Hall wrote this text in context of 1970s labor strikes and union organizing in Britain. He does not talk about sexuality or sexual minorities per se, but the essay remains very helpful (and contemporary) for thinking about how emergent political minorities form and become visible to "the mainstream." And its significance for thinking about lesbian and gay "identities" and politics was such that it was reprinted in The Lesbian and Gay Studies Reader (1992), ed Abelove, Barale, Halperin.
