James Wilson was one of only six founders

to have signed both the Declarationof Independence and the Constitution. Hepronounced in his law lectures at theUniversity of Pennsylvania: Far from beingrivals or enemies, religion and laware twin sisters, friends, and mutualassistants. Not surprisingly, throughout Americanhistory up until the middle years of thetwentieth century, government lookedpositively on both religion and morality.

Various states worked out particulararrangements re ecting their speci ccircumstances, but in each case, religiousfreedom was respected while religionwas looked upon as part of the commongood, a seedbed of virtue, contributingto American society.

Senate Republicans had presented an entire package of substantiveregulatory reform legislation during the 2011 legislative session. Thepackage clearly addressed the systemic aws with the cumbersomeregulatory regimes in this state. These were serious measures to notonly help bring the burdensome regulatory process under control and

make it more responsive to the needs of Californians, but also to review, modify and eliminate obsolete, duplicative and con icting regulationsalready on the books.Clearly any serious regulatory reform needs to include a review of existing regulationsnot just tinkering with the drafting process.Unfortunately, none of these measures were allowed or even consideredby the majority who controls the states business. When a bureaucracy comes along and uses the strong arm of govern-ment to impose new rules on business, it is only right that it generates athorough, reliable scal analysis of the economic impact of thatregulation, if implemented. This is especially the case when theeconomic impact is believed to be more than $50 million statewide. An

economic impact of this nature is, in essence, a tax on business whichinevitably is passed on to the consumer in the form of higher prices.

A little boy goes to his dad and asks, "What is politics?"Dad says, "Well son, let me try to explain it this way:

I'm the breadwinner of the family, so let's call mecapitalism. Your Mom, she's the administrator of

the money, so we'll call her the Government. We're hereto take care of your needs, so we'll call you the people. The nanny, we'll consider her the Working Class. And

your baby brother, we'll call him the Future. Now,think about that and see if that makes sense,"

So the little boy goes o to bed thinkingabout what dad had said.

Later that night, he hears his baby brother crying,so he gets up to check on him. He nds that the

baby has badly soiled his diaper.

So the little boy goes to his parents' room andnds his mother sound asleep. Not wanting to wake

her, he goes to the nanny's room. Finding the doorlocked, he peeks in the keyhole and sees his father in

bed with the nanny. He gives up and goes back to bed.The next morning, the little boy says to his father,"Dad, I think I understand the concept of politics now."

The father says, "Good, son, tell me in your own words what you think politics is all about." The little boy replies, "Well, while Capitalism

is screwing the Working Class, the Government is sound asleep, the People are being ignored and the Future is in deep doodoo."
