by Market Participants.• Market Messages in Visio as per their current structure in ARIS but generating the HTML

from Visio and publishing to the web. These would drill down to Segments and Data Codes

Advantages• Matches the format of the NIE and Gas Market Processes .• No on-going support and maintenance costs as with the existing models• No external support required to deliver the solution on an on-going basis.• Some drill down functionality• SMART Metering is going to see a large number of MPDs generated and these can be

used by RMDS.

Disadvantages• Effort required to generate this documentation• Document Management Process will need to be designed & implemented• RMDS Website will have to be updated to allow for new solution.

14 August 2013

Page 39: IGG Agenda 14 th August 2013

Retail Market Design Service

High Level Plan

Drafting of documents and Visio diagrams will be carried out by RMDS and absorbed into operational workload

Target for completion approx. June 2014 Website changes necessary to accommodate new format

of Market Design If possible these changes could be carried out this year

and documents could be updated to new location as and when a document is complete.

During this transition period ARIS will continue to be the main published version of the Market Design

Link to ARIS will remain for 2014 and possibly 2015

Option 2 – Proposal for full re-design of website

Use a generic but contemporary site template to reduce build time & costs.

Reasons: Opportune time to re-organise and more cost effective

in terms of effort for testing Look and feel of site out-dated Too many menu options (10 main headings) Navigation could be improved Information could be more logically stored

4 Main Headings – Home Page, Market Entry, Market Design, Market Calendar

Market Design is the core activity so would house all Market Design documentation
