The SEINe

Description SEI-network brings together key stakeholders interested in sustainable energy investments. The network aims at setting up a EU wide community to boost the development of regional/local one-stop-shops and replicate innovative financing schemes for sustainable energy projects. In particular SEI-network provides support to public authorities to set up one-stop-shops that promote projects aggregation and develop sustainable and standardized projects pipelines both for local authorities and private entities (such as SMEs, business parks, etc).

are of relevance at Union level.”

• To provide urban authorities with resources to test how

new and unproven solutions work in practice and how they

respond to the complexity of real life

• To draw lessons and share knowledge with other urban

authorities across Europe

• A project must be submitted by an eligible Urban Authority

• All partners must be based in the EU

• No transnational partnerships expected (unless specific

competencies are needed)

• A given Urban Authority cannot be involved in more than 1

application per Call.

Local Administrative Unit: relevant democratically elected unit

for the urban area concerned

Degree of urbanisation: Eurostat classification based on

population density

Number of inhabitants: minimum 50.000 according to Eurostat

Why do Urban Authorities apply?

• Experimentation space: UIA enables cities to take risks!

• They can submit projects that would not be funded under

mainstream programmes.

• Flexible eligibility rules to support integrated projects.

UIA projects can combine a very broad range of

activities: awareness raising, training, research,

equipment, investments etc.

• ‘Innovation label’ & visibility/recognition of city practices

• Benefit from the advice, support and guidance from a

dedicated UIA Expert throughout project

implementation

• Principle of advance payment: 50% of ERDF funding

paid upfront (after signature of Subsidy Contract)

• Application can be submitted in any EU official

language

Why do Urban Authorities apply?

Two project examples:

Energy transition topic (Call 1):

- Viladecans (ES)

- Paris (FR)

City of Paris (FR): CoRDEES project

The CoRDEES project aims at designing and demonstrating innovative and smart

solutions to achieve optimal energy performance at district scale (Clichy-Batignolles

area).

CORDEES will combine three main solutions in an integrated approach:

1) New multi-stakeholder participative energy governance system which will define

energy commitments as well as contractual, financial and regulatory conditions.

2) Development of a state-of-the-art Community Energy Management Platform to

monitor, consolidate and analyse energy data.

3) Run an Energy Support Service to help stakeholders achieving their energy

performance targets.

ERDF budget: € 4 364 796.48

5 partners: including a public-private company, SMEs and a higher education and

research institute

City of Viladecans (ES): VILAWATT project

The VILAWATT project seeks to secure a stable energy transition process through

deep energy renovation of private residential buildings.

The project will create an innovative Public-Private-Citizen governance Partnership

structured around three main pillars:

1) Local Energy Operator will be established to act as a local energy supplier and

renewable energy producer.

2) An Energy Savings Company, offering renovation and energy saving services to its

members (the municipality, businesses and citizens) will be created.

3) Financial mechanism to capitalise energy savings will be used by the new entity to

further invest in deep energy renovations in the municipality.

A new energy currency linked to the savings will work as an incentive for energy

efficiency and as a mechanism to increase the economic capacity of vulnerable

groups.

ERDF budget: € 4 269 862.80

7 partners: including energy agencies, SMEs and a non-for-profit association

Green Lights for Cyclists App

Description Developing an additional function for an existing (cycling) routing mobile app that informs users whether they have to speed up or slow down to catch the next green light. Copenhagen informs cyclists with LEDs next to bike lane about this, which requires changes in the infrastructure. As not all cities are able to do such an investment, we want to offer a cheaper solution that builds on a routing app that cyclists already use.
