Scientific potential of Croatia

- 6500 Doctors of Philosophy and 3000 Masters of science

- Only 1,43% of GDP for science and education, whereas only 0,3% present investments from the Croatian companies.

- Six Universities: Zagreb, Osijek, Rijeka, Split, Zadar and Dubrovnik and a lot of mainly state institutes, the biggest and most known is Ruđer Bošković Institute.

Centres for data and document conservation

- Mechanical and physical testing centres are located mainly at the universities (4 mechanical and 4 civil engineering faculties (Zagreb, Rijeka, Split, Osijek, Slavonski Brod etc), at the Institutes (RBI, Civil engineering institute etc) and in the companies as well.

- the collaboration between the institutions in data and documents exchanging within the state and abroad is in the rule very few.

- the first attempt to do something in this sense is the forming of the database MAT-NET by Faculty of mechanical engineering and naval architecture (FSB) in Zagreb.

Data management and dissemination in nuclear safety

- Croatia and Slovenia have common nuclear power plant Krško, situated in Slovenia near border with Croatia.

In project ‘Application of fracture mechanics by revitalisation of energetic components’ participate the researchers from Ljubljana, Zagreb, Maribor and Slavonski Brod.

The aim of the project is to define the procedure for structural integrity assessment (based on SINTAP) and the life cycle estimation of some vital part of the power plant.

Recent investigations:

The results of the project‘Object grating method application in strain determination on CTOD test' will be published in the International Journal for Strain in May 2006.

The fracture behaviour is described by measuring deformation on surface of specimen in term of CTOD and consenquently by strain determination.

Instead conclusions

Most of the laboratories in Croatia are not accredited according to the EN 17025 and therefore obtained results could not be fully accepted.

Experimental data for different materials, coatings and joints as the result of investigations performed by companies, especially in the case of nuclear power plants are in the rule confidential and not public. Dissemination of public data and documents for projects supported by Ministry of Science, Education and Sport of Republic of Croatia concerning the mechanical and physical testing of materials are highly released for public access. Most of data could be found using the Internet searching the database with projects reports (http://bib.irb.hr).

There is no official online data and information network in Croatia, but some efforts have been done with the MAT-NET database funding, where each institution (university, company, institute) could be registered and researchers can access the newest information from the field (conferences, original papers, popular texts etc), but there is no possibility to entry some experimental data.

Therefore, Croatian universities and R&D organisations are really interested in to learn how to use web-enabled databases and they would become the part of the created network.

We would be very honoured if we could be invited to join JRC in some of the new project proposals to EU framework programmes with the topics of managing engineering data.
