“I would love to extend greetings from our President of the United Republic of Tanzania, H.E. John Pombe Magufuli,” began the Prime Minister in his speech.

“When he learned this morning that I was coming here, he said to me that I should congratulate you very much for the great job you are doing in ensuring that wananchi from rural to urban areas are all targeted and reached with development…I would like to assure you all that our President has huge faith in CSOs,” said Majaliwa.

Prime Minister Majaliwa also emphasized that the issue of development is an inclusive responsibility for both government and CSOs, and that the primary purpose of government is to ensure an enabling environment for CSOs and the government to work together.

“I would therefore like to take this opportunity to ensure you that the recent changes in the regulations governing NGOs of 2018 has come for the purpose of improving CSOs and not to police them,” said Majaliwa.

“The government has a genuine purpose to access information of projects being implemented by NGOs and their sources of funds, not because we would like to monitor them but because we are looking for a better mechanism to increase their productivity in furthering development in local communities,” said the Prime Minister.

“Before, we did not have a proper structure nor mechanism for NGOs to properly report their contribution to society, it was very difficult to know who was doing what, where, when and how. We used to get contradicting reports from NGOs, hence we did not speak the same language. The new NGO regulations is therefore here to make amends so that we can all move coherently,” he explained.

Prime Minister Majaliwa also called upon CSOs in the country to support the government to combat

corruption and embezzlement of public funds, insisting that the fight against ufisadi is a top agenda for the 5th phase administration.

In the same light, the Prime Minister also petitioned CSOs to carry out a self-assessment of their organizations, in order to improve their governance structures, and methods of project delivery to communities.

“I would like to encourage members of AZAKI to implement projects that have tangible results, rather than just hosting seminars and workshops which may not have much of an impact to people. Every CSO should therefore sit down and reflect about its objectives and the kind of results it is delivering to people,” stated Majaliwa.

Hello and welcome to CSO Week Newsletter 2019!

We at FCS are very excited to be back and to host all of you in Dodoma for yet another exciting CSO Week.

The theme for this year’s forum is ‘Progress through Partnership: Collaboration as a Driver for Development in Tanzania.’ As this theme aims to place great emphasis on partnerships. It is our hope that, the agenda for this event will enable CSOs to unlock mutually beneficial partnerships with the government, parliament, the private sector and any other important development stakeholders. For Tanzania to achieve its development vision and attain the level of growth envisioned in the Sustainable Development Goals, multi-stakeholder collaborations hold the key.

This newsletter therefore aims to give you a grasp of the daily events of the CSO Week 2019 from the 4th to 8th of November, 2019. Not only will it serve as a summary of events for participants in attendance, it will also act as a news brief for all of you who couldn’t

join us in person, so that you can be part and parcel of this amazing, informative and educative event.

On that note, on behalf of the organizing members, I would like to officially welcome all of you participants to the CSO Week 2019. Our call to you civil society leaders, government representatives, development partners and media – is to begin to think long and hard about how we can build and sustain platforms that will allow us to achieve great things – and achieve them as one.

It is my deepest hope that the CSO Week will become one such platform.

CSO-Parliament relations: aimed at increasing the participation and contribution of civil society organizations in policy making processes.

CSO-Private sector relations: aimed at leveraging the financial and technical support of private sector actors towards poverty reduction.

CSO-CSO relations: aimed at ensuring greater cohesion and complementarity among them.

CSO-citizen relations: aimed at enabling citizen voices, especially those of marginalized and vulnerable populations to influence governance processes at all levels.

The primary objective of the CSO week is to strengthen relationships between key development actors. The event, primarily targets five types of relationships:

CSO-Government relations: aimed at showcasing the contribution of civil society organizations towards delivery of development in line with national priorities and plans.

This year FCS has launched CSO Excellence Awards in order to celebrate, recognize and honor achievements and contributions made by different institutions or individuals that have influenced development policy and practice in Tanzania.

The Regional Commissioner of Dodoma Hon. Dr. Binilith Mahenge has officially welcomed all AZAKI to Dodoma, the nation’s capital city and home to the Parliament of Tanzania.

“I would like to take this opportunity to welcome you all to the capital city of Dodoma…and since you are all here, I would like to urge all of you to find time to visit our city council so that you can purchase a plot for residency or doing business. Let us build Dodoma together,” said Dr. Mahenge at the launch of CSO Week 2019 yesterday.

According to Dr. Mahenge, they are looking forward to make Dodoma a new regional business hub for East and Central Africa. The regional development vision, which is “Promoting Dodoma Region such that it becomes a new business hub and growth pole for the East and Central African Economic Region,” is congruent and so guided by the values and virtues of the Tanzanian Development Vision 2025.

Among the investment opportunities found in Dodoma include: One, crops production such as for vineyards; oil seeds and especially sunflower, sesame, cotton and groundnuts, sorghum, cassava; fruits and vegetables. Second, Animal husbandry: cattle and small animals, poultry, aquaculture and beekeeping.

Others include enhancing value addition and deepening local contents in areas such as industries, tourism, trade and logistics, as well as real estate.

According to the Dodoma Region Investment Guide, Dodoma Region is a newly unfolding investment and business opportunity. The region had a population of 2,312,141 in 2017. It lies in the heart of Tanzania in the Eastern-Central part of the country, being about 300 miles (480 kilometres) from the Indian Ocean coast. The region covers an area of 41,311 square kilometres and is bordered by four Regions namely Manyara, Singida, Iringa, and Morogoro.

The Region is also located along the Central Corridor of East Africa. The Central Corridor runs south of the Lake Victoria zone through Dodoma to the Dar es Salaam Port.

The Minister responsible for AZAKI; Minister for Health, Community Development, Gender, Seniors and Children Hon. Ummy Mwalimu (MP) has said that the number of CSOs being registered in the country is taking place at a very high pace, thus resultantly creating more space for organizations to deliver socio-economic solutions to more and more citizens in the country.

“617 new CSOs were registered between 2018 and 2019. While only 385 were registered in the previous year, 2017. This is a significant growth by 60%,” said Mwalimu during her remarks at the opening of CSO Week 2019 in Dodoma yesterday.

According to Mwalimu, among the 617 CSOs registered, 44 were registered at international level, 551 nationally, 7 regionally and 15 districtwide. These figures therefore make the total of CSOs registered in the country by 30th October 2019 to reach 10,318.

“As the ministry responsible for AZAKI, we would like to encourage more and more CSOs to register and be part and parcel of the process of development in our country…We definitely need more CSOs to assist the government in areas such as health, educations, water and the

environment, so that they can work directly with people at the grass root level in achieving sustainable development,” said Mwalimu.

According to Minister Mwalimu, her ministry will do everything in their power to create a better and enabling environment for CSOs to continue flourishing in the country. At the same time, she insisted the need for CSOs to be more transparent and accountable in their day to day activities.

WAJIBU – Institute of Public Accountability was founded with the purpose of fostering an environment that supports and promotes public accountability in Tanzania.

WAJIBU’s founders believe that mobilizing public engagement on the issue of public accountability is key to ensuring that recent progress made in the field is consolidated and maintained. This will only be able to be achieved if the accountability agenda in the country is people-centred – owned, managed and driven by the people themselves.

Objective: The objective of WAJIBU is to empower citizens, elected representatives and other non-state actors to demand for proper accountability and good governance on the collection and use of public resources.

Minister of State, President’s Office – Regional Administration and Local Government Hon. Seleman Jaffo has

commended CSOs for its pertinent role in providing wananchi with civic education as the country gears towards the upcoming local government elections scheduled for 24th November, 2019.

Minister Jaffo made the remarks during his speech at the opening of the CSO Week 2019 yesterday, which is taking place in Dodoma from the 4th to 8th November 2019.

“Apart from the good job that you are doing in terms of facilitating development to the people, I would like to particularly thank you for the significant role you have played in providing civic education on the local government elections to citizens across the country, even in the remotest of villages,” said Jaffo.

“I believe that through your awareness programmes, a lot of people are now more aware and understand better the election process, their right to vote and be voted for. I am very impressed by your efforts, which is a job well done!” commended the Minister.

The Minister also took the opportunity to ensure AZAKI the maximum cooperation from his office, noting that after registration at the Ministry of Health, members of AZAKI are obliged to work through his ministry, TAMISEMI, in order to successfully execute their projects at the grass root level.

“Let us therefore continue working together in good faith for the betterment of our communities and nation as a whole,” he said.
