The vaporizing shot happens very quickly, and than the camera cuts to this to show how the other man fares. Camera does not move in this shot, and is taken from a profile angle to show the man thrown by the laser.

The camera tracks him as he does this. This shot is a reaction of the human soliders went suddenly attacked by the mech.
