Endo PAC’s 2013 Contributors
DEAR COLLEAGUES:
This past year, our focus on building Endo into a top tier specialty healthcare company has meant an evolution in our growth platforms, opportunities, and business priorities. It has also meant a continued commitment to Endo PAC, our essential voice in Washington, D.C. and across communities throughout the country. In 2013 Endo PAC received $77,485 in member contributions, and provided $73,650 in support to federal, state and local candidates and political committees.
In the following pages, you will find the story of how Endo PAC continues to positively influence our industry and our communities. We have provided a complete listing of the 35 federal, state, and local candidates and political committees that received contributions from Endo PAC in 2013. We also highlight our Endo PAC members who voluntarily made contributions to help ensure that policy makers hear our collective voice.
Transparency is important to us. If you take a moment to review this report, you will find listed every candidate that your contributions have helped support. Remember, Endo PAC pools the contributions of Endo employees to support candidates who understand our industry and have a record of promoting public policy that supports medical innovation and appropriate patient care. It is a bipartisan effort, and contributions are made regardless of party affiliation. Our only considerations are the issues prevalent to our company and industry interests.
As you are likely aware, this past year was a challenging one in Washington. Major changes to our healthcare landscape created a greater sense of partisanship among lawmakers, and fiscal and budgetary differences continued to stall Capitol Hill. Many health care and tax policy issues remain as priorities in Congress and the states that will almost certainly impact Endo. For this reason, our presence on Capitol Hill is so important.
We are on an exciting journey at Endo, and we need allies in Congress who understand the pharmaceuticals, medical device, and healthcare industries. Just as we look to build our internal growth platforms and new business opportunities, we must continue to build our relationships with members of Congress.

Endo PAC: OUR VOICE IN THE POLITICAL PROCESS
WHAT IS A PAC?
A Political Action Committee (PAC) is a group of individuals — usually within a specific population — who pool their resources to enhance their legislative voice. According to federal laws, companies cannot contribute directly to public candidates; however, PACs are able to contribute to candidates at both the state and federal level. Most Fortune 500 companies have PACs, including most of our major healthcare competitors. Endo PAC supports candidates who value access and innovation in healthcare.
WHO RECEIVES ENDO PAC CONTRIBUTIONS?
Endo PAC is bipartisan. In 2013, Endo PAC supported 35 candidates and political committees. True to its bipartisan values, Endo PAC is committed to support candidates from both political parties who share Endo’s vision and values for health care. When choosing to make a contribution to a candidate, Endo PAC considers candidates’ views on issues that impact Endo and its employees as well as the presence of Endo facilities or employees in the candidate’s district or state. Included in the Financial Statements are tables that illustrate the bipartisanship by level of government both in terms of percent distribution by political party and percent of total. A complete list of Endo PAC contributions for January – December 2013 is included in this report.

Endo PAC GOVERNANCE POLICY4
Endo complies fully with all federal, state, and local laws and reporting requirements governing PAC contributions.
Employee participation is completely voluntary, and employees have the right to refuse to contribute without reprisal. Contributions are not tax deductible for income tax purposes.
Endo PAC is governed by the Endo PAC Committee comprised of both Officers and Committee Members representing cross functional areas of the company. Officers are appointed by the Chief Executive Officer and Committee Members are selected by the Endo PAC Chairman. All Endo PAC contributions are reviewed and approved by the Committee. Contributions are evaluated based on a number of factors including individual candidate views on issues that impact Endo and our industry.

NOTES TO FINANCIAL STATEMENT
1. FUND DESCRIPTION
The Endo PHARMACEUTICALS INC. PAC ("the Fund"), was formed by Endo PHARMACEUTICALS INC. ("The Company"), to solicit and receive voluntary political contributions from employees and stockholders of the Company and certain subsidiaries to assist candidates for elective office. The Fund was registered with the Federal Election Commission in June 2008.
2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Basis of Presentation
The financial statement activities of the Fund were formed to comply with certain federal and state laws. The accounts of the Fund are maintained on an accrual basis. All administrative costs of the Fund are borne by the Company in accordance with federal law.
Contributions Receivable
The Fund accounts for payroll deductions withheld from employees and stockholders as contributions receivable until the funds are deposited in the Fund bank account.
Tax Status
The Fund is registered as a political organization and, as such, is subject to tax on non-exempt function income, which includes interest income, if any.
