The South Australian state government is introducing new laws to prohibit or restrict some single-use plastic products being sold, supplied or distributed in the state from 1 March 2021.

Plastics play an important role in our economy and daily lives. But too often, the way plastics are produced, used and discarded results in a wasted resource, causing pollution, litter and harming marine life.

The Single-use and Other Plastic Products (Waste Avoidance) Act 2020 prohibits the sale, supply or distribution of single-use plastic straws, beverage stirrers and cutlery within South Australia. These items can be replaced with reusable and compostable alternatives.

Businesses are being urged to prepare now by using up existing stocks of the prohibited items, ordering sustainable alternatives, putting signage in place and training staff.

CEO’s Corner An invitation for Rapid Bay I would like to meet with as many residents of Rapid Bay as possible to learn more about the township and to hear firsthand your thoughts on what the township needs and have a conversation about the campground.

For clarification on the Council position on the campground, I offer the following feedback:

October 2020 – With the current management agreement expiring in September 2021, a motion was moved by Council for Administration to prepare a report to Council to provide options for the Management of the Rapid Bay Campground, including Council performing the management in-house.

November 2020 – The requested report was provided to Council with the various options. The report recommended that the options be further discussed at the February 2021 Elected Member Forum. No preferred option was selected to create a business case.

February 2021 – The options from the report, plus others, were discussed with Elected Members. There is still no indication of a preferred option and I understand residents will probably have their own preferred options.

The next step is for Administration to provide a further report to Council prior to the expiry of the current management agreement.

I would now like the opportunity to get feedback from Rapid Bay residents prior to preparing the next report so I invite you to meet with me on Friday 12 March, at 7pm in the Council Chambers. Please RSVP to [email protected] if you wish to attend as seats are limited due to COVID restrictions.

The term “Usual Suspects”In our recent communication consultation plan for the Normanville Foreshore and Jetty Caravan Park Masterplan we wrote the following objective: “Make a concerted effort to reach a broad representation of people who live, work and play in the district, so not to hear just from ‘the usual suspects”.

I understand from feedback received that the term ‘the usual

suspects’ caused offence. The statement “the usual suspects” is a common term that states “the people or things you would expect to be present somewhere or doing a particular thing”. What the term was attempting to clarify was that we wanted to hear each and every ones opinions, not just limited to the ones that we already expect to receive. In retrospect, I can see how this could cause offence and therefore apologise for is inclusion and will commit to not using it again in the future.

Ask the CEO (Nigel Morris)Q. A new street named Butterworth has appeared in Normanville, off Jetty Road, prompting my questions. How are names for new streets chosen? Can the public make suggestions? Are the names considered formally by the council? - Don

Council has a Road Naming Policy to ensure that an open and transparent process is followed. Council must assign a name to each public road created by land division. The developer is required to submit the proposed road names to Council.

Sources for road names may include:

• Aboriginal names taken from the local Aboriginal language;

• early explorers, pioneers, and settlers;

• eminent persons;• local history;• thematic names such as flora,

fauna, ships etc;• war/casualty lists; and• commemorative names.

Names will be selected that are appropriate to the physical, historical or cultural character of the area concerned.

Council has been provided with a list of names from the Yankalilla Historical Society, Butterworth was on this list and was submitted by the developer when the land division was approved back in early 90’s.

For new roads Administration approve the road name, if it meets the criteria of the road naming policy, but changes to an existing road name are voted on by Council.

Mayor’s Corner I was very proud to introduce another young person to the rest of the community, Damon Wade who was the recipient of the Mayor’s Award at the Australia Day celebrations. Damon is inspirational and a role model to many of our young people through CFS and Surf Life Saving. It is also congratulations to both of those organisations for the leadership and mentoring of the youth in their emergency service roles.

Congratulations also goes to Ms Winnie Pelz who was the recipient of an AM (Member of the Order of Australia) award for her significant service to arts administration, and to the community.

A topic I am very passionate about is waste reduction and I am pleased that from 1 March 2021, single-use plastic straws, cutlery and stirrers will be prohibited from sale, supply or distribution in South Australia. This is just the first step.

From March 1, 2022, expanded polystyrene cups, bowls, plates and clamshell containers will be prohibited from sale, supply or distribution in South Australia. Oxo-degradable plastic products will also be prohibited from manufacture and production in the state. Oxo-degradable plastic products contain additives that cause the plastic to break down into tiny fragments (‘microplastic’), which does not completely decompose.

Well I say why wait until 2022 to get rid of oxo-degradable plastic products, I urge businesses and community groups to do your research and start replacing these items sooner. The government has set up “Replace the Waste”, an education campaign to assist with the transition, I encourage you all, especially businesses and our community groups to find out more.

An invitation to discuss boat launching access at Normanville Beach During our recent Normanville Foreshore Draft Masterplan consultation, boat launching access to Normanville Beach received various feedback and a clear direction on its use is yet to be determined and will be a topic at a future Elected Member Forum. I invite you to join me to discuss this issue on Monday 1st March, 5.30pm at Normanville Foreshore.

Mayor’s Report The report was received noting the Mayor’s various meetings, in particular with Minister Basham regarding trails in Second Valley Forest and Rebekha Sharkie about Council’s future needs.

DeputationsDes Gubbin addressed Council on the draft Normanville Foreshore & Jetty Caravan Park Masterplan.

Questions on Notice

Cr. Christie sought clarification on five questions regarding the Normanville Kiosk Costs, Surf Life Saving Club Carnival and Foreshore Carpark Usage. The answers were provided in the Council minutes.

Motions on Notice

Short Term Property Rentals – After Hours Phone Number DisplayCr. Christie asked Council staff to investigate options for owners to clearly display their contact numbers for all properties rented for less than 6 months. This motion was not supported.

Large Scale Deer Trap Proposal and Budget AllocationCr. Rowlands sought support for Council to fund a pilot project to eradicate feral deer across the Fleurieu Peninsula, allocating $15,000 from existing budget to commence this financial year. This motion was not supported.

Second Valley Jetty Steps and Request for AuditCr. Olsson asked the Chief Executive to write to the Department of Infrastructure and Transport requesting urgent repairs to the steps and to undertake an audit of the jetty being a heritage listed item.

Reports

Chief Executive ReportThe Chief Executive’s Report was

received noting updates to the Library rebuild project, attendance at Council’s Australia Day celebrations and the unveiling of Myponga music festival plaque.

Council Committee MinutesCouncil received the Minutes of the Audit Committee meeting held on 8 February 2021, highlighting that the Audit Committee noted the Long Term Financial Plan and will review a Comprehensive Risk Management Plan before the LTFP is presented to Council for adoption.

Public Art PolicyCouncil discussed a new Public Art Policy that replaces the previous Arts Installation in Public Places Policy. The Public Art Policy is more contemporary and comprehensive in scope and acknowledges the role, specific expertise and input of Council’s Arts and Culture Advisory Group. Elected Members resolved to have a more in-depth discussion about the new policy at the March Elected Member Forum and will present it to Council in March 2021 for adoption.

Public SeatingCouncil will consider allocating $12,000 within the draft 2021/2022 Annual Business Plan deliberations for the purchase and installation of public seats as a new operating project. Seating varieties and proposed locations will be presented in detail within the draft Annual Business Plan and Budget process.

Draft Normanville Foreshore and Jetty Caravan Park Masterplan – Consultation FeedbackThank you to everyone who provided feedback on the draft Masterplan, all submissions and a very detailed report were considered at the meeting. We encourage you to read the February Council Meeting Agenda on our website for more information. Due to the community interest in this project we have left the resolution in full below:

1. That the Report be received.

New Cabins2. That the construction of 23 new

cabins in the Jetty Caravan Park, Normanville only proceed if 50% external funding is obtained, if grant funding is not received, that a report be provided to Council on a revised approach.

3. That Council note that the Local Government Association is currently conducting an Expression of Interest for the supply of new cabins. That prior to selection of suppliers that a presentation be provided to the Audit Committee and Council on the actual figures to be used.

4. That Council confirm that the 23 new cabins are currently planned to:

a. Replace 13 Annuals and 10 Powered Sites

b. Consist of 13 elevated and 10 one storey cabins

c. Not replace any existing cabins

d. Retain the existing boundary line of the Caravan Park

5. That the refurbishment of the existing cabins be subject to a budget submission to the 2021/22 Annual Business Plan and Budget Process.

6. That following the initial 23 new cabins that any future new cabins be subject to the Annual Business Plan and Budget process, including public consultation.

Basin7 That the draft Masterplan be

updated to not include any carparking within the Basin area.

8. That Council confirm that the updated draft Masterplan will have no development in the heritage dune area.

9. That the future use of the Basin be subject to a future Elected Member and Community workshop and include discussion on options for revegetation and dune restoration and history, heritage and revegetation signage.

Rear Access to the combined rebuild of Surf Life Saving Club and Kiosk10. That the rear access to the

combined rebuild of the Surf Club and Kiosk be updated in the draft Masterplan to be constructed out of the Basin by the reconfiguration of the entry road into the Foreshore Carpark.

11. That the $310,050 Federal Funding for Local Roads & Community Infrastructure (LRCI) Round 2 funding be allocated toward the reconfiguration of the Foreshore Carpark entrance and rear entry to the combined rebuild of the Surf Club and Kiosk.

Carparking, Green Space and Plaza12. That the draft Masterplan be

updated to include:

a. Carpark configuration to provide similar or increased car spaces as currently provided with turning circles and provisions for buses, horse floats and car and boat trailer configurations.

b. A green space providing similar or increased lawn area that is currently in place.

c. A nature play area sized to maintain similar current car spaces and lawned area.

d. A plaza area modified to meet revised carparking, lawn and nature play areas.

Beach Interface, Mobility Access to the Jetty and Jetty extension13. That the draft Masterplan be

updated to include:

a. A redesign of the mobility access to the Jetty to ensure Disability Access and Inclusion Plan goals are achieved.

b. A clearer definition of Council’s role in advocating for a Jetty extension to the State Government owned Normanville Jetty.

14. That the subject of vehicle access to Normanville Beach be subject to a future Elected Member Forum.

Jetty Caravan Park Entrance and Tennis Courts 15. That the draft Masterplan be

updated to include:

a. Clarification that no action be performed on the moving of the tennis courts until alternative options can be explored and any potential works be subject to a full business case and additional consultation.

b. The future construction of Naneegee Street connecting Williss Drive to Southern Section of the Jetty Caravan Park.

16. That the Chief Executive provide a report to Council on the process and costs of construction of Naneegee Street.

Other17. That the draft Masterplan be

updated as follows:

a. Removal of the Kayak Jetty on the Bungala River.

b. The adding of the linkages of the Masterplan to the Tracks and Trails Strategy.

c. Recognition of the potential of privately owned land on the other side of the Bungala River at the South Side of the Caravan Park to be used for Foreshore Masterplan expansion including storm water management, wetlands and Bungala River Estuary restoration.

d. Explore work needed to be undertaken on the ecological aspects of the Foreshore including stormwater management, potential wetlands and restoration of the Bungala Estuary.

18. That Council engage with the State Government Aboriginal Affairs and Reconciliation Department for all aspects of the delivery of the Masterplan.

Next Steps19. That the draft Masterplan

be updated as resolved and presented to the March 2021 Council meeting for consideration.

20. That a Project Risk Management Framework be presented to the Audit Committee and Council in March 2021 for consideration.

21. That the Long Term Financial Plan be updated with the resolved Masterplan changes and be presented to the March 2021 Audit Committee and Council meetings for consideration.

Grant Funding22. That Council seek external

funding for the Normanville Foreshore development as modified and specified above of:

a. Plaza

b. Green Space

c. Nature Play Area

d. Parking Reconfiguration

e. Beach Interface

f. Mobility access to Normanville Jetty

Leveraging funds for our minimum 50% contribution already committed to:

a. Normanville Surf Life Saving Club ($3.5M)

b. Jetty Kiosk and Café (up to $1.6M)

c. Rear access to combined rebuild of Surf Club and Kiosk ($310k) (subject to resolution of Federal Funding for Local Roads & Community Infrastructure allocation)

Combined Normanville Surf Life Saving Club/Kiosk Design BriefCouncil endorsed the design brief, with minor amendments which outlines the vision, approach, space requirements and concept guide for this development. A meeting is to be scheduled of all stakeholders to determine the actual space requirements. Detailed designs, 3D renders and space requirements will be presented to Elected Members for endorsement. A copy of the full report is available as an attachment within the February Council Agenda.

Proposed Community Land Management Plan for Second Valley SpringsThank you to those who submitted feedback in relation to the proposed CLMP. Council considered all matters raised and proceeded to adopt the Community Land Management Plan for the Second Valley Springs and will provide signage on location outlining the history of the Springs.

COVID-19 Business SupportCouncil resolved previously to fund various measures to support the economy and business activities in the region for local businesses. A grant of up to $4,000 has been

Although Council continues to progress with the Draft Masterplan, Council at its meeting held 29 January 2021 resolved to leave the consultation period open beyond 31 January 2021, therefore you can submit your feedback along the way.

Commonwealth Home Support Program – Additional Vehicle PurchaseDue to the high demand for Council’s CHSP transport service and WHS/COVID requirements, Council have agreed to the need for an additional vehicle to be added to the CHSP fleet and requested a Hybrid Subaru Forester if it fits within the budget. An allocation of $42,194 will be put towards the vehicle purchase. Council was successful in receiving a COVID-19 Emergency Funding grant of $21,675 and the remaining $20,519

will be covered by income received by the CHSP transport service.

Review of Confidential ItemsCouncil regularly reviews items held in confidence and considers whether to release the items or have them remain for a further period in confidence. Council resolved to release from confidentiality the following:

• Attachments to Report 5.3 – Chief Executive Remuneration Review discussed at the Committee meeting held on 5 February 2019.

South Australian Planning System is Changing South Australia’s new planning system for large regional towns and metropolitan areas will launch on 19 March 2021, allowing development applications to be submitted and tracked online via Australia’s first state wide ePlanning platform.

The ePlanning platform will bring together the PlanSA portal, the online Planning and Design Code, the South Australian Property and Planning Atlas and the electronic Development Application Processing system.

The new planning system will deliver clear and consistent planning policies across the entire state of South Australia that are easily accessible and widely available.

If your holiday rental property is in the northern Grey Map Collection Zone B, the collection on Monday 8 March and 5 April will be the Recycle (yellow lid) bin only. FRWA has a range of kerbside collection services that can be purchased to better manage waste:

• Special Service – Pre-Booked Collection – allows for the collection of a second or third general waste bin either in cycle or out of cycle with usual general waste collection cycle on a specific date. Prices range from $10 to $30 per bin. Available on Monday and Fridays in most of township areas in District Council of Yankalilla. Pre-booked collection services must be booked by 2pm on the working day before bin collection is to occur.

• Additional Bin Collection Services – allows for the collection of additional bins in cycle with scheduled fortnightly bin collection through to 30 June (available for all properties). Prices vary from $175 to $105 per annum ($4 to $6 per collection) minimum of 3 months service applies.

The Library Working Group has been working closely with Normanville based local building designer Harmonic Design to facilitate a comprehensive design solution for this wonderful facility.

Whilst making a visionary statement of its own merit the functional planning has been guided by the

requirement to relate the new facility to the existing building known as ‘the Centre’ which has been the temporary home of the Library.

It is envisaged that the building will be a multi-purpose, modern Library; highly functional and a hub of public activity.

The creation of the Wild South Coast Way on the Heysen Trail will connect the parks that run along our breathtaking southern coastline and become a beacon for locals and tourists alike, driving sustainable economic growth in the region.

The 6 million dollar investment by Marshall Liberal Government will upgrade sections of the iconic Heysen Trail from Cape Jervis to Victor Harbor to create a five day, four night hike and other high quality trail-based experiences.

The visitor experience at Deep Creek Conservation Park will be enhanced and expanded with a new day visitor facility, a universally-accessible walking trail, and upgrades to existing campgrounds and amenities. The project will also support new, and enhance existing, nature-based experiences in the tourism sector.

One of the first works underway is a new picnic area and lookout at Goondooloo Ridge in Deep Creek Conservation Park.

Construction of new facilities will start this month and will include a lookout, toilet, picnic areas, car parking and an upgraded trail. It’s anticipated construction of these facilities will be complete by May 2021 with the full project is expected to be completed by 2023.

This project will be delivered in partnership with National Parks & Wildlife, First Nations, District Council of Yankalilla, City of Victor Harbor, The Friends of the Heysen Trail, park users and the private sector. Council’s Group Manager Economic, Tourism & Community Lisa Pearson is sitting on the steering committee and together with a local action group has been a driver of this fantastic initiative from its inception.

Wild South Coast Way

A new water main under Main South Road will be constructed to service the growing needs of Yankalilla, Normanville and Carrickalinga.

SA Water will construct 2.8 kilometres of duplication trunk main approximately between 5474 Main South Road and Wild Dog Creek Road in Wattle Flat.

Starting in early March 2021, the crews will set up site and work from 7am to 6pm, Monday to Saturday

and it is expected the works will take approximately six months to complete.

SA Water are also improving the quality and taste of your drinking water - you’ll shortly receive some information about an improvement program coming soon.

Notice of Roadworks from SA Water

Construction and Sealing of Forktree Road Council has been successful in obtaining Special Local Roads Funding to undertake the construction and sealing of the 2km section of Forktree Road from Main South Road to Reservoir Road over a two-year staged approach.

Stage 1 of the works will commence in March 2021 and will consist of:

• Removal of the trees required to allow road construction (approved by the Native Vegetation Council)

• Land acquisition and refencing• Installation of stormwater culverts• Installation of kerbing on the

eastern side of the existing sealed section to improve erosion control

• Shoulder reconstruction on the western side of the existing sealed section

Stage 2 of the works which will be undertaken in the 2021/2022 Financial Year will include:

• Pavement construction of the unsealed section

• The sealing of the entire road length

• Guardrail and sign installation where required

• Consultation with property owners to lower the speed limit on Main South Road end of Forktree Road

The Depot DirtCouncil’s Operations Department have four hard working teams that spend their days making this community a beautiful safe place to live.
