A LEAKED Infrastructure Australia report says the country has an addiction to road building at the expense of public transport options such as rail.

The report, Spend more, waste more, Australia’s roads in 2014: moving beyond gambling was leaked to the Fairfax press this week, but pulled just hours later.

Prime minister Tony Abbott is an avid fan of road-building but not of rail.

The report claims more than $20 billion is being spent on roads in a hideously ine cient way every single year, and outstrips revenue raised by road-related taxes and charges.

“The unhealthy focus of road agencies appears set on ‘getting, controlling and spending’ more taxpayer money, rather than

uestioning e ciency or value to the otorist and govern ents the report says.

“Given that current governments at all levels display an appetite for much greater road spending in future, this trend should give rise to urgent

uestions of e ciency about how road funds are raised and allocated.

Fremantle-based Greens senator Scott Ludlam leapt on the report, saying its claims confir what he and others

LANDCORP is backing away from developing a new marina in front of the heritage-listed South Fremantle Power Station— for now.

Fremantle Labor MP Simone McGurk met with planners from the state government-owned company to discuss last week’s release of a master plan that will guide high-density development around the station.

Ms McGurk says she received an assurance a marina isn’t part of the master plan: “I thought that was an improvement from their previous position she told the Herald.

Key to the site’s redevelopment is moving the switching station: Ms McGurk says the planners have found a new location east of the building and shifting it all will cost up to $120 million.

at Beeliar Reserve, visited by Carnaby’s black cockatoos, and Manning Park, and Ms McGurk doesn’t believe it’s the latter.

While LandCorp expects to recoup most of the cost in land sales, it would require some cash from the government and Ms McGurk fears that could kill it dead.

Under the plan, four new storeys will appear above the power station, to give

the beachfront building 147 apartments and a commercial complex at ground level.

Ms McGurk noted—through slightly pursed lips—that planners had ustified the extra height on the grounds it matched smoke stacks that once jutted from the top of the building.

Overall she feels the master plan is positive with a good mix of public space and private dwellings, but is a little disappointed it all feels a bit

The next step in the process is to have the area rezoned for residential development.

AN all-night party involving 100 hardcore environmental activists at the Fremantle Environmental Resource Network (Fern) site in Montreal Street has exposed a schism in the group.

Fern’s eight-member board condemned the party and is demanding that squatters leave, saying it breaches Fern’s rules for people to stay overnight or hold rowdy parties.

Fern members have used social media to attack about 12 hard-core activists, who call themselves The Lorax (after the Dr Seuss character who “speaks for the trees”).

“The Lorax group has taken over a corner of the site,” a board member complained. “They are

“We are,” quipped one elderly lady from Fremantle. “And only with him,” another followed.

“He then said you need to grow up,” Mr McGowan continued. hey are o ensive comments and show he is out of touch.”

The opposition leader told those who’d gathered at the Anglican church hall in Palmyra that seniors are copping it hardest under state and federal budget measures to pensions and concessions that leave the poor isolated and unable to access information and services.

He says the most damaging change is increasing the retirement age from 65 to 70 for people born after 1966, “because a lot of people who will need a pension in future years will be those in physical labour jobs such as construction, cleaners, gardeners and small business people”.

“My parents are a little over 70 now, my father was a wool classer,” Mr McGowan said. “I cannot imagine my father at 69 out there classing sheep in a shed.”

Retiree Liz West—a former

Herald Chook and real estate agent—said the increasing cost of living would further isolate people unable to a ord to leave their homes: “We are going to end up with a whole lot of people trapped in their own homes,” she said. “This will create major health issues.”

Once applause subsided, Mr McGowan quipped Ms West should be in parliament, running against disgraced transport minister Troy Buswell at the next election.

Another retiree noted the inability of many elderly people to a ord the internet further isolating them. Many said they were not interested in connecting online. “My mum and dad don’t have the internet

or a computer,” Mr McGowan replied. “They have no interest, my father in particular thinks it’s all ridiculous. “Whereas my children aged nine and five they are right into that world. There is a generation for whom all of this world is not relevant to them and they need to have alternative options.”

Mr McGowan called on the Barnett government to stick to its pro ise to develop a ordable housing in the former Myer building to generate, “a bit more life and activity”, in the CBD.

Fremantle Labor MP Simone McGurk added she would continue to pressure the government to restore the historic warders’ cottages and boost local school funding.

The Lorax is led by Fern director and well-known local activist i on eter y.

He says the party being co plained about o cially ended at 10pm and some people stayed on afterwards but everyone was well-behaved.

“It wasn’t the event it is being made out to be,” he says. “These accusations are being made by people stretching the truth.”

But neighbours say the party rocked on till 6am.

“We could hear the music from Fern loud when it started last night around 7pm, everyone loves a party. It continued however until about 6am. It

screwed up our night’s sleep. This is a totally inappropriate use of Fern’s resource. I support Fern’s objectives, but will become an outspoken critic if Fern does not manage this resource better.”

Environmental activist Christopher Irving writes it is not the first ti e he ora has been warned about behaviour.

“The fact that it has happened again demonstrates a ‘fuck you’ attitude towards the greater Fern community,” he writes.

Tony Carruthers writes the “duality of Fern is very o putting and is one of the reasons his involvement has dropped o .

He adds it is not the sustainable garden’s responsibility to provide illegal free accommodation, “especially if doing so threatens Fern”.

Clause 6(2) of Schedule 2.1 to the Local Government Act 1995 (the Act) provides that the Board is not to recommend to the Minister the making of an order that is signifi cantly different from a proposal into which it has formally inquired unless the Board has given notice to affected local governments, affected electors and the other electors of the districts directly affected by the recommendation of its intention to do so. It is also required to afford adequate opportunity for submissions to be made about the order and then consider any submissions before it makes a recommendation to the Minister.

Therefore, as required by clause 6 (2) of Schedule 2.1 to the Act, the Board is giving this notice of the orders that it intends to recommend to the Minister following its inquiries into the following proposals:

1. Proposal E1, submitted by the Cockburn Community Steering Committee.2. Proposal 5, submitted by the City of Armadale.3. Proposal 10, submitted by the City of Melville.

An amalgamation of the City of Cockburn and the City of Kwinana is proposed for Proposal E1. A boundary amendment whereby the City of Armadale subsumes the Shire of Serpentine Jarrahdale is proposed for Proposal 5. Proposal 10 is a boundary amendment to expand the district boundary of the City of Melville.

When one of them was ejected

by bouncers, he texted his bogan

mates to turn up and, when they

did, they went nuts, an eyewitness

told the Herald. He said one boy

was itching to “go wild” after

splitting up with his girlfriend.

Neighbour Layla Tucak told

the Herald she’d returned home at

10.30pm, “with an eight-week-old

and a four year old to a mob going

berserk”.She says the students and

gatecrashers headed towards

Tydeman Road and into a nearby

park, causing her to fear for her

partner David Weber, scheduled

to return home via train from a

concert.Mr Weber missed the mob but

told the Herald a man a few doors

down, who’d told youths to move

on after they’d stolen bricks from

his yard, was taunted they’d be

“back with machetes”.

The mob dispersed after police

arrived (their second visit), but

there appeared to have been no

arrests, Ms Tucak says.

“The man said ‘yes we are

sorry we didn’t follow that

through’.”With the unit door broken

by police and unable to be

locked she rang the department

the next day in the vain hope it

would be secured to protect the

man’s belongings. By Thursday

afternoon she was still waiting.

Shame on you kite-surfer!OVER the past several weeks I’ve been walking my dog along the pathway along Burke Drive that runs directly next to the marine park on weekends.

There has been a kite surfer regularly running down the river’s edge through the marine park and then going on into deep waters. Most kite surfers don’t go into the marine park but this one clearly doesn’t care and I’m afraid he will encourage others into the fragile area.

The park is a sad remnant of what it once was when hundreds of thousands of wading birds came in the summer. What remains needs our protection. This guy knows he is in a marine reserve. He has a light green and white kite with touches of pink and dark blue. Shame on you kite surfer!

We can’t believe how generous the co unity has been with o ers of accommodation, storage and even money. Betta Boxes Recycling didn’t hesitate to donate storage boxes, which we were willing to pay for. As you can appreciate, 42 years of “things” runs to a few boxes.

Lees Transport in Kwinana also didn’t hesitate to pick up a sea container and deliver it to wherever we wanted, to store what we have managed to salvage from the house.

This was also done at no cost to us. Neighbours worked alongside family to get everything out of what was left of the house. A huge thank you to them also.

You can’t predict Mother Nature but so many positives have come out of this. Most of all, knowing there are still many people in our community who are willing to help others when things get tough. It’s a very comforting thought for all.

Conductor’s Notes by Christopher van TuinenFCO reaches the end of its Beethoven Piano Concerto Cycle this weekend with a performance of the fourth. It has been an extraordinary journey for the players, soloists and myself, exploring the marriage between the piano and the orchestra, masterfully handled by this great composer.

The concerto in G major shows an artist in complete control of his material and form. It has the most unique beginning, with a simple chord from the piano, very softly and repetitively pulsing as the theme develops. Beethoven then does something surprising (though we should be used to it by now) and brings the orchestra in with the same material but in B major! With no preparation he jumps from one sharp

to five, changing the mood and showing great daring.

We’re also happy to welcome back to Perth the award winning German pianist Heidemarie Wiesner, a musician of great sensitivity and control who has been a joy to work with.

Secrets and MarriageTo open the program we’ll give a rare outing of Mendelssohn’s Overture from die Schöne Melusine, a piece written in response to a bad opera he saw. Luckily the overture is fantastic and depicts the gentleness of the beautiful elusine, contrasted with the conflict in her marriage, including the secret she hides from her husband.

Haydn’s WitFinally, Haydn’s Symphony 101, often called “the clock” because of its ‘ticking’ slow movement. It’s a very easy piece to conduct by the way, the tempo basically sets itself, leaving me to enjoy the melody and interaction between the strings. The symphony needs little more introduction other than to say that it’s full of his wit and invention, great energy and humour. Haydn would be the first person I would have called if I was planning a dinner party in the 1760s, full of jokes and with a quick mind, his music is pure joy from beginning to end.

We look forward to seeing you at one (or both) of these concerts.

A DECISION on a small bar at the Moore

& Moore art gallery on Henry Street was deferred. Fremantle Arts Centre boss Jim Cathcart had urged the council to ditch the plan because it meant the loss of arts space in Fremantle.

company to run a two-year trial in Fremantle. It’s not the first ti e the council has dabbled in the car shares, o ering up a par ing bay to Nexus in 2008, but that partnership never got o the ground. Now the council is planning to o er far ore bays to cater for up to 50 share cars.

MELVILLE mayor Russell Aubrey said he’d long-been a fan of local government reform because of the opportunities it provided, but was disappointed and concerned by likely changes to his city’s boundaries.

“According to the new map, Melville would lose the suburbs of Palmyra and Bicton to an enlarged Fremantle,” he noted.

“Palmyra and Bicton are amongst our most highly treasured suburbs in Melville with Point Walter undoubtedly our main recreational and events venue, and we would like to keep them.

“Taking away our only public golf course and our prestige foreshore events

COCKBURN loses plum territory to Fremantle and Melville under a preferred boundary change released Wednesday by WA’s local government advisory board (Walgab), but it gains all of Kwinana.

The proposed Cockburn-Kwinana council’s northern border will be Phoenix Drive in Spearwood, with Cockburn’s existing HQ to serve as the new super-council’s administrative centre, despite it being just metres from the massive council’s northern border. The current Kwinana HQ will become a southern outpost.

Kwinana and Fremantle councils had suggested to the algab they e ectively split oc burn between them, which would have seen Spearwood and the Cockburn council HQ behind Fremantle lines.Kwinana mayor Carol Adams says the Walgab has given her council’s submission “quite a haircut further north”.

“Cockburn’s administration has been left alone,” she told the Herald. “That’s why the board chose the map they did.” Cockburn loses Hamilton Hill and North Coogee (the South Beach estate) and parts of Spearwood to Fremantle. Coolbellup, North and Bibra Lakes and Leeming go east to Melville. The public has till August 14 to comment on the recommended boundaries.

Other recommendations include Melville losing Bicton and Palmyra to Fremantle. WA local government minister Tony Simpson is set to consider the final reco endations later in the

onth. e is confident upre e ourt action by lawyer John Hammond on behalf of Subiaco, South Perth and Serpentine-Jarrahdale can be resolved. Calling for a judicial review, the rebel councils claim ratepayers were denied the right to have their say on “forced” council mergers.

A decision is expected as early as next week.

“What this means is $750,000 in revenue would be taken from the City of Melville and handed to Fremantle, who would then have two public golf courses and an additional pristine foreshore area, for which Melville has provided all the costs and hard work.”

He acknowledged the inclusion of Samson and O’Connor—a “commercial-industrial” strip—“would go some way towards strengthening Melville in the short to mid-term” but said, “the overall residential and commercial growth would

not be enough to sustain us into the long term, particularly compared to our neighbouring councils whom it appears would beco e significantly bigger and stronger”.

Bicton-Attadale ward councillors June Barton and Suzanne Taylor-Rees will challenge their leafy suburbs going into Fremantle. A rally and campaign to “save” Bicton and Palmyra are planned.

Melville councillors were briefed on the changes Tuesday and the Herald understands the strongly Liberal-party associated council may submit a new submission to the board rearguing its case to take Shelley and Rossmoyne from Canning and Jandakot from Cockburn.
