Sultan bin Saeed Al Mansouri, UAE Minister of Economy, commended on April 17, the resolution issued by UAE Cabinet to set up the National Industrial Coordination Council, with the aim to boost the production base of the national economy through diversification of its sources to withstand challenges and contribute towards sustainable development.

Mr. Suhail bin Mohammed Faraj Faris Al Mazrouei, UAE Minister of Energy stated that the current slump in the world oil prices poses a real challenge to oil exporting countries but did not have any impact on the UAE's economy, thanks to the economic diversification policy adopted by the country.

UAE’s non-oil total foreign trade volume of 2015 reached approximately Dhs1.56 trillion, with the direct trade data, representing 68 per cent of UAE total trade volume with the value of Dhs1.06 trillion and the Free Zone Trade data, representing 32 per cent of UAE total trade volume with the value of Dhs497 billion. Commissioner Ali Al Kaabi, Head of the Federal Customs Authority, FCA, stated that the total non-oil trade of UAE in the past year has seen a remarkable stability due to the economic diversification and declining

oil sector’s contribution to GDP in favour of the productive and service sectors.

Etihad Airways, the national airline of the UAE, has announced its strongest annual financial results, with a net profit of $ 103 million on total revenues of $ 9.02 billion. The performance, which marked the airline’s fifth consecutive year of net profitability, also saw earnings before interest and tax, EBIT, of $ 259 million, and earnings before interest, tax, depreciation, amortization and rentals, EBITDAR, of $ 1.4 billion,representing 16 percent of total revenues.

Global developer Emaar Properties has recorded first-quarter (January to March) 2016 net profit of Dhs1.205 billion ($328 million). This is an increase of 17 per cent compared to the net profit of Dhs1.026 billion ($ 279 million) during the same period last year. Led by significant progress in construction of its projects, Emaar’s Q1 2016 revenue was Dhs 3.529 billion ($ 961 million), 17 per cent higher than the Q1 2015 revenue of Dhs 3.024 billion ($ 823 million). Recurring revenues from the shopping malls and hospitality businesses during Q1 2016 were Dhs 1.555 billion (US$ 423 million), 44 per cent of the total revenue. International operations, led by the strong results primarily in Egypt among other markets, contributed Dhs 499 million (US$ 136 million) to revenue, a growth of 44 per cent over Q1 2015 revenue and

accounting for 14 per cent of Emaar’s Q1 2016 revenue.

Mr. Obaid Salem Saeed Al Za’abi, UAE Permanent Representative to the United Nations Office in Geneva, delivered on April 18, the ratification instrument of UAE on the Trade Facilitation Agreement to Roberto Azevedo, Director-General of the World Trade Organisation. Director-General of the WTO thanked UAE for being the first Arab country to deposit its instrument of acceptance and hoped that other countries would see UAE as a role model to follow in this regard.

A healthy increase in visitor numbers, driven by the show’s renewed B2B focus and buoyed by positive indicators from the region’s tourism sector saw the successful end of this year’s Arabian Travel Market (ATM 2016) exhibition in Dubai which was held from 25 – 28 April 2016. Global players specialised in the fields of travel and tourism industry expressed optimism at this year’s exhibition, adding that the Show attracted the finest cream of visitors keen to seek partnership in the development of the industry. The four-day networking session sealed off several lucrative deals to venture into new emerging destinations. Besides the hospitality industry, several tour operators as well as cruise line companies were among those who benefited most from the exhibition.

Abu Dhabi National Oil Company (Adnoc) plans to extend its “mega tender" scheme, after the company’s pilot tender halved the cost of a major steel purchase for its operating companies. The new approach to procurement is part of Adnoc’s broader push to streamline operations to bear down on costs in a world where oil prices are expected to recover only slowly from the crash of the past 18 months. It is also part of a wider reform process in the region as governments push for a more rapid transformation away from a public-sector mentality to a more entrepreneurial approach, including using the massive buying power of incumbent state hydrocarbon companies to foster associated local industry, including steel and chemicals.

Under the patronage of Sheikh Ahmed Bin Saeed Al Maktoum, Chairman of Dubai Airports; President of the Dubai Civil Aviation Authority; Chairman and CEO of Emirates Group, the Department of Economic Development (DED), Government of Dubai, has launched a new initiative - the Business Community Engagement (BCE) to deepen and strengthen DED’s relationship with the business community. The low-oil prices globally seem to have no negative sentiments for the steel industry in the Middle East region, and the regional oil and gas market is still holding steady though the sector has been much affected across the globe.This was revealed during the fourth edition of the Middle East Steel Conference (MESC) that was held in Dubai on 17-19 April 2016. The three-day event brought regional and international experts face to face from across the region and world, facilitates the exchange of practical experiences in all aspects of steel production and protection engineering.

Dubai Trade, the premier cross-border trade facilitator, has revealed substantial growth in the number of companies registered and the value of transactions carried out in 2015. There were 113,354 companies registered with Dubai Trade, with over 19.5 million transactions during the year, 5 per cent up on 2014.

Adnoc is still looking to bring in additional partners for its major onshore oil operations, the new chief executive Mr. Sultan Al Jaber stated. The old concessions at Adco – Abu Dhabi Company for Onshore Oil Operations, which operates the main onshore oilfields with a current production

capacity of about 1.6 million barrels per day – expired at the end of 2013 and it took more than a year for the Supreme Petroleum Council, on the advice of Adnoc, to award its first stakes in the new 40-year concessions. Total (of France) was said to have paid US$2.2 billion for a 10 per cent stake and leadership of certain key fields (Bu Hasa and Southeast, the latter comprising the Sahil, Asab, Shah, Qusahwira and Mender fields). Inpex of Japan and GS En­ergy of South Korea also bought stakes of 5 per cent and 3 per cent, respectively, but Adnoc has left the remaining shareholding open as other bidders, including former concession-holders BP and Royal Dutch Shell, are thought to be unwillingat the terms amid the oil price collapse.

Sultan Bin Saeed Al Mansouri, Minister of Economy, stated that the tourism sector is an important part of the national economy and a core pillar of economic diversification policy of the state. In an interview with the Emirates News Agency, WAM, the Economy Minister stated that the inclusion of the National Council for Tourism in the Ministry of Economy, as part of the major federal government structural changes, came in the context of the vision of the wise leadership of UAE leaders to support economic diversification in the country.

Jewellery business, and has been the main focus for global traders in this field. The strength of the sector noticed in the 40th MidEast Watch & Jewellery Show at the Expo Centre Sharjah on April 5-9, 2016. The show attracted over 500 local and international participants and exhibitors.

Dubai has been at the center of the tea-trading world, uniquely positioned between the growers to its east and the big markets to its west therefore the emirate plans to process its own tea brand, Shay Dubai. Mr. Ahmed Bin Sulayem, Executive Chairman, Dubai Multi Commodities Centre (DMCC) announced the plans to launch signature high-end tea brand, which is expected to be the pride of the UAE.

UAE, represented by the Ministry of Finance (MoF), headed the 40th meeting of the shareholders’ council of the Arab Authority for Agricultural Investment and Development (AAAID). Mr. Obaid Humaid Al Tayer, Minister of State for Financial Affairs, headed the AAAID meeting. During his speech, Al Tayer highlighted the role of the agriculture sector in supporting Arab countries’ development, and its direct economic, social and environmental impacts. The contribution rate of the agriculture sector to the Gross Domestic Product (GDP) for Arab countries reached 5.3 per cent. The agriculture sector provides job opportunities for almost 26 million people in the Arab labour force, and

helps in meeting the nutritional needs of the population.

Key electronic retailers confirmed at the close of the Gitex Shopper Spring Show that they registered record sale of smart phones, digital cameras and high-definition TVs, wearables and gaming equipment. Some exhibitors at the largest consumer IT and electronics show in the Middle East that run for four-days from March 30 to April 2, 2016 at Dubai said they went out of stock for some of the items, while others had to restock their respective stalls with more products. GITEX Shopper witnessed an increase of 30 per cent in the number of exhibiting companies.

Etihad Rail, the developer and operator of the UAE's US$11 billion national railway network, announced that it has transported more than 5.24 million tonnes of granulated sulphur in the first 18 months of Stage One operations for Abu Dhabi National Oil Company (ADNOC), from sources at Shah and Habshan to its point of export at Ruwais. Equivalent to more than 330,000 truck trips, the transport of granulated sulphur is the workhorse of Etihad Rail’s Stage One, which received approval for commercial operations from the Federal Transport Authority’s (FTA) – Land and Maritime in December 2015. Two trains depart daily under the current timetable, each carrying 11,000 tonnes of granulated sulphur and capable of reaching a top-

speed of 120 kilometres per hour. Etihad Rail is the country’s latest and most robust facilitator of sulphur movement, which is rapidly growing as an integral part of the UAE economy.

Estimates of 2015 total direct foreign investment in the Emirates of Abu Dhabi showed a growth of 8.9 per cent to reach Dhs88.324 billion against Dhs81.112 billion in 2014. Around 18.9 per cent (Dhs16.710 billion) of these direct foreign investments went to the manufacturing industries in 2015, with a 7.8% growth rate, against Dhs15.502 billion and a contribution percentage of 19.1 per cent in this sector in 2014, according to the findings of the field foreign investment survey carried out by the Statistics Centre - Abu Dhabi, SCAD. The overall growth of foreign direct investment in the Emirate of Abu Dhabi grew by 12.8 per cent to Dhs81.1 billion in 2014 compared to Dhs71.9 billion in 2013.

It is reported in local media that India has offered UAE stakes in petrochemical plants and refinery projects as it seeks to boost energy ties with the UAE. Hon’ble Minister of Petroleum & Natural Gas promised “fair, transparent and attractive” policy regime for investing in oil and gas sector in India through “appropriate policy, regulatory and fiscal interventions”. invest $75 billion in India. On offer was 26 per cent stake for $700 million in state-owned Oil and Natural Gas Corp’s (ONGC) about-to-be- commissioned petrochemical project at Dahej in West Indian state Gujarat.

The sixth edition of Annual Investment Meeting (AIM 2016) was inaugurated on April 11 by Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, at the Dubai International Convention and Exhibition Centre. partner through a demerger process. The move ends a decade-long relationship between Emaar and MGF Developments through Emaar MGF Land Limited, one which has seen plenty of struggles along the way including a failed stock market flotation and delays to many of its projects.

Sharjah Airport International Free Zone Authority (SAIF ZONE) concluded a series of seminars in a number of Indian cities to promote and highlight the diversified trade and investment opportunities provided by the Authority. The Gem & Jewellery Export Promotion Council has organized an India Pavilion for the second consecutive year at Vicenzaoro Dubai Jewellery Show, which was held at the Dubai World Trade Centre from April 14 to April 17, to cater to the rapidly growing market in West Asia. India Pavilion was inaugurated by Mr. T.P. Seetharam, Indian ambassador to UAE. The theme chosen this year by the Ministry of Tourism for ATM-2016 was ‘Yoga & Wellness’. The Indian Pavilion had different State Tourism Departments of Kerala, Madhya Pradesh, Jammu & Kashmir and Bekal Tourism Development Corporation along with Air India, Spice Jet, ITDC, Tour Operators, Travel Agents, Hoteliers/Resorts, Wellness,

Five leading Indian-owned businesses have committed more than Rs25,090 crore (Dhs13.44 billion) towards infrastructure and industrial development initiatives launched by the Indian state of Uttar Pradesh (UP).Leading UAE-based Indian companies have signed Memoranda of Understanding (MoU) with the high-level delegation of UP state officials visited UAE, pledging to invest in the state’s upcoming manufacturing, utilities and healthcare initiatives. The high-powered delegation of UP officials was led by Shri Alok Ranjan, Chief Secretary of Government of Uttar Pradesh. EFS Facilities Services, a Dubai-based facilities-management company, is on the verge of acquiring a cleaning company in India that will boost it in size ahead of a potential IPO. EFS started life as the facilities management arm of Drake & Scull, but was spun out as a separate entity when Drake & Scull floated on the Dubai Financial Market in 2006. India is currently its third-biggest market, behind the UAE and Saudi Arabia. It operates in 22 countries, and no single territory is responsible for more than 20 per cent of its overall annual revenue of US$200 million.

India has signed an agreement with the Islamic Development Bank (IDB) for a possible $100 million line of credit to facilitate exports to IDB’s member countries. The MoU was inked between the IDB’s private sector arm, the Islamic Corporation for the Development of the Private Sector (ICD) and the Export-Import Bank of India (EXIM Bank), a specialised financial institution, wholly owned by the government of India to finance and facilitate foreign trade. ICD’s mandate is to support economic development and promote the development of the private sector in its member countries through providing financing facilities and/or investments which are in accordance with the principles of Sharia’a. The MoU envisages cooperation to explore the feasibility of extending a commercial line of credit of USD 100 million to ICD with the aim of facilitating the export of goods and services from India to ICD’s member countries.

A delegation from Hamriyah Free Zone Authority (HFZA) highlighted its investment possibilities in three South Indian cities through seminars and road shows. The week-long road shows which were conducted in Thiruvananthapuram, Kochi and Calicut were in association with the Kerala Chamber of Commerce & Industry and Malabar Chamber of Commerce in Kerala.

The Dubai ports operator DP World is “very upbeat" on India, the company’s country head said as the Indian government held its first maritime summit in an effort to attract more foreign investment. DP World in February unveiled plans to invest more than US$1 billion in India to expand its container terminals business. DP World has already invested $1.2bn in India to date. It is the largest container terminal operator in the country, operating facilities in Gujarat and Kerala, as wellas a train service for cargo.

A total of 75 trade enquiries were received during the month in the Embassy in Abu Dhabi and the Consulate General of India in Dubai.

The agreement aims to enhance joint cooperation in economic and tax fields, and encourage investment activities and trade exchange between both countries. The signing ceremony took place alongside the ‘Joint Annual Meeting of the Arab Financial Institutions’, which was held in Bahrain on April 5 – 6, 2016.

UAE, represented by the Ministry of Finance (MoF), signed an agreement on the avoidance of double taxation with the United Kingdom, in Dubai on April 12. The agreement aims to enhance the economic and trade relations between the two countries, and protect companies and individuals from direct or indirect double taxation. The agreement was signed by Obaid bin Humaid Al Tayer, Minister of State for Financial Affairs, and Lord O’Neill of Gatley, Commercial Secretary to the UK Treasury.

The Secretary General of Dubai Economic Council (DEC) Mr. Hani Al Hamli has pointed out that UAE, specifically Dubai, enjoys close economic relations with China, the second largest economy in the world, in various fields and it is the time to deepen these relationships and turn them into partnerships that involves strategic projects to be carried out by the public and private sectors. Dubai nowadays, especially in light of the ongoing preparations for Expo 2020 in other hand, will collectively be large driving force of economic relations between the two parties that will benefit both economies.

The UAE, represented by the Ministry of Finance, MoF, signed an agreement on the avoidance of double taxation on income with Jersey, Crown dependencyof the United Kingdom. The agreement, known as a Double Taxation Agreement, or DTA, falls in line with the Ministry’s belief in the importance of strengthening its network of international relations with regards to the avoidance of double taxation on income.

Sheikh Ahmed Bin Saeed Al Maktoum, Chairman of the Expo 2020 Dubai Higher Committee, Chairman of Dubai Civil Aviation Authority and Chairman of Emirates Group has met with Maya Tissafi, Ambassador of Switzerland to the UAE, where Switzerland confirmed officially its intent to participate in Expo 2020 Dubai. The Swiss Federal Council agreed to take part in Expo 2020 at a meeting, also agreed a budget for the Swiss Pavilion - which will be built on the Expo site - of AED 57 million.

The Sharjah Chamber of Commerce and Industry, SCCI, has renewed a Memorandum of Understanding, MoU,

and cooperation with the China Council for the Promotion of International Trade. The MoU aims to further develop cooperation and exchange of visits between official and business delegations to work on providing more opportunities for trade and investment.The Memorandum stipulated support for activities to promote trade andinvestment exercised by each party and to launch initiatives aimed at strengthening the framework of cooperation between the business community of both sides and the exchange of information and data and to provide facilities which encourage businessmen and investors to cooperate with their counterparts at the other party.

Azizi Developments marks its entry into Dubai’s booming hospitality sector with the launch of its first ‘serviced residences’ project, Candace, at Al Furjan. The Dhs460 million project will witness the launch of two towers by the name of Candace Aster and Candace Acacia at Dubai’s upcoming Al Furjan community, where Azizi Developments is the biggest private-developer with many projects at different stages of construction. To be run and managed by Candace Hotel and Resorts, the high-end serviced residences will be delivered by third quarter of 2017. Future projects worth Dhs1.8 billion are planned for Healthcare City, Palm Island and Al Furjan. The group plans to launch over 2000 units of serviced residences by Dec 2016.

H.E. Mr. Sultan Bin Saeed Al Mansouri, Minister of Economy has discussed economic and trade cooperation with Egypt and Czech Republic, and ways to strengthen the bilateral relationship for greater mutual benefit. During his meeting with the Egyptian Ambassador, the two sides discussed hosting a UAE-Egypt business meeting to identify opportunities for growth as well as pin-point challenges that need to be overcome for ensuring the development of these synergies. The UAE and Egypt also explored potential partnerships in sectors including aviation, tourism and logistics.

As part of their efforts to promote commercial arbitration in settling trade disputes, and to exchange experiences and knowledge in the area of alternative dispute resolution, the Dubai International Arbitration Centre (DIAC) which is an initiative of Dubai Chamber of Commerce and Industry, in cooperation with the UAE Consulate in Shanghai organised an introductory session to highlight the benefits and services offered by the Centre to Chinese contracting parties, in Shanghai.

IBS Software, a leading IT solutions provider to the global aviation industry, has inked a deal with Lufthansa for replacing the airline’s legacy Unisys-based Crew Management applications with iFlight Crew, a state-of-the-art airline crew management solution by the IBS. IBS was selected by the

German aviation company after a thorough evaluation process and iFlight Crew will now replace the legacy Unisys-based application which Lufthansa used for 30 years. IBS software is also being used by Emirates Airlines.

Rosatom, the Russian state nuclear cooperation, has officially expanded its presence in the Middle East with the launch of its first office in the United Arab Emirates. The office is located inDubai and will serve as the company’s headquarters in the Middle East and North Africa region.

The most effective ways of enhancing business between Sharjah and Portugal were high on the agenda at a key meeting, organised by Sharjah Investment and Development Authority (Shurooq) in collaboration with AICEP Portugal Global Trade and Investment Agency. Vice Minister of Commerce of the People’s Republic of China, and the delegation accompanied him, ways of enhancing bilateral relations in various economic sectors and investment opportunities between the two countries during the coming phase. During the meeting, the two sides emphasised the common desire to co-operate for the completion of the negotiations of the Free Trade Agreement (FTA), between China and the countries of the Gulf Cooperation Council (GCC), for its direct impact on the promotion of joint economic relations between the two countries.

Abu-Dhabi-based Masdar has installed 50% of the solar home systems as part of a project to electrify rural Morocco.The installation of 9,000 out of 17,670 systems across 940 villages comes only a year after the partnership agreement was signed between Masdar and Morocco’s Office National de l'Electricité et de l'Eau Potable (ONEE). The project is expected to be fully completed by the second half of this year. All of the 290-watt solar home systems are designed, supplied and installed under a project that is being executed by the Masdar Special Projects team.

Opportunities for British investors to invest in Sharjah was the theme of a major business forum held in London. Organised by the Sharjah Investment and Development Authority (Shurooq), under the theme ‘Sharjah Day in London,’ the business forum was held

to introduce British investors and businesspersons to the prospective investment landscapes in Sharjah, with a specific focus on sectors which witnessed a sustainable growth year-on-year. The forum also focused on endorsing Sharjah as a central investment destination for global economies, with diversified sectors that create new business prospects for British investors as well.
