    1 Introduction

    The Pakistan Wetlands Programmes launched a two days training course on FireManagement. The Training and Capacity Building Component of Pakistan Wetlands

    Programme organised this training course. This course was conducted on June 3rd

    , 2008at Ghora Gali Punjab Forest College, Murree.

    2 Background

    Forests are among the worlds most important ecosystems and a major source of wealth. InPakistan, area under forest cover is 4.22 million hectares, which is equivalent to 4.8% of thetotal land area. Most of this i.e. eighty five percent is public forest, and only 15% is privateforest. Pakistan is a forest-poor country, with only 0.03 hectare of forest per capita ascompared to the world average of 1.0 hectare. Although meagre in area, but still our forestsare very important in providing protective & regulative services, socio-cultural services andmaterial goods. The forests play a critical role in protecting catchment areas of waterreservoirs which generate hydel power and regulate supply of water for the massive irrigationsystem for agriculture.

    The forests of Pakistan are under great stress due to tremendous increase in population,cutting of trees for fuel and timber and encroachment of forest lands for expansion inagriculture, forest fires, and human settlements. The forests are also being damaged anddegraded by uncontrolled grazing, trampling and browsing by livestock. This all has resultedin accelerated soil erosion, severe loss of biodiversity, erratic flow of rivers, and unusual highfloods. The damage inflicted by floods in the form of destruction of agricultural crops,infrastructure, life and property has been estimated at Rs 2.5 billion annually. Women areprimarily affected by forest destruction as they are most often responsible for collecting woodand NTFP like fodder, food, vegetable, mushroom, etc, and water. Thus a practicable solution

    is needed not only to arrest but reverse this trend of forest loss and its further degradation3 Forest Fire

    The forests of Pakistan are continuously on decline due to many reasons but forest fire is oneof the major factors of forest and environmental degradation. The effects of forest fires can bevery destructive, resulting in the loss of human lives, timber and non-timber forest products,livestock, and wild animals, damage to natural resources such as watersheds, biodiversity,wildlife habitat, change in soil texture affecting its water holding capacity and causingimbalance in the ecosystem.

    4 Fire Management

    Fire Management is defined as the activities concerned with the protection of people,property, and forest areas from wildfire and the use of prescribed burning for the attainment offorest management and other land use objectives, all conducted in a manner that considersenvironmental, social, and economic criteria.

    Fire plays an integral role in the management of our parks and forests. Fire managementneeds to be conducted with an understanding of both the role fire plays in biodiversitymaintenance, and with the threats it can pose to life and property. Park and forestmanagement must accommodate both the inevitability of wildfire and the planned use of firefor a variety of purposes.

    5 Rational of the training Course

    Forest fire prevention and control is the main responsibility of the forest and wildlifedepartments. In the recent years, the occurrence of forest fires has increased causing

    immense damage to life, property, ecosystems and communities. As a consequence, it is veryimportant to improve the fire management skills and knowledge of the concerned agenciesand the communities. Keeping in view the importance of forest management the PakistanWetlands Programme (Capacity Building and Training Component) conducted the firemanagement training course in the light to improve the fire management skills and knowledgeof the staff of wildlife, forestry departments and communities residing in and around forestsand wetlands.

    The fire management training course is developed in the light the objectives of the project toimprove the fire management skills and knowledge of the staff of wildlife, forestry departmentsand communities residing in and around forests and wetlands. The course is divided into twoparts. The theoretical part will cover fire management (fire prevention and control measures),

    planning of prescribed burning operations, clearance of fire lines and paths, assessing firedamage and relevant legal aspects. In the practical part the course will cover introduction tofire fighting equipment, its application.

    6 Objective of the Training Course

    After attending the training course the participants will be able to:

    Plan and implement fire prevention and control mechanisms to reduce fire risk.

    Sensitize the participants about the importance of the forests and harmfulaffects of the forest fire.

    Protect the Wetlands of Pakistan.

    understand the importance of forest and manage the emergency responses

    understand the reasons and effects of forest fire

    7 Training Outcomes

    The training was tailored to achieve the following

    Practice of different tools, tricks and techniques of fire management

    Ability to make fire lines and manage the emergency responses

    Surety to protect the forests and forest species and spreading the awarenessamong the masses

    8 Training Partic ipants

    The Training course registered total of 150 participants from Punjab forest college Ghora Gali,Murree.

    9 Training Method

    The Fire Management training course Programme was divided in different interactivesessions. These sessions include presentations, lectures, open discussions on specific topicsand practices of taught procedures and field visits. After the theoretical sessions practicalassignments were given to the participants and they practiced learned tools and techniques offire management during their extensive field visits to the (Joining areas of Numal) Gilgit .All

    the participants contributed with their best efforts in understanding and then practicing theknowledge.

    10 Resource Persons

    The training course has been for the field staff of forest and wildlife department students. Thetraining course registered total of 150 participants from Ghora Gali Punjab Forest College,Murree.

    After the registration completion and welcome address the training course started with theintroduction of Pakistan wetlands programme and purpose of conducting the training courseon forest fire management. After programme and course introduction the participants wereintroduced with each other and the training team. Each day was divided in to four interactivesessions including the lectures and demonstrations, open discussion, Practical exercises andthe field visits. The first day sessions revealed the importance of forests, forest fire and itsmanagement, fire management and its complete structure and precautionary measures to firemanagement.

    The second day sessions includes the lectures and practices on fire control. The sessionsequipped the participants with general measures of fire management. The other sessionsincludes the fire management structure with indigenous people coordination and cooperation.The participants also practiced the use of tools for fire management. The third day focused onthe lectures, brain storming activities and field visits. During the third days sessions specialemphasis was given on fire line making and its restoration. For this purpose the participantswere taken to the field visits.

    At the end of the training course certificates were distributed among the participants. Thefeedback of the participants was recorded on the evaluation forms distributed daily among theparticipants for registering their comments on various sessions and overall training arrangements.

    13 Way Forward

    The course served the purpose of raising the capacity and imparting the skills necessary forfire management. The contents taught were highly appreciated by the participants and

    several requests have been received to conduct series of courses on fire management for thewildlife departments and conservation organisations. The same course will be organized inthe four provinces to equip the professionals.
