Design and Governance

Strategic Planning

E3 STEM has formed partnerships with local business and other entities in developing its strategy for creating a comprehensive program to drive more young people with varied backgrounds to in-demand H1-B STEM career fields.

E3 STEM has consulted with business leadership from the area in forming its strategy for creating a project that would meet the needs of students and areas of concern for H-1B occupations. Required Partner Commitment Letters were obtained from Dakota Electric Cooperative, Delta Airlines, Frontier Communications, Lockheed Martin, Thomson Reuters and Uponor, along with Memorandum’s of Understanding (MOU’s) from Independent School District 196, Dakota County Technical College and Inver Hills Community College. See E3 STEM SOW). These partners are members of our E3 STEM Advisory Board which allows for continued strategic guidance.

Vision: Using comprehensive programming developed through the Youth CareerConnect grant, E3 STEM will inspire and prepare more high school students from varied populations to pursue in-demand H-1B STEM careers.

Mission: Working in collaboration with a variety of corporate and college partners, the E3 STEM staff will develop a program that strengthens college and career readiness by providing students with challenging, relevant learning opportunities. Employers and other partners will be heavily engaged in the design and implementation of E3 STEM programming. E3 STEM students will receive a variety of services, including career

counseling, tutoring, work-readiness skills training, mentoring, job shadowing and internships, while completing college coursework.

Target Population: ● Students must be 10th, 11th or 12th grade students at Apple Valley

High School OR AVID 11th or 12 grade students at another ISD 196 high school.

● Students who have completed the E3 STEM program in high school are eligible for the program during their first year at Inver Hills Community College or Dakota County Technical College.

● Students must begin the program in 11th grade to be eligible; seniors may not join the program, per Youth CareerConnect rules.

Youth CareerConnect Priorities: Youth CareerConnect schools will strengthen America’s talent pipeline by supporting stronger high school, postsecondary, workforce investment system, and employer partnerships that deliver:

● Robust Employer Engagement & Work-Based Learning: Youth CareerConnect awards will provide students with the education and training that combines rigorous academic and career-focused curriculum to increase students’ employability skills. Employer partners will provide work-based learning, job-shadowing, and mentoring opportunities to ensure students’ learning is relevant.

● A Focus on High-Demand Industries, Including STEM: Youth CareerConnect awards will create a pathway for students to enter high-demand industries such as information technology, healthcare, and other STEM-related and manufacturing fields. Grantees will ensure recruitment and retention of underrepresented groups including girls and minorities to expand the talent pool for these high-demand occupations.

● Integration of Post-Secondary Education and Training: Youth CareerConnect awards will enable high school students to participate in education and training that leads to credit toward a post-secondary

degree or certificate and an industry recognized credential, where appropriate.

Job Descriptions: E3 STEM Grant Administrator Job Description Responsibilities:

o Oversee the fiscal management of the E3 STEM grant. o Provide program oversight of the E3 STEM grant to ensure the design and

delivery of grant services matches the goal established in the YouthCareer Connect SGA.

o Provide administrative management support for Program Manager and College Coordinator.

E3 STEM Program Manager Job Description Description from Grant Application: The Program Manager will oversee the development and implementation of project activities. He will manage the Case Manager and will work closely with the other staff involved with project implementation. The Program Manager is responsible for:

● Grant documentation & reporting ● Consultation with Advisory Board on an ongoing basis. ● Participant recruitment ● Curriculum development ● Program design decisions ● Marketing and communications to all stakeholders ● Business partner recruitment and relationship management ● Assist Case Manager with caseload as needed ● Work with AVHS STEM Design Committee to develop and implement plans to

transform AVHS to a STEM Magnet School. (Promotes sustainability of grant model)

● Act as liaison for AVHS with other STEM Magnet Schools in the AVHS STEM Corridor. (Promotes sustainability of grant model)

Responsibilities: 1. Assist students with navigating and obtaining wrap-around supports 2. Work with Program Manager to develop and implement workplace experiences and to create and implement pathways programming through IHCC/DCTC 3. Act as a resource for program information 4. Provide students with individual career path assistance. This could include: resume writing, interviewing, job search tools and strategies, internship development, etc. 5. Assist in providing students with job-development-related workshops and experiences 6. Work closely with AVHS school staff, Director of Experiential Learning at IHCC/DCTC, community partners and employers to match students with pathways and internships and to provide grant-related services 7. Develop and maintain relationships with students, faculty, and employers 8. Support participants in ongoing development of individualized education and career plan from interests and skills assessments with clear education and employment goals, while identifying barriers and their solutions 9. Job Description for E3 STEM Grant Coordinator

Inver Hills Community College and Dakota County Technical College seek a Grant Coordinator to provide professional and administrative support to the U.S. Department of Labor E3 STEM grant. The E3 STEM grant is a $2.9 M, four-year grant that began fall 2014. The purpose is to provide science, technology, engineering, and healthcare career exploration and pathways for high school juniors while connecting them to business leaders via mentoring, field trips, job shadowing, and internships as well as college personnel via courses.

Responsibilities:

● Provide professional support to DCTC, IHCC, and District 196 leaders involved in the grant by coordinating various activities such as field trips, work readiness programming, mentorship program, summer camps, and other programming.

● Support instructors of IHCC and DCTC courses offered to E3 STEM students by ensuring course lists are accurate, they have access to text books, and classroom logistics are coordinated.

● Communicate with business partners to ensure processes are followed for field trips, mentorships, job shadowing, and other activities associated with partnership programming.

● Provide student service/support assistance (i.e. orientation, registration) to high school students in the cohort and work closely with the E3 STEM program director and advisor to ensure processes and reports are in alignment with high school protocol.

● Track grant data on high school students taking STEM courses and submit to grant administrators for U.S. Department of Labor grant reports.

● Provide analysis of data in written and verbal reports to aid grant administrators in process improvements and decision making.

● Collaborate with the grant program director, advisor, District 196’s Chief Financial Officer, and college administrator to ensure timeliness and accuracy of data.

Job Description for E3 STEM College Support Specialist To assist the E3 STEM grant program by completing functions at the college level with Dakota County Technical College and Inver Hills Community College. These functions will include, but are not limited to trouble shooting errors with class registration, performing searches in the databases and assisting with class rosters. The incumbent will also assist in reporting to YCC and DOL while entering necessary data. They will collect In-Kind hours and documentation for the DOL. Will search the college databases such as ISRS and D2L to find class lists and other student records. Will be able to research why a student may not have access to a system and assist them and direct them to the correct resources. Will inform the E3 STEM grant coordinator if there are any issues that are unresolved. Will assist with the Youth Career Connect (YCC) and Department of Labor (DOL) grant reporting and enter the data necessary for this reporting system. This documentation will include reporting on the YCC system site and gathering In-Kind hours and documentation for the DOL. Work closely with Dakota County Technical College and Inver Hills Community College staff as well as District 196. Will make sure the college course schedules are accurate. Will assist in helping students register for their courses each term. Will report to the E3 STEM grant coordinator if there are any issues that are unresolved. E STEM Lab Support Teachers – 0.8 FTE

Responsibilities:

o Provide support and technical assistants to college engineering instructor during E STEM college coursework. Includes after school and Saturday coursework.

o Provide support and technical assistants to Cisco and IT instructors in Cisco computer lab during classes involving E STEM students.

o Train E STEM faculty and others to utilize these labs with their cohorts. Work with E STEM faculty to plan and implement fab lab sessions their cohorts of E3 STEM students. *Includes afterschool workshops. Saturday sessions and Eagle day sessions.

o Teach and/or assist in the fab lab based classes containing E STEM students. o Establish standard procedures and management systems for Cisco and fab labs. o Includes establishment of a regular maintenance schedule.

o Create training plans, packages and tutorials for use of each piece of equipment in lab.

o Build an online library of project ideas and curriculum options that teachers can use to integrate modern fabrication into their courses.

o Train, support and coordinate with E STEM lab assistant coordinator. o Work with program manager to plan and implement fab lab open houses and

weekend workshops for grant partners, E STEM grant families and others. o Plan and implement regular ongoing staff development to all AVHS staff in order

to build a sustainable model for the integration of these lab facilities beyond the life of the E STEM grant. ● Other Duties as assigned.

Positions: 8 Compensation Stipend

Purpose and Overview of Position: Provide direct support for students in E STEM program.

Responsibilities:

o Cohort Leader Provide group and 1-1 support for a cohort of E STEM students. o Build identity and collaboration among E STEM students by meeting with them

on a regular basis. o Provide support for cohort students as they learn how to take college classes. o Grade checks with cohort periodically. Provide guidance as needed. o Tutoring as able or help student seek/gain access to tutors as needed. o Provide support for Program Manager and Student Advisor to help keep E3

STEM students connected and informed about the program. o Check in with students who have missed E STEM events o Provide 1-1 career counseling as needed under direction of Student Advisor. o Support Student Advisor in developing work readiness skills with cohort. o Resumes, Cover letters, Professional dress/behavior, interviewing, etc. o Assist Support Student Advisor in managing 1-1 mentoring program. o Help ensure students in your cohort are connecting with mentor. o Chaperone for Saturday college classes. Project Management

The direct administration of the E3 STEM grant program will be provided by the Project Manager under supervision from the Grant Administrator along with the high school and district administrators assigned to oversee the grant program. The Program Manager will establish a vision, missions, goals, policies, operating procedures based upon the intended state of work and Youth CareerConnect SGA. The Grant Administrator will meet with the Program Manager at least once each month for program updates and discussions about management.

The Program Manager will meet the E3 STEM College Coordinator and Student Advisors (Career Counselors) every Tuesday each week for a staff meeting to provide updates for programming and re-visit the E3 STEM master task list. The Student Advisors will then work with the E3 STEM Support Teachers to complete their assigned work and tasks.

The Program Manager, E3 STEM College Coordinator and Student Advisors will meet with the Support Teachers once a month to provide guidance and support for their work in the grant.

The E3 STEM grant staff will meet with a STEM Advisory Board three times during the school year to provide an opportunity to review the grant program and provide feedback.

Program Communication and Publicity:

Communication is very important for the E3 STEM program for participants, parents, staff, partners and the community. The E3 STEM staff will provide email updates at least once each week to all E3 STEM students and their parents. Email communication to STEM Advisory board will take place at least once each month to provide program updates and calls for support. Regular email updates from the Program Manager to the rest of the E3 STEM staff will take place in order to provide continual communication to manage the program.

The E3 STEM staff recognizing that students and even some parents are far more likely to communicate through texting will establish a mass texting system for each grade level involved in the program and use it to communicate program information at least once each week. The staff will utilize the system to provide meeting reminders and other updates when they need to rapidly communicate with students. Parents will be encouraged to enroll in this texting system called Remind. For more information about the Remind texting system refer to this page on the E3 STEM website – https://stemavhs.com/

The Program Manager will establish and regularly update a website for the E3 STEM program to provide all program information online. This website will be used to provide detailed program information along with links to sign up for program activities. This site will be linked to the main pages of the Apple Valley High School website in order to provide easy access to the site. (See E3 STEM website here - https://stemavhs.com/). An online program calendar of events will be established and linked to the program website to provide all participants with event and course dates and time. (https://stemavhs.com/201617-events-schedule/). In addition to this event calendar, the grant staff will regularly update and post event schedules for each grade level of our program.

Sharing the program successes and other event information is very important to the sustainability of the E3 STEM program as it will help us garner additional corporate and community support. The E3 STEM grant staff will utilize social media sites to showcase program events and successes. These will be linked to the E3 STEM website for ease of access. Links to these social media sites will be regularly communicated with all stakeholders for the E3 STEM program to build excitement for the program. This public sharing of program activities will also serve to honor the contributions of our higher education and corporate partners. The E3 STEM staff will work to provide public presentations through outreach and required service learning opportunities to area civic groups such Rotary, Chamber of Commerce and others to provide public recognition of the work or our partners to build interest in and support of our Youth CareerConnect grant program. The E3 STEM staff and select students will meet with our local area Workforce Investment Board at least once each year to provide a program update and highlights. Review the social media highlights above to see photos and stories publicizing these events. Students will also be required to complete at least 5 hours of service learning by providing outreach to the community. The grant staff will publicize these outreach efforts to promote the program in an effort to garner support that will provide for a sustainable program upon the completion of the grant program.

Recruitment:

Each year of the E3 STEM grant the staff will recruit incoming sophomores and juniors to join the E3 STEM program through classroom visits, parent & student evening information sessions, informational letters sent home, school website and email listserv announcements. The E3 STEM grant staff will actively recruit student in the AVID program as these students match the target population for our program. Finally, the grant staff will elicit the help of the entire high school staff to promote the program for eligible students and recommend them to participation. E3 STEM Program Design Modification:

The E3 STEM grant staff will utilize program data along with advice and feedback from all stakeholder to determine the need for program modifications. The modifications will be proposed and discussed with the entire grant staff and then presented to the YCC grant coach for review. The grant staff will then modify the modification request and prepare to propose this to our assigned Federal Project Officer for review. Once the modification has been revised to be presentable to the YouthCareer Connect program administration based upon feedback from the Federal Project Officer the modification will be formally submitted for review and approval. Service Delivery

E3 STEM Integrated Academic and Career Focused Learning

As stated in E3 STEM statement of work, students in the program will explore careers through employer engagement to help them choose one of our academic career tracks. (These tracks are outline on page 7 in the E3 STEM Statement of Work.). Career focused learning will also take place in the E3 STEM program through a variety of service learning and outreach opportunities. We will promote opportunities for students to provide support for STEM education of younger students at our feeder elementary and middle schools through participation in STEM nights and and through direct support of STEM projects in classrooms as much as possible.

STEM learning opportunities will be provided at the high school level through regularly scheduled workshops in the fabrication lab. Students will also be encouraged to develop their own design projects and provided with STEM professional mentors to support these projects in our fab lab. Open workshop time will be offered to all E3 STEM students at least once each week and on special Eagle Day events each trimester. Special after-school workshops will be established to allow E3 STEM students the opportunity to briefly encounter various STEM career fields through hands-on experiences. Special programs will be developed to provide students with career focused learning opportunities in partnership with our corporate partners. )Once

Finally, the E3 STEM grant staff will actively pursue STEM exploration learning opportunities outside the classroom through summer camps, classes and workshops available in the area. The program will provide E3 STEM students with as much support as possible to attend these excellent learning opportunities.

Individualized Career and Academic Counseling

Academic and career counseling through the E3 STEM grant is designed to help students gather information and experiences that will guide their high school and post-secondary decision-making process. Academic and career counselors and/or student advisors will help students reflect on their own assets, access information, share resources, and connect students with relevant experiences and individuals to help them make the best decisions for their individual futures. Work-Based Learning & Understanding The World of Work

The E3 STEM program will provide extensive opportunities for students to experience STEM careers through multiple work-based learning opportunities.

o As many students as possible will participate in our mentoring program (see the E3 STEM Mentoring Policy for details- https://stemavhs.com/mentoring/

o Job shadow experiences will be provided in two ways. First small groups of students can choose to participate in what are called Level 2 field trips. These are 1-day field trips where students gain job shadowing experiences in groups to

o Gaining work-readiness will be another way to experience the world of work through interaction with corporate partners in a series of workshops offered to E3

STEM students.

Employer Engagement

E3 STEM has a strong and growing base of corporate partners supporting the intended work of the grant. Best Buy, Cisco, Dakota Electric Cooperative, Delta Airlines, Ergotron, Fairview Hospitals, Frontier Communications, Precision Gasket Corporation, Lockheed Martin, Logic PD, Marty Chriopractic, Office Depot, Thomson Reuters, Samsung, Skyline Exhibits, Stratasys, Unique Software, Uponor and UTC Aerospace are all contributing to the E3 STEM grant program is a variety of ways. Many employees of these companies serve our STEM Advisory Board which meets three times a year to provide guidance and support for grant and overall STEM programming at Apple Valley High School. Most of these companies are serving the grant program by providing a wide variety of work-based learning experiences. Some have contributed significant in-kind funding and equipment support for our programs. Each employer is unique and can provide support differently from the others so we work to build engagement with our contacts at these companies. This engagement typically begins with a simple tour of the business coupled with an informal career panel. We move from this to what is called a Level 2 field trip or Job Shadow day event. From these experiences we typically move to our having our students placed in longer term job shadow and internship experiences with the hope that future employment may result. Employers are enriching the learning environment at Apple Valley High School for E3 STEM students and others through outreach events supported by our employer partners. Frontier Communications recently sponsored a STEM breakfast event for girls called Grit to Great. The goal was to connect girls with female STEM processionals at a breakfast event to provide them with adult STEM professional role models. Dakota Electric and Uponor have sponsored two consecutive years of the Hour of Code event at Apple Valley High School. Best Buy recently needed a school to shoot video for a series of commercials and choose Apple Valley High School due to our existing E3 STEM partnership. Below are three commercials make using our facilities and students as actors. The actors were all E3 STEM participants. They had a first-hand chance to see how much technology goes into the production of a commercial.

Program Integration

One goal of the E3 STEM program is to enhance the program and build toward sustainability by partnering with existing organizations that have similar goals. Many of the E3 STEM participants are also members of the AVID program at Apple Valley High School. AVID and E3 STEM have very similar target populations. We strive to provide shared programming whenever possible. The two organizations pooled resources in the fall of 2015 to take a multi-college tour field trip. Other shared programming will take place in the future. Our goal is to build E3 STEM specific programming into the AVID program to provide for a stable long-term STEM program at Apple Valley High. This program provides extensive summer training leading to a paid internship placement for students entering their senior year of high school. View this site for more details about Genesys Works.

Once again, we hope to continue to grow our relationship with this and other existing programs to provide specific aspects of the E3 STEM program for all interested Apple Valley High School students. The E3 STEM program works to partner with our existing Mentor Program at Apple Valley High School. The Mentor program provides extensive career exploration through a seminar course followed by a field experience that has requirements which are identical to internship requirement of a YCC grant program. We have already had multiple E3 STEM student’s complete internships through this program and hope to build upon these successes. ● UTC Aerospace: Contributed almost $8000.00 for the purchase of more 3D printers for the fab lab at Apple Valley High School. Providing engineering support of individual student engineering projects.

● Uponor Corporation: Donated $6500.00 to support equipment for electronics, programming and robotics instruction in the fab labs and maker spaces in Apple Valley.

● Skyline Exhibits: Donated employee time to help E3 STEM students design and construct fab lab tables. Donated CNC routed AVHS STEM logo inlay for fab lab carpet. Providing ongoing internship support for students performing independent engineering internships.

● General Dynamics: Donated $3000.00 for the purchase of electronics equipment including soldering irons, equipment and supplies for the fab lab at Apple Valley High School.

Performance Accountability The E3 STEM program will generate financial, quantitative and narrative quarterly reports. The E3 STEM will make data-driven decisions about the program utilizing the data from these reports to adjust and modify the program for continual improvement.

Policies and Procedures: ● The E3 STEM Staff will gather all required program performance data and report it each

quarter during the life of the grant. ● The E3 STEM staff will gather all program financial data and report it each quarter during
