    2 Preparation

    2.1 Tools and Equipments

    A Pulley of the correct Safe Working Load (SWL), for the load to be lifted must be used and must be

    of high quality; with SWL clearly marked on the pulley. (Snatch or closed Pulley block is acceptable).

    Typically this will be rated at least 3x the load that will be lifted. Huawei Subcontractor must use

    2000kg SWL as a minimum. The pulley shall be in good serviceable condition and fit for purpose

    and visually checked before each use. Any obvious signs of damage or over use and the Pulley must

    be replaced for the same type.

    Only Manual Hand Winches are to be used and this must have a load capacity suitable for the load

    to be lifted and must be in a serviceable condition. Typically this will be rated at 3x the load to be

    lifted. Hand winches factory certified and complete with the correct leg mounting brackets (2000Kg

    SWL).

    For extra safety a 2000Kg nylon sling will be wrapped around the winch Leg brackets and fixed with

    an appropriate Bow or D shackle (SWL 2000Kg - not tied). In addition to the above, the Operator

    must be fully trained and experienced in the use of the hand winch and the rigging work must be

    properly supervised by qualified And certified engineers at all times

    The number of turns of wire rope on the drum should be a minimum of 4 turns and the Operator

    Must be wearing good quality leather gloves and shall keep his hands away from the Winch

    When in operation at all times.

    Steel Wire Rope minimum 160m, 14mm in diameter with the factory pressed eye thumbnails (no

    bulldog or other type of clips is to be used). Huawei teams will only use factory certified and tested

    Steel wire rope with pressed eye thumbnails as below,.

    Huawei subcontractor rigging teams will not use or are not permitted to use Kernmantle ropes or

    any other type of synthetic ropes for Rigging/lifting activities, the only ropes to be used are Tag

    line (holding out) ropes.

    Tag Lines will be 14 16mm polypropylene or equivalent min SWL 200Kg (none stretch).

    Wire Rope / Steel Bond - 12/14mm Factory pressed eye ends.

    Rigging attachment devices, such as Webbing slings, Shackles and Carabiners will also be required

    and these should have a minimum SWL capability of 2000kg, the same as the other lifting items,

    typically 3x the load to be lifted. All items shall be in good serviceable condition and fit for

    purpose and visually checked before each use, any none conforming items must be replaced for

    new serviceable items..

    Radio Transceivers (Back to back Radios/Walkie Talkies) are to be used at all times for

    communicating between ground crew and workers aloft. Use of Mobile phones is not

    recommended.

    General Hand tools, Ratchet socket wrench, wrenches, open ended spanners, water pass etc, are

    required & must be fully fit for purpose and must be in good serviceable condition, tools must be

    stored in tool boxes. All rigging engineers are to ensure that all hand tools are tethered (tied) to

    their harness and canvas flapped (closed) tool bags used at all times when working at height.

    Personal Protective Safety Equipment (PPE) must be worn at all times when working on the

    sites, this is none negotiable and any persons found not abiding to the HSE regulations will be

    removed from the site and banned from the project without hesitation.

    First Aid Equipment:

    A PMI approved First Aid Kit shall be on site at all times when work is being undertaken on site. It is

    recommended that at least two PMI trained & certified First Aiders should be included in the

    Rigging Team.

    First aid kits are to be present on all site installations and stored within quick and easy access to the

    whole site installation team, the kits must be complete and sterile.

    Each vehicle used shall also carry one first aid kit and be fully complete as per the list below.

    2.2 Site Safety - Demarcation of working areas and Drop Zones.

    The teams on site must attach Barricade Tape and place safety signs on and around the working

    areas, as well as clearly identify the rigging drop zones (half the working height) these areas must

    be taped and cordoned off, site access gates must be locked and secured when the rigging work is

    ongoing & all engineers are made fully aware of the site safety emergency gathering area in case of

    any sudden incidents/accidents.

    Safety signs must include the below information:

    1. Hard hat Area. (Boots, Hat, Harness, Gloves & Glasses).

    2. Personal protective equipment area.

    3. Emergency Call information / telephone numbers and emergency contact numbers:

    4. No Access to the Public / Local community.

    5. Danger men working overhead / at Heights.

    Site barricading:

    Red and white or yellow and Black cordon tapes can be used for marking out safety areas..

    All sites must be taped off to mark the working area and the drop zones; the barricade tape must block the

    access areas and be placed at a height of 1.5m AGL.

    2.3 Site Worker Preparation

    Work Safety Analysis:

    A complete Safety Analysis is to be carried out and analyze the risks of the specific site and the

    activities of the rigging & planned installation work.

    The process is to simply indentify the possible site dangers / risks and the probability or likely hood

    of any occurrence due to the identified site risks, the TL must then measure the risks severities and

    clearly instruct the team members on how to control all site risks and place tape or cordons around

    any of the identified risk areas and brief the team in them all.

    Tools box talk:

    Each site Team Leader must hold a site installation tools box talk with all members on site, the TL

    must fully explain all of the work activities and all engineers informed of their individual roles &

    responsibilities be clearly defined.

    All member of the team are to be briefed in the first aid and site accident procedures and be made

    fully aware of the contact call numbers in case of any incidents, all near misses are to be recorded

    and reported as they occur.

    Tools box talk contents:

    Visual checking analysis of tower or structure condition, site condition safe from danger animals

    such as snakes, bees, monkeys etc, First Aid kit check.

    Documentation check and brief on the installation requirements is needed. Safety brief, tools

    checking, Installation tools checks, Job Arrangements, Rigging tools checking such as Pulley, Sling,

    Webbing, Full body harness, all TB talk results logged and recorded.

    Engineer Certification check:

    Huawei identity Pass & ID as well as WAH Certificatation must be checked: All members of the

    team should carry their WAH certification (Copy) with them on all site installations, they must be

    fully trained at WAH and HSE by Huawei expert, and all Riggers must hold WAH Certificate from

    Menakertrans / Professional Consultant, any persons found to be on site working without the

    correct certification will be immediately removed from site and their photo taken, details logged

    and reported to the HSE HW manager.

    3.0 Knots, Bends and Hitches

    All rigging team personnel shall be proficient in and capable of tying the basic rigging Knots, Bends

    and Hitches and be knowledgeable in their correct use. Knot tying is only applicable to the Tag lines

    and all equipment that is to be lifted is attached with sling and shackle not tied in any way.

    The following Knots Bends and Hitches apply and are to be used for the purpose described below

    only, no other types of knots are to be used or attempted:

    Reef Knot (for joining ropes together)

    Clove Hitch (for securing NOT Lifting)

    Double Sheet Bend (Lifting)

    Bowline (Preferred Knot - Secure safe lifting easy to untie).

    4 Drop Zones, Safe working areas and emergency rendezvous areas:

    4.1 Drop Zones:

    The drop zone is 50% of the actual Working height, or the actual location of the installation.

    Example: If the team is working at 30m height the drop zone then becomes 15m from tower base

    to surrounding area.

    4.2 Safe working areas:

    If there are residents living or in the vicinity of the Working Drop Zone Area, inform them about the

    dangers and risks involved, ensure safety arrangements are in place & tape off the the drop zone

    working area, placing signs around the boundary..

    4.3 Emergency Rendezvous Point:

    The Team leader must chose a safe area of the site or immediate surrounding area as an

    emergency gathering location for the whole team to use in case of any accidents occurring.

    In case of any accident occurring or very bad weather, i.e. lightening, hard rain, all work must stop

    immediately, climbers must return to ground level and wait in the safe area until the immediate

    risks have been addressed or removed or the adverse weather has passed and cleared.

    4.4 Site Visitors/ Inspectors:

    In the case of any persons visiting the site or trying to gain access to the site whilst the work is

    being undertaken, the team leader must ask the persons to wait outside the working area outside

    of the cordoned off drop zone. The tea, leader must challenge the visitor for their I.D then allow

    to enter site, only fully trained persons are to enter sites, they must show their professional

    credentials & certification, TL must report all visitors to the HW RPM

    5 Basic Lifting Processes

    Before any Lifting starts, the Team Leader must make sure that the Job Safety Analysis, safety sign

    and barricade tape, emergency call and Tool box safety talk safety is completed.

    Print out the plan or approved method of procedure (MOP, TSSR etc) and follow the plans and

    make sure all team members who are involved in the lifting activity fully understand their roles, the

    plan and the approved procedures. There must be 1 Team Leader/Supervisor assigned to the site

    installation, he/she is fully responsible for making sure all activities run smoothly and as planned.

    Test lifts, Lift slowly under control, communicate the lift progress and stop slowly when at the

    correct height. Fully check & Ensure all wire rope and blocks are running freely and not snagging or

    rubbing in any way possible, if there is any rubbing or snagging of the lifting line found the TL must

    re route the lines and ensure that the lines are free from hindrance free pulley blocks and lines at

    all times when under stress...

    Stop the activity slowly & under control for any issues that arise or that cause concern, check them

    thoroughly and then proceed under control with one engineer climbing with the lift in his vision

    and manage the lift until it is in the correct landing position on the structure..

    6 Lifting Techniques (in Brief).

    Ensure the pulley blocks are secured firmly and correctly in the tower leg, not bracings.

    The Wire rope is free from any friction and rubbing and wrapped on the winch correctly (4

    turns).

    Let Taglines run freely under control, avoid any damage to equipment on the tower

    No member below the lift Antenna /communicate well with winch controller.

    Lift slowly and stop slowly under control at all times, follow the lift & climb as it rises.

    Use double pulley to lift the Antenna / safety and back up.

    Install blocks/pulley horizontally across the tower face.

    Mark the drop zone at location and barricade off.

    Stop at the correct height and lock of all winches and tag lines. (Secure the lift/make safe.).

    Square Rigging Pulleys and Line

    Note: Installation Pulley to tower leg, the structure must be free from corrosion, strong and firm

    and then the pulley blocks attached with Nylon slings and shackles.

    Pulley Block Placement:

    All Pulley Blocks must be attach to the structures correctly by using webbing nylon slings and

    shackle SWL 2000Kg. Pulley Blocks must be attached on the Leg & placed above a horizontal

    bracing to prevent any slippage or displacement/movement of the pulley under stress.

    6 Lifting Test & rigging checks.

    6.1 SITE Process and Pre-Lifting checks.

    1. Prepare all Lifting equipment and carry out the

    Tool box talk, inform the team again for the

    Plan of installation ensure all understand their

    part clearly.

    2. Attach the hand winch to the tower leg

    Using the manufacturers winch mounting

    bracket and a webbing sling for extra safety.

    All Leg brackets must be factory, welded and

    Installed correctly prior any lift testing taking

    Place.

    3. Attach two pulley blocks in parallel at the

    Relevant working height by using the above

    Attachment Techniques double pulley blocks

    Are used and must be serviceable and fit for

    Purpose, installed horizontally and handled &

    managed with respect. Pulley blocks must sit

    flush and be free of snags and any potential

    Interference, all engineers MUST NOT rest their

    hands arms or and tools on the wire ropes as lifting

    is taking place.

    The rigging engineers must keep a Safe working

    distance of 1.5m when pulley blocks are in Service

    and lifts are in operation and being made.

    4. The antenna assembly is to be checked

    thoroughly and all cables are secure and

    attached correctly, then Lift the antenna slowly

    until max 3m where the assembly is vertical

    then stop the lift and carry out a visual check of

    the wire rope runs and communicate to the

    tower riggers & confirm with them that the

    pulleys are running freely.

    5. The winch operator must use radio for all

    communication the tower riggers, the operators

    must be experienced and skilled in the winch

    operation and wear the correct PPE at all times.

    gloves are to be worn at all times.

    The excess wire rope must be managed

    correctly and stored on a wire rope drum for

    management and protection from any potential

    damage.

    6. Once the above checks have been completed the

    lift can continue, one rigger must climb with the

    assembly and ensure that he is in communication

    with the winch operator at all times, under no

    circumstances whatsoever are any persons to stand

    under the load when it is being raised.

    7. All antenna assemblies must be attached to the

    Tower legs correctly and the brackets and bolts

    tightened to the correct torque settings of 30Kn.

    8. Install the brackets and check that all flat, spring

    washers, bolts and both locking nuts are tightened

    using ratchet spanners/sockets NOT open ended

    spanners as this can round of the nut. The Bolts

    must protrude equally and not be twisted or

    Mis-aligned in any way.

    9. Make sure that the Antenna is aligned to 0 degrees

    and according Azimuth plan found in the approved

    site installation designs.

    10. On completion of all antenna lifting Lifting and the

    Antenna installation is finished, the Team leader

    Must carry out a full and detailed do self inspection.

    To fully check all aspects of the site installation. All

    Aspects of the installation are the be in line with

    the approved site designs and immediate

    rectification made to any none conformances

    found.

    11. Site De-Rigging must be carried out in a controlled

    and disciplined way, under NO circumstances are

    any ropes, Pulleys, shackles etc, to be dropped or

    thrown to the ground, all equipment and tools are

    to be lowered to the ground in a controlled and

    safe manner, all tools and equipment must be packed

    and stored away correctly and Site clearing must

    be made and the site left clean, tidy and secure.

    No burning of any waste is to take place on any site

    installation.

    12. Tag Line Techniques:

    Tag Lines or Holding out ropes are to be securely fastened to the antenna assembly and the far end

    attached to a stable and load bearing structure (fence post, tree or equivalent), a 2000kg sling

    wrapped around and Choked through itself, two 2000kg Bow shackles are then attached to the

    sling loop and the Tag line fed through the shackle over itself. When lifting is in progress the

    engineer simply feeds the Tag line through he shackle, the line is to be controlled carefully and

    never held tight.

    7 Mechanical Tilting Procedures

    If antenna installed at the rake leg, mechanical tilt

    Must adjust until the antenna 0 degree.

    1. Loosen the bolt (red marking)

    2. Adjust the bolt (red marking) in the bracket

    until antenna 0 degree

    Once the bolts have been adjusted and the rake

    compensated for and the antenna leveled off and

    Antenna finally Installed on the tower rake / leg of the

    tower the antenna must be set at 0 degrees position.

    All bolts and brackets must be tightened correctly and

    no washers or locking nuts missing.

    8 Azimuth Adjustments

    The complete antenna pole with RRU, filter

    and junction box will be rotated together, azimuth

    adjustment is around +/- 45degree

    2 person needed to loosen the antenna pole 2.One for the upper clamp

    and one for the lower clamp

    9 Processes for Installation of the Leg Stiffening Mounting

    On a 4 legged SST where the tower leg size is lower then 70mm, the antenna triple band

    must be installed once the Tower leg has been stiffened. The rigging and lifting process is

    the exact same process as described above, the overall lifting procedures are the same

    with the lifting of the antenna (compact type 1), and the only difference being the tower

    Leg must be stiffened first then the antenna system can be installed not until.

    Ensure the pulley blocks are secured firmly and correctly in the tower leg, not bracings.

    The Wire rope is free from any friction and rubbing and wrapped on the winch correctly (4

    turns).

    Let Taglines run freely under control, avoid any damage to equipment on the tower

    No member below the lift Antenna /communicate well with winch controller.

    Pre Assembly Stiffening mounting in the ground

    Use double pulley to lift the Antenna / safety and back up.

    Lift the Stiffening mounting until reach the propose high, totally 4 Stiffening Mounting

    need to be lift and install in the tower leg, Lift it piece by piece, then fix it to tower leg

    Lift the Compact triple band antenna.

    Lift slowly and stop slowly under control at all times.

    Use double pulley to lift the Antenna / safety and back up.

    Install blocks/pulley horizontally across the tower face.

    Mark the drop zone at location and barricade off.

    Stop at the correct height and lock of all winches and tag lines. (Secure the lift/make safe.)

    10 Installation of the Antenna system Support arms (Stick Rods).

    Each Antenna system is to be supported by two support arms.

    Each arm is to be installed as detailed below.

    Each individual support arm is to be installed on the top of the antenna only.

    Each support arm is to be installed correctly and all fixings tightened.
