From the distance, the boy shouted at them to get the “Bayong” from him. To their surprise, the wife run across and said what was it? The boy then was hastened to respond that there were dry goods inside the “Bayong.” The husband asked the boy, who gave you this? The boy smiled and replied, its your cousin Mang Peping Bajar and “Boy” is my nickname. So from that time on whenever the couple visited their farm they always shouted the word “Bayombong” to combat the heat of the sun. By shouting that word, they feel that the burden of the days work was lessened. It was eventually became their byword anywhere they go. Surprisingly this was how the place got its name. Historical Background

Geographic Location

Barangay Bayombon is bounded by Barangay Mapiña in North, Barangays Malinta and Biyong in South, Barangays Batuhan and Pawa in East and Municipality of Baleno in West.

Land Area

Barangay Bayombon has a total land area of 1,009.8703 hectares representing 5.37% of the total land area of the city of 18,789.23 hectares.

Political Subdivision Barangay Bayombon is an upland barangay composed of seven (7) puroks namely: Purok I-Avocado, Purok II- Gumamela, Purok III- Saging, Purok IV- Baduyaan, Purok V- Pili, Purok VI- Crossing Santol and Purok VII- XYC. Before Purok Baduyaan was a sitio until the present barangay council convert it to Purok IV. Each purok is represented and administered by assigned councilors and purok president in all barangay governance.

Natural Characteristics: (Physiography and Slope) The barangay has a general configuration of undulating to rolling slopes of about 950 hectares of its total land area and small portion of hilly to mountainous.

Soil The soil type covering the barangay is generally Ubay Clay-Steep Phase. There are minimal areas enveloped by Bolinao Clay and Himayangan Sandy Clay Loam. Ubay Clay-Steep Phase constitute almost 750 hectares of their total land area. It is characterized by cogonal areas which are roughly rolling, hilly and mountainous. It is severely eroded with plenty of igneous and dolomitic rock boulders as outcrops. The area is well dissected with deep ravines, intermittent rivers and creeks. In addition, the area should always be under thick vegetal cover throughout the year to safeguard soil and moisture losses, and at the same time to increase the organic matter of the soil.

Bolinao and Himayangan Sandy Clay Loam soil provides good foothold for crops. Hydrogeology

Natural Resources (Coastal/Marine and Forest) Forest ecosystem is considered to be the only natural resource of the barangay. It is however, a habitat for diverse flora and fauna like birds, snakes, wild boar, and monkey. Also found are common local forest, commercial, and fruit-bearing trees. These are mahogany, gemellina, mango tree, santol tree, etc. Their forest keeps the barangay with supply of water. Land Use

Land Use Potentials

Land use trend reveals that majority of land of Barangay Bayombon is pasture land. However, this is underutilized for many residents convert this land into agricultural land. Thus, foremost use of Bayombon land would still be on agricultural activities having a vast area suitable to grow some crops, vegetables and fruit trees. Farm-to-market road are being improved to achieve a more efficient and productive transfer of farm goods from the producer at the upland to consumer at the poblacion. This ensures better income and sustain essential needs of the barangay populace. Some portion of the land is utilize for infrastructure and facilities development. With these foreseeable potentials, quality of life will be achieved.

Population Size, Number of Households, Population Growth

As of 2005, the total population of barangay Bayombon and number of households is 1522 and 304, respectively. Annual population growth rate is 1.48% in 1995-2000 and projected to decrease in 2000-2005 and 2005-2010 at 1.302% and 1.208%, respectively.

Population Density

Actual population density of the barangay in 2005 is 150.72 persons per square kilometer. It is projected to continually increase with the transfer of people to this place due to the accessibility of national road and proximity to barangay Malinta which is a more developed barangay. Fertility: Child-Woman Ratio Fertility rate refers to the number of children that the average woman will have in he lifetime. A total fertility rate of 0.98% or 98 children aged 0-4 to women of reproductive age (15-49 years old) child to woman ratio (CDS, 2002). This data indicate that it has a relatively higher fertility rate as compared to urban barangays and some rural barangays.

Roads

Road is critical to development since it facilitates the mobility of products and people in the area. It promotes economic activity.

In Barangay Bayombon, the roads

ranges from rough and graveled to concrete and asphalt. Concrete pathways within the barrio connect the different puroks Transportation

The main transportation that can be used in going to this barangay are buses, jeepneys, motorcycles and private cars.

Water

Water supply within the barangay may be rated as poor to fair with the population largely dependent on deep well as the major source of water supply.

Two doubtful sources of water are

operating with 68 households dependent on them. The waters from deep well areas are, in general, of good quality. The aquifers are generally susceptible to pollution caused by the activities of man and animals.

Electricity

The barangay is powered by MASELCO. As of 2004 there were 170 households served which was 50 % of the total household population. Around half of the total households were not yet connected to MASELCO. Communications There are two communication facilities in the area. The satellite smartlink and radio based two-way communication. Cemetery/Burial Ground Cemetery is non-existent. Majority of their dead are being buried in barangay Malinta. However, the barangay council at present is proposing for a cemetery catering not only for their barangay but also nearby barangays.

Solid Waste

Solid wastes within the barangays is primarily composed of food wastes,

biodegradable and non biodegradable. The wastes are often dumped or burned. Storage and Collection Residents practice burning and dumping of their garbage at their own backyard pits. Some dispose their waste practically anywhere.

Quarrying

The barangay has a substantial area that can be utilized for quarrying filling materials, sand and gravel. Quarrying is becoming a lucrative business for landowners. It is also the easiest way to earn a living especially the unemployed with no sufficient education and skills.

Proper supervision to quarry sites must be exercised because this might

pose a serious problem in the future. Mudflow and erosion may occur during rainy season.

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Bayombon comprising of: 1) households with members (13-16years old)not in highschool; 2) households with no access to safe water; 3) household with income below poverty thresholdl; 4) household with no access to sanitary toilet; 5) households with income below food threshold.

Summary of Issues/Concerns and Challenges

1. On proportion of households with no access to sanitary toilet facilities.

Almost 63% or 312 households do not have sanitary toilet. This means that there is an indiscriminate dumping of human waste anywhere which may pose hazard to the health condition of the populace. In view of this, the barangay may allocate funds for this problem so that public or a private toilet be constructed with common septic tank.

2. Proportion of household with income less than the poverty

threshold.

Encourage investors in the barangay to open new livelihood opportunities that will provide the residents job that will give them a permanent monthly income.

Provide capital for food processing projects and other small scale business.

Skills enhancement training for residents in preparation for job opportunities such as welders, mechanics, and other related works.

Intensification of seeds and animal dispersal with fertilizer and agricultural equipment.

3. Proportion of children 13-16 years old not in high school.

Construction of additional classrooms for high school.

Grant scholarship to poor but deserving students.

4. Proportion of households with no access to safe water.

Construction of Level II water project (communal faucet) should be implemented to cover the whole barangay. Such project will reduce the contamination of water source.

Chlorination of open dug well as well as deep or shallow well.

5. Other social concern that should be given priority:

Health- upgrade health facilities and provide additional health equipment to provide better health care services to those in need. Also increase in the allotment for medicines should be included in the budget of the barangay.

Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old specifically in Purok I. Moreover, day care centers should be given budget for the provision of educational materials to for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

6. Acquisition of an additional barangay site that is located away from

the coastal area for its growing population.

In line with the poverty reduction program of the city government, barangay Bayombon is likewise working hard to reduce poverty among its people. Farmers are taking advantage of the said program in order to improve their annual production. The distribution of seedlings, farm inputs, machineries, dispersal of working animals and animal raising projects

helped the farmers in the increase of family income. Livelihood assistance were extended to families who are engaged in trading goods.

The result of 2003 MBN survey revealed all households with children lower that 15 years old are contributing to family income, while 205 household (60%) have no sanitary toilet. On the other hand, 52%

of the households have no income above threshold level. These comprise the top three unmet basic needs of the barangay.

Education

Bayombon Elementary School is the only complete primary school present in the barangay. Four (4) day care centers and four (4) day care workers are operating to cater the pre-school education of the children below 7 years old.

During the SY 2001-2002, cohort survival rate was 68%. This only shows that 30% of the pupils enrolled in grade one was not able to graduate in the primary level, in SY 2003-2004 it was recorded at 45.45% but slightly increased during the SY 2004-2005 with 48%. Although the school facilities are almost complete, a classroom needs to be constructed to satisfy the 1:1 ratio of teacher to classroom. Specifically, the school needs a classroom for grade 1. The need for permanent teachers to limit the pupil to a maximum of 30-35 per classroom is given due course by the city government through hiring of additional licensed teachers. School guard is also contracted to safeguard the facilities of the school.

Health Barangay Bayombon has one (1) Barangay Health Center, one (1) midwife, and one (1) Barangay Health Worker assigned to monitor and conduct health services. Table 9 shows that from 2001-2003, percentage of mortality kept on decreasing from .69 to .26 in 2003. Percentage of morbidity was fluctuating and malnutrition decreased from 9.3% in 2001 to 1.4 % in 2003. In 2004, mortality, morbidity, and malnutrition rate tend to increase.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre-marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children’s welfare, two (2) day care centers are presently existent in the barangay with two (2) day care workers. One section has 50 enrollees and the other one has 42 enrollees. There are three community organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders.

Persons with disability are also a main concern of the social welfare. The barangay has a total of 35 physically challenged individuals.

Protective Services

Table 14 shows the inventory of barangay police (“tanods”). Tanods are auxiliary force of the PNP but the monthly honoraria are given by the barangay. Like the regular police force, they are also mandated to maintain the peace and order condition but armed only with a “Batuta”.

Out of the fifteen barangay tanods, five of them are members of the

Barangay Unified Force (BUF) and their honoraria are shouldered by the City government.

Due to sightings of rebel groups, a PNP detachment center was installed

in 1998. Today, 15 regular PNP personnel and 8 CVO’s are deployed to combat armed groups frequenting the area.

Sports and Recreation

One of the programs of the barangay and the school is to provide recreational facilities to the school children and those that are not in school. It is for this reason the a fund was allotted out of the 20% development plan of the city.

The popular sports facility present in this barangay is basketball court.

Annual basketball tournament is held before the patronal fiesta celebration. A privately owned billiard hall is a source of recreation to billiard enthusiasts. Table 15

Religion and Culture

The people of Bayombon are celebrating its annual fiesta every 27th to 29th of April in honor of Patron Saint Vincent Ferrer. Usually a week long celebration of different activities such as sports competition, search for the beauty queen of the year and cockfighting are held to make the celebration colorful, enjoyable and festive. Active participants are the youth, out of school youth, children, etc. If funds will suffice, inter barangay basketball tournament done.

The people of barangay Bayombon is predominantly catholic. Other religions present are Baptist, Iglesia ni Cristo and Jehovahs witnesses.

Agriculture

Barangay Bayombon utilizes 199.28 hectares for agricultural purposes comprising 94% of its total land area. The major crops produced are corn, coconut, root crops, fruit trees and vegetables.

The major livelihood of the

residents is farming. Productions of corn and palay, rootcrops and fruits have helped the farmers in increasing their family income. The root crops they planted include cassava, camote, sweet potatos, ubi, gabi, peanuts, Ginger and sincamas. The vegetables produced by the farmers include bottle gourds, squash. Eggplants, pechay, lettuce, Mongos, beans, ampalaya, patola, pipino or sea cucumber, tomatos, pepperquality fruits of commercial Varietries are likewise produced in large quantities such as indian and carabao mangos, jackfruits, star apple, sugar apples, avocado, pineapples, chicos and water melons.

These farm produce are sold in wholesale or retail during “saud” in Masbate City every Friday and Saturday and at barangays Malinta and Bañadero. Some farmers sell their produce as far as Baleno, Aroroy and Milagros.

Due to abundance of bamboo, some residents with skills in bamboocraft

are producing and selling bamboo furniture.

Trade and Commerce

Tradable products of this barangay are coconut, corn , fruits, vegetables, rootcrops and bamboo furniture. There are no other major business establishments within the barangay except for small scale enterprise like sari-sari stores.

Employment

Predominant livelihood of the residents is farming. Their income is source-out from the produce crops, vegetables, and fruits being sold at “tiangge” in the poblacion every Friday, Saturday and Sunday and other nearby barangays. Some people are engaged on livestock production. Others who have finished high school but not able to enter college opt to serve households at some urban areas as maid to augment the meager income of their family. Residents who gained college education seek better job opportunities in the urban.

Summary of Issues/Concerns and Challenges

1. Insurgency continue to be a great threat for barangay development. Barangay Bayombon is infiltrated and influenced by New Peoples Army (NPA). The residents tolerate the extortion activities of the insurgents because of threat and intimidation. The implementation of some projects of the government and other concerned stakeholders are being blocked by these insurgents.

2. Water is the utmost concern of the barangay. They have a limited access on water particularly safe drinking water. Construction of additional source of water is in the barangay’s priority list in the nearest year to come.

3. With the proliferation of children ages 3-6 years old, construction of additional day care centers must be take in hand.

4. More than half of households have a poor sense of sanitation as revealed on their number of households that do not have sanitary toilet. Provision of sanitary toilet with intensive and proper monitoring is a significant solution to this problem.

5. Health facilities should be provided like medicines, weighing scale, etc and some equipment should be upgraded. Rehabilitation of their health center is also their concern.

6. Intensify their agricultural needs

Future Development Plans The 5-Year Investment Plan formulated by the barangay articulates their priority needs in the next five years starting 2006. It is their programs and projects for infrastructure, social services, economic, local governance, environment and socio-cultural.
