ExecutiveMessage

Ithasbeen16yearssincetheformationoftheFoundationforEducationandDevelopment(FED),whichisaBurmese(Myanmar-lead)NGO.FEDfocusesprimarilyoneducationprojectsforMyanmarmigrantchildrenunabletoaccesstheThaieducationsystem.

Currently,FED’steamincludes25teachers(Myanmar,Thai,andforeigners)and61fulltimestaffmembersworkingon4projectsinThailandandMyanmar.Theseteachersprovidecomprehensiveeducationtoover400

Burmesechildren,whichwouldotherwisebeilliterateandworkingaschildlaborers.FEDalsoruns3additionalprograms:Healthcare;Women’sEmpowermentandDevelopmentAssociation(WEDA);andMigrantDevelopment(childprotection,emergencyassistanceandshelter,laborandhumanrightsabusedocumentation,legalaid,andpeacebuilding).

AlthoughthepoliticalsituationisallegedlychangingforthebetterunderMyanmar’snewgovernment,withoutsignificanteconomicchangeorjobopportunities,theflowofmigrantworkersintoThailandremainsunchanged.Ongoinglandconfiscation,rightsviolations,noguaranteeonanation-wideceasefireagreement,andfightingalongtheborder,contributetoincreasingnumbersofmigrantworkersmovingintoThailand.FEDcontinuestocollaboratewiththeMyanmargovernmentonmanylevels,toprotectandpromoteMyanmarmigrantworkerrightsinThailand.

FEDhasthefirst-evergovernmentappointedspokespersonfortheinternationally-renownKohTaomurdercase-twoMyanmarmigrantsaccusedandsentencedtodeathforthemurderof2Britishtouristsin2014.ManypeopleinThailand,Myanmar,andintheinternationalcommunitybelievethatthemigrantsarescapegoats.FED’slawyeriscoordinatingwiththedefenseteam,providinglegalassistance,andcurrentlypreparingforanAppeal.FEDalsoprovideslegalassistanceandadvocacyforthetwovictimsandtheirfamilies.

In2015,FEDestablishedanewofficeinMyanmar’sKayahStatetosupportpeaceinitiatedprogramsandyouthdevelopmentprojects.AnofficeinMyanmar’sCapital,Yangonwasalsosetupforpre-departureprojectstocommenceinMarch2016.Utilizingarights-basedapproach,FED’smethodologyisoneof"workingalongside",encouraging"self-help",andempoweringindividualsandcommunities.ThePre-departurehumanrightseducationfocusesonrightsissuesmigrantscanexpecttofacewhenworkingabroadandhowtoaddressissues.

YourassistanceprovidescriticalongoingsupportforBurmesemigrantsandtheirfamiliesbypromotinghumanrights,andhelpingBurmesemigrantfamiliesaccessbasicservicesinThailand(healthcare,education,andlegalaid).Onbehalfofallthechildren,parents,staff,andBoardofDirectorsatFED,Iwouldliketothankyouforyourgenerouscontributionstoourcommunity.

2016issettobeanexcitingyearasweseektoempowerBurmesemigrantyouthtogainaccesstoneweducationopportunities,designedtopreparethemtoexcelintheprofessionalworld.OurideallocationalongthebeautifulAndamancoastofThailandhasledustofocusourenvisionedprofessionalskilldevelopmentandinternshipprogramsontheboomingThaitourismindustry.

Currently,weareintheearlystagesofdevelopingtheYoungEmpoweredProfessionals(YEP)program.ThevisionistoequipBurmeseyouthwithadvancedtechnicalskillsinEnglish,Hospitality,Business,andITthatwillenableparticipantstosecurehigherincomeemploymentinthetourismindustryandbeyond.

Furthermore,incollaborationwithahigh-endrestaurantchain,initialplansarebeingmadetolaunchasocialenterpriseventuretoprovideourstudentswithahands-onworkingandlearningenvironmentintheheartoftheKhaoLaktouristdistrict.

Inordertocreatehighqualityprograms,FED’sDevelopmentDepartmentisnetworkingwithbothlocalandinternationalprofessionalsinhospitalityandbusiness.Thiswillidentifyinterestedpartnerswillingtooffervalued-addedexpertinsights,trainings,andinternshipsformigrantyouth.

Theseprogramswillhelpaddressthechallengeofmigrantyouthdroppingoutofschoolearlytowork,byofferinganeducationthatcoincideswiththeirchosenprofessions.Webelieveparticipantswillbeempoweredtobecomethegenerationthatovercomesthepovertycycle,whichhasentrappedmigrantfamiliesfordecades.

Educatingmigrantchildrenandyouthisourpassionandwethankyouforsupportingusaswestrivetomaketheirfuturepotentiallimitless.

OurStory

FEDwasfoundedin2000inSankalaburi,KanchanaburiprovinceunderthenameGrassrootsHumanRightsEducation&Development(GHRE).

Soonafterthe2004tsunami,theorganizationrelocatedtothePhangNgaprovincetoofferemergencyassistancetoBurmesemigrantsaffectedbythetsunami,whoseneedshadbeenlargelyignoredbytheThaigovernmentNGOsandtheInternationalCommunity.

Sincethen,FEDaddressesthelongtermneedsofmarginalizedBurmesemigrantworkersandtheirfamilies,andisworkingtowardsbuildingtrustbetweentheBurmeseandThaicommunities.

OurstaffmembersarepredominantlyofBurmeseoriginandcametoThailandthroughsimilarmigrantcircumstances.ThisenablesFEDtoreachthemigrantpopulationonamorepersonalandrelevantlevel;somethinglargerNGOsarenotabletoachieve.Weaimtoaccomplishourmissionbycarryingoutthefollowing7objectives:

OurApproach

OnbehalfofBurmesemigrantcommunities,FEDalsoworkswithrelevantThaiauthoritiesandinstitutionstohelpmigrantsgainaccesstoschooling,healtheducation,anddecentworkopportunities.

Byreachingouttolocalandprovincialgovernmentleaders,independentbodies,andthemedia,FEDcreatesaneffectivesocial,andlegalplatformtobridgetheexistingdividebetweentheThaiandBurmesecommunities.Thisalsodrivesgreatervisibilityofmigrantsatthepolicylevel.

FEDfocusesonprovinceswithhighmigrantpopulations;firststrengtheningtheirvisibilityandthenprovidingindividualswithsocialserviceslongviolatedorunrecognizedbyThailaw.

Inmanyinstances,FEDservesasanumbrellaorganizationtolinktheworkofothernon-registeredBurmesecommunity-basedorganizationsandgroupsthroughoutThailand.ThisisthereasonthatFEDisthefirstregisteredfoundationinThailandconceivedbyandforBurmesenationals.

2015Update

TheFEDEducationProgram,ourcornerstoneandpassion,continuestoimpactover400migrantchildrenandtheirfamilies,byprovidingtheopportunitytoreceiveaqualityeducationinasafeenvironment.WithoutFED,thesechildrenhaveveryfeweducationalopportunitiesandwouldlikelyfallvictimtochildlaborexploitationatveryyoungages.EducatingthesechildrenensuresthatthenextgenerationsofMyanmarchildrenbecometheteachers,doctors,businessmen,andleadersthatthecountrysodesperatelyneeds.

In2016FEDhasambitiousgoalstodevelopandpromotenewopportunitiesforourchildrentoadvancetheireducationbeyond8thgrade,throughvocationaltrainingandtheThainon-formaleducationsystem.

Duringthistimeofchangeandunpredictabilitywithintheregion,FEDpridesitselfinremainingaconstantandpersistentvoiceforMyanmarpeople,defendingtheirrightsbothathomeandabroad.

2015 was an exciting year! Myanmar’sfirstdemocraticelectionsindecadesyieldedalandslidevictoryforNoblePeacePrizewinnerAungSanSuKyi’sNationalLeagueforDemocracyparty.HopeforthefuturehasneverbeenbrighterforthecitizensofMyanmar.Consequently,FEDseizedopportunitiestoserveanddefendtherightsofBurmesepeopleathome.

In2015,FEDbegansupportingtheeducationrecoveryeffortsandtookaleadingroleinthepeaceandreconciliationmovementsofruralKayahState-alandinnortheastMyanmartornbycivilwarformuchofthepast60years.Evenwiththisprogress,theroadtorecoveryforMyanmar,anationconsumedbyconflict,rightsviolations,andpovertywilltaketime.FEDhasnotlostsightofthisanditsfoundingmissiontoservetheMyanmarmigrantcommunityofThailand.CurrentlyThailand’seconomyprovidesemploymentopportunitiestoanestimated4millionMyanmarmigrants,roughly10%ofThailand’sworkforce.MigrantlabordrivestheThaifishing,construction,andagricultureindustrieswheremigrantsfilllow-leveljobsdeemedundesirablebyThais.

TheThaiMilitaryregimethattookpowerinMay2014remainsentrenchedasthegoverningbodyofthenationandcontinuestoreceiveinternationalpressuretoreturntodemocracy,andaddresstheremaininghumantraffickingandmoderndayslaverycrisiswithinitsborders.In2015,FED’sMigrantDevelopmentprogramlauncheda3-yearprojectspecificallytargetingthehumantraffickingandexploitationissuesintheThaiseafoodandfishingindustry.Ourteamworkstirelesslytoaddressthisproblem,rescuingnumerousvictimsoftraffickingandhelpingvictimsrecoverandreintegrateintosociety.

Education

FEDisdriventoprovideaneducationforBurmesemigrantsasameanstobreakingthecycleofpovertythattrapsmanyBurmesemigrantfamilies.

Mostmigrantchildren’sfamilieshavethemselvesreceivedlittleornoeducation.Assuch,itisextremelydifficultforthemtofindanyworkotherthanlowpaid,unskilledlabor/jobs.Typically,jobsthatmigrantsworkinThailandarereferredtoasthe3D’s:Dirty,Dangerous,andDifficult.Theworksitesusuallyincluderubberplantations,constructionsites,fisheries,andsawmills.

Our Commitment

Providingalearningspaceforthechildrennotonlyimprovestheirfutureprospects,butalsokeepsthechildrensafefromharmbyremovingthemfromdangerousworkenvironments.Thisalsoofferspeaceofmindtobusyworkingparents.

Withouteducationthiscycleofpovertywillcontinue.ProvidingBurmesemigrantchildrenwithaneducation,delaystheageatwhichtheyenterthelaborforce.Also,whentheydostartwork,theywillbeequippedwiththeskillstodemandbetterjobopportunitiesandadecentlivingwage. AllstudentsstudyingattheUnifiedLearningCenter(ULC),KuraburiLearningCenter(KLC),andintheThaiSchoolIntegrationProgramreceivefreetransportationservicestoandfromschool.Studentslivinginremoteareassuchasrubberplantationswouldlikelynothaveanopportunitytogotoschool,wereitnotforthetransportationservicesofferedbyFED.

A3-dayStaffCapacityBuildingworkshopwasheldinKrabiprovinceandattendedbyFEDstaff(14staffand17teachers)fromtheHealth,MigrantDevelopment,PublicRelationsandFinancedepartments,andteachersfromtheULC.

Theinteractiveworkshopexpandedonparticipants’projectmanagement,childprotection,andfinanceknowledge.

Teacher’s Training A4-dayProfessionalTeacher’sTrainersprogramattheULCenhancedteachingskillsandcapabilities,providingabasicunderstandingofchildhoodpsychology.

Theprogramincluded23participants:11FEDteachersattendedfromULCandKLC,with12representativeteachersfrom6differentschoolssituatedaroundPhuketandRanong.

Integration Classes FEDrunsanextensiveintegrationprogramthatfocusesonmigrantchildrenunabletoattendBurmeselearningcenters,including:

Childreninmigrantcommunities,whichlackinformationaboutThailand’seducationsystem,sochildrencanattendThaischoolsclosetotheircommunity.EncourageallBurmesemigrantchildrentoattendschoolandhavethechancetostudyinasafeenvironment.EachSaturday,BurmeselanguagelessonsformigrantstudentsintheThaischoolintegrationprogramareheldtoensurestudentscontinuetodeveloptheirnativelanguagewhilstattendingThaischools.WeekendEnglishlanguagelessonsbyanativeEnglishteacherforintegrationstudents.

AStudentCampwasheldattheThaiNavyBaseinThaplamuvillagewiththepurposeofstrengtheningfriendshipsandunity,betweenThaiandBurmesestudentsinthelocalarea.

Twentystudentsfrom2Thaischools,30studentsand12teachersfromFEDLearningCenters,participatedinpeace-buildingandintegrationactivities.StudentsalsolearntabouttheuniqueanddiverseecologicalenvironmentofthebeautifulKhaoLakarea.EventslikethesearevitalwaystobridgethegapbetweenThaisandBurmese,creatingamoreunderstandingandsociallyinclusivesocietyforfuturegenerations.

Youth Unity Camp

Student Exchange Youthlincconducteda2two-weekactivitysession.Eachsessionincluded30plusyouth,whichwasheldinKLCandattheULC(KhaoLak).

ActivitiesincludedEnglishclasses,sewingtraining,andbasichealthcareservices.Schoolgrounds’developmentsuchastreeplanting,installationofanAquaponicsystemincollaborationwiththeRotaryClub,andfencepaintingattheULCwerealsocompleted.

ATreePlantingDaytookplaceintheThongKaminvillage(KhukKhek’ssub-district)andLamkinvillage(ThaiMueangdistrict).ThiswasheldinconjunctionwithThailocalofficials,headsofvillages,communitymembers,Youthlincinternationalstudents,FEDstaffmembers,andmigrantstudents.

Thedayraisedawarenessofenvironmentalissuesandtheimportanceofsavingplantsnow,andforfuturegenerations.ThisinteractivedayalsostrengthenedfriendshipbetweenBurmesemigrantsandthelocalThaipeople.

ZawThuisaGrade1studentfromaThaischoolandalsoattendsBurmeselanguagelessonseverySaturdayatFED’sULC.

DuetothelackofjobopportunitiesinBurma,Zaw’sfamilymovedtoThailandwherehisfatherworksatarubberplantationandhismotherasashopassistant.AlthoughZawishappytostudyatschoolandplaywithfriends,healsohelpshisfamilyathomewithdomesticchores,andtakescareofhissister.

TinZarWinstartedschoolingrade5in2012attheULCandherfavoritesubjectisEnglish.“ItisoneofthemostcommonlanguagesintheWorld.IfIspeakEnglish,Icantravelandfindajobeasily.IwasfascinatedwithEnglishfromayoungage.”

TinZarWinistalentedandlikestosinganddance,oftenperforminginschooldances.“Isometimesteachthekidshowtodance.IwouldliketobeafamoussingerinthefuturebecauseIamsureI’llmakealotofmoneyandwillbeabletosupportmyfamily.”

ULC Construction and Repairs

Afterseveralyearsoffacingwatershortagesduringthedryseason,wewereabletosecurefundingtodrillamuchneeded,60-meterdeepwell.Thiswellofferslong-termwatersecurityforourschoolandisanessentialneedoflifeformigrantchildren.

A100-metersectionofexteriorwallwasconstructedalongthebackoftheULCgrounds.Awallnowencirclestheentirepremise,ensuringsafetyforthechildrenandourproperty.

RemodelingofourlibraryandITroomcommencedwiththecompletionoftileflooringandadrop-downceiling.Bothrenovationscontributegreatlytoreducingtheheatanddustlevelsintheroom.Thisprotectsthecomputersandbookswhilecreatingamorecomfortableenvironmentforlearning.

In2015,severalconstructionandrepairprojectswerecarriedouttoensuretheschoolfacilitiesremainintopconditionfarintothefuture.

Ride4Kids,alocalmotorcyclegroup,contributedfinanciallytothebuildingof2largeawningsovertheULCplaygroundequipment.Thiscreatesachild-friendlyenvironmentforstudentstoplaywhilebeingshieldedfromtheextremeelementsofsun,rain,andwind.

TheentireULCfacilityreceivedafreshcoatofpaint.Duetothecenter’scloseproximitytothesea,thepaintandbuildingssufferdecayfromthesaltyair,wind,andrainmuchquicker,thusregularupkeepisnecessary.

ULC Donor Visit

FEDwarmlywelcomedMrUmeno,themaindonoroftheFEDEducationProgramandhisteamattheULC.Thevisitinggroupprovidedanotherdonationof฿50,000totheULCforthepurposeofstudentactivitiessuchastrainingandsports.

Followingthewelcomingandspeechceremony,theULCstudentsperformedtraditionaldancingandmusicforMrUmenoandhisteam.

MrUmenoandMrNithipha(Umenohana’sS&PManager),giftedpackagesofS&Pbakeryitemsandjuicetoallthestudents,teachers,andstaffattheULC.

School Bank Program FEDinitiatedaStudentBankProgramattheULCtoteachstudentstheimportanceofsaving.

Studentsintheuppergradesfacilitatedthebankingsystemandhelpedtotrainyoungerstudentstobecomenewfacilitatorsorbankingjuniorstaffinthefuture.

TheprogramrunsattheULCbuthasnowexpandedto3localThaischoolsofwhichoneconsistsmostlyofMokenstudents.

A3-dayDisasterRiskReductionWorkshopforSafeSchoolwasheldattheULC.Theworkshopincorporated30FEDprojectstafffromPhangNgaandMaeSot.

TheChildProtectionexpertsfromPlanThailandtrainedparticipantsonhowtodealwithnaturaldisaster,protectionfortheschoolandstudentsduringadisaster.Followingtheworkshop,staffthentrainedparentsandstudents.

TheChildProtectionexpertsarescheduledtoreturnin2016forafollow-upontrainingeffectivenessandforadditionaltraining.

Health

AccesstohealthcareisamajorconcernforBurmesemigrantworkersinThailand.Althoughtherearecertainsystemsinplacetohelpregisteredmigrantsgainaccesstothecountry’shealthcaresystem,migrantsthatareundocumentedorliveinisolatedareas,dependonFEDandotherNGOs.

Since2005,FEDhasaddressedtheshortandlong-termhealthneedsofBurmesemigrantfamiliesinthePhangNgaprovince.MostBurmesemigrantsareafraidtogotoThaihospitalsorclinicsforfearofdiscrimination,sub-standardcare,arrestordeportation.Forothers,itissimplynotfinanciallyfeasible.Thevastmajorityofmigrantsdonotgetregularhealthcheck-upsandsomedonotevengotothehospitalinalife-threateningsituation.Tocombattheseproblems,FEDcreatedacomprehensivehealthprogramthatrunsanumberofprojectsthatstrivetoaddresstheneedsoftheBurmesecommunity.

Our Commitment

FED’sdedicatedHealthTeamiscontinuouslyon-calltoassistmigrantsandprovidelong-termcaretothosewithchronichealthproblemssuchasTBandHIV.ThemedicsalsoprovidemonthlyhealthcheckstoallstudentsattheLearningCentersandnurseries.

FED’smedicsworkalongsidestafffromtheTakuapaHospitaltotrackandhelpfinancehospitalizationsformigrantworkerswhenrequired.Theyalsodisseminateinformationtolocalmigrantpopulationsonhealth,hygiene,anddiseaseprevention.FED’sresidentmedicconductscommunitytrainingonFirstAid,personalhygiene,anatomy,reproductivehealth,andFamilyPlanning.

In2015,FED’sHealthTeamassistedtheBurmesemigrantcommunityinaccessinghealthcarebyprovidingmedicalassistance,transportation,translationservices,andhealthcaretrainingformigrantcommunitiesinPhangNga.CommunityHealthWorkers(CHWs)aretrainedtodelivermedicalassistanceforminorcaseswithintheircommunities.Asaresultoftheteam’swork,themigrantcommunitiesareabletoaccesstheirrightstohealthcare.

FED’sHealthTeamsuccessfullyorganizeda3-dayYouth&SexualHealthEducationtrainingin4localcommunities.Atotalof83participantsjoined.

ThetrainingtoeducateBurmesemigrantyouthoccurredbefore14February-Valentine’sDayasmanyyoungcouplesinMyanmarandThailand,celebratethisDay.Withsexualawarenessandcontraceptionknowledge,theyoutharebetterinformed.

AstheyoungBurmesemigrantsworkduringtheday,itwasnecessarytoconductnighttrainingsessionsinBanNiangandThaplamu.

FED’sHealthTeamtheninitiatedthissuccessfultrainingsessionaspartofacontinualFED’sHealthTeamintheHealthProject.

Attheendofeachtrainingsessiontheteamdistributedcondoms,medication,andalsogaveflowerstoparticipantsasaValentine’sDaygift.

FED’sHealthTeamandalocalhealthteamfromtheKhukKhekClinicorganizeda2-dayDiphtheriavaccinationresponseforisolatedBurmesemigrantcommunitiesinKhukKhek’ssub-districtandalsoULCstudents.

WhilstworkingatashrimppoolinTongOnnTownshipinNovember2013,MaMotMot’srightlegwascaughtbyanimpellerandsevered.

FEDwantedtohelpobtainaprostheticleg,whichwouldbefittedattheMaeTaoClinic(MaeSot).MaMotMotalsorequestedlegalassistancefromFEDregardingcompensationfromheremployerfortheaccident.FED’slawyeradvisedthatsincetheaccidenttookplacein2013,takinglegalactionwasdifficult,especiallyasMaMotMot’semployercoveredhermedicalcostsatthetimeoftheaccident.

ToassistMaMotMotreceiveaprostheticleg,theFEDMaeSotteamresearchedandconfirmedthattheMaeTaoclinicprovidesprostheticlegstomigrantpatients,andarrangedaprostheticlegforMaMotMot.TheteamalsoprovidedtransportationandcoveredthecostoffoodduringtheMaeSottrip.

HealthAchievements

ThatZawMin(31)hadanaccidentin2015,whilstworkingonafishingboatandrequireda฿56,791emergencyoperation.Followingtheoperation,ThatZawMinwasnotpermittedtoleavethehospitalwithoutpayingfortheentiremedicalbillashisemployeronlycontributed฿10,000ascompensation.

AsThatZawMincouldnotaffordtheentiremedicalbill,FED’sHealthTeamnegotiatedwiththedoctortoreducethemedicalbillto฿12,000.

Thedoctoralsoassistedbysigningthepatient’shospitalletterandpaperwork,whichpreventedhimfrombeingarrestedwhenreturningtoRanong.

TheHealthTeamconductsregularhealtheducationtrainingsessionstwiceperweekattheULC.HealtheducationtrainingisalsodeliveredtwicepermonthattheKLC,duetothecentersdistancefromourmainoffice.

StudentsfromKindergartentoGrade8aretaughthealtheducationincluding:Hygiene,CommonDiseases,AdolescenceandPuberty,HealthyLifestyle,Nutrition,Anatomy&Physiology,BasicFirstAid(WoundCare).

TheHealthteamalsomonitorswhetherstudentsapplytheirhealtheducationintheirdailylivesoutsideoftheclassroom.Theprogramreached400childrenin2015.

EachyeartheFEDHealthTeamorganizesCommunityHealthVolunteer(CHV)trainingformigrantcommunityleadersfromdifferentcommunities.ParticipantsincludelocalCBOs,migrantteachers,andyoungmigrantworkersthatarewillingtoserveashealthvolunteersintheircommunity,followingthetraining.

Theteamsuccessfullyorganizedanintensive2-dayCHVtrainingfor15participants.FEDHealthTrainersledthefirstpartofthetrainingincluding,howtobeaneffectivehealtheducator;lessonplanning;andhowtomotivateandorganizepeopletoattendtraining.

TheCHVtrainingbeganwithanattendeepre-testtoevaluatepriorknowledgeofhealth.

DrTintZawOo,anexperiencedHealthTrainerfromtheBurmaMedicalAssociation(BMA)ledthelastpartofthe2-daytraining.ThedoctorcoveredimportantandfundamentalhealthlessonsincludingFirstAidWoundCare,VitalSigns,commonmedicinesattheCHVlevel,ChildHealth,andcommonmedicalprograms.

FEDbelievesthatsustainablechangefortheBurmesemigrantcommunitymustcomefromwithin.Althoughmanyofthecommunity’sproblemsmustalsobeaddressedatthenationalpolicylevel,empoweringBurmesemigrantstodemandrespectfortheirrightsisthemosteffectivewaytoensuretheirlong-termwellbeing.Forthisreason,FEDiscommittedtobuildinglocalsystemsofprotectionandwelfarethatallowmigrantstodefendthemselvesfrominjustice.

Ourapproachisdesignedtoaddresstheissueatbothlevels,throughadvocacywiththeThaigovernmenttoraiseawarenessandpromoteproperpolicy,andgrassrootsprogramsthatprovideessentialservicesandeducationtothecommunity.

Ranong Murder Case

ThefourMyanmarmigrantworkersarrestedoverthemurderofa17-year-oldMyanmarfemalestudentinSeptember,claimtheyweretorturedintoconfessingbyRanongpolice.

Accordingtoofficialstatementsgiventopoliceofficers,MoeZinAung(19),ZawLay(25),MangSane(20),andKyawSoeWin(18)confessedtotakingpartinthebrutalstabbingofOraweeSampaotong.

Thefamiliesoftheaccusedbelievepoliceunfairlytreatedandaccusedthemigrants,andthus,thelocalmigrantcommunityleadersrequestedlegalaidassistancefromFED.

Sincethen,togetherwiththeMyanmarembassyofficialandThaiLawyersCouncil,FEDhasbeenassistingwiththecaseincludinginvestigation,collectingevidenceandnecessarycourtdocuments;andalsotransportationcostsfortheaccusedandtheirfamilies.

The3-yearEuropeanUnion(EU)inconjunctionwithCCFD-TerreSolidaireprojectcametoanendinJuly2015.TheprojectwasdevelopedtoprovideabetterinclusionofBurmesemigrantsandabetterrecognitionoftheirrightsinThailand.

Thesecond-halfof2015sawtheinitiationoftheFreedomFundInitiative.TheprojectisaimedatcombatinghumantraffickingofBurmesemigrantsenteringThailandatMaeSot,MyawaddyandRanong,KawThaungborder-crossingsandintheSeafoodIndustryofSongkhla.

TheprojectgoalistoprovidetheBurmesemigrantcommunitywiththenecessarytools,knowledge,andsupporttoovercometheirvulnerabilitytohumantrafficking,forcedlabor,exploitation,andachievelegaljusticeandrecoveryagainstanyviolations.

Fordecades,BurmesemilitaryregimesandBuddhistextremistshavesystematicallyledanethniccleansingoftheRohingya,aMuslimethnicminoritygroupfromRakhineStateinwesternBurma.InrecentyearsviolentclasheshaveleftthousandsofRohingyadeadandtensofthousandsmoredisplacedinrefugeecamps.UnwantedandunrecognizedascitizensinBurma,thousandsofRohingyafledtheviolenceinwoodenandoftenunreliableboatsarrangedbycorruptbrokersinhopesoffindingnewlivesabroadincountriessuchasMalaysia.However,inmanyinstancestheboatsarelostatseaorlandinThailandwheretheRohingyaareeithersentbacktoBurma,orheldindetentioncenterswhereanyhopeofanewlifeandfreedomisallbutlost.

Inmid-2015,agroupof51RohingyawomenandchildrenarrivedinKhaoLak(SouthernThailand)afterfleeingethnicpersecutioninBurma.Separatedfromtheirhusbandsandfathers,whoweresenttodetentioncenters,theywereplacedinashelterrunbytheThaiGovernment.FEDworkswiththesheltertoofferservicesforthewomenandchildrenwhiletheyawaitresettlement.

The Rohingya Crisis

FEDarrangedtoenroltheRohingyachildrenattheULC.Thechildrenwereatanacademiclevelfarbelowotherstudentsofthesameage,asmanyofthechildrenhadneverattendedschoolbefore.Furthermore,exceptforEnglishclasses,allcoursesattheULCaretaughtinBurmese,whichmostofthesechildrendonotspeak.

Asaresult,FEDbeganteachingspecialclassestotheRohingyachildrenintheafternoonsattheULCandwomen’sshelter.ThechildrencontinuedtointegratewithotherBurmesestudentsinthemorningclassesandatlunch,whilehavingtheopportunitytolearnEnglishwiththeirRohingyapeersinamorecomfortableenvironmentintheafternoon.Greatprogresshasbeenmade,asthechildrenareincrediblyeagertolearn.

Asof2015,over1millionRohingyawerelivingasrefugeesoutsideofBurma,withThailandasthefirststopformany.

WorkshopsattheRohingyawomen’sshelterstartedwithbasichand-sewinglessons.Asskillsincreased,trainingadvancedtotakingbodymeasurementssothatwomencouldpreparematerialtomakeclotheswithoutapattern.ThemajorobstaclewasthelackofMathskillstotakemeasurements,whichFEDhasnowidentifiedasabasisforrunningfuturesewingworkshops.

WorkshopsadvancedtoPatternMakingandtheimportanceofcorrectbodymeasurements.Especiallyimportantifthewomenmakeandsellclothestoearnalivinginthefuture.

Withverymotivatedparticipants,followingworkshopswereadvancedtobasicshirtdesignanddrawingmorecomplicateddesignsonmaterial.

Sewing & Pattern Making Workshops

Womenattheshelterweretaughthowtocreatebraceletsandnecklaceswiththeintentiontosell.Withtwospecificdesignstaught,womenstartedexperimentingwithnewdesigns,whichprovidedanopportunitytoexpresstheircreativity.

Thesuccessfulhandicraftworkshopgavewomentheinitiativeandeagernesstofurthercreatehandicraftsonaregularbasis,soastoalsoearnincomefromtheirwork.

Womenattendedhealth-trainingworkshops,whichincludedpersonalhygienesessionsandmosquito/Malariaprotection.

Manywomenhavespenttheirlivesinunhygieniclivingconditionsandvulnerabletomanydiseases.

Following2-hourEnglishlessonsheldafterschooldailyfor22RohingyachildrenattheULC,Englishclassescontinuedatthewomen’sshelter,andonweekends.MostofthewomenandchildrenattheshelterattendedthesessionsandshowedremarkableimprovementintheirEnglish.

TheEnglishprogramisbeginningtothriveandallrefugeesattheshelterareexcitedtocontinuelearningEnglish.

Additional English Classes

ABusinessManagementtrainingworkshopwasheldformigrantworkersinthePhangNgaregion.Participantslearnthowtowriteabusinessproposalsoastorequestfundsforanewventure.

Follow-upvisitswithwomenintheircommunityconfirmedthesuccessoftheBusinessManagementtraining.Asaresultoftheworkshop,tenwomenrequested฿5,000eachfromYouthlincandwomenthencontributed฿3,000eachtobuyriceanddrysnacks,tosellbacktothecommunity.

Paris AttacksDuringtheeveningof13thNovember2015,thetragiceventsthatunfoldedfollowingterroristattacksrockedParis,France,andtheentireworld.ThestaffandstudentsatFEDfeltsomovedbytheeventsthattookplacethatmanywantedtoshowtheirsolidaritywiththepeopleofParisandFrance.

Messagesofpeace,love,harmony,andsimplyshowingParisthatthethoughtsoftheBurmesestudentswerewiththem,wasawonderfulshowingofempathytowardstheirfellowhumanbeings.

NowinitssecondyearofoperationsinBurmaandwiththenewofficeinLoikaw,FEDhasfocusedonavarietyofprojects.Themainemphasisisonpeace-buildingtraininginKarenni(Kayah)State.

ThisinvolvedmanyconsultationswithCivilSocietyOrganizations(CSO)memberscoupledwithmultipleNon-StateActors(NSA)engagements,inordertofocusontheceasefirewithintheregion.Manyworkshopsandtrainingsessionswereheldthatprimarilytargetedstudentsandyouth.

FED’sprojectsinBurmahavebenefittedfromcontinuedcollaborationwithinlocalcommunities,andalsoceasefiregroupsandthegovernment.Thisongoingcollaborationiscrucialtotheongoingsuccessoftheproject.

The Burma Project

TorrentialrainfallinlateJulyledtowidespreadflooding,landslides,destructionofentirecommunities,andthedisplacementofhundredsofthousandsofBurmesecitizens.

Thehardesthitareaswerethenorth,western,andcentralregionsofMyanmar.Nearlyhalfamillionacresoffarmlandwasdamaged,muchofitbeyondrecoveryforthisyear'sharvest.

ManymigrantsinThailandareoriginallyfromthesedevastatedcommunitieswheretheirfamilyandfriendsweredeeplyimpactedbythedisaster.

Inresponse,FEDrallieditsvastnetworkofCommunityLeadersin4Thaiprovincestoleadawidespreadfundraisingandreliefsuppliescollectioncampaignwithinmigrantcommunities.

Over฿155,000wascollectedaswellasmultipletruckloadsofsuppliessuchasclothing,food,cookingutensils,drinkingwater,andmore.

Burma Flood Disaster

FEDstaffthenorganizedaboatfromtheRanongShipyardstosendthefloodreliefcontributionsonthe3-dayjourneybyseatoYangon.ThesupplieswerethendonatedtotheFreeFuneralServicesSocietyandthe7-DayHeroFoundationfordistributiontocitizensaffectedbythedisaster.

The Mae Sot Establishedin2009,theFEDMaeSotfieldofficeworksprimarilyonadvocacyformigrantworkersandtheirfamilies,inconjunctionwithhumanrightsandhealthcareeducation.MaeSot(Thailand)bordersMyawaddy(Burma),whichactsasoneoftheregion’smajorbordercrossingsandaneconomiccenter.

Forseveraldecades,largenumbersofBurmeserefugeesandmigrantshavecrossedintoThailandtoescapecivilconflictandtopursuebetterworkopportunitiesinthearea.AnestimateofBurmesemigrantsandrefugeescurrentlylivingintheMaeSotareaisbetween200,000–300,000people.

TheMaeSotofficeworkson5mainProjectsintheregion:MigrantAdolescentsHealthProject;SafeSchoolProject;Economic,SocialandCulturalRights(ESCR);ChildrenontheMove(COM);andanAnti-HumanTraffickingSafeMigrationProject.AllprojectsfallundertheFED’sMigrantDevelopment,Education,andHealthPrograms.

Koh Tao Murder CaseFEDisprovidinglegalaidservicesforthedefenceandalsohumanitarianassistanceduringtheimprisonmentofthe22-yearoldMyanmarmigrantsWaiPhyo(WinZawHtun)andZawLin.

In2015,themigrantswereprosecutedandreceivedtheDeathPenaltyforthebrutalmurderoftwoBritishtouristsonKohTaoIsland(Thailand)inSept2014.

Theappealprocessfortheaccusedhasbeenextendedthreetimes.ThedefenceteamfromtheThaiLawyersCounciltogetherwithFED,BurmeseEmbassyofficials,NGOs,andanumberofdomesticandforeignforensicexpertsarecurrentlyworkingontheappeal.

FEDhasbeeninvolvedintheKohTaomurdercasesinceOct2014,soonafterthearrestofthetwoBurmesemigrants.Manypeopleinthelocalandinternationalcommunities,andFEDbelievethattheaccusedarescapegoatsinthiscase.

TheMyanmarEmbassysetupFED’sroleasaspecialrepresentativecommitteememberforthiscase.Workingtogetherwithotherpartners,FEDlearnedfromtheaccusedandwitnessesthattheaccusedweretorturedandthreatenedintoconfessingtothemurdersbeforebeingcommittedandimprisoned.Thiscasewillcontinuewellinto2016.

The Moken In2015,theEcoTourismprojectcontinuedintheTaplaMokencommunitywiththeprimaryfocusoftraining20communitymembersonfinancialmanagement.

Ahandicraftworkshopwasheldfor6childrenand3adultswheretraditionalmethodsofweavingwithreedsandbambooweretaught.Productsmadewithtraditionaldesignsincludedmats,baskets,andhatstoselltotourists.Traditionaldesignshandpaintedonclothingwasalsocreatedforthetouristmarket.

Communityelderscreatedtraditionaltoysandgamesandgavethesetothechildrensoastotransfertheirculturalhistoryandtraditionstothenextgeneration.

Apersonalhygiene2-dayworkshopwasheldattwoMokencommunitiesincludingKoNokforabout100childrenandyouth.
