Rana Technologies Ltd, a Tanzania ICT Consulting firm and I-Cube- South Africa, a Business focusing exclusively on License Plate Recognition, is pleased to provide this Statement of Intent: Implementation of a Computerised Vehicle Overload Management System.

Rana Technologies Ltd (RTL) offers an Automated LPR solution based on state-of-the-art camera technology linked to weigh in motion (WIM), mobile and fixed weigh bridges combined with comprehensive, local support services.

Specific to this project, our consortium is capable of offering a customized weighbridge software package and tools that interface with any weighbridge deck or instrumentation, for seamless integration into TANROADS operation.  Our custom application ranges from a single application programme designed to monitor one weighbridge to a fully integrated system that controls every aspect of all TANROADS weighbridge operation nationwide. The software application we propose can be configured and customized to work purposely as a Law Enforcement Computer Aided system for overloading vehicles and issuance of analytical reporting.

We have reviewed the existing situation and future requirements and believe our safety-focused solution fulfills the Nationwide Weighbridge Management system requirements. Our technology provides effective and reliable traffic enforcement. For video-monitoring of weigh bridge sites we offer real time viewing, adjustable recording speed, a time stamp feature, and video storage. We offer capabilities beyond what is available elsewhere.

We are confident that we can provide the technology and quality of service that will make the Nationwide Weighbridge Management project a true success. The Consortium is highly regarded for its technical expertise and extensive management experience on projects of all sizes.

BID INFORMATION1. Introduction

It is apparent that the client has been utilizing weigh bridge technology and some camera technology for enforcement. An integrated system that will improve effectiveness in management and administration of axle load control programs and to serve as a tool for the government to monitor the trends of overloading along the trunk and regional roads network is proposed. A database of weighed vehicles will be created, which contains vehicles which have being weighed. If any vehicle is detected by the weigh in motion, an image is captured, OCR performed and the information of the transgression is submitted to Enforcement for the possible issuing of the appropriate fine. All vehicles using the covered lanes are analysed for speeding, using average speed determination between any 2 or all of the cameras. By implementing this contract additional traffic flow information will be obtained to enable the use of this information for future road network improvements. The ability to answer typical questions related to traffic includes the following:Daily, weekly, monthly traffic flow and percentage of vehicles overloaded Identifying the difference in flow on a daily and monthly basis and how this impact on the infrastructure provisionRoute identification and routes where overloading existsTravel time between key points Duration or stay based on the time a vehicle entered a certain area and the time if took before leaving the areaEvaluate the impact of seasonal fluctuations on the movement of cargo within the area.

The combination of the WIM, weighbridge, camera sites with the identified sites will generate substantial data which can be used for further enforcement.

The software and the technology components we intend to propose will enable TANROADs to maximise throughput of vehicles at the weighbridges and minimise queuing for weighbridges. Depending on the ToR and Request for Proposal, the system we have can be set up to capture the essential data you need for each transaction, making the process as fast and efficient as possible for the operator.Transactions need minimal data entry so errors can be dramatically reduced or eliminated. Short cut keys, stored vehicle information and features such as instant recall of customer/vehicles and haulier data - all help to make life easier for staff and increase productivity.

The system shall delivers valuable reports such as tonnage, overloads by vehicle, by transportation company, by drivers etc. This information is available in the format of your choice, enabling TANROADs to analyse data using popular desktop tools such as Microsoft Excel and Access.

The technology provides detailed audit trails for added security and data integrity. It can even monitor the activities of individual users to minimise fraud. It’s also a scaleable solution that uses powerful database technology for your peace of mind.

2. WIM LINKED TO FIXED WEIGHBRIDGES

Weigh-in-Motion (WIM) systems increase the efficiency for the trucking industry by reducing the number of weight compliant vehicles required to exit the highway and report to the scales. They are also reducing vehicle emissions and collision risks at access points. The WIM systems are located before the fixed weight bridges. Trucks approaching these systems are now required to use the right hand driving lane. Loops embedded in the roadway track the movement of each vehicle through the system. The WIM system registers a vehicle’s license plate, load, weight and axle configuration, as well as other information, such as time, location, speed, driver image, biometric details as it travels over the WIM scale at highway speed.

If the truck is determined to be non-compliant (weight or dimensions), a message is displayed on two roadside signs directing it to report to the weigh scales. This message is also displayed if the system detects an error such as a truck’s tires straddling the scale. If the truck is determined to be compliant, no message will appear on the signs and the truck can continue on its route.

Commercial Vehicle Enforcement (CVE) officers at the scales see images of each truck on a monitor and the information related to that vehicle. An alarm will sound at the weigh station if a truck attempts to by-pass the scales. Officers can also adjust the system to direct any number of trucks to report to the weigh scales, for other non-weigh/dimension enforcement inspection work that the CVE officers deem appropriate. The ability to integrate existing weigh bridges into a real time monitoring system is crucial. Each site would be visited and a proposal per site generated.

AVERAGE SPEED DETERMINATION

A new speed determination system is now available that measures vehicle speed, not based on a singular point (as most other methods do) but rather on the length of the route, so it slows down the traffic along the entire route rather than in specific points which are quickly known to drivers. Rather than receiving a fine for speeding at a specific spot one would be tracked over a few kilometres, allowing a more “democratic” fine to be issued. Key to this solution are the license plate recognition cameras installed above traffic lanes, which automatically captures all vehicles (not just speeding vehicles), recognizes the license plate (or records if there is not one present), and records the plate and date and time. The recognition data is reported by messages through a TCP/IP network to a central

computer, which matches the pairs and calculates the average speed by the time that passed travelling between the points.

The technology curbs speeding through automatically capturing every vehicle, provides the evidence in multiple images; covers all lanes and operates 24 hours a day (using invisible Infra-Red illumination). The biggest advantage for the driver is that the violation detection is not based on a singular point but rather on the length of the route.

This LPR-based speed measurement system has several advantages over other techniques: the violation detection is not based on a singular point (as most other methods do) but rather on the length of the route, so it slows down the traffic along the entire route rather than in specific points which are quickly known to drivers. Additional advantages: the system is automatic and easy to set up; the system provides the evidence in images; it covers all lanes and operates 24 hours (using invisible Infra-Red illumination).

4. CAMERAS AND TECHNOLOGY

License plate recognition system

The solutions proposed by Rana Technologies Ltd (RTL) centre on the use of advanced, digital license plate recognition. Every vehicle seen by the camera is compared to the local database of public transport vehicles and an alarm is generated is a match is found against the database.

I-Cube LPR is a state-of-the-art vision based recognition system for high speed roadside installations. The system can integrate multiple lanes and multiple cameras per lane into a sophisticated vision-based License Plate Recognition (LPR) system that identifies and tracks number plates on vehicles travelling at medium speeds. The system is used worldwide for various applications, including traffic data analysis, toll roads, rush hour monitoring and average speed and car flow studies. The application is supported by a full set of optical and hardware sub-systems as well as software applications and utilities.

The system will work to detect and capture the license plate information for every vehicle passing through the covered lanes. It will be the responsibility motion detection software to determine vehicle presence, via the advanced digital recording software. The cameras will then capture a set of images and output the best image and the resulting license plate, lane, time and associated data to the network. The LPR servers will capture the data for further processing as required.

- Weigh Bridge Integration – A wide range of existing, proposed and legacy weigh bridges can be integrated into the database, recording all vehicles passing and being weighed.

- Flow estimation – the number of vehicles on site per time period.

- On-line reports – the information can be reported in order to supply live reports from the site.

- Monitoring – the recognition information will be used for various security applications, including the linking of the plate to driver, plate to the ticket and plate to the image of the vehicle.

- Average Time – using outputs of a camera on the entrance and a camera on the exit, a back end program can be used to calculate the average time on site of the vehicles.

- Enforcement - The license plate data can be used for a wide range of enforcement techniques, including a live link to the police allowing an alarm to be generated on the entry of stolen, wanted, suspicious or other listed vehicles

The front black and white cameras, with pulsed IR to overcome the head lights are supported by overview colour cameras, performing both license plate recognition and capturing vehicle colour and a video of the incident. This video is used for verification if cloned vehicles are suspected. If any of the computers fail, the other computers automatically take over the processing of the cameras attached to that computer.

5. SYSTEM ARCHITECTURE

A turn-key system is required, to comprise of the following elements:

• PC running Windows XP Pro or Vista with enough space for 3 months video and data history• OCR DLL - which is used to analyze the images and extract license plate string• Recognition Camera unit(s) to capture the images. These cameras are high resolution state of the art cameras that are connected to the PC via a gigabit network or frame grabber.• Gigabit Network – 8-port switch and network card (or motherboard network).• Illumination units to illuminate the plates. The illumination units may be external lights, or solid state strobe units.• I/O card – input/output board with multiple I/O discrete lines. This board supports the sensors and illumination control. It is connected via a cable to a terminal interface board with easy connections and indicator lights. This is only required to open the booms and spike barriers.• Colour overview camera – used to supply colour images and video used for archiving. This is used for additional recognition where the BW camera fails.• The License Plate Recognition Enforcement System (LPRES) - The Windows application interfaces the hardware elements (camera/illumination unit(s), IO card and sensor). It controls the illumination, reads the video inputs and passes the images to the DLL in order to obtain the recognition results. The application displays the image and recognition results. It then exports the results using messages and image files. Its man-machine interface supports on-line setting control, which can easily adapt the application to various types of configurations. All the items indicated reside on site, including the database of allowed taxis.The supplied product is uniquely suited to harsh environments, including poor weather and lighting conditions. The Neural Network Technology and unique image processing must provide both digital and video image records, for an easily operable, “seeing is believing” customer experience.

6. PROPOSED LITERATURE / MARKETING MATERIALS

Public Awareness and Education

A well-designed public information and education campaign will assist motorists and the public in understanding the safety issues inherent to the safe loading of vehicles. Rana Technologies Ltd (RTL) will assist in establishing an educational program designed to combat vehicles which are overweight by communicating the seriousness of these violations and the effectiveness of the measures currently to reduce the number of vehicles which are overloaded.

The database contains only published information and is constantly updated by Rana Tech & NLK Associates' team of technical and marketing experts, in Tanzania and the UK.

The database provides details for each Pulp or Paper product plant/mill where a capacity change is taking place, including the tonnage involved, timing (start year, etc), as well as notes on the fibre/furnish involved and other details of the change. Clients of this system are Investment Banks worldwide.

The assignment involved supplying and installing Wi-Fi networks, hooking up Broadband connections, users management, security and manageability setups. We configured a centralized WLAN management using Cyberoam Unified Threat Management (UTM). This is a security device delivering protection with Stateful Inspection Firewall, VPN, Gateway Anti-Virus and Anti-Spyware, Gateway Anti-Spam, Intrusion Prevention System, Content Filtering and Bandwidth Management.

We provided entire ICT consulting during setup of the Tanzania MEMS office in Dar es Salam Tanzania.
