Notice of Public Meetings on new FEMA Flood Maps
Federal Emergency Management Agency (FEMA) is proposing changes to Flood
Insurance Rates Maps, and the Board of County Commissioners wishes to notify
property owners who might be affected. Island County is a participant in the
National Flood Insurance Program that requires Communities to be reasonably safe
from flooding. While the County does not publish flood maps, we are hosting a
public meeting where experts will be on hand to discuss how the flood maps
developed, provide landowners with flood designation for their property and answer
questions on floodplain regulations and insurance rates.

Free Yoga Classes being offered at Scatchet Head Community.
Classes start on Tuesday, September 8, 2015
Classes will be held on Tuesdays 4-5 P.M .and Thursdays 9-10 A.M.
(No Class on the 3rd Thursdays of each month .)
Please bring Yoga mat with you!!
Michele Duncan King LMP, RYT will be offering a Gentle Yoga class to
begin with to see how things go and as time goes on. She may adjust the
format based on the needs of the participants. The classes are approximately
1 hour long; however, if there is a desire to have meditation afterwards, they
may run a little longer.
Michele Duncan King LMP, RYT first started practicing yoga in 2005 after a
series of injuries. In early 2015, Michele earned her 200 Hour certificate to
teach yoga so that she could help people deepen their practice, gain
confidence, and be proactive about their own healing. With an extensive
background in therapeutic massage, it felt like a natural progression. She
attended the Shambhava Yoga Teacher Training at the Shoshoni ashram near
Boulder, Colorado.
Michele is hopeful that classes will serve as a refuge and a place for stress to
melt away. She can assist you in developing a home practice tailored to your
individual needs using restorative Asanas, Vinyasa, and Hatha approaches.
Michele and her husband Matt have had a second home in Scatchet Head for
several years and recently relocated permanently to Whidbey Island from the
Denver area. Together, they have five grown children.

The office continues to verify contact yellow 2015 Key Card Information Sheet for all Community Members. Please let the office know if you have changes
and return the yellow sheet.
Clubhouse Reservations
Please remember, if you use the clubhouse or BBQ area, cleanup after yourselves.
Also anytime you use the clubhouse and there are more then 5 people in your group you will need to fill out a reservation form with a $ 200.00 deposit.
Reservation forms can be found in the information rack inside the clubhouse.
Reservations are confirmed ONLY upon SHCC receipt of deposit and signed
contract.
Reservation times are for a specific 4 hours with a 15 minute before and after for set up and cleanup. When a party is not confined to these predesignated and
defined times, Scatchet Head can withhold any portion of the reservation
deposit.
There is a vacuum cleaner in the closet for members to use. Leave the facilities as you would like to find them. It costs the community $400 to clean the
carpeting in the clubhouse.
Every member will be given one access card. Upon request a second free card will be assigned to you. Lost or replacement cards are $25.
Remember to have guest parking passes in car windows while at the facilities.

Please remember that all dogs must be on a leash in-
cluding the beach . And please do not forgot to clean
up after your dog !

Back to School: Safety tips for motorists
Most of the children who lose their lives in bus-related crashes are
pedestrians, four to seven years old , who are hit by a bus or by
motorists illegally passing a stopped school bus.
It is illegal to pass a school bus that is stopped to load or unload children.
All 50 states require traffic in both directions stop on undivided roadways
when students are entering or exiting a school bus.
While state laws vary on what is required on a divided roadway, in all
cases, traffic behind the school bus (traveling in the same direction) must
stop.
The area 10 feet around a school bus is where children are in the most
danger of being hit. Stop your car far enough from the bus to allow
children the necessary space to safely enter and exit the bus.
Be alert. Children are unpredictable. Children walking to or from their
bus are usually very comfortable with their surroundings.
Never pass a school bus on the right side of the road. It is illegal and
could have tragic consequences.

To report CC&R violations please complete a “Covenant
Violations” form and return to office. Forms are located in the
rack inside the clubhouse.
Forms must be signed and include contact information in order for
the Arch and Plats committee to proceed with an investigation.
Your name is confidential and will not be shown to the Arch and
Plats Committee who investigates all CC&R violations.

Call to Order:
The meeting was called to order at 5:35 P.M .by Kathy Sweeny.
Attendance:

President’s Words: (Kathy Sweeny)
I would like to remind the Community Members once again, to attend Committee Meetings. It
is at this time we discuss in great detail your concerns regarding our Community. Our goal is
to make this the best place to live and we cannot do it without your participation; we need your
valued input. Please read your emails and or reader boards for the time and date while we try
to determine the best time slot to hold our meetings. We look forward to your active
participation at the next Committee Meeting. Thank you for your ideas and time.
Neal is joining us and participating in tonight’s meeting via electronically.
I would like to say “Thank you to George, Karen, Neal, Eric, Jim and Melanie. I know every
one of you have been working hard to make this deadline, and you have not gone unnoticed.
Also, I would like to state that we make an awesome team and I am proud to be part of your
team.”
I want to say thanks for those of you who submitted their Bios. This Board has formed a
strong alliance and cohesive working relationship and would welcome a new member with
fresh ideas and modern concepts for the future.
We have a lot of ground to cover tonight, and I ask everyone to be mindful of their allotted
time.

George stated that the board had made some temporary Committee Chair reassignments for a
month which would be discussed later.

Community Input:
Community Member read a statement – First I would like to correct the information given in the last Board Meeting
regarding my resignation from the Board. It was stated that my resignation was dated 2/21/2015 when in fact it was
dated 2/10/2015. I was so taken aback by the hostile way in which my resignation was announced that I chose not to
correct the dates at that time. Next I would like to respond to the Presidents words from the last meeting; It was
unfortunate that Mike was told about a rumor that our Board President apologized to the 4 men he had approached on
the beach so he wanted these things to be addressed, but it was (inaudible) in the way it was done that concerns me.
While giving lip service to a united Board that has the best interest of the whole community at heart the President went
on to state that she was sick and tired quote “of the inclusive and exclusive attitude of Driftwood Drive residents” she
went on to state that “a vote should be taken by the community to rescind Driftwood Drive benefits and rights and put
up a gate”, I assume that means keep us isolated from the rest of the community with no (inaudible). I would ask how
that is inclusive with all SHCC residents. I would like to remind our Presidents that while I was on the Board some
residents came to the Board asking for street lights with an initial outlay to install them as well as a 10 year monetary
commitment. Several Driftwood Drive residents agreed that this was a good idea and I happen to be on the Board at the
time and also thought it was a good idea and voted to approve the expenditure. Certainly needs vary throughout the
community and no one should be excluded from joining forces to make the community needs known. Our President
also stated that “one of your other residents participated in Mike’s letter”, I will assume that was me as I received a
copy of Mike’s original email probably mistaken me as a Board Member although I had resigned by that time. I did
indeed respond to his email, but I would not call that participating rather responding to it. Lastly I would like to
reassure the Board that I do not believe that the Board is united in its attitude toward Driftwood Drive residents, many
of us have given freely our time for projects as well as serving on the Board and on Committees. What concerns me
most is attitude coming from our own Board President.
Community member thanked Board Members Eric and Karen for working in the office on Sunday to have the pool
open and all the extra time they have been putting in. Also I would like to recommend that the authorities we have in
the community for the most part is dealing with facilities and a good resource is Jerry. He knows more about this place
then all of us put together. So rely on his information because it is good. I would also suggest and every Board has to
do this; remind themselves that micromanaging is so easy to fall into it and beware of it. Don’t fall into that trap. Also
I would like to say that you should never, ever, ever make disparaging remarks about an employee in a public meeting,
that is just absolutely out of line. The last thing I would like to say is, besides thank you, is to kill that goofy timer. It
is better to get things right then on time.
Community member stated that she and her family really enjoyed the pool and she wanted to give a shout out to the
Pool Attendants and the Office Staff: Melanie and Austin and Jerry for getting it ready and making sure we have such
great facilities and pool to use. It seems to be a hush around our community that our pool is boring, there are no toys
allowed now and that there has been a change with pool attendants and not having lifeguards this year. It may be a
benefit and added security to have lifeguards again someday. I would like to request that we either have toys allowed
and available to use in the pool or have some guidelines on what we can bring into the pool area. We would probably
get more families to use the pool if we were allowed to bring in toys.
Another community member agreed that we should allow Members to bring toys to use in the pool.
A community member stated regarding the new book keeping system- I feel real uncomfortable that this is not working
for everyone. I recently submitted a bill for Scatchet Head Sewer Project and was unable to get the payment. Also
Jerry had requested me to pick up chemicals for the pool because we were going into town and can pick things up at
Aqua Quip, it is something that we have always done and it is nothing new and my understanding is that we no longer
have an account so the money has to come out of his pocket and I just don’t think that is right. I thought we got past
that when there was an issue in the past with him getting reimbursed for things in the past for expenditures like gas, but
now it seems like we are right back where we started where he has to take money out of his pocket to make purchases
and this is not a small purchase, this is a large purchase of chemicals for the pool. I think we may need to review what
we are doing with the new bookkeeping because we have never had this problem before, I was on facilities for 12 years
before and I think we are just tying our hands on getting things done when we need to be more efficient in paying the
bills properly. I would hope that you would re-look at that because it is not working.
A community member stated that he had lived here for over 20 years and was a former Board Member and had helped
on various Committees. He stated that this is the forum for people to come down and say what they have to say. As far
as the time limit of 2 hours, as a former Board member it is not easy to accommodate all the items in 2 hours and it is
about best use of time. In Committee Meetings you may not get the true emotion of items being discussed, this should
be the forum and I don’t have any idea why it had to be changed. I don’t come down here very often, but now that it is
on the weekends I can come, but you have to look at this operation as a business and we need to keep this place up and
running properly, you look at the tennis court and it is a wreck. You look across the way at Sandy Hook and the court
over there is wonderful and people play over there because it is nice. Lastly we have to be nice to each other, we are all
the same people here, we are all property owners, over the years I have seen this mentality of us versus them and that is
not appropriate in this day and age, we are all people here trying to do a good job and by the way thank you all for
volunteering, but we should all be kind to each other. I have seen one person in this community that has invested a lot
of time, knows a lot, been here a long time, and that is Jerry who has taken care of this place. Yet he is treated poorly

Secretary’s Report: (Eric Cooper)
Rough Draft of the 2015 Board Election Ballots have been created.
Need a final copy of the 2016 Proposed Budget and Ballots by 7/15/2015.
Goal will be to get the Ballots and 2016 Budget to the print shop by 7/16/2015 with a one day turnaround time.
Tentatively stuff envelopes on Saturday 7/18/2015
Mail out to community on Monday 7/20/2015. CC&R rules state Ballots must be sent out 10 days before the annual meeting.
Per CC&R rules, annual meeting must be held the first week in August. August 1st is on a Saturday so meeting will be held on
that day.
Treasurer’s Report: (Karen Throburn)
Reviewed the Capital Reserve Account - Some adjustments were made, from the budget transfer, we transferred the amount that
went to the Board Reserve Funds to Capital Reserve, but it has now been fixed as we are good.
Board Approved Funds Reviewed – All adding up now. There was one slight adjustment on 12/1/2014 that we are trying to
figure out. It is for $495 and Sandy (Bookkeeper) and Karen are trying to figure out. We believe it is a data entry error and will
research it further.
We are up to date and Karen is comfortable with the numbers shown on the excel sheets.
Balance Sheet Reviewed – Working IMA Account - We just did a payroll transfer so the amount in the checking account is
high, but will go down shortly.
Budget to Comparison – We are pretty much on target, some concern is the remaining unpaid dues which is causing us to be
short to our budget. We are currently at 84% of dues collected and we trend at around 95-96%. Reminder notices will be
mailed out to accounts that are past due. Sandy is working on this.
Audit – Meeting with CPA on Monday and we are working the task list for the audit. Melanie and Sandy are working hard to
gather all the required information. Audit should be complete by the end of July.
Office Manager Report: (Melanie Evans)
Septic: Jerry’s toilet and shower was backing up in his apartment as well as the showers in the pool area off and on for the past
week. A call was placed with Rotor Rooter. He came out to inspect situation. It is a float switch that is malfunctioning or not
working properly. Stonebridge came out and said that they believe it is the sand filter not the switch. They said the sand filter
was too small for our new septic system. We need to have Stonebridge come out to fix this immediately. I need Board
Members (Facilities Committee) to follow up with Stonebridge.
Ken's Pool: Ken's Pool showed up over the weekend to take a look at the damage in the pool in the shallow and the deep end.
He is unable to do the work until the pool season has ended because he has to drain the pool to perform the repairs. He
documented the areas that need to be repaired. He tried taking pictures, but due to the water reflection he couldn't take them.
There is no report of any sharp edges in the damage areas. If there are any sharp edges, he mentioned that he could use epoxy to
fill edges.
Sheriff’s Department: Deputy Burns will be available on Saturday, July 4th from 10:00 A.M. to 2:00 P.M. I’ve tried changing
the times for the evening, but staff is not available.
Fans: Two fans were purchased for the pool area to help keep things cool. I placed a call for the electrician to come out to
install them properly. Austin or I will follow up with the Electrician.
Pool Attendant: I had to let a pool attendant go over the weekend due to poor performance and attendance issues. I will be
calling Oak Harbor Swimming Pool to check for available pool attendants and also place an ad in the South Whidbey Record.
Sandy, Austin and I have been working hard for the past couple of weeks in updating Community Members contact information
in our databases. We will have an accurate mailing for the Ballot coming up in the next week. We are still taking late
Assessment payments, giving out key cards and decals.

Committee Reports:
Bluff & Roads (Eric Cooper and Neal Clark)
Eric read a letter from Island County Roads regarding our request that they use asphalt to repave our County
maintained community roads instead of Chip-seal. Letter stated reasons why the county uses chip-seal including
reduced cost, improved ice abatement in winter time, and skid resistant surface. The letter went on to say that if
communities wanted asphalt instead of chip-seal they would need to pay the difference in cost.
Driftwood Drive Culverts
Karen, Neal and Eric walked Driftwood Drive on 6/20/2015 specifically looking at the Culverts, standing
water complaint, and drainage issue. Pictures were taken.
Culverts appear to be:
overgrown with vegetation,
clogged with mud and debris from the hillside
Allowing pools of water to form which can be a breeding ground for mosquitos.
Spoke to several neighbors who verified the pictures taken by a resident during the rainy season that water
pools on the roadway at various spots.
Residents also suspect some of the drains out to the Ocean are clogged and suggested we may need plumber
or drain specialist to run a scope through the drains due to their length.
Standing water was observed in the ditch on the hill-side of the street across from 3656 Driftwood.
Looked at complaint received regarding Lot on Driftwood Drive
Need to investigate further
Action Items for Committee:
Locate contractor and get estimates to clear culverts.
Need to coincide with Blackberry Bush trimming.
Get estimate to fix drain problem on Driftwood Drive
May need meeting with homeowners to discuss options

Past due accounts, we sent 14 letters to community members whose accounts were over $2k with a onetime deal to
bring their account current of which 3 people paid so far. We are preparing to contact the collection agency and send
them in the next week to 10 days. Members will be required to pay the full amount and we will pay 40% of the
amount collected to the agency, but that is still better than nothing at all.
Covenant violations – in June we sent out 5 letters on the 11th and they have 30 days to correct and we will follow up
or Jim will now on the 11th of July and send out a second notice if required and after 30 days from the second letter if
it is not corrected they will start to be fined.
Question from Community Member asking if we have ever fined and received payment. Answer yes we have and that
is part of our Accounts Receivable, but most of the people who are fined are behind in mortgage, taxes etc. and we
don’t get a lot of it back, but we do get some. The accounts that get sent to collection who do pay their mortgage and
other credit accounts will have a negative account on their credit report until it is cleared by payment.
Facilities (Jim Repass and Andres Ortiz)
Septic System – contacting Stonebridge to find out why we are having a backup issue and will set up a meeting with
them and the Board.
Question from the Community – will someone from the Board or Office be here when Stonebridge comes
down to look at the back up issue who can tell them what the problem is? Answer yes, we will coordinate
with them so that someone from the Board and hopefully Jerry can attend and explain the problem.

2016 Proposed Budget
Eric made a motion to accept, George 2nd, Vote 6 accept, 0 reject. Motion passed.
Reserve Study
Eric made the recommendation to eliminate candidate Lamb Hanson Lamb.
Discussion included option to get kit to perform our own reserve study from Reserve Data
Analysis and what the two final candidates offer.
Eric made a motion to accept Jeff Samdal and Associates as the company to perform our
Reserve Study, Neal 2nd. Vote 5 to accept, 1 reject, motion passed.
New Business:
Need to check with Porter Whidbey regarding the Umbrella Policy to verify SHCC
Staff is covered in the event they are in an accident during work hours using their
own vehicles.
