Supervisor Reilich Proposes Toughest Vacant and Abandoned Property Regulations in the Area

Greece Town Supervisor Bill Reilich announced an amend-ment to the Property Maintenance Code for the Town of Greece dealing with the issue of vacant and abandoned properties, commonly referred to as Zombie properties.

The newly proposed Vacant Structure Registry provi-sion takes the issue of dealing with vacant and abandoned properties one step further. The new amendment would require any bank or lender who commences a foreclosure proceeding in the Town to give prompt notice and provide a cash bond in the amount of no less than $10,000, to secure the continued maintenance and safety of the property. To ensure compliance, failure to comply with this requirement would be punishable by a fine of $5,000. Additionally, the proposed amendment would create increased penalties for owners of vacant and abandoned structures that are repeatedly noncompliant with the existing Property Main-tenance Code and would require owners to provide notice of such vacancy and up-to-date contact information.

“Since taking office, I have made it a top priority to take a good town and make it great once again. Today’s proposed amendment to our Town Code solidifies my promise to every resident, business and family that calls Greece their home,” said Reilich. “It is our commitment in fostering con-tinued pride in our community and our neighborhoods that we are taking an aggressive approach in dealing with these vacant and abandoned properties. The proposed amend-ment would create another strong tool for our Town Code enforcement department to address and enforce the ex-isting property maintenance code and provide additional oversight and stricter fines on vacant structures in our town.”

The newly proposed amendment would effectively be the strongest effort by a local municipality in Monroe County to combat the problems associated with vacant structures or zombie properties.

As you may have heard recently, we have installed a naturally freezing outdoor ice rink here at Town Hall. While Mother Nature has been kind to us the major-ity of our winter season, she came through for us “just in the nick time.” I am pleased to announce that our Town of Greece ice rink officially opened to the public just in time for the start of Spring Break week. The addition of the ice rink to our Town Hall campus is another great amenity for Greece residents to come together and enjoy the great outdoors during our winter months. Ad-mission is free to all Greece residents and one dollar for non-residents. For an up-to-date status on whether or not the ice rink is open, please visit the Town’s website under the Community and Senior Center tab.

Another great thing happening around Town Hall is the recent construction project for the new Greece Police De-partment Headquarters. I had the privilege of joining Chief Phelan, and the Greece Town Board on January 20, 2016, for a ceremonial ground breaking to kick off the beginning of this important project. Since first taking office Public Safety has been one of my top priorities. This new facility will help to finally give our Police Department the tools and resources necessary to help protect and keep our commu-nity safe utilizing the latest state of the art technology. Additionally, with the weather being so great, we decid-ed to get a jump start on preparing for a very busy summer ahead. This summer will be filled with many town favorite events like the Old Fashioned Fourth of July Celebra-tion, Supervisor Reilich’s Summer Concerts at the Hall, and the Jerry J. Helfer Memorial Food Truck Rodeo and new events are planned as well. Keep a look out on my Facebook page for details about these events and others in the coming months.

Greece Historical Society Receives Prestigious Award

The Museum Association of New York (MANY), Troy, New York, announced the winners of its 2015 Awards of Merit, an annual award presented to New York State Museums and Heritage Organizations. A total of fifteen projects rang-

ing from exhibitions to educational pro-grams received statewide recognition.

The Greece Historical Society received a Certificate of Commendation for its “Our Town in World War II” project.

Bill Sauers, President of the Greece Historical Society, will accept the award on April 18, 2016 during the Museum Association of New York’s Annual Con-ference in Lake Placid.

The society submitted the project in the category of Engaging Communities. The eight month long exhibit opened in May and closed in December 2015 and commemorated the 70th anniversary of the end of World War II. It focused on how Greece residents helped win the war in the military and on the home front.

World War II veterans from the town of Greece and Marie Poinan doing extensive research on the historic Odenbach Shipyard that produced tankers and barges during the war and the building that was torn down last year.

Museum volunteers constructed a number of exhibits which included an interactive map where veterans could record where they had served during the war. The home front exhibit included information on how Greece residents planted victory gardens and held scrap drives to help out. The old World War I cannon in front of the old town hall on Ridge Road was donated to a scrap drive as the town board sought to help in the war effort.

The “Wall of Remembrance” was staged in the dining room of the farmhouse at 595 Long Pond Road and record-ed those Greece residents who lost their lives during the war. Thousands of visitors came to the museum during the year, including many veterans who brought in their fami-lies to experience what life was like in the 1940s during the war.

Much of the information gathered was recorded in a commemorative book that was published to accompany the exhibit. The book is for sale in the museum gift shop, along with three additional books on the Odenbach ship-

yard. Patrons celebrated the veteran in their family with a personal message of support that recognized the sacri-fice and achievements of the Greatest Generation who an-swered the call to serve their country.

Throughout the entire year, various programs were given around the World War II theme that helped to enhance the tributes to the legacy of the Greatest Generation. The programs at the Greece Library about the Odenbachs drew record crowds and encore programs were staged to accom-modate all those who wished to come and hear about the lost landmark and its importance during the war.

The Odenbach family was also invited to a special after-noon at the museum which came to admire the work done in tribute to their grandfather and great-grandfather.

The Greece Historical Society is most appreciative to receive this prestigious award from the Museum Associa-tion of New York, a non-profit organization that provides resources, training and expertise to New York’s heritage organizations and museums, and helps strengthen their capacity to better serve their communities.

The Award of Merit program acknowledges outstanding programs and individuals who have made New York State’s museum community better and stronger and according to MANY, “These valuable organizations provide opportuni-ties for inquiry, engagement, inspiration and education about the state’s cultural and natural heritage.”

The only other winner of this award in the Finger Lakes region was the Ontario County Historical Society.

Sixteen year old Greece resident Dylan Dailor has become one of the youngest published authors in the area after recently completing his first book, “I Am Not a Freak.”

At a young age, Dylan was diag-nosed with Asperger Syndrome, a high-functioning autism spectrum disorder. Children and adults with this disorder tend to struggle with social interactions as well as having a restricted range of interests and/or repetitive behaviors. In some cases motor skill development can be de-layed. Often Aspergians go undiag-nosed or misdiagnosed until serious difficulties begin in school or work. Many times the diagnosis comes about when the child or adult is get-ting help for anxiety or depression. Dylan’s parents were very proactive in working closely with Dylan, his education team, and his doctors to help him get diagnosed early.

Bullying towards Dylan started very young. Some of his earliest memories of bullying begin at the age of five. Dylan and his mom Sandra remember several occasions when Dylan came home from school after being bullied and picked on by his classmates. Acting different socially and having ex-ceptional language skills along with a higher sensitivity to tastes and smells made Dylan seem different compared to his young classmates. In 1st grade, Dylan became very close with his teacher who helped him work through many of the social issues he was facing. Now at the age of 16, Dylan currently volunteers in her classroom.

The diagnostic process began when Dylan was in 4th grade. He was formally diagnosed as having Asperger Syn-drome by the Kirch Center. The Kirch Developmental Ser-vices Center is the primary clinical program of the Division of Neurodevelopment and Behavioral Pediatrics at the Golisano Children’s Hospital in the University of Roches-ter. They help diagnose and provide services to children with developmental delays and disabilities, ranging from Autism to Cerebral Palsy.

After suffering many years of harsh bullying from class-mates, Dylan’s 5th grade teacher provided Dylan with the opportunity to address the class about Asperger Syndrome. Dylan created a PowerPoint presentation about Asperger and how it affects him. In this presentation, Dylan helped educate his classmates on how Asperger syndrome makes him different by affecting his communication style, his strong need for rules and order, more than most children, and how he may dress differently due to his touch sensitiv-ity. Dylan also addressed how he experiences intense anxi-ety and overwhelming obsession with particular interests. His fellow classmates seemed very interested in learning

about what made Dylan different. This PowerPoint presentation, and his classmate’s responses, helped motivate Dylan to eventually write his very own book on how Asperger Syndrome personally affected him.

Dylan switched schools four times by the time he reached high school due to the intense bullying. By 10th grade, and after years of enduring both emotional and physical inju-ries from his classmates for being different, Dylan became severely depressed and began suffering from intense anxiety about going to school. “I hated my life,” is what Dylan told his family at the begin-ning of his sophomore year. After meeting with the school adminis-tration and Dylan’s psychologist, it was recommended that he leave his school. He then applied at the Laurel Springs School and was ac-cepted into the Gifted and Talented Program.

Laurel Springs School is an ac-credited online school which offers

challenging programs for its students and helps to prepare them for college. Dylan is now thriving as a junior at the Laurel Springs School.

In October, Dylan turned 16 and published his book, “I Am Not a Freak.” This picture book allows Dylan to share an inside view of Asperger, along with the help of his dog “Stitch.” Stitch is Dylan’s family pet and has been a loyal friend to him through some of his hardest days. Stitch al-ways helps Dylan smile even when he doesn’t feel like it. The book is easy to read and understand for both children and adults. It can be purchased online at Barnes and Noble or on Amazon.

Dylan speaks at various events in the community. On February 27, 2016 he spoke at the TEDx at Allendale Co-lumbia School where he talked about views on empathy and Asperger. He is also attending a book signing event at Lift Bridge Bookstore in Brockport on March 19, 2016 at 2:00 p.m.

Dylan donated his book to local libraries and is currently scheduling additional book signings.

Dylan Dailor is far from a “freak,” he is a young man who has a passion for Psychology and Advocacy. When asked about his future plans, Dylan replied; “My future goals in-volve working on promoting the book so that people can have another resource to learn about Asperger Syndrome. I plan to continue advocating for Autistic and Aspergian people, and plan to attend college.”

Dixie had followed Arizona all the way down to North Creek and then gotten on the highway. The sun shining through the windows was like an elixir leading her away from her frumpy beginnings towards the bonanza of a new day.

She had left so early, her family still sound asleep; no coffee brewing yet, no eggs frying, no bacon. Her stomach gurgled. Every license plate she passed reminded her of food! APL-Apple, CKE-Cake, BNS-Buns, FGG-Egg Foo Yung. She had to stop somewhere before she started picking around in the seat cushion seams searching for stray crumbs!

She got off the highway at the next exit (a small town called Bunderby) and stopped in front of Fitzpatrick’s, a little diner with a large poster board out front, the specials written in crayon.

to the door. Aaahh, the smells wafting from that kitchen! Her mouth watered and her stomach gurgled even louder.

A smiling waitress with a tail of dark flowing hair bounc-ing behind her started towards her booth but before she was even half way there, Dixie blurted out her order. “I’ll have the chicken breast special, a large coffee and a large glass of wa-ter.”

“Sounds like someone’s really hungry! I’ll get that out for you in a flash, Honey.” and the waitress hurried back into the kitchen with Dixie’s order.

Luckily for Dixie’s tummy, her lunch really did come out in a flash.

“Here you go, just like I promised. And my name’s Pam. If there’s anything else you need, you make sure and let me know. We aim to please.”

She was such a friendly, effervescent waitress! Dixie grinned and dug into her meal. Minutes later the last little tomato passed through her lips. Everything was gone. She had practi-cally inhaled it.

Then she noticed the big plate of donuts beckoning to her from under their glass domed cover on the counter.

“Are those donuts fresh?” she asked when Pam came to refill her coffee.

“The freshest!” Pam enthused. “We pick them up every morning from Eversweet Bakery just a couple blocks down the road. They come off the line, into the box and into our hands. The apple-stuffed are my favorite. Just delicious. Would you like one?” “I can’t resist!”

Delicious did not begin to describe that donut. Tender, chunky apples just touched with lightly sweetened syrup and a dusting of cinnamon sat surrounded by a sugar sprinkled dough that was so soft and fluffy, it nearly melted in her mouth. It was heaven! It was bliss! A perfect end to a perfect lunch for an awesome new beginning!

With her stomach content now, Dixie relaxed and stretched in her seat. What a cute place Fitzpatrick’s was. It was dec-orated in shades of ecru, sage and burgundy with a rooster theme. There were ceramic roosters, fabric roosters and wooden roosters. There were big roosters and small roosters. There were rooster plaques, rooster pins, rooster paintings and rooster mugs. And all the roosters were for sale.

As she stood at the cash register to pay her bill, Dixie se-lected a brightly colored rooster pin - A souvenir to mark the beginning of her journey to freedom.

“How much?”“Honey, the pin’s on the house. You take care now, you

hear? Make sure you stay safe.” Was there something about her demeanor that made Pam

guess she had just left home, that she was a young woman out on her own, that she might need safekeeping? Or was that just something she said to everyone? No matter. She was a smart, observant girl. Everything was going great. She had no worries.

Dixie tucked a generous tip for Pam under her empty plate, and left the diner in a state of euphoria - her stomach pleas-antly full, her rooster pin attached to her purse strap. She knew she had not made a mistake in leaving her family be-hind. She knew she was headed for something wonderful. The world was full of promise. As she got back in her little Jetta and drove away, the rooster flag hanging by the diner door waved a cheery goodbye.

A New Headquarters for Greece Police by Tami Raco

It was the 1970’s when the Greece Police Department located their headquarters in the former water treatment plant located at 400 Island Cottage Road, Greece. The building was less than ideal to house the headquarters of the growing town’s police department, it was considered only a temporary plan. The location is rather obscure set back off a dirt drive on Island Cottage Road with very little signage. There is no real reception entry area or secure area to process arrested individuals. Locating the head-quarters in the current building was to be a short-term plan of approximately 15 years before eventually building a new home for the Department.

Forty years later the plan for a new headquarters is finally underway. The current buildings can no longer accommo-date the large police department. With 100 officers in the department and 30 civilian positions, workspace is hard to come by. Due to the limitations in space, the roll call room, break room and police lockers were moved out to a pole barn type building which is set behind the primary build-ing. The structure has no running water, no bathrooms or air conditioning. The building itself was becoming structur-ally in need of major improvements and rodents became an increasing problem. The large flat roof is very old and often leaks. Some officers need to cover their desks each night with plastic tarps to protect important files.

Have you given much thought to collecting Social Security? The answer probably depends on how old you are - but whatever your age, you’ll want to consider the best way of incorporating Social Security benefits into your

retirement income strategy.Of course, if you have several decades to go until you retire, you might be

wondering if Social Security will even be there for you at all. The basic issue is that the Social Security system is experiencing a sharply declining worker-to-beneficiary ratio. In plain English, this means that fewer workers are contributing to Social Security while the huge baby boom generation is retiring and taking money out. Still. Social Security has enough money to pay full retirement benefits to every eligible American until 2038, according to the Congressional Budget Office. After that point, benefits would have to be reduced unless changes are made to the Social Security system.

And several changes have indeed been proposed. Given that we do have nearly 25 years until benefit cuts may need to be made, it seems reasonable that some type of solution could be reached to put Social Security back on solid ground.

In any case, when thinking about your retirement income, you need to focus on those things that you can control - such as when to start taking Social Security and how you can supplement your Social Security benefits.

Depending on when you were born, your “full” retirement age, as far as col-lecting Social Security benefits, is likely either 66 or 67. You can start getting your checks as early as 62, but if you do, your monthly payments could be reduced by as much as 30% - and this reduction is permanent. Consequently, if you can support your lifestyle from other sources of income - such as earnings from employment and withdrawal from your IRA and 401(k) - you may want to postpone taking Social Security until you reach your full retirement age. In fact, you can get even bigger monthly checks if you delay taking your benefits beyond your full retirement age, although your payments will “max out” once you reach 70. Keep in mind, though, that other factors, such as your anticipated longevity, should also enter into your calculations in considering when to take Social Security.

As mentioned above, your retirement income may also include withdrawals from retirement accounts, such as an IRA and a 401(k), along with other invest-ments, such as fixed annuity. And these other accounts are quite important, because Social Security provides, on average, only about 40% of retirement income for the average 65-year-old today. Consequently, in the years and de-cades before you retire, contribute as much as you can possibly afford to these other accounts. Given the advances in medical care and the greater awareness of healthy lifestyles, people are living longer than ever - which means you could spend two or even three, decades in retirement. To enjoy those years fully, you’ll need adequate income.

By planning ahead, you can determine how best to fit Social Security into your retirement income strategy. Every move you make to help “secure” your retirement can pay off for you in the long run.

This is great for parents because they can lock the settings with a code pre-venting the child from having access to change the lim-it.

community. There will be a private room where a person can discreetly get help, file a report or give an interview, something that the current headquarters does not have.

The new building will have a secure evidence room, a training facility and interrogation room. In addition the new headquarters will be easy to access, it will also be much safer for processing arrests. There will be a sally port garage that provides a secure area where officers can pull into with prisoners. After entering the sally port the officer can close and lock the garage door. This will prevent prison-ers from attempting to flee or escape into the community.

In addition to the sally port, there will be six individual holding cells and one large group cell that can hold up to six prisoners.

An exciting addition to this project is a memorial that will be built in front of the station. This memorial will have the names engraved of every fallen officer in the line of duty in New York State. A special foundation is being created to help raise funds for the Fallen Officer Memo-rial. Ground breaking for the new facility was held on Janu-ary 20, 2016 and construction is anticipated to be complete by early 2017.

Dixie’s life really hadn’t been bad. It was just a nothing re-markable blah life. She wanted something more. Something more than the dead end job she had as a cashier at The Dol-lar Store. Something better than her loser boyfriend with the purple dyed hair who played in a loser band at the bar every weekend and slept all day.

She loved her Mom and Dad and her younger brothers, Owen and Gabriel, but her parents expected so much of her. She had to mow the lawn and stack bundles of firewood next to the garage. She had to do all the laundry and help her father

power wash the deck. Worst of all was that they enforced a curfew and she wasn’t a kid anymore. She was twenty years old!

And her brothers! They were always fighting or running around like apes and climbing all over the furniture. They did devilish things like hiding chicken bones under her pillow or stuffing her purse with raw cookie dough.

She just couldn’t stand it anymore! Change was what she needed: excitement, adventure, independence! So change was what she was going to get.

Life was a gamble wasn’t it? She was flying down the road, her azure blue Jetta matching the blue of the sky.
