March already - a year has now passed since the new team took on the Parish News. This is a busy issue with lots of events coming up in the next few weeks, including the unique re-burial of the remains of Richard III later this month.

Many of you have already heard about the activity of fence rustlers
in the village. Two residents have now had fence panels stolen, the
first on January 13th, the second on February Feb 8th, - so if you
have the kind of fence that has panels that slide in (& out!) of
slotted concrete posts, you should ensure that they are fixed in a
way that does not make it easy for them to be lifted out - especially
if accessible from a road side. Panels can be fixed in place with
wedges, screws or special brackets.

Once in a while, something comes along so unexpected that it takes
you by surprise and you are not sure how it will play out but it feels
exciting and full of possibility. Imagine the scene, back in 2012, around
the excavation trench in a Leicester car park when the mortal remains
of a person were discovered by archaeologists. Can you remember the
news and then the waiting? It must have felt like an eternity for
scientists awaiting the confirmation that they were, indeed, the
remains of none other than King Richard III.
At an early stage, it was felt that the re-burial was to be conducted
with dignity and honour. Now, it is not long before King Richard III will
be re-buried in a transformed Leicester Cathedral.
What has been amazing is the way that the thinking around the events
of the re-burial has been so creative. There is an intensive week of
activities before the actual re-burial and people from so many walks of
life and with so many skills have been working together.
St Margaret's Primary School and St Martin's Academy in Stoke
Golding, as well as Higham on the Hill Primary and Witherley Primary
School are getting involved in various ways through projects, ensuring
that the young people of our Benefice are engaged in what is an event
of international significance. It has been an opportunity for
communities to work together in a new and exciting way. New life has
sprung from marking the death of a former monarch from over 500

years ago. Could any of us have envisaged that when the discovery in
the car park was made three years ago?
On Sunday 22nd March, a hearse will leave the University of Leicester
during the late morning and travel to Fenn Lane Farm, believed to be
the site of King Richard’s death, before moving on to Dadlington. A
short service will take place on The Green in Dadlington where the
soldiers who lost their lives in the battle will be remembered. There
will be traditional village hospitality on The Green, in Dadlington after
the cortege leaves to go on to Bosworth Battlefield Heritage Centre
and later Leicester Cathedral.
The re-burial ceremony takes place in Leicester Cathedral on 26th

‘With Dignity and Honour’... Once again, we are running Lent groups in the Benefice. The one in Fenny Drayton is taking place on Wednesday afternoons, from 1.30pm. Sessions generally last between 60 and 90 minutes, depending on the length of discussions. Please call Michelle on 722182 for more details, including whose home we are meeting in. The course will include Bible study, discussion, reflection and prayer and, given the forthcoming re-interment of King Richard III, each session will look at one aspect of King Richard’s own life, which will then be opened up to link with our own lives and issues. Over the remaining weeks, we will look at:

Friday With Friends
We continue with our gathering of old & new friends in March on Friday 6th - just bring your own drink and glass. The church will be open from 7 - 10pm and you can stay as long, or as briefly, as you wish. Please note April’s gathering will be a week later, April10th, as the 3rd is Good Friday.
The Fenn’s Folk
In January, we had a quite personal history by Michael Roberts of his evacuation from Coventry to Stoke Golding to avoid war-time air-raids. He spoke of vivid memories of travelling through Nuneaton that day and his later trips out to the shops and cinema in Nuneaton. After retirement, he discovered the family connections he had with Nuneaton, both through his own birth family and coincidently the family who adopted him at 14.
Our next meeting will be on Thursday, 26th March, 7.30pm In Fenny Drayton Church, on Tamworth Castle and Collections.

Fenn Lanes Men’s Group
For our February meeting, we heard of the Ashby Canal – a bit about
its history and some more about its restoration and reinstatement. The
talk was given by Geoff Pursglove (Ashby Canal Project Officer – LCC)
along with Peter Oakdean of the Ashby Canal Trust. We heard how the
northerly sections of the canal were increasingly affected by mining
subsidence – causing breaches and overflowing due to the land, in
places, falling by over twenty feet. Repairs were carried out during
both World Wars to ensure that coal supplies would continue,
especially if there had been damage to the railways. By 1966, there
was more damage, less traffic and no war to justify repair, so the canal
was abandoned just north of the Snarestone tunnel.
The current restoration efforts are intended to reopen the canal to
Measham and then through to the 1 mile section already restored
between Conkers and Moira Furnace. The route through Measham will
diverge from the original, as the line of the canal has been built over in
places, but the almost parallel line of the old railway is available.
Interestingly, the justification for the restoration has been on the basis
of regeneration, the health benefits of leisure activities & tourism for
the area, and little to do with boating directly.

Wounds & Surgery in the Middle Ages – quite topical with the reburial
of the remains of Richard III this month. As usual, we will be meeting in
the Parish Rooms, Witherley from 7:30-9:00pm.

With dignity and honour Soon King Richard III will be reburied in Leicester Cathedral, watched by very many people around the globe. The interest is intense and Leicester, city and county will be in the spotlight. Completing all the arrangements has taken months of focussed planning. But throughout, the intention has always been to accord him in burial the dignity we, or any other human being, might wish for or deserve, and to give him the honour due to an anointed king of this country. May he now rest in peace. The programme for the week very clearly picks up these intentions. His bones, the subject of archaeological interest, will now rest in a coffin and, making their final journey from the battlefield to the Cathedral, recover the lost dignity of that earlier ignominious journey some 500+ years ago. But this is not just about one man, for that journey will also recall the many that died on Bosworth Field, that turning point in English history. This also leads us to remember other turning points and deaths on the field of battle. King Richard III remains a controversial figure in death as in life, and we may never know the truth of it. His tomb will not be a place of veneration, for no saint is to be buried in Leicester Cathedral. But, through his presence there, because of the very public ongoing debate about his life, he will remind us of our own capacity to be both saint and sinner. Here we have a flawed human being, striving, in faith, to reach God. As we know from his well-thumbed Book of Hours - his daily prayer book. Reburial liturgies will reflect both the prayer rhythms of then and now, reminding us of the continuity of prayer over the centuries, a continuity which lies at the heart of Cathedral worship and in all our mediaeval parish churches.

Among those present at the re-interment will be people whose role or historical connections take us right back to the Battle of Bosworth, as well as today’s civic and Church leaders alongside many members of the general public. We are thus reminded also of the continuity of history, and the weight of authority and responsibility which reside in our national structures. Reinterring an anointed King is a fitting occasion to reflect upon the role of monarchy, Government and civic authorities - and what the relationships between them are. King Richard III’s tomb design provoked animated discussion. The Cathedral has been reordered, creating both an appropriate location for the tomb, alongside an excitingly larger and more effective worship space, while retaining the natural beauty of the building, including the screen. With an incised cross and facing the great east window, with its figure of Christ triumphant, the tomb speaks of resurrection hope, which lies at the heart of both King Richard’s faith and ours. In considering not only tomb design, but the manner in which King Richard is reinterred, including the words and liturgies spoken, we may be challenged to reflect upon our own understanding of life and death. King Richard III’s reburial date is March 26th - three days before Palm Sunday, when the Church remembers Jesus riding into Jerusalem prior to his brutal and untimely death. The juxtaposition of this warrior king riding into battle at the forefront of his army also shortly to die - the last English King so to do in battle - contrasts starkly with the King of Kings riding into the Holy City on a donkey or foal. King Richard III’s golden crown (whose replica we shall see in the Cathedral) contrasting with Jesus’ crown of thorns. Heavenly and earthly authorities, the relationship between them and our place within that - plenty here too to ponder! Hopefully re-interment week will be for you and for many a time of great interest but also of solemnity, reflection and prayer, as we finally lay the mortal remains of an earthly king to rest, while at the same time begin to anticipate the death and resurrection of our heavenly King, just over a week later. As you watch the King Richard III ceremonies on TV, do engage with both the words and ceremonials, all

of which aim to take us on a journey far beyond simply the burial of a set of bones - a spiritual encounter, no less. P.S. Richard III in Dadlington

Your Invitation to be part of Royal History
On Sunday 22nd March King Richard III’s cortege will stop at St James’ Church and The Green, Dadlington for a short service en-route to Leicester.
This is to mark burials around St James’ of many of the fallen from the nearby Battle of Bosworth. Everyone from nearby villages is welcome to come to Dadlington to experience a unique royal and historic event. Parking will be signposted outside the village (at St Martins School) and people are invited to walk into Dadlington and wait on the village green.
Prior to and during the arrival, service and departure of the cortege the public will be requested to provide an atmosphere of dignity and respect.
After departure, food and drink will be available, including hotdogs, a bar in marquees (with White Boar beer), and teas in the Village Hall. Artwork produced by local children will be on display. Morris Dancers will perform on the village green.
You will be able to visit the historic Church where there will be an exhibition of historical records relating to the 1485 battlefield. A local guide will be available to answer questions about King Richard’s eventful life and the burials in the churchyard.

RICHARD THE THIRD CELEBRATIONS WHITE FLOWERS WANTED PLEASE - The ladies of Dadlington are hoping to decorate the Church, churchyard and village green in a mixture of white fresh and artificial flowers for the weekend of 22.3.2015. Can you help by looking in your attics, garden sheds and local charity shops for any artificial white flowers they could have please. They will be needed for the first week of March and I am able to collect them and deliver them to Dadlington. They do not have any funding for this venture so all flowers will be welcome. Trial of Richard III
A unique opportunity to be part of history!
A re-enactment of the trial of Richard III will take place in St James’
Church, Dadlington at 7:30pm Friday 6th March with prosecution and
defence counsel, the audience acting as jury.

A874: PRESENTATION ABOUT HOUSING NEEDS SURVEYS from Richard Mugglestone, Midlands Rural Housing. A housing needs survey identifies all type of housing requirements for the Parish i.e. bungalows, smaller homes, large homes, affordable homes. This type of survey is a good starting point to identify what is required from a parishioner’s point of view. This document is recognised by HBBC when housing developments are proposed within an area; as to what need has been identified. It allows opportunities such as the reservation of affordable homes to local people before being made available to those without links to the village or parish. Any development on exception sites would be reserved for people with a village connection. Before any surveys can take place there needs to be a back ground review of the four villages with the Borough Council to identify if there is opportunity for development and then a survey can be rolled out with briefings and presentations to the community.
A877: CRIME REPORT: The Clerk reported there had been only one incident of crime reported in January within the Parish. A recent theft of 19 fence panels in Fenny Drayton was discussed. Cllr Harding reported there will be a meeting of the Police and NFU to discuss the increase in crimes committed within the farming sector.

Changes in the police structure mean that the beat team will initially respond (when able) to a crime scene, issue a crime reference number, and then pass the details to an investigating team. Cllr Cook proposed a letter should be sent to the Leader of Leicestershire County Council raising concern over the lack of attention in the rural community; seconded by Cllr Harding.
A878: BOROUGH COUNCILLOR: The Clerk read a bullet point report on behalf of Cllr Morrell
HBBC will not be increasing the Council Tax
The planned cinema in Hinckley will open at Christmas and a new supermarket and 500 vehicle capacity car park will open in November this year on the old bus station site.
A879: COUNTY COUNCILLOR REPORT: Cllr Ould noted his concern regarding four local incidents in recent weeks of poor ambulance response times; these will be brought to the attention of the George Elliot Community Liaison Panel. LCC is recommending a 1.99% increase in Council Tax. There is a £12m deficit in the budget. Due to the highly subsidised maintenance costs Snibston Discovery Park will close. Next year’s budget cuts will be even more severe than this, and it is possible that only statutory work will be carried out. The Boundary Commission has decided this County Council Ward is too large, there will be a review and the Parish Council will be consulted on this. There is a public consultation regarding waste management within the County and as it affects every household everyone should be encouraged to have a say. A881: UPDATE OF ACTIONS FROM PREVIOUS MEETING Footpath for Kennel Lane (Witherley) will cost in excess of £80k, and will not be processed by LCC. Fenny Drayton playing field maintenance will recommence this month. Fenny Drayton phone box is available for adoption from BT for £1; if the Council decide to purchase a defibrillator and house it inside. Confirmation Brian Mee Associates are the new grass cutting contractors, having confirmed the grass areas with their team.
A881: REPORTS FROM THE VILLAGES FENNY DRAYTON: The requirement for a defibrillator in Fenny Drayton will be discussed in the village and the result to be brought back to the next meeting. Cllr Cook advised there has been a conviction for fly tipping up the Green Lane. Cllr Wright requested the Council to host a music event on the playing field; this was proposed by Cllr Alexander, seconded by Cllr Brittain.
A882: VEHICLE ACTIVATED SPEED SIGN – DECISION Approved supplier information had been circulated with meeting documents, Councillors decided to purchase a VAS for use in all villages. Proposed by Cllr Alexander, seconded by Cllr Wright, carried by all. Councillors are to walk the villages to identify which lamp posts are suitable to house the machine, the LCC requisite form to be completed and returned in advance of any purchase.

Grit Bins
The Parish Council has placed three new grit bins around the village.
The bins are green and are located in Drayton Close (by the dog waste
bin), Church Lane/Rookery Close and Quaker Close. The bins will be
filled by the Parish Council as necessary, however their use is on a DIY
basis. If the Junctions appear to be icy residents can use the grit as
necessary.
Defibrillator Consultation
The Parish Council has installed a community defibrillator in Witherley.
When a resident dials 999 the ambulance service gives them the code
to access the unit, this means you can start helping prior to the
ambulance arriving. Considering the average response time at the
moment is 30 minutes, the defibrillator could save a life. The PC has an
opportunity to adopt the phone box and install a defibrillator in Fenny
Drayton. Can I have your views as to whether you want one? Please

LCC Waste Consultation
As part of the ongoing cost saving measures, Leicestershire County
Council is considering ways to reduce its expenditure on household
waste & recycling sites. The aim is to save around £5million per year by
2018/19.
To submit your views please fill out the consultation survey and make sure it reaches us by midnight on 26 April 2015 at the latest. The survey is available online at:

Public Footpath – Drayton Lane
Concern has been raised about the state of the footpath from Drayton
Lane as it enters the field behind Drayton Close, especially as many dog
walkers use this route on a daily basis. Although this footpath is the
responsibility of LCC Highways, given the ongoing spending cuts it may
be timelier to do something more locally. The Parish Council is aware
of this matter and is looking at the options.
A5 Roadworks
The roadworks at the Redgate junction should be complete by now. The last part of the work is the completion of the new roundabout at the MIRA entrance, which will entail night-time traffic lights for the first week of March.
Separately, work is also continuing at the Dodwell’s island.

M69 Junction 2
Do you ever use Junction 2 of the M69 (Between Hinckley &
Sapcote)? Currently, the M69 can only be entered northbound and

Sharing your time and skills to support policing in Leicestershire
You could play a vital role in helping us deliver and improve the service we provide to communities across the Leicestershire Police area. Our volunteer programme provides additional support to our policing activities and is a way of helping to improve our communities.
If you have some spare time to donate, we can provide opportunities to help you learn new skills and make a difference in your area.
What are volunteers?
The Home Office describes a volunteer as someone "who commits time and energy for the benefit of society, the community, environment and/or individuals, undertaking this freely and by choice, without concern for financial gain."
A Leicestershire Police support volunteer is someone who, through personal choice, commits time and energy to perform a task at the direction and on behalf of Leicestershire Police.
How do volunteers help?
Our volunteer roles are designed to enhance the work of our officers and staff and give extra support to local communities. They help police officers and staff who are then able to concentrate on core policing duties, which means officers can spend more on their neighbourhoods working with their communities.
How does it work in Leicestershire Police?
Volunteers and the work they carry out is not to replace employees; the underlying principle of the agreement is that volunteers compliment and support staff roles. Being a volunteer provides a unique opportunity for

individuals to use their skills, experience and local knowledge to make a positive contribution in their community by supporting the work we do.
Volunteers will be given resources to carry out their role effectively and we will ensure, through induction and training, they are properly integrated into the organisation.
Who can volunteer?
You must be aged 16 or over. A security vetting check will be carried out and will take into consideration yourself and those you associate with.
Your application may not be accepted if there is a conflict of interest in your professional life or another volunteering role and you will be subject to the same criteria as our staff members.
As part of your application you are asked to disclose the nature of your employment and details of any other voluntary work you may do. There are some restrictions on who can be a volunteer
How do I apply?
If you are interested in volunteering for Leicestershire Police please download and complete an application form. Please indicate which volunteer role you wish to apply for and your preferred location.
You will then be invited to attend an informal interview and you must give the names of two referees who are prepared to provide a character reference for your suitability for the role.
In addition you are required to have a security vetting check before you can be accepted into the scheme.
This process can take up to three month and if you are successful, you will be offered a suitable volunteer opportunity.

Please be aware that Leicestershire Library Services will be implementing a new library computer system in early March as part of a consortium of East Midlands library authorities that include:

The book reservation and renewal facility will not be available from Friday 20 February until Wednesday 4 March.
No books or DVDs etc. will be due back between Sunday 22 February and Monday 16 March.
The 24/7 phone line will be discontinued from Friday 20 February.
Limited service will be available in libraries from Friday 20 February until Wednesday 4 March.
