    Lutheran Social Services Luther Hall has received a $75,000 donation from GateCityBank toward construction, now under way, of an art and music center as part of a $1.5 million addition and renovation. Eight Gate City Bank employees also served as election clerks at polling sites in Cass County. Gate City Bank paid the employees their regular wages for the time spent and matched the amount they were paid by Cass County. Total sums were donated to a charity of each employees choice.

    Fargo Housing & Redevelopment Authority receives NAHRO Award of Excellence

    Fargo Housing and Revelopment Authority was chosen as a winner of the National Association of Housing and Redevelopment Officials Awards of Excellence in Program Innovation: Resident and Client Services for Cooper Housing, permanent supportive housing under the Housing First Hybrid Model.

    Cooper House is an innovative multi-agency involvement in Fargo that provides residents support and services 24 hours a day, on-site, to successfully maintain permanent housing. Contenders for the award were nominated from the Award of Merit winners, and national juries then chose the winning projects and awarded them at the NAHRO annual National Conference and Exhibtion. Awards of Excellence winners represent the very best in innovative programs in assisted housing and community development.

    DSG joins with Fargo Water Equipment, names Sevais as HVAC/R Segment Manager

    Dakota Supply Group has acquired Fargo Water Equipment, a distributor of underground pipes, valves and fittings. This acquisition will strengthen DSGs product offering for the waterworks industry throughout the Midwest.

    DSG has named Greg Servais as its new segment manager for its HVAC/R products. He will work to grow the HVAC/R segment while helping current customers and vendor partners become more succesful.

    NDSU students win third place at construction competition

    A team of six students from the department of construction management and engineering at North Dakota State University took third place in the 2012 Associated Schools of Construction Region IV Construction Management Competition - Commercial Division. The 2012 ASC Region IV student competition was held in Nebraska City, Neb., with a total of nine teams encompassing 54 student participants. The NDSU team members are Daniel Sheridan, Noah Schmidt, Jeremy Host, Bryan Silvers, Jesse Grinsteiner, and Ben Verchota.

    This easy-to-use handbook from the National Association of Home Builders contains the complete English and Spanish text side-by-side to facilitate straight-forward communication. It provides an overview of the key safety issues residential builders and workers need to focus on to reduce accidents and injuries, and includes updated information on fall protection.

    Jim Hinderacker resigns as senior planner with city of Fargo

    Jim Hinderaker resigned his position as senior planner with the city of Fargo Nov. 13. He has accepted a position as chief city planner for the city of Grand Prairie, Texas. In the interim, Nicole Crutchfield will be coordinating the review of applications being considered by the Planning Commission and applications for zoning approval.     HBA recaps priorities for 2012

    A few years ago, the HBA of F-M board of directors started making a list of priorities in January of each year, rather than formulating a list of goals. The difference is slight, but the word goal, indicates an ultimate end. Many issues and projects are ongoing, so the word priorities seemed to be more fitting. Our constant focus on public/

    governmental affairs and membership is steadfast. They are the two reasons this Association exists and filter down in some way to all programming.

    This year, one of our top priorities was building a house with Lake Agassiz Habitat for Humanity. Your HBA, Home Builders Care of F-M Foundation and the Remodelers Council worked together to construct a home for a single mother with two children. The support of the members was astounding to see competitors work side by side and come together to support this great project was a wonderful thing. So many of our members and their employees put hours and hours of donated time into this project and we cannot adequately express how much that time and effort means. As you know, the HBA and HBC we were able to coordinate the construction of a garage in addition to the house build and our wonderful members donated ALL labor and materials to make this happen. We did not expect that level of support, but our members came through and did it. Thank you!

    MembershipOur recruitment goal this year was 50 new members (15

    Builders and 35 Associates), with a retention rate goal of 91 percent. As of the Nov. 13 board of directors meeting, we have recruited 46 new members with a retention rate of 89.9 percent, one of the highest in the nation.

    One notable item is that your HBA was recognized this year for bringing home the National Association of Home Builders Cup for Outstanding Membership Achievement for the second year in a row! This award is one of the top national honors and annually recognizes the home builders association that achieves the highest combined ranking in membership growth and retention in the country.

    Public affairsAn ongoing priority, public affairs is always busy and

    action-packed. Your Association constantly aims to further strengthen relationships with government officials and other community-related organizations.

    The biggest issue facing the area continues to be flooding, not just the actual event of flooding, but the strain that the threat of flooding puts on consumer confidence and the cost of the federal insurance requirements on homeowners. The HBA will continue to support and work towards permanent flood protection for the metro-wide area.

    Your Association took an active position to oppose Measure 2 which was voted on in North Dakota in June. This measure failed by a wide margin; it was our stance that this measure that would remove local budget control from cities and counties by eliminating property tax and shifting the financial burden to the state. The HBA will instead be looking to Bismarck during the 2013 legislative session to find ways to share in the financial success of our state and lower the property tax burden on homeowners and businesses.

    The HBA took a proactive approach to the election this year both in June and November. A series of Candidate Forums were held prior to the election, and we supported candidates believed to have housings best interests in mind. Helping get the right people elected is the first step to a successful advocacy program. Wed like to commend our very own Rocky Schneider for his efforts and a well-run campaign.

    This year, your HBA worked closely with NDAB to start researching and outlining legislative goals for 2013. The HBA gathered and facilitated input from its members during NDABs Legislative Summit.

    We promoted cooperation with the Builders Association of Minnesota through attendance at Builder Day on the Hill and continued to support legislative efforts of BAM by facilitating more staff and local member involvement and contact with local and state legislators, as well as federal offices.

    On a local level, the HBA worked closely with city officials in Dilworth, Moorhead, Fargo and West Fargo to promote an environment which encourages home building. And as elections brought in new faces and new ideas, the HBA continued to build relationships and study new ideas for a way to partner with the city on ways to better our community.

    PACPAC continues to be a critical piece of the Associations

    advocacy efforts. In 2012, over $16,000 was raised. This money is used to help elect housing-friendly candidates. By joining together our funds, our voice with the candidates and at the Capitol is amplified.

    We hope to build on the efforts made over the last couple years in promoting all levels of giving from the Club 2014 donation level at $20.14 a year to the Gold Key level of $1,000 a year, and above!

    for Habitat was such a success and allowed us to have more members donate to our Home Builders Care Foundation. This great project was a wonderful way for Home Builders Care to be promoted to HBA members as well as the community.

    Priorities for the future will be building momentum on the fundraising initiative, Framework for the Future and build the number of participants that are Triple Players, as

    N.D. Appraiser Board sponsoring seminarThe North Dakota Appraiser Board would like to

    bring real estate agents, appraisers, home builders and lenders together to discuss recent regulatory changes regarding sales concessions, BPOs and market conditions.

    Board members believe it is in the publics best interest that our industries try to work together to address some of the issues and misconceptions that are prevalent in North Dakota at this time; these issues include communication, timeliness, cost vs. value, etc. This seminars goal is to address some these issues and facilitate open dialogue within the industries that work in the field of real estate-related activities. The seminar will be at the Fargo Holiday Inn from 8:30 a.m. - 1:30 p.m. Dec. 10. A flyer can be found at www.hbafm.com.

    Bryce Johnson elected to Executive Officers Council

    Bryce Johnson, executive officer of the HBA of F-M, was elected to a two-year term for the 2013 Executive Officers Councils board of directors. The election was held in conjunction with the Association Leadership Institute in New Orleans in August.

    Public Issues Report of Area Affairs

    Fargo hosts NDAB Annual Meeting, Awards Banquet

    The North Dakota Association of Builders brought its Annual Meeting and Awards Banquet to Fargo last month, featuring the theme Raise the Roof due to the incredible construction industry activity and healthy economy in our state. Those two days were packed full of social, educational and governance activities!

    The following is a list of who attended the board of directors

    HBA reports on election results for legislative, county seats

    The big election of 2012 is now in the past. As our country elected a president, and North Dakota and Minnesota saw other high-profile Congressional seats up for grabs, it seemed as though the election constantly buzzed through the airwaves and in conversations among families, co-workers and friends.

    As you know, part of the HBA of F-Ms mission is to represent the industrys issues and to be involved with government affairs that affect your livelihood. We make it a point to be actively engaged in local, state and national elections. It was clear to see that the caliber of candidates running for office was high and the desire to win those seats as our lawmakers was even higher!

    Your HBA of F-M supported two hopefuls running for seats on Cass County Commission: our own Director of Public Affairs Rocky Schneider and HBA member Mary Scherling, AM Realtors. For the North Dakota Legislature, we supported members Ben Koppelman (District 16), Basement Technologies of North Dakota, Inc., and Jim Roers (District 46), Roers Construction and Development, Inc.

    Scherling and Koppelman won their races, while, unfortunately, Schneider and Roers lost. It was our pleasure to work with each of these candidates in their endeavor to seek office, which requires a major commitment and sacrifice of personal time and resources. All the races we watched this fall featured high-quality candidates; we know that whether the HBA of F-M supported them or not, they will strive to do what is best for the people of their district, county or state. We would like to congratulate the individuals who won, but also commend those who ran, especially Jim and Rocky, for all their efforts and hard work.

    During the past two months, we met with many candidates running for state legislature in both North Dakota and Minnesota. We look forward to continuing to build relationships as we move forward into 2013. Thank you to all the members to took time to vote or extend a hand in other ways to help the candidates your HBA supported. We, and they, appreciate your time and effort!

    Legislative session around the corner

    At the NDAB Annual Meeting, we had a Legislative Preview featuring a panel of legislators who discussed issues that will likely be on the forefront during the coming session.

    Special thanks to Fargo-area Senators Ron Sorvaag and Carolyn Nelson, and Representatives Ed Gruchalla and Jim Kasper for a lively

    discussion on property tax reform, education, infrastructure, regulatory issues, transportation, ethics reform, healthcare, and workforce issues.

    NDAB will be at the Capitol each day representing members and working hard to protect and promote home builder interests.

    2013 International Builders ShowThere are 150 North Dakotans already registered for

    the International Builders Show in Las Vegas, Jan. 22-24, 2013. Our state hotel for the event is the Las Vegas Hotel, near the convention center.

    The North Dakota State Reception will be Jan. 22 at the Las Vegas Hotel. Invitations will be sent to all North Dakota registrants in December. Please RSVP at that time.

    Builder confidence gains five points in November

    Builder confidence in the market for newly built, single-family homes posted a solid, five-point gain to 46 on the National Association of Home Builders/Wells Fargo Housing Market Index for November. This marks the seventh consecutive monthly gain in the confidence gauge and brings it to its highest point since May of 2006.

    Builders are reporting increasing demand for new homes as inventories of foreclosed and distressed properties begin to shrink in markets across the country, said NAHB Chairman Barry Rutenberg, a home builder from Gainesville, Fla. In view of the tightening supply and other improving conditions, many potential buyers who were on the fence are now motivated to move forward with a purchase in order to take advantage of today's favorable prices and interest rates.

    While our confidence gauge has yet to breach the 50 mark at which point an equal number of builders view sales conditions as good versus poor we have certainly made substantial progress since this time last year, when the HMI stood at 19, observed NAHB Chief Economist David Crowe. At this point, difficult appraisals and tight lending conditions for builders and buyers remain limiting

    Its been an honor to serve as the state president for 2012, working with a dedicated team for the betterment of our Association and its members.

    Our senior officers met with all six local builders associations boards of directors to discuss issues and open communication lines among the

    associations. These meetings were valuable and I thank everyone who participated.

    News from the Builders Association of Minnesota

    2012 election resultsThis years election saw change here in Minnesota,

    but nationally the balance of power stayed the same. Nationally, most swing states went blue, and the coalition put together by democrats in 2008, including minority voters, young adults, education professionals, and women, held, for the most part, assisting President Obama in winning re-election. In Minnesota, Obama won by nine points.

    On a state election level, the Minnesota senate DFL had a net gain of eight seats of which they needed four to take the majority. The Senate balance went from 37 republicans and 30 democrats to 28 republicans and 39 democrats. In the House, democrats had a net gain of 11. They needed six to regain the majority. The makeup of the House went from 72 republicans and 61 democrats to 61 republicans and 73 democrats. The two bodies have chosen their leadership. Senator Tom Bakk is the Senate Majority Leader and Representative Paul Thissen is the new Speaker of the House.

    BAM put together a list of housing friendly candidates on both sides of the aisle and targeted those individuals for BAM-PAC donations. We are happy to report that 31 of our 37 candidates were elected, putting us at an 84 percent success rate.

    What this means for BAMOver the last couple of years, weve expanded and

    intensified our relationship with democrats and republicans, rural and metro legislators, across the state. We have strong relationships with legislators that understand our priorities and that is going to be especially important now that we have a DFL majority in both the House and Senate.

    In the coming months and during session we will need to keep our message clear a healthy housing industry means a healthy economy and jobs. In the time leading up to session, please be sure to introduce yourself to your legislators. With several new legislators at the Capitol its especially important that we educate them about our issues. It will also be important to have a big showing at Builder Day at the Capitol Jan. 30. Please mark your calendars and plan to attend.

    3.6 percent in October to a seasonally adjusted annual rate of 894,000 units, according to the U.S. Commerce Department. This is the highest pace of new-home construction since July of 2008.

    This report is in line with our latest builder surveys, which show improving confidence and optimism in the marketplace as buyers take advantage of low mortgage rates and very attractive prices, said Barry Rutenberg, chairman of the National Association of Home Builders and a home builder from Gainesville, Fla. Builders are acting to meet rising demand while continuing to exercise caution by pulling a modest increase in the number of single family permits as the market continues to gradually gain its footing.

    Todays report bears out similar changes in other economic indicators that housing continues to recover at a slow but steady place, and is right in line with our expectations of modest month-to-month growth, said NAHB Chief Economist David Crowe. However, we still have a long way to go to get back to normal production as inaccurate appraisals, tight lending conditions for home buyers and policy uncertainties continue to impede the recovery.

    Single-family housing starts in October were virtually unchanged at 594,000 units while multifamily production posted an 11.9 percent gain to 300,000 units the best pace since July of 2008.

    On a regional basis, overall housing starts rose 17.2 percent in the West and 8.9 percent in the Midwest while posting a storm-related decline of 6.5 percent in the Northeast and 2.5 percent in the South.

    Permit issuance, which can be a harbinger of future building activity, fell 2.7 percent to a seasonally adjusted annual rate of 866,000 units in October. The drop in permits was focused in the apartment sector as multifamily permits fell 10.6 percent from an unusually high September level to 304,000 units. Meanwhile single-family permits rose 2.2 percent to 562,000 units.

    Whats my 3-in-1 membership about?

    offers a Member Rebate Program, which is the result of using the combined buying power of the Builders in the Association, combined with many other state associations, to qualify for the same manufacturer rebates as the nations largest Builders receive.

    Registration in the program and a quarterly claim form is all that is required. Claims are filled out quarterly for all homes closed or completed in the previous quarter. To

    project certified at the bronze level through the National Green Building Program. His knowledge of the process and willingness to help put together information was greatly appreciated, says Jenny Erickson, HBA development & project coordinator.

    Lotvedt is not only a supporter of the HBA, but he is an active member of the Tour de Habitat committee with Lake Agassiz Habitat for Humanity. The Tour de Habitat is

    Habitat for Humanitys biggest fundraiser, and last March, the HBA was fortunate to have nine teams designate their funds. The Tour raised $12,050 for the HBC Build for Habitat this summer.

    When Lotvedt isnt working, he enjoys spending time with his wife, Kristen, and their three daughters, Kourtney, Brinlee and Nora.

    Every other month in the Plains Builder, we spotlight a Member of the Month chosen by HBA staff. This features purpose is to thank HBA volunteers and supporters by recognizing all they do for the Association and the industry. At the January GMM on Jan. 10, staff will give an Extra Mile award to one person chosen from all the 2012 bi-monthly winners.

    The HBA of F-M staff is proud to recognize Nathan Lotvedt, Heritage Homes, as Decembers Member of the Month. This summer, Lotvedt was part of a committee who focused on making the Home Builders Care Build for Habitat home a green building project. His experience and expertise helped the build earn the National Green Building Standard, bronze level, which was the first-ever in the Fargo-Moorhead area.

    Getting involved with the HBA helps out the building industry as a whole, he says.

    Although he recently became involved with the HBA, Lotvedt has gone above-and-beyond, putting in many extra hours to help the HBC build earn the designation. The staff chose Lotvedt for Decembers Member of the Month because of his dedication to the build and always being available as a contact for any designation questions.

    Storm water management

    Information about storm water management can be found at www.epa.gov/greeningepa/stormwater.

    Storm water is rainwater and melted snow that runs off streets, lawns, and other sites. When storm water is absorbed into the ground, it is filtered and ultimately replenishes aquifers or flows into streams and rivers.

    In developed areas, however, impervious surfaces such as pavement and roofs prevent precipitation from naturally soaking into the ground. Instead, the water runs rapidly into storm drains, sewer systems, and drainage ditches and can cause:

    Downstream flooding Stream bank erosion Increased turbidity (muddiness created by stirred up

    sediment) from erosion Habitat destruction Changes in the stream flow hydrograph (a graph that

    displays the flow rate of a stream over a period of time)

    Combined sewer overflows Infrastructure damage Contaminated streams, rivers, and coastal water

    Why manage storm water?Traditional stormwater management design has been

    focused on collecting stormwater in piped networks and transporting it off site as quickly as possible, either directly to a stream or river, to a large storm water management facility (basin), or to a combined sewer system flowing to a wastewater treatment plant.

    Low impact development (LID) and wet weather green infrastructure address these concerns through a variety of techniques, including strategic site design, measures to control the sources of runoff, and thoughtful landscape planning.

    LID aims to restore natural watershed functions through small-scale treatment at the source of runoff. The goal is to design a hydrologically functional site that mimics pre-development conditions.

    Wet weather green infrastructure encompasses approaches and technologies to infiltrate, evapotranspire, capture, and reuse storm water to maintain or restore natural hydrologies.

    Federal storm water management requirements and guidance

    At facilities across the country, the Environmental Protection Agency has long employed a full spectrum of storm water management practices to reduce the impact of Agency activities on the hydrology of local watersheds. EPAs storm water management efforts continue in accordance with the new paradigms and requirements set out in Executive Order (EO) 13514, signed in October 2009, the Energy Independence and Security Act of 2007 (EISA), and EO 13423.

    Meet your New Member Development and Retention Chair: Peter Johnsonby Kirsten Rosenow, Communication & Office Coordinator

    For over five years, Peter Johnson, CornerStone Bank, has been supporting the growth and

    development of the HBA of F-Ms membership. This year, Johnson served as the New Member Development and Retention Committees chairperson. For him, being part of these committees gives him the opportunity to meet both prospective and current members.

    My favorite part of participating is helping potential companies become members of the Association and to maintain a strong membership base for the Association that continues to provide mutliple resources to its members, says Johnson. I see being a member of the Association as an asset to a company to help them grow and strengthen their business.

    Thanks to the efforts of Johnson, the New Member Development and Retention Committees, and the HBA members, the Association has won the National Association of Home Builders Membership Cup the past two years:

    2010 and 2011. The award annually recognizes the home builders association that achieves the highest combined ranking in membership growth and retention in the country. Finalists were identified from seven different membership size categories, and invited to submit their membership plan for consideration to be named the overall winner. These committees are the driving force behind the membership, and for Johnson, its not only about gaining new members but maintaining and supporting current members, as well.

    If we did not mainatin and grow our membership we would become stagnant and less proactive for our current and future members, he says.

    Johnson is a loan officer at CornerStone Bank and often works with first-time home owners, helping them with their financial needs from start to finish. In his free time, Johnson enjoys hunting, camping and fishing. He and his wife, Nikki, have three children, Pierce, Lexus and Sterling.

    Ask better questions

    Editors note: This is the final article featuring Rikka Brandon, Building Gurus, offering tips on recruiting and hiring the right employees. As the local building industry rebounds,

    these articles cover job design, effective job ads, resume review, interview questions and finding the right person for the right opportunity at the right time.

    What is your biggest strength/weakness?

    How would your last boss describe you in five words?

    Do these super cliched interview questions make you want to chew off your arm?

    As an employer or recruiter, you know you have to ask potential candidates the standard interview questions. Trite as they are, these questions can serve as an ice-breaker of sorts and help you decide if the interviewee is worth getting to know. If their answers are good, then it might be time to try a different style of interviewing to gain some insight into their personality. Behavioral interviews will show you how your interviewee reacts and behaves in specific situations, so you know more about them than the bullet points on their resume and their answers to conventional interview questions.

    Whats a behavioral interview?

    A behavioral interview focuses on the candidates abilities, knowledge, skill set, past experiences, and actions as they relate to your job offering. Because whats a better predictor of a persons future behavior than their past behavior?

    There are four different styles of behavioral interview questions and those questions are used to scout for three particular skills. Youre not trying to throw the potential employee for a loop, but you want to hear how they would handle certain situations.

    2012 achievements: NAHB helping members succeed

    National Association of Home Builders logged significant victories advocating for its members in the legal, legislative and regulatory arenas during 2012leveraging the Associations power to testify before Congress and shine a light on key issues, getting pro-housing bills introduced and passed, challenging regulations that do more harm than good, and leveling the playing field against powerful interests that could put struggling Builders, Remodelers and their suppliers right out of business.

    1. Protecting the mortgage interest deduction and other pro-housing policies and elevate housing on the national agenda in Congress.

    2. NAHBs Appraisal Working Group is focusing on changes in the areas of regulation and oversight, appraisal practices and standards, appraiser education and experience requirements, and data and technology. For more information, go to www.nahb.org/appraisals.

    3. Preventing expensive, pointless regulations from impeding home building and remodeling.

    4. Reauthorizing and preserving the National Flood Insurance program for an additional five years.

    5. NAHB-introduced legislation, which would help resolve the credit crisis and ensure sufficient credit for new housing, is pending in both houses of Congress.

    6. NAHB introduced the Improving Market Index to educate the public about the growing list of metros experiencing growth in jobs, starts and home prices as proof that housing is moving in the right direction..

    7. NAHB has presented lawmakers a detailed proposal on restructuring the housing finance system to provide a consistent supply of mortgage liquidity and retain a federal backstop while limiting taxpayer exposure and keeping mortgaes affordable.

    8. Every year, NAHB analyzes thousands of proposed codes, from mandatory fire sprinklers to energy conservation rules, and prevents requirements that could add tens of thousands of dollars to the cost of building a new home without any real appreciable benefit to home buyers.

    9. Agreeing with NAHB arguments (submitted in the form of two amicus briefs) that a property owner who receives a Compliance Order from the EPA should be able to obtain judicial review in court, the U.S. Supreme Court handed down a unanimous decision in Sackett v. U.S. Environmental Protection Agency on March 21 that brought relief to property owners on this matter.

    10. NAHB members paid discounted rates for more than 800 NAHB education classes held throughout the year in local home building associations across the country.

    The year ahead As Congress tackles tax reform, NAHB will be deeply engaged in the debate

    and work to protect current housing incentives. Moreover, the debate on how to unwind Fannie Mae and Freddie Mac and determine the future role of the U.S. housing finance system is also expected to be front and center. NAHB has moved preemptively by issuing its white paper on restructuring the housing finance system that seeks an appropriate federal role to ensure a reliable and adequate flow of affordable housing credit. NAHB will continue to meet with Administration officials, members of Congress and federal regulators to advance these goals in the coming year and will continue to work with all relevant stakeholders to seek major reforms in appraisal practices to ensure that appraisals reflect true market values and dont contribute to price volatility.

    What is your companys focus?We specialize in quality finish work, including doors,

    trim, door hardware, cabinets and counter tops. We also do stairways, fireplaces and custom work in homes, apartment buildings and restaurant interiors.

    What is the latest trend in your business/industry?

    We are making some pretty substantial changes as of January 2013. We will be incorporating and teaming up with a former partner, Jason Tesch, who brings back to the

    company many years of construction expertise, both in the field and in the office. The latest trend for us is going to be doing the finish work for a restaurant chain, in several states, and we are very excited about that. This past summer we did the interior finish work in a popular restaurant newly built near Brainerd, Minn. The job was a lot of fun to do; it had a lot of architectural woodwork in it, which made it very interesting. We are also going to be bidding on the finish work in a well-known retail sporting goods store.

    What do you think is the biggest challenge facing the industry today and how are you dealing with it?

    For us, I think one of the biggest challenges is the building industry is slowing down a bit and trying to keep everyone working and making a living. That is why we have bid and taken jobs out-of-town and out-of-state occasionally to supplement the work we have in town.
