ROAD SAFETY IMPACT ASSESSMENT (RIA)

A Road Safety Impact Assessment (RIA) designates a

comparative scenario analysis of the impact that different

variations of alignment or interconnection points of new

roads or a substantial modification to the existing network will

have on the safety performance of the total (new and

adjacent) road network.

Generally the RIA is

carried out as part of a

broader impact

assessment which could

include environment,

traffic, etc.

ROAD SAFETY AUDIT (RSA)

The most common definition of RSA is:

“A formal road safety examination of the road or traffic

project, or any other type of project which affects road users,

carried out by an independent, qualified auditor or team of

auditors who reports on the project accident potential and

safety performance for all kinds of road users”

ROAD ASSESSMENT PROGRAMS (iRAP, ...)

The International Road Assessment Programme (iRAP) was

established in 2006 as an umbrella organization for the

established Road Assessment Programmes in Europe

(EuroRAP), Australia (AusRAP) and US (usRAP) to promote

Road Assessment Programmes worldwide.

iRAP has also been created to facilitate work in low and middle

income countries.

ROAD SAFETY INSPECTION (RSI)

A Road Safety Inspection (RSI) is a systematic field study,

conducted by road safety expert or experts, of an existing

road or section of road to identify any hazards, faults and

deficiencies that may lead to serious accidents.

Following the principle “Prevention is better than cure” the RSI

makes it possible to evaluate existing road traffic facilities and to

improve the road safety performance.

BLACK SPOT MANAGEMENT (BSM)

A Black Spot management presents a systematic approach

for identification, analysis, treatment and evaluation of

used countermeasures of hazardous locations on the

road network.

The basis for Black Spot

identification is statistical

data analysis of road

accident recordings and

mapping of accidents.

Therefore, an accident

database is an essential

tool for Black Spot work.

• With at least 3 accidents within a 3-year (SP) accident type map

GREECE• Number of road casualties is higher than the 90th or 97th percentile of a Poisson

distribution that has been made with measures taken in similar road sections

UK• A location of 300 m and

• A location where the sum of road accidents is higher than 12 in 3 years

NORWAY • Location of 100 m with more than 4 accidents

NETHERLANDS

• Usually an intersection

• At least 10 accidents or dangerous situations in total or

• At least 5 accidents or dangerous situations with some common characteristics,

occurred in a period of 3 to 5 years

DENMARK • A road location with 4 accidents in 5 years

SPAIN

• Road section of 1 km with more than 5 accidents with injuries in 1 year or more

than 2 people killed in the same time period,

• More than 10 accidents with injuries in 3 years or more than 5 people killed in the

IN-DEPTH STUDIES (IDS)

An in-depth study is a systematic approach to a fatal

transport system collapse. It will revile the cause of a tragedy

like an accident with killed persons. The study is initiated by

one fatal accident independent of where it occurs.

The aim is to find the

chain of events that led

to this particular accident

with focus on road and

environment and to suggest

measures to prevent this type

of accident from happen on

the same spot or any other

similar spots on the road

network.

NETWORK SAFETY MANAGEMENT (NSM)

Network Safety Management (NSM) is a method to identify,

localise and rank road sections of the whole existing

network, according to their potential savings in accident

costs.

NSM should eventually include the

identification and implementation of

countermeasures.

NSM applies to an existing road network

where accident data have been available

for several years and where accident

costs are known.

Implementation of Directive in EU members:

- Mandatory for TEN-T network and in some cases also for

national network

- Ways of Directive implementation:

- As it is (already agreed to be implemented before if

become official) stated within Directive without

transposition into national legislation.

Supported with different Guidelines (Manuals).

Road Administrations do not have obstacles in

implementation.

- Transposition into national legislation (where it was

necessary).

Implementation of Directive in non-EU members:

- Directive is not mandatory for implementation in non-EU

countries, but still some of non-EU countries implements it.

- Directive implementation is strongly promoted by IFI’s within

Road Rehabilitation and Safety Projects and EU association

instruments (SEETO, TRACECA, EaP, …).

- Ways of Directive implementation:

- Necessary transposition into national legislation.

- Clear by-law regulation, guidelines (manuals).

Used method consists of five interconnected phases:

• Survey aimed at the identification of hazardous road locationscandidates… Experts from road maintenance enterprises and engineers –supervisors from PERS which supervise road conditions on a daily basiswere questioned. The survey was conducted on a territory basis and inaccordance with the responsibility of road maintenance enterprise andsupervisors.• In order to verify and rank hazardous road locations, a field research wasorganized. During that research, interviews with PERS• Traffic Safety Department engineers, Traffic Police officers, Ministry forInfrastructure state road inspectors and local authority representatives wereconducted.• Database about the candidates for hazardous road locations was made.Locations were ranked and marked as: I rank – red triangles, II rank – bluetriangles and III rank – green triangles.• Information about the risks related to the location were gathered fromthe perspective of road users, and analyzed. Finally, based on the identified

Map of dangerous locationson I and II category state roads

The Report indicated exact locations of dangerous locations asking for immediate remedy measures in order to prevent traffic accidents. In this context, measures for the improvement of certain dangerous locations on public roads have been already implemented.

So far, about 180 dangerous locations have been remedied or are in the remedy process, namely:

- About 100 dangerous locations are remedied;- About 50 dangerous locations are planned for making design

documents and implementation;- About 30 dangerous locations are eliminated because of changed

circumstances and complexity.

Research located 262 hazardous road locations on 1st and 2nd category state roads in Serbia.Detailed analysis showed that 184 locations (70.2%) belong to 1st category roads, and 78(29.8%) to 2nd category roads. The biggest number of locations, 187 (71.3%), were identified outside urban area, whileonly 75 (28.6%) were in urban area. The biggest number of locations (167 or 63.7%) were identified in the curves, in junctions(129 or 49,2%), on road structures (64 or 24.4%) and on

Main characteristics of the implementation of the Traffic Law from 2009:

• Very strong media campaign before implementation of Law started;

• New institutions were defined (Road Safety Agency: National Road Safety

Coordination Body, etc.)

• Financing of road safety (Unique model)

• Traffic Regulation innovations

(concerning road safety infrastructure management: Article 156)

• Penalty point system for drivers introduced,

Law presents good basis for establishing of road safety management system.

• Data on attitudes of participants in traffic. The data on attitudes of participants in traffic are collected in the Road Traffic Safety Agency. Research on the attitudes of traffic participants about dangers in road traffic was conducted during 2014.

The unified database of the Road Traffic Safety Agency contains the following data:

• Data on road accidents and consequences (persons involved in accidents), based on data from the Ministry of Interior (available from 1997 to date).

• Data on values of safety performance indicators (measuring started in 2013). The data on safety performance indicators are collected in the Road Traffic Safety Agency for each district (police department). Measuring of safety performance indicators is done two times a year (spring and fall counting), and the indicators measured can vary depending on the time of the year. http://serbia.gdi.net/azbs/
