1. THE REASONS FOR MAINTAINING A ROAD

WHY WE NEED GOOD ROADS • BETTER ACCESS FOR FARM PRODUCE. -Farmers can market their crop

more easily, cheaply and timely with less damage (and bring in farm inputs) • BETTER ACCESS FOR PEOPLE – People can travel more easily, regularly

and in more comfort. • BETTER ACCESS FOR SOCIAL SERVICES. – Easier for people to reach

services such as clinics, as well as the services to come to them. • BETTER ACCESS FOR CONSUMER GOODS. Goods for the sari sari stores

can come in more easily and more cheaply.

WHAT IS A GOOD ROAD ONE THAT IS WELL DESIGNED AND WELL CONSTRUCTED SO THAT IT CAN WITHSTAND ADVERSE WEATHER SUCH AS STORMS WITHOUT BEING WASHED AWAY. IN THE UPLANDS THE CONDITIONS ARE MORE EXTREME SO FOR THE ROAD TO BE PROPERLY BUILT IS EVEN MORE IMPORTANT. IT IS EASIER TO MAINTAIN A WELL BUILT ROAD. THEY MUST STILL RECEIVE REGULAR MAINTENANCE TO ENSURE THEY STAY IN GOOD CONDITIONS. Eg:

• Keeping the side drains and turnouts open. • Clearing debris from the culverts.

A ROAD THAT IS NOT PROPERLY DESIGNED AND BUILT CANNOT WITHSTAND THE ELEMENTS AND IS VIRTUALLY IMPOSSIBLE TO MAINTAIN.

THE PROBLEM Barangay level roads are allowed to deteriorate due to inadequate, irregular maintenance carried out often only in emergencies, ie major landslips. Structures such as culvert crossings are not maintained on a regular basis and are allowed to block up, leading to failure of the road in the vicinity. RESULT: Passage on the road quickly becomes restricted and difficult so that an expensive rehab is required.

THE SOLUTION

The solution is for road maintenance to be carried out on a continuous

regular basis so that the road stays in good condition,

i.e. that the critical components of the road, such as side drains,

turnouts, road surface and culverts are maintained in working order so

that there is no major damage to the road after each storm.

This is called ROUTINE/PREVENTATIVE MAINTENANCE

THE IMPORTANCE OF DRAINAGE Keep water off the running surface and clear of the road by: Preventing water getting on to the road (CATCHWATER DRAINS) Getting water off the road (SUITABLE CROWN OR DIVERSION HUMPS) Getting water away from the road (SIDE DRAINS & TURNOUTS) Getting water across the road (CROSS DRAINAGE eg CULVERTS) Control erosion: -of the road (eg SPEED CONTROL- speed bumps);

-of the ditches (eg SCOUR CHECKS); -of culverts and adjacent land (eg VEGETATION).

Control siltation in ditches and culverts (MAINTENANCE).

COMPONENTS IN ENSURING A GOOD ROAD THERE ARE 3 MANAGEMENT COMPONENTS:-

1. REGULAR MANAGEMENT: Controlling/regulating the use of the road 2. ROUTINE/PREVENTATIVE MAINTENANCE: Daily maintenance of the road, usually labor-basd carrying out routine tasks 3. PERIODIC/EMERGENCY MAINTENANCE: Irregular, more substantial maintenance and repair, usually equipment based

2. REGULAR MANAGEMENT (Regulating the use of the road)

• Much damage is done to the surface by vehicles in wet weather • Certain practices can cause significant damage to the surface, ie wheel chains

and carabao sleds

• Cultivating right up to the road side can cause severe erosion, esp at the turn-outs

• Reduced speeds reduce damage to the surface

REGULAR MANAGEMENT can help prevent unnecessary damage to the road. For example-

REGULATIONS/ORDINANCES prepared by the barangay council outlining certain practices: EG:-

– in bad weather, closing the road or imposing fines on vehicles. – discouraging damaging practices, ie carabao sleds, wheel chains –

imposing fines. (See example below)

– prohibiting cultivation within 2 m of the roadside INSTALLING SPEED BUMPS to slow vehicle speed

3. PERIODIC/EMERGENCY MAINTENANCE THIS IS THE NOT SO REGULAR TASKS; eg- REPAIR/MAINTENANCE OF LARGER STRUCTURES SUCH AS BRIDGES REMOVAL OF LARGE LANDSLIPS, REPAIR OF RUNNING SURFACE AFTER A PERIOD OF WEAR AND DAMAGE. eg GRADING IT IS USUALLY EQUIPMENT BASED.

4. ROUTINE/PREVENTATIVE MAINTENANCE THIS IS THE REGULAR ON-GOING WORK AIMED AT MAINTAINING THE DESIGN ARRANGEMENTS IN WORKING ORDER SO THAT THE EFFECTS OF ADVERSE WEATHER ARE MINIMISED. ROUTINE ROAD MAINTENANCE CAN ONLY BE EFFECTIVE IF THE ROAD HAS BEEN REHABILITATED TO A MAINTAINABLE CONDITION IT IS PREDOMINANTLY LABOR-BASED. EXAMPLES:- MAINTAINING SIDE DITCHES & TURNOUTS,

FILLING POTHOLES, CLEANING CULVERTS, CUTTING BACK VEGETATION IF EFFECTIVELY DONE, IT CAN:-

- KEEP THE ROAD IN A PASSABLE CONDITION, REDUCING THE FREQUENCY OF NEED FOR EQUIPMENT BASED PERIODIC MAINTENANCE.

- REDUCE THE LIKELIHOOD OF MAJOR DAMAGE &

THEREFORE THE NEED FOR OUTSIDE ASSISTANCE IN THE FORM OF MACHINERY.

- ALLOW THE UPKEEP TO BE WITHIN THE CAPACITY OF

THE BARANGAY.

- ASSIST THE LOCAL ECONOMY BY SPENDING THE FUNDS LOCALLY.

TASKS INVOLVED IN ROUTINE/PREVENTATIVE ROAD MAINTENANCE (with likely frequencies):-

Controlling side vegetation [Monthly]

Filling ruts and potholes & maintaining road surface [Bi-monthly or after heavy rain]; Stockpiling (Dry season)

Clearing and repairing side ditches and turnouts [Bi-monthly or after heavy rain]

Cleaning and maintaining culverts [Bi-monthly or after heavy rain]

Maintenance of erosion preventive measures (vegetative/simple structures) [Monthly or when necessary]

TYPES OF WORK ARRANGEMENT:

1. SMALL TEAMS (4/5 Men but depending on the length of road network), working on a regular daily basis. They will usually be receiving a daily wage as part of a group contract (pakyaw).

This is the most recommended as it is a more efficient and practical arrangement.

2. In certain circumstances, for example where the network is very large,

larger groups may also be used, ie a representative from each family in a sitio, operating on a bayanihan basis, eg once per month or when required. It is common that Food-for-Work is provided as an incentive. [Eg large group (bayanihan) being used for the simpler tasks such as vegetation control, while paid labor for others such as drainage maintenance or clearing landslips]

- properly supervised and trained (Foreman/Kapatas) - properly equipped (tools) - working on a regular (daily) basis.

IMPLEMENTATION

It is possible for a Barangay to implement a routine road maintenance programme for the roads within it’s boundaries, as well as plan limited improvements such as better drainage arrangements and erosion protection works. However, it is likely to need support from other sources (MLGU, PLGU), both financially and technically The MLGU Engineering office can organise the relevant training and institutional support in setting up and implementing the programme

THE LIKELY COST

A rule of thumb for maintenance activities is 1 man/km. However, the number of men per Km may vary according to the situation. It is possible that more labour can be taken on in wet weather and for specific circumstances ie landslides.

Where the road network within the barangay is large, potential high cost can be reduced by combination with Bayanihan, ie permanent workers carrying out more critical tasks, with occasional tasks such as vegetation control carried out by bayanihan. It can also be combined with regular periodic mechanised work such as annual grading.

POSSIBLE FUNDING SOURCES:-

- BARANGAY IRA (20% DEVELOPMENT FUND) - MUNICIPAL & PROVINCIAL GRANTS/ CONGRESSMAN’S

FUNDS - TOLL FEES - OTHER FUNDS, ie FEES FROM BARANGAY OPERATED

INFRA eg DRYING FLOORS; - GRANTS FROM CIVIC ORGANISATIONS

RESPONSIBILITIES IN RELATION TO ROAD MAINTENANCE.

- The Barangay Councils are legally responsible for barangay level roads and have funds (eg 20% IRA)

- The Barangay Council Infra Committee are technically

responsible for maintaining & managing the road,

- MLGUs/PLGUs often allocate funds annually specifically for barangay roads

- CBOs can manage the maintenance but they have no direct

legal access to funds such as 20% IRA.

5. BARANGAY ROAD MAINTENANCE PLAN The Barangay should prepare a 3 - 5 year BARANGAY ROAD MAINTENANCE/ IMPROVEMENT PLAN (BRMP) This is likely to be the final output of a programme of awareness and strengthening with the Barangay, in which the system and options are fully explained The Barangay Council Infra Committee will have been identified and activated during this programme A walk through/rough survey of the relevant roads is essential to the preparation of the plan (See detail below). The assistance of the MLGU Engineer is essential to the group during this exercise in order to arrive at estimated costs in the plan formulation. PURPOSE To ensure that the Barangay roads are maintained in a passable condition by:-

• Effective planning and implementation of regular routine maintenance and limited improvement;

• Allocation of appropriate funding; • Identification of what additional funds are required.

As well as being an effective management tool, it should also be effective in presenting to possible sources of assistance (MLGU, PLGU, Congressman’s Funds, NGOs) It should focus on the work that the Barangay can manage itself, ie maintenance and smaller rehabilitation. However, where larger rehabilitation is needed, such as bridge/box culvert construction, it can be included and the document will serve the purpose of soliciting support for the construction of these. It should complement the Barangay Development Plan and much of the information will be common to both The essential components of the plan should be:-

a. Rationale – Barangay profile (population, area) – Agricultural potential (farming area, potential crops and total outputs,

crop calendar, marketing requirements) – Weather pattern (Likely wet, wet/dry, dry months) – Likely types of vehicles and traffic levels – The present status of the roads (periods of impassability, seasonal limits

on types of vehicles, level of hindrance to economic and social activity) – Present road management arrangements (bayanihan etc)

A WALK THROUGH SURVEY ALONG THE RELEVANT ROADS

This should identify the maintenance and practical rehabilitation requirements within the network and, as a result, the likely costs.

Take a means of recording (See example form- Fig. 1.a or a simple line diagram in a note book)

Take a means of measuring approximate distance/position (Chain, tape measure, GPS)

Note all rehabilitation requirements, as well as maintenance, as these need to be addressed in the long term plan

LABOR-BASED ROUTINE/PREVENTATIVE MAINTENANCE 7. IMPLEMENTING THE BARANGAY ANNUAL MAINTENANCE

PROGRAMME (Period – 1 year)

Each year the Barangay Council and the MLGU should prepare the following (Based on the longer term plan):

• SCHEDULE OF MANPOWER AND COST ALLOCATION. This

should outline clearly the work items, labor, material and equipment inputs, costs and which party is responsible for each item. It could be a situation where the Barangay Council may be responsible for some labor costs, while others are being paid by MLGU etc, with therefore different billing/payment arrangements.

The Schedule would usually be prepared by the Municipal Engineer. (See example- Attachment 1)

• PROGRAMME OF WORK. This is most likely to be applicable

where a rehab component is included in the plan.

• A MoA between the parties providing inputs to the programme (Notably BLGU, MLGU, PLGU) It must clarify the method of implementation and responsibilities of the parties, specifically for labor, materials supply, verification of accomplishments and payment arrangements. [See example- Attachment 2. This allows options for labor only contracts or labor and supply]

• A BARANGAY RESOLUTION formalizing the intension to

implement the programme. (See example attachment 4.)

• A Barangay AIP which reflects the requirements of the Plan and cost allocation for the road maintenance scheme

• Preparation of a contract between the Barangay Council and the

implementers ie CBO/PO [See example- Attachment 4] (If a contract is to be given to the CBO, it must be ensured that it is registered and has a bank account).

• Possibly also preparation of a contract to supply materials (for rehab

activities) [See example- Attachment 5. It is been proven to be possible for a large aggregate contract to be partly supplied by the CBO contractor within their capacity and be paid per unit ie per sack (36 sacks = 1 tonne). The balance supplied from elsewhere, ie through the MLGU.

LABOR-BASED ROUTINE/PREVENTATIVE MAINTENANCE

PRACTICAL IMPLEMENTATION PLAN

The plan should be presented/discussed with all involved (Barangay Council, Municipal staff, Community, CBOs). The essential items to be addressed/clarified:

a. SYSTEM OF MAINTENANCE OPERATION.

i. Programme of Work (esp. where a rehab component)- Presentation and clarification

ii. Contracts to locally based CBOs (Labor and Supply) -

Presentation and clarification of relevant contracts iii. METHOD OF WORKING. Selection/rotation of key

workers to form maintenance teams; daily wage; Days/hours of working

iv. (If Bayanihan to be included, Allocation of activity among

the puroks, ie which section of road network a purok may be responsible for; days of work; Reparation (Food-for-work)

v. SUPERVISOR/FOREMAN; Someone must be selected

who will be regular & has been trained (eg member of Bgy Council Infra Committee. He will direct daily work and record/verify daily attendance and accomplishment).

vi. TOOLS: Barangay Council should procure and issue them.

They remain the property of the Barangay Council.

vii. CERTIFICATION ARRANGEMENTS.Who will be responsible for verifying work accomplishment and labor attendance, and certifying payments. – Ideally the Barangay Captain and Municipal Engineer.

b. SYSTEM OF ROAD MANAGEMENT: Eg. if and how vehicle traffic will be controlled in bad weather. [Preparation of ordinances]

c. PERIODIC MAINTENANCE (eg grading): Consider the needs for this;

What it’s cost and how to fund it. (Planning note- Where the situation is suitable, crowning and side ditching by the grader is so much more effective

and efficient than hand labor. It’s value must be maximized by a maintenance (trimming) crew working with it. In many situations on upland roads however, it is difficult for a grader to be effective and it can do more harm, sometimes destabilizing a situation)

d. FUNDING: Where the funds will come from to support the workers

[BLGU; MLGU/PLGU/Congressman’s Funds; Other funds set aside for periodic road maintenance purposes; How additional funds will be raised, if necessary [eg Toll fees].

BILLING/PAYMENT ARRANGEMENTS. The projected procedure of each funding agency involved. See Fig 1d (MLGU/PLGU) and Fig. 1e (Congressman’s Funds/DPWH)

If a TOLL FEE system is to be set up, how it will be organised: What users will be taxed; Rates for each type of user; Where will the gate be placed; What will be the arrangement for managing the gate; In what account will the income be kept. [Preparation of ordinances]

LABOR-BASED ROUTINE/PREVENTATIVE MAINTENANCE

IMPLEMENTING & MANAGING THE PROGRAMME (It is advisable for there to be close supervision and assistance in the early stages from Municipal personnel)

• Daily supervision & recording should be by the Supervisor/Foreman. • Record sheets (examples- Attachments 6 & 7) provide records of daily

accomplishment & labour.

• Billing and payment is normally twice monthly. It depends on the situation who is responsible for verifying the accomplishment & approving payments, most likely the Barangay Captain & MLGU Engineer.

• It is useful at each ½ monthly verification to prepare a target sheet (see example –

Attachment 8) for the next ½ month. This can aid effective management and be used to check accomplishment at the end of that half month.

• (If a CBO is supplying materials) material delivery records must be maintained for

billing purposes (see example – Attachment 9).

• Relevant income generating systems must be set up – (eg Toll fee) Preparing necessary ordinance by Barangay Council; endorsement at Municipal Council level; Necessary awareness/announcement for regular road users; installation of gate.

• There should be regular assessments by the involved parties (esp. BLGU, MLGU,

CBO). The ideal timing is midpoint (6 months) and at the end of the period (12 months). It should focus on:

-Effectiveness and efficiency of the work -Effectiveness and efficiency of the material supply arrangements -Efficiency of the monitoring and accomplishment verification -Efficiency of the billing and payment system

-Efficiency of the CBO management and possible support needs

USE OF CBOs/POs A major value of the labor-based road maintenance and rehab approach is that it can be used to build capacity among CBOs, notably through contracts. It is envisaged under the overall SUD concept that a CBO will be developed If a CBO is to be used, it should:

• Be registered (with eg CDA or Dept of Labor) • Have legitimately elected officers • Be competent in keeping financial records • Be approved by Bureau of Internal Revenue to issue receipts • Have a bank account.

LABOR-BASED ROUTINE/PREVENTATIVE MAINTENANCE

GUIDELINES FOR EFFECTIVE PLANNING OF PRACTICAL MAINTENANCE ACTIVITIES

• Address the most critical portions of the road first, ie the areas that most hinder transport and those most likely to be damaged in bad weather.

• In these critical areas:- (1) Don’t just repair the symptom, ie the most

obviously damaged component, but address the whole of the problem, and; (2) Start at the top. For example, if an embankment is being eroded by a large mass of water flowing over it, aim to reduce the amount of water by diverting it off the road further up, starting at the top. The embankment itself can be repaired when everything else is being addressed.

• Another example is gullies in a road. Don’t just repack the gullies but also

stop the water actually flowing in the road by crowning or humps.

• Repair damage such as land slips as soon as they occur, otherwise the damage will be magnified.

• When the use of a grader is included in the maintenance plan, if possible it

should be scheduled at an early stage. The maintenance crew must work with it, finishing off its work, eg opening turnouts.

• Newly rehabilitated sections must be immediately included in maintenance

plans.

the CBO. The tools extended shall be turned over and become the property of the barangay after completion of the contract.

5. jointly with the Municipality regularly monitor the quality and progress of the works 6. jointly with the Municipality check and approve the twice monthly progress report and billing as

presented by the CBO 7. shall pay to the CBO the sum as per the approved twice monthly billing 8. shall make representations with the municipality on the timely procurement and delivery of the

materials and equipment as per schedule.

For its part, the Municipality: 1. [shall detail, at its own expense, an experienced foreman on a full time basis to supervise and train

the contracted labor Crew (CBO)] 2. jointly with the Barangay check and approve the twice monthly progress report and billing as

To the end of the maintenance agreement, the total road sections should remain properly shaped, drainage system working efficiently and erosion control works kept in place in such a way that the road is always in good and passable condition. General Conditions of the Labor-Based Maintenance Agreement 1. All works called for under this agreement shall be performed strictly in accordance with sound Engineering practices.

2. The works shall be carried out using labor-based methods under the direction of the Municipal Engineer and the detailed Foreman. 3. The Barangay will ensure that the CBO shall employ from among its members the labor force that is required of the contract and as specified in the manpower utilization schedule. Progress payments shall be allowed based on the semi monthly progress billing and timesheets as submitted by CBO and approved by the Barangay and MLGU. Payments shall be made no oftener than twice each month. 4. The CBO shall work twenty days per month 5. The Barangay Council shall provide the CBO with the necessary tools for the duration of the contract. The replacement cost of items misplaced by the CBO shall be deducted from any payments that may be due to CBO.

HUMPS or DIVERSION BANKS These are a useful means of diverting water off the road in turnouts and they can be constructed with maintenance labor. The distance between banks will vary. In hilly areas it can be a short as 40m and in fact the closer the spacing, the better so as to reduce the amount of water flowing off each one and therefore also the erosion. The location of a hump should also be affected by the suitability of the turnout for erosion protection, ie where there is good plant cover. The accompanying diagrams show relevant dimensions and they should be set at a diagonal (45º angle) to guide the water off the road. The soil/aggregate material (ideally mountain mix) must be put on in layers and well tampered. It is important to maintain the minimum 30 cm height, otherwise it may be overtopped. Humps are sometimes used to divert water from side drains across the road to a turnout. As the quantity of water will be large, they should be high enough and will compacted.

• When the road has a crown, it should be flattened immediately upslope of the hump so that the hump will not be overtopped or have to be excessively high.

• When the road at the upslope side of a hump is soft and rutted, or being eroded by a large crossflow, it can be lined with large flatfaced stones, firmly and evenly placed.

• In a concave section of road, which is not crossing a natural drainage line, a V-shaped hump can be placed at the lowest point, to force water from both sides off the road and avoid ponding.

SCOUR CHECKS

CONSTRUCTION OF SCOUR CHECKS

Use on steep gradients where concentrated water is eroding the ditch &there is nowhere to place turnouts.

The distance between the scour checks depends on the gradient and thesoil condition of the road. The steeper the slope or the softer the soil, thecloser the spacing of the scour checks.

Use stones if available, otherwise bamboo or wooden pegs, which aresupported by planting grass above and below the scour check.

The height at the edges of the scour check must be higher than thewater flow height and the water flows over the middle, not around theedges, otherwise it will erode the side of the scour check.

These lead water away from the sidedrains for dispersal in the surrounding area.

The spacing is indicative only and really depends on volume to be removed. In fact, the more turnouts the better as this means less volume at each turn out, meaning less erosion in the drains and especially in the surrounding area.

Erosion can be a major problem at turnouts. Try to pick locations where there is thick plant cover or construction live check dams.

USEFUL PLANTS FOR EROSION CONTROL Plants can serve to slow down the movement of water, as well as protect and anchor the soil. Some available plants which are very effective:- IPIL-IPIL. Anchors the soil and prevents landslips, especially along road shoulders, outer edges of roads. A useful tree, which coppices well. Should be pruned regularly to avoid increased load on the slope MADRE DE CACAO (KAKAWATI). A good soil anchor, can form strong barriers and is useful to prevent erosion around the edges of structures. Establishes quickly. Another useful species. BAMBOO. Forms a strong & thick barrier and useful to prevent erosion around and below structures. Species can be selected according to required characteristics, ie density or size. Also useful species. GROUND COVER LEGUMES. Eg Pueraria, Centro, Forage peanut (Manimani). They can form a thick mass over the ground and can be useful in dispersing water at turnouts etc. However, they do not form a thick enough root mass to prevent erosion on steep slopes. CARABAO GRASS. Provides an armor against surface erosion on slopes and around the edge of structures. NAPIER GRASS (KUMPAY) If available, planted in rows (12 plants/m) forms an effective silt trap, ie at the base of steep slopes to protect drains from siltation Fruit trees should not normally be used along road sides

Use of Plants for Erosion ControlAPPROPRIATE USE OF PLANTS

Each situation is different and the drawings in the section are general examples. It is important to decide what the plants need to achieve & select species, quantity and type of planting accordingly. ie:-

• Anchoring soil from slipping – eg Madre de Cacao• Slowing down and dispersing water- eg Live check dams• Protecting soil from erosion, armouring – eg Carabao grass• Trapping silt – eg Napier grass (Kumpay)• Channelling water – eg Fascines

Vegetation is normally used in combination with temporary physical structures (egearth bags), which gives the vegetation time to establish, or permanent (eg rocks)

Speed of establishment is an important factor. Eg in many situations, bamboo is stronger but slower to establish than Madre de cacao. For this reason, they can be planted in combination

Use of Plants for Erosion Control (Cont’d)• Planting Techniques

• Cuttings (Madre de Cacao, Ipilipil, especially) from vigorous stems should be cut at an angle to form a point that can be pushed into the ground or, if the ground is very hard, the hole should be made first and then the cutting inserted and the soil made firm around it.

• Bamboo. The cutting should be taken from a fresh vigorous stem and include at least 3 nodes, being planted at 45º to the vertical. The middle node should be just above the surface.

• Carabao Grass. Clumps should be planted in loosened, moist soil and made firm. Ideally, keep watered during sustained dry periods.

• Some plants, esp bamboo, establish slowly. It is important to schedule cleaning/weeding of these in the maintenance routine.

Guidelines for Effective Planning of Practical Maintenance Activities

• Address the most critical portions of the road first, ie the areas that most hinder transport and those most likely to be damaged in bad weather.

• In these critical areas:- (1) Don’t just repair the symptom, ie the most obviously damaged component, but address the whole of the problem, and; (2) Start at the top. For example, if an embankment is being eroded by a large mass of water flowing over it, aim to reduce the amount of water by diverting it off the road further up, starting at the top. The embankment itself can be repaired when everything else is being addressed.

• Another example is gullies in a road. Don’t just repack the gullies but also stop the water actually flowing in the road by crowning or humps.

• Repair damage such as land slips as soon as they occur, otherwise the damage will be magnified.

• When the use of a grader is included in the maintenance plan, if possible it should be scheduled at an early stage. The maintenance crew must work with it, finishing off its work, eg opening turnouts.

Ang Pangalan Kinabalan gikuha sa nagdagan nga Tubig o sapa nga gitawag

Kinabalan River o creek. Kini usab nga sapa nag porma ug letter K. Kini agi-anan sa tubig

maoy ilhanan sa maong lugar. Mao kining ginganlan ug “KINABALAN”.

Kini maong barangay pormal nga gihimong regular barangay gikan sa Mother

barangay Banate, pinasikad sa Resolution number 290, ordinance number 34 sa Sanguniang

Panlalawigan sa South Cotabato niadtong Oktober 24,1991.

Nahimugso ang barangay Kinabalan niadtong Oktober 25, 1992 Pina-agi sa

gihimong plebesito sa Barangay Banate.

IV. HULAGWAY SA PANAHON (Tag-ulan ug Tag-init)

Ang pag-ila sa hulagway sa panahon gina-ila ang tag-ulan ug tag-init. Dili lang kini ginagamit alang sa pananom kun dili apil na pod niini ang pag-ila sa panahon diin mangadaot and dalan gumikan sa tubig ulan. b. Lihislatibong Pagdumala – Sangguniang Barangay uban sa Komitiba sa

Infrastructura maoy mohimo ug mopanday og mga balaodnon ug mga ordinansya ug palisya alang sa sa protekta sa dalan nga kanunay’ng maagian ug maponggan sa pagkadaot. Kini usab nga grupo maoy moapproba sa pagpagawas og pondo pinansyal nga suporta nga iga-hin sa pagmintina sa dalan.

c. Ang Pagplano nga Pagdumala – Ang Barangay Development Council

(BDC) maoy moila, molatid ug mo-aproba sa mga ginalaraw nga kalamboan sa dalan ug pag-ila sa mga kalihukan sa pagmintina sa dalan.

d. Ang Road Maintenance Working Crew. Ang working crew mao ang

regular nga pundok nga mohimo sa kalihukan sa pag-atiman sa dalan.

e. Ang Katilingbanong Pundok mao ang UBA or Kooperatiba nga mangako sa pagkontrata sa mga subsob nga kalihukan sa pag-ayo ug pag-atiman sa dalan. Ang komonidad nga gi-organisa nga motambayayong sa mga opisyales sa Barangay diha sa pag-atiman og pag-mintina sa dalan.
