Background

Abu Dhabi Health Services Company or SEHA, is an independent public joint stock company

founded to manage the curative activities of the public hospitals and clinics of the Emirate of

Abu Dhabi. SEHA owns and operates 12 hospital facilities, 2,644 licensed beds, and more than

40 Ambulatory and Primary Healthcare Clinics. SEHA is one of the largest employers in the

Middle East with about 17,000 doctors, nurses and other clinical staff and administration

employed.

SEHA is looking for an integrated solution by which an effective budgeting program can be

established. It would facilitate adopting the policies to be applied to allow SEHA management to

forecast the quantity and cost of services to be rendered and the amount and sources of

revenue anticipated in order to provide services consistent with the desired level of patient care.

• The development of the organization's annual budget is an ongoing process throughout

the year involving all hospital departments and staff. However, the actual formulation of

the budget and budget documentation is summarized during the period of budget

preparation.

• Facilitate management’s control of operations and provide summary data for reporting.

• Developing an analytical framework that incorporates both planning and control of

operations.

• Linking Budgeting and forecasting to the business plans of each department/ entity and

aligning with the overall strategy of the organization.
