PUBLIC OPPORTUNITY TO PROTEST ENTITY TYPE CHANGE OF MONTANAALL-ALCOHOLIC BEVERAGES LICENSE
Jerry E Koski Living Trust (Members: Paul Koski, Jeffery Koski) has applied to change the entity type of one Montana All-Alcoholic Beverages License No. 20-230-8797-001 to be oper-ated at Hanger Bar, 54315 Highway 2 East, Glasgow, Valley County. The public may protest this license transfer in accordance with the law.
Who can protest this transfer? Protests will be accepted from residents of the county of the proposed location (Valley), residents of adjoining Montana counties (Daniels, Roosevelt, McCone, Garfield, Phillips), and residents of adjoining counties in another state if the criteria in 16-4-207(4)(d), Montana Code Annotated (MCA), are met.
What information must be included? Protest letters must be legible and contain (1) the protestor’s full name, mailing address, and street address; (2) the license number (20-230-8797-001) and the applicant’s name (Jerry E Koski Living Trust); (3) an indication that the letter is intended as a protest; (4) a description of the grounds for protesting; and (5) the protestor’s signature. A letter with multiple signatures will be considered one protest letter.
What are valid protest grounds? The protest may be based on the applicant’s qualifica-tions listed in 16-4-401, MCA, or the grounds for denial of an application in 16-4-405, MCA. Examples of valid protest grounds include: (1) the applicant is unlikely to operate the estab-lishment in compliance with the law; (2) the proposed location cannot be properly policed by local authorities; and (3) the welfare of the people in the vicinity of the proposed location will be adversely and seriously affected.
How are protests submitted? Protests must be postmarked to the Department of Rev-enue, Office of Dispute Resolution, P.O. Box 5805, Helena, Montana 59604-5805 on or before February 20, 2017.
What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or Glasgow. All valid protestors will be notified of the hearing’s time, date and location. Hearings typically are scheduled within 90 days. A protester’s hearing testimony is limited to the grounds in the protester’s letter. Follow-ing the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied.

When the contract is awarded, the bonds of the two remaining unsuccessful bidders will be returned. NOTICE OF TRUSTEE’S SALE
To be sold for cash at Trustee’s Sale on the 12th day of April, 2017, at 1:30 o’clock p.m., at the front door of the Valley County Courthouse, Glasgow, Montana, is the following property:
Lots 8 and 9, Block 31, Original Townsite of Glasgow, Montana, according to the official plat thereof on file and of record in the office of the Clerk and Recorder, Valley County, Montana; together with all buildings, fixtures and improvements thereon and all water rights, rights-of-way, easements, rents, issues, profits, income, tenements, heredita-ments, privileges and appurtenances thereunto belonging, used or enjoyed with said property, or any part thereof.
Christine L. Saiz and Christopher B. Saiz, as Grantors, conveyed the above-described property to Valley County Abstract, as Trustee, to secure an obligation owed to Norwest Mortgage, Inc., as Beneficiary, by Trust Indenture, dated July 3, 1996, and recorded July 3, 1996, in Book 186, on Pages 143-153, under Document No. 101571, records of the Clerk and Recorder of Valley County, Montana. The beneficial interest in the Trust Indenture is currently held by Montana Board of Housing as a result of the most recent Assignment, recorded July 3, 1996, in Book 186, on Page 154, under Document No. 101572, records of the Clerk and Recorder of Valley County, Montana. There is presently owed on the obligation secured by the Trust Indenture the principal sum of $31,088.43 plus interest thereon at the rate of 7.0000% per annum from the 1st day of April, 2015, until paid, or $5.9622 per day, currently a total of $1,407.07, late charges, advances for property protection, and escrow shortages, currently, $1,597.91, attorney’s fees and costs, cur-rently $580.00, for a current total indebtedness of $34,673.41. Other expenses to be charged against the sale proceeds include accruing late charges, escrow shortages, if any, attorney’s fees and costs, and expenses of foreclosure and sale.
The Beneficiary has elected to sell the above-described property to satisfy the aforementioned obligation and has instructed the undersigned Trustee to do so. The sale is a public sale and any person, including the beneficiary, excepting only the Trustee, may bid at the sale. The bid price must be paid in cash. The conveyance will be made by a limited warranty Trustee’s Deed. The purchaser shall be entitled to possession of the property on the 10th day following the sale.
The sale may be postponed up to 15 days for any reason by public proclamation at the scheduled sale. If there is a stay by bankruptcy or court order, the sale may be postponed up to 30 days at a time by public proclamation, for a total of no more than 120 days.
The grantor, successor in interest to the grantor, or any other person having an interest in the property, at any time prior to the Trustee’s Sale, may pay to the beneficiary the entire amount then due under the Trust Indenture and the obligation secured thereby (including costs and expenses actually incurred and attorney’s fees) other than such portion of the principal as would not then be due had no default occurred and thereby cure the default theretofore existing.

Saturday, Jan. 14, 20171630 Dispatch received a 911
call from Frazer but was unable to hear anything. The number was disconnected. Dispatch called the number back and heard what sounded like a child, then someone telling someone not to pick their nose. Dispatch called the number back a couple times and finally spoke with a male person who said a little boy had the phone. It was hard to get any information from him as his phone kept cutting out.
1709 A Glasgow male caller wanted to speak with an officer. He said this was a complaint. He wasn’t giving any further information, and Dispatch told him they would not send an of-ficer into an unknown situation. He advised Dispatch that they weren’t going to be sending an officer anywhere; all he wanted to do was speak to an officer. Another officer advised that a woman was supposed to bring the caller’s child back and hadn’t done it yet.
1834 A Glasgow male advised he had security cameras at his house and received a notification of the cameras, so he looked and found someone just going into the shed. He said he was at work near Culbertson and wouldn’t be home until late tonight. Officers went to the address and found the latch on the shed was still locked, the doors were locked on the house and no one was in around this time. An officer spoke with a male who lived with the family and had just taken the garbage out. The officer advised it could have been him that showed up on the camera.
2102 An officer stopped to assist a citizen, but vehicle was not a hazard and no one was with the vehicle.
2242 A Glasgow male advised another man had called him many times tonight. The caller is now in at his residence, and he wasn’t answering the door or his phone.
He would like an officer to do a welfare check on the male calling him. Officers reached the male at 22:51, and everything was okay.
Sunday, Jan. 15, 20170608 A female caller wanted
an officer to go to an address in Glasgow to get a female nurse that they hadn’t been able to con-tact who was needed in surgery.
0847 A Glasgow female ad-vised she was part of the Sober Link program. She said she had been trying to do a home breatha-lyzer test, but it kept not reading her results. She called Sober Link and they told her to come to the LEC to get a breathalyzer done to prove she hadn’t been drinking. She is coming in 5 to 10 minutes, and the officer will meet her there.
0903 A female reported a male at the ER with a dog bite to his left hand. The bite happened Friday, but he came in today be-cause it looked infected. It was the male’s own dog that bit him at their residence.
1754 A McCone County fe-male reported receiving a call from her daughter, who was com-ing home from Miles City, that there was a pickup with its lights on sitting in the driving lane. There was no one in or around the vehicle. It was on MT Hwy. 24 S, at MM 34. The information was passed on to McCone County and MHP dispatch.
1951 A female called in stat-ing her locks were frozen on her front door, so she was unable to get into her house in Glasgow. She was staying at a different residence tonight and she would like an officer to drive by her house to see if all her lights were off. By 2029, an officer advised he had driven by this residence and all the lights were off.
2050 A male caller reported his wife smelled gas in her apart-ment. She had called him and he is in Virginia. He would like an officer to go check it out. An officer went to the scene, and reported a faint odor of gas when he first entered the residence. He also advised cadence to all MDU
to see if they wanted to come out and to also notify her landlord.
Monday, Jan. 16, 2017 0832 The caller believes that a
man is running a puppy mill. He is on the internet selling several litters at a time. He bragged to the caller that he had over 30 dogs he was selling. The caller wanted to know if he had a license with Valley County or the state.
2002 A female arrived to get a PBT as her Sober Link still isn’t working. (Same as from call #0847 Sunday, Jan. 17.)
2011 A male caller reported a black and white border collie in the Glasgow area. He was con-cerned it might get hit if it stayed there. An officer was notified.
Tuesday, Jan. 17, 2017 1415 A female caller reported
her Honda Civic had been hit in the high school parking lot.
1533 A Valley County female reported someone shot up their mailbox. It happened since they checked their mail yesterday. Her husband believed the suspect used a .22.
2052 An anonymous Glasgow caller said there were two vehi-cles parked at the Fashionette and one parked at the Event Center. He said they were parked at the Fashionette yesterday and was told that tickets would be issued for parking there. The complain-ant said he just saw a cop drive by and he didn’t do anything. One officer advised officers were at the office doing paperwork, another officer was in Nashua. He had driven by Farm Credit and found the vehicle parked at the Fashionette was unoccupied and no one was at the vehicle parked at the Event Center. The vehicle parked at the Event Center be-longed to someone who worked at the Event Center.
2139 A card was started at a deputy’s request. The deputy said a female called him who was concerned for herself and her family’s safety. He said that he notified RC, and they would be sending tribal officers to that location. RC Dispatch called to let VC know that an officer was responding. They are requesting a deputy from Valley County because the suspect will probably try to run. Dispatch advised the male to be driving a white 2014 Honda Accord. RC called to let VC know that a male was at the residence.
Thursday, Jan. 19, 20170200 A male caller from Ken-
co called to report/update on a fire alarm at the Frazer Public School in the shop heats zone 81. They had spoken to the key holder, who told them it was a false alarm. The initial alarm was at 0145.
0501 Via 911, Phillips County transfer: A 2010 Ford F150 4x4 was in the ditch. It hit a tree with the rear of the vehicle. The driver was not injured, but the vehicle was disabled. Dispatch
tried calling all three wreckers, but no answer at one and two were unavailable. The driver has someone coming to pick him up in 20 minutes or so, and he will tow the vehicle himself.
1036 A deputy requested a card be started for a dog com-plaint at a Glasgow residence, and the RP wished to remain anonymous.
1113 A 911 call was received from a Hinsdale cell phone and Dispatch could hear a male on the line and a bunch of rustling around at the phone. Dispatch heard someone say, “Come on, dog gone it,” and continued to hear the background noise. Dis-patch called the number back and left a message. At 1114, the person called back to say every-thing was fine and it had been an accidental call.
1143 A Glasgow male report-ed that his brother was threaten-ing him and he wanted to file a complaint.
1219 A Glasgow female re-ported they have a customer who was experiencing a fraud on her accounts.
1412 A Valley County male called to complain about a male doing survey work who was parking his vehicle on the road and it was a hazard. Dispatch contacted DOT and they will see if they can contact the construc-tion company.
1609 A Montana male report-ed he lost his worn grey leather wallet around 7 p.m. Jan. 11. He believed he lost it somewhere be-tween Havre and about 37 miles north of Great Falls on Hwy. 87. The wallet contained his Ids. He already canceled his credit cards. This message was passed on to various law enforcement agen-cies in the area.
1639 A deputy advised he re-ceived information that a female was at McDonald’s in Glasgow and would be there until about 17:15. Officers were notified.
1735 A Frazer female reported she kept getting harassing phone calls from unknown people. She was tribal, and was patched up with Roosevelt 911.
Friday, Jan. 20, 20171529 A Glasgow female re-
ported that the street light across from her house has been act-ing up. The light has been dim and flickering, and some nights doesn’t come on at all. Dispatch notified NWE. They will put in a service order and may get to it next week.
1749 A Valley County male reported that he hit a deer about 1 mile east of the rest area. They’re not injured and have continued on their way. He didn’t know the condition of the deer or if it was off the highway. HHP and a deputy were notified. The deer was deceased and a message was left for DOT.

NOTICE OF PUBLIC HEARING GLASGOW LEVEE COMMITEE
Notice is hereby given that the Glasgow Levee Committee will conduct a public hearing on February 15, 2017, beginning at 6:00 P.M., in the Glasgow High School Auditorium in the Glasgow High School located at 175 Aberdeen Street, Glasgow, MT 59230, regarding the Glasgow - Cherry Creek & Milk River Levee.
The Levee Committee will be conduct-ing the hearing to provide information to the residents of Glasgow and all interested parties as well as to receive public comments for the Feasibility and Risk Management Study for the Glasgow Cherry Creek & Milk River Levee.
As a condition of Glasgow remaining in the US Army Corps of Engineers PL 84-99 program which provides oversight of the levee and cost sharing in the event of flood-ing damage to the City, a Feasibility and Risk Management Study was commissioned by the Levee Committee and the City of Glasgow. The Glasgow Levee Committee will present the findings of that study as well as address the conditions effecting the status of the levee which have impacts to residents of Glasgow and Valley County.
All parties in interest and citizens shall have an opportunity to be heard at the public hearing. Interested persons may obtain further information and may review the Feasibility and Risk Management Study at the Office of the Director of Public Works in the Glasgow Civic Center, telephone number (406) 228-2476.
